NHD held our annual


member meeting on Tursday,
December 1, at New York Law
School. Te main purpose of
the meeting was to develop an afordable
housing platform that will shape the next
Mayoral administration.
Members responded to our draft platform
and broke into lively, engaged small groups
to share policy recommendations on a wide
range of issues including: new afordable
housing construction, preservation,
homeownership opportunities, foreclosure
prevention, neighborhood stabilization,
tenant protections, bank accountability, public
housing, and more.

ANHD held its Annual Member Meeting on Tursday,
December 1 at New York Law School. Over 100 representatives
from our member groups gathered to discuss a draft Afordable
Neighborhoods platform that is intended to inform the upcoming
mayoral election. After several lively breakout discussions, group
leaders reported back to the entire group and a platform emerged
that presents an alternative vision for New York City that responds
to the needs of working class families and preserves the dynamism
of all our neighborhoods.
At the cocktail reception held after, ANHD toasted four long-
time leaders of our Board of Directors including Walter Blenman
of Beulah HDFC, Michelle de la Uz of the Fifth Avenue
Committee, Barbara Lowry of Northern Manhattan Improvement
Corporation, and John Reilly of Fordham Bedford Housing
Corporation. We also enthusiastically welcomed four new Board
Members including Ismene Speliotis of the Mutual Housing
Association of NY, Harry DeRienzo of Banana Kelly, Aleciah
Anthony of NorthWest Bronx Community and Clergy Coalition,
and Donald Notice of West Harlem Group Assistance.

ur annual members meeting Tursday,
December 1, did something new. We
gave membership a draft platform and an
opportunity to discuss the work awaiting us in 2013
and beyond. Members came prepared and went all
in, sharing their expertise and pitching various ideas
and solutions to the full range of issues afecting the
citys afordable housing and community development
needs. While the needs are real and signifcant, a spirit
of optimism flled the room as members recognized
our ability to craft and implement meaningful
solutions.
We havent had an opportunity to take a fresh look at
afordable housing policy in a long time, said ANHD
Executive Director Benjamin Dulchin, speaking of
NYCs upcoming Mayoral elections. Te last time
was in 2001. Te next Mayoral elections are in 2013.
We have to start now so we can begin to identify our
priorities and educate all candidates about the various
needs of our neighborhoods.
After Dulchin set the tone, members broke out into
six groups to better articulate our planks related to
new construction, preservation, homeownership
opportunities and foreclosure prevention, tenants
rights and code enforcement, bank accountability, and
public housing. It soon became clear that the allotted
30 minutes would be insufcient as participants began
to tackle complex problems in a deeply collaborative
way. Although an open bar and hors doeuvres awaited,
each breakout group kept asking for more time.

As individual groups reported back to
the full membership, the richness of the
discussion was evident in full fip charts and
a furry of recommendations. During each
de-drief, members from other discussion
groups shot up their hands to ask a question,
add their perspective or congratulate the
presenter on a job well done.
As the last of the groups presented,
a platform emerged that presents an
alternative vision for New York City that
responds to the needs of working class
families and preserves the dynamism of all
our neighborhoods.
Te meeting was not all work, however.
Even though policy discussions spilled over
into the cocktail reception, ANHD took
the time to recognize the contributions
of long-time Board Members who will be
term limited at the end of this year. Tese
include Walter Blenman of Beulah HDFC,
Michelle de la Uz of the Fifth Avenue
Committee, Barbara Lowry of Northern
Manhattan Improvement Corporation,
and John Reilly of Fordham Bedford
Housing Corporation. Teir dedication to
the mission of ANHD and the afordable
housing movement is truly inspiring.

Public Beneft Expanded at Hunters Point
When the frst stage of the New Hunters Point South development at the southwestern tip
of Queens was announced last year, it required a minimum of 60% afordable units already
a considerable amount for a development that, when completed, will be the largest afordable
housing development since Co-op City.
However, when all is said and done, it turns out that the frst phase of this development over
900 units is going even further toward maximizing afordability. 100% of the units are going
to be permanently afordable housing, the kind of workforce housing New York City needs if its
going to continue to complete on a global stage.

ANHD and the National Movement to Hold
Banks Accountable
For the past year, ANHD has been working with the New York City Council to pass Intro. 485,
Te Responsible Banking Act. Our National Policy Convening, held on November 18, revealed
that we are not alone as cities across the country are pushing similar legislative campaigns.
Over 130 elected ofcials, policy experts and community organizers from twelve cities including
Boston, Chicago, Cleveland, Kansas City, Los Angeles, Minneapolis, Philadelphia, Pittsburgh,
San Diego, St. Louis, and Washington DC, attended the day-long convening at the NYU
School of Law.

The New York Mortgage Coalition (NYMC) is a unique collaboration of financial institutions

Jobs Creation Grant
US Dept. of Commerce, Economic Development Administration (EDA) supports
development in economically distressed areas of the United States by fostering job
creation and attracting private investment. Specifcally, under the FFO, EDA will consider
construction, non-construction, and revolving loan fund investments under the Public
Works and Economic Adjustment Assistance programs.
Grants made under these programs will leverage regional assets to support the implementation
of regional economic development strategies designed to create jobs, leverage private capital,
encourage economic development, and strengthen Americas ability to compete in the
global marketplace. Under the FY 2012 FFO, EDA solicits applications from rural and
urban communities to develop initiatives that advance new ideas and creative approaches to
address rapidly evolving economic conditions.
Te next four funding cycle deadlines are: (i) December 15 for funding cycle 2 of FY 2012;
(ii) March 9 for funding cycle 3 of FY 2012; (iii) June 8 for funding cycle 4 of FY 2012; and

Harlem Incubator
New York City Economic Development Corporation (NYCEDC) is seeking proposals
from qualifed individuals, organizations, or companies to develop, operate and maintain
an incubator space in the Manhattan neighborhood of Harlem, preferably along, or within
a two-block walk of 125th Street. NYCEDC may make certain funding available to help
cover specifc incubator start-up costs and operating expenses.
NYCEDC will consider incubator programs for (i) startup businesses in technology, new
media, or services sectors, generally, (ii) co-working space for freelancers, entrepreneurs,
small businesses, and startups, or (iii) a combination thereof. Food use or similar programs
will not be considered for purposes of this incubator.
Te incubator should provide a much needed space for entrepreneurship and innovation in
Harlem.

Grant Administration and Management
NYC Ofce of the Chief Medical Examiner (OCME) has been the recipient of numerous
Federal and State grants which enable us to enhance and maintain our current work in the
interest of criminal justice and public health, and provide us the means to advance science
in pursuit of our goals for the beneft of the public.
Te OCME is seeking the services of a qualifed vendor to provide timely administrative
services in support of grant-funded programs. Te selected vendor will support these
programs by assisting in the recruitment of personnel, procuring grant-mandated goods and
services, and complying with all administration, reporting and documentation requirements
of the grants.
It is anticipated that the term of the contract awarded from this solicitation will be for three
