The Singapore Prison Service

(Prisons) operates 14 prisons and drug rehabilitation centres throughout Singapore. It aims to play an instrumental role in the correction and rehabilitation of inmates under its care, to enable them to return to and integrate with society. In the late 1990s, Prisons embarked on a re-invention that would transform itself from a largely paperwork-based organisation to one that leverages on Information Technology (IT) to achieve operational efficiency. Working with the Prisons for close to two decades is the regions leading IT service provider, National Computer Systems Pte Ltd (NCS). This long-term partnership provided NCS with the necessary domain knowledge, expertise and experience to design, develop and implement a Prison Management System (PMS) for Prisons.

Keeping Track the High Tech Way s With the


PMS, keeping track of inmates became easier. Previously, inmates had to be checked and re-checked each time they were admitted, discharged or transferred. At each station, officers would ask the inmate his particulars and match his face with each photo. Now, each inmate is tagged upon admission into prison. This tag is scanned each time he is admitted, discharged or transferred. The tag also allows officers to monitor the movement of the inmates within the prison in real-time. This reduces the need for constant roll calls to keep track of the inmates. The use of fingerprinting technology also ensures that an inmate leaving prison for the courts, for release or for transfer to other locations is the right person. In addition, the digital imaging module allows the belongings of an inmate surrendered prior to his entry to be captured accurately. Officers can then easily match and verify these belongings when the prisoner collects them upon discharge. Previously, these were recorded manually on physical forms and at times it was difficult to describe various items in words.

The re-engineering of business

processes brought about by the PMS has resulted in a paradigm shift. Despite being located at various institutions islandwide, the more than 2,000 employees of Prisons no longer just see a sectional view of their own work. They now see how it is integrated with the entire Prison service. Also, many of the officers were IT illiterate and exposed to IT systems for the first time. The PMS increased their IT literacy and enhanced their job performance in the face of a fast paced economy that is dependent on IT. Upon implementation, NCS also worked closely with the Prisons management team to train, motivate and support the users in the use of PMS. Site visits were conducted at the various Prisons institutions to gather feedback on the usage of the system. These measures ensured high user acceptance level, and propelled the Singapore Prison Service to meeting its vision of being an exemplary prison system.
