CON/S-L/SCL/05/2011 Sealed Open tender(s) is invited for the works in connection with Gauge Conversion of Lumding-Silchar Section. (1) Tender No. CE/CON/SL/BOX PUSHING/2004/02(RT-2)(R&C) Name of work Balanced work of Providing RCC BOX with BOX PUSHING TECHNIQUE under traffic for Br. No.5 at Ch. 3.170KM, Br. NO.8 at Ch. 3.688KM in between Badarpur Panchgram stations and Br. No. 27 at Ch.18.342KM in between station Salhapra- Arunachal and other ancillary works against CA No. CON/SL/849 dt. 11 01 2005 in connection with Gauge Conversion of Lumding Silchar section from MG to BG. (a) Approximate value : Rs. 50,07,003.50 (b) Earnest Money : Rs. 100140.00 (c) Completion Period: 6(six)) months from the date issue of acceptance letter. (d) Cost of Tender Paper Rs.5000 (Rupees five thousand) only for delivery at office and Rs.5500.00 (Rupees three thousand five hundred) only for delivery by Registered Post/ Speed Post. The tender papers can be had from the Office of the Deputy Chief Engineer/Construction/ N.F, Railway/ Silchar and Deputy Chief Engineer/CON/Lumding`s office on and from 01.01.12 on cash payment on all working days during the office hours up to 11.00Hrs. of 07.01.2012 Out station firms may remit the sum by money order to the above-mentioned offices within 01.01.12 However Railway will not be responsible for delay or loss of documents in transit.
The tender will be received by the office of the Deputy Chief Engineer/Construction, N.F.Railway/Silchar and Deputy Chief Engineer/CON/Lumding`s office upto 14-30Hrs. of 07.01.12 and will be opened on 10.01.12 at 10Hrs. in the office of the undersigned. If the date happens to be Bandh/Holiday(s), the tender papers will be received and opened on the following day as per same timings. Tenders not accompanied by requisite earnest money in proper form will be summarily rejected. The standing earnest money available with Railway of registered contractor of A class shall not be valid for the present tender. (i) The earnest money should be in cash or in the form of deposit receipt, pay orders or demand drafts executed by State Bank of India or any of the Nationalized Bank or by a schedule Bank.

1. Eligibility Criteria: 1.1 The Tenderer(s) should have physically completed within qualifying period i.e the last three financial year and the current financial year (even though the work might have commenced before the qualifying period) At least one work of similar nature for a minimum value of 35% of advertised tender value in railways or any other govt./Semi govt. Organisation for PSU etc. Note: (i) The total value of similar nature of work completed during the qualifying period and not the payments received within qualifying period alone, shall be considered. or (ii) Tenderer(s) should have received in any one financial year during the last three financial years (i.e current year and three previous financial years) minimum payment of 35% of advertised Tender value from one or two similar satisfactory completed/ Progressive works.

Note:- (i) The satisfactorily progressing works are considered those works where the 50% of the Contract value has already been paid. (ii) In case of composite works involving combination of different works, even separate Completed works of required value shall be considered while evaluating the eligibility criteria. (iii) Similar nature of work means: Any type of minor/major bridge work. 1.2 Total contract amount received during the last three years (i.e. current year and three previous financial years) should be minimum of 150% of advertised tender value of work supported by (a) Authenticated payment record of N.F. Railway or any other Govt. Department or PSUs etc. (b) Audited Financial statements certified by Chartered Accountant. 1.3 Certificate from private individuals/ firms for whom such works are executed/ being executed shall not be considered. 2. JOINT VENTURE will not be permitted in this Tender. 3. PARTNERSHIP FIRM: In case the tenderer is a partnership firm, the work experience, solvency and turn over shall be in the name of partnership firm only.

Tender document is also available on North-East Frontier Railway web site i.e., www.nfrlyconstruction.org and the same can be downloaded and used a tender document for submitting the offer. This facility is available free of cost. However, the cost of tender paper as indicated above will have to be deposited by the tender in the form of Demand Draft payable in favour of FA & CAO/CON, N.F.Railway, Maligoan along with the down loaded tender document. This should be paid separately and not included in the Earnest money. If the down loaded tender document is not accompanied with the cost of tender document as detailed above the offer will be summarily rejected. In case of any discrepancy between the tender document down loaded from internet and the master copy, later shall prevail and will be binding on the tenderers. No claim on this account will be entertained. Railway Administration will not be responsible for any delay/difficulty/inaccessibility of the downloading facility for any reason what so ever.
