C. TECHNICAL SPECIFICATIONS ACCESSIBLE EIGHTEEN (16 + 2 WHEELCHAIR) PASSENGER SMALL TRANSIT BUS C.

.1 General Overall Seating Capacity, Dimensions and Weight Seating capacity for each vehicle configured with sixteen regular seats with two wheelchair positions as indicated by the attached seating capacity configuration. Each vehicle shall be made accessible to wheelchair passengers through the use of a lift. The maximum empty weight (wet) of any vehicle shall not cause the GVWR or the Gross Axle Weight Rating (GAWR) to be exceeded when loaded to the maximum carrying capacity defined by any seating/ wheelchair position configuration required in these specifications (150 lbs. per ambulatory passenger and 250 lbs. per wheelchair passenger).

Each vehicle shall be configured with two wheelchair positions as illustrated in Figure 1. C.2 C.2.1 ENGINE Diesel engine shall be heavy-duty truck-type with quality bearings, pistons, and crankshaft designed for sustained full-load operation. The engine displacement shall be at least 6.0 liters. Engine shall be furnished with a large capacity full flow oil filter easily reached and replaced without removal of any major component. The oil dip stick and oil fill shall be accessible from outside each vehicle in order to make them easily reached for periodic oil level checks and filling.

An air cleaner of the dry-type is required. No device shall impede access through the interior engine cover, if one is provided with each vehicle. COOLING SYSTEM Radiator shall be heaviest duty available from the chassis manufacturer. Radiator surge or overflow tank shall be provided (coolant recovery kit) so that coolant expelled is saved and restored to the cooling system. This item is not required if it is not available from the original chassis manufacturer. The cooling system shall be equipped with an automatic pressure relief cap. The cooling system shall be designed to withstand operating pressures without leaking and be protected to prevent extreme pressure build-up. Adequate access shall be provided for easy inspection and filling of the cooling system from inside or outside each vehicle without removing any other equipment. FUEL SYSTEM Total fuel tank capacity shall be a minimum of 30 U.S. gallons.

EXHAUST SYSTEM Each vehicle shall be equipped with an exhaust system which meets U.S. Government noise level and exhaust emission (smoke and noxious gases) requirements. The exhaust shall exit on the drivers side of each vehicle behind the rear wheels.

TRANSMISSION Transmission shall be fully automatic type. Automatic transmission shall be equipped with an auxiliary water-oil or air-oil heat exchanger (transmission cooler) to maintain safe operating temperature at all anticipated operating conditions. FRONT SUSPENSION Axle capacity 3,700 lb. minimum Heaviest duty springs, shock absorbers, wheelbearings, hubs, and spindles available for the GVWR shall be provided.

REAR AXLE AND FINAL DRIVE Axle capacity 7,400 lb. minimum Heaviest duty springs and shock absorbers available for the GVWR shall be provided. If possible, the bidder should provide a choice of different drive axle ratios for each vehicle in his bid. One of these drive axle ratios shall be the manufacturers standards recommended ratio. PROPELLER SHAFT With a conventional front engine, rear drive arrangement, the propeller shaft shall be a heavy-duty type, which uses one or more spicer needle bearing universal joints or equivalent. Guards for the propeller shaft are required to prevent any section of the shaft from entering each vehicle or striking the ground in case of failure.

STEERING Each vehicle shall be equipped with Original Equipment Manufacturer (OEM) power steering.

BRAKES Brakes on all wheels shall be heaviest duty available from the Original Equipment Manufacturer (OEM). Each vehicle shall be equipped with an antilock brake system if available from the Original Equipment Manufacturer (OEM).

C.12

WHEELS Each vehicle shall be equipped with the heaviest duty available Original Equipment Manufacturer (OEM) wheels which shall be balanced.

C.13

TIRES

C.13.1 Dual rear wheels shall be provided on each vehicle. Tires shall be all season and of the size and type which is adequate for anticipated vehicles loads. A valve stem extender on the inner wheels shall be provided so the tire pressure can be easily checked and adjusted. C.13.2 Spare wheel and tire assembly as used on the bus shall be supplied with each vehicle. C.13.3 The vehicle jack with a minimum rating of 6 tons and tire tool shall be provided and stored on each vehicle in a fastened position. Storage for the jack, tools and other such accessories shall not interfere with the passenger area, doors, or the safe operation of each vehicle. C.14 ELECTRICAL SYSTEM

C.14.1 Each vehicle is to be supplied with an alternator powered 12-volt extreme duty electrical system. All components are to be selected and integrated to function in an environment characterized by low engine speeds and high amperage draws (due to lights, flashers, heater, and other accessories in constant operation). C.14.2 A dual Original Equipment Manufacturer (OEM) alternator of at least 200 amperes rated output is required. The alternator shall be driven by dual belts with matched pulleys, if available from the chassis manufacturer. Each vehicle is to be fitted with a battery capacity of 650 cold crank amperage (CCA) at zero degrees Fahrenheit. A dual battery system is to be provided. The chassis supplied battery(s) under the hood shall remain unchanged. If the auxiliary battery is frame mounted, it shall be relocated to a skirt mounted stainless steel battery tray completely enclosed in a stainless steel battery box. All batteries shall be easily accessible from outside each vehicle. Battery and alternator terminals shall be clearly marked.

C.14.3 WIRING a) All wiring shall conform to the current applicable standards of the Society of Automotive Engineers and be of sufficient size to carry the required current without excessive voltage drop. The wire shall have adequate mechanical strength for the application and be of a sufficient gauge size to carry the current without overheating. All wiring and related devices shall be installed in a quality workmanship manner and be mechanically and electrically secure. All wiring shall be color coded, function coded or permanently and continuously numbered for ease of identification and must be continuously loomed. All wiring shall be adequately protected from water, solvents, road splash, stones, grease, oil, fuel, abrasion and chafing. All wires and cables not installed by the engine manufacturer which are subject to extreme heat shall be protected by shields where necessary to prevent premature failure. All parts of the wiring system shall be adequately protected from corrosion. Battery cables shall be heavy duty and adequate to carry current output of the electrical system. Grounding wires shall not pass through hinged door or any other cover. All harness and wiring shall terminate at appropriate junction terminals set in bakelite or molded plastic material. All wiring and connectors shall be of the soldered insulated or machine staked type. All circuits shall be protected by manual reset circuit breakers or fuses. All circuit breakers shall be clearly identified. Fuses and fuse blocks, if used, shall be clearly identified and easily accessible from inside each vehicle. Fuses shall be placed in a single block. The fuse block shall contain holders for spare fuses of each type. Devices such as lamps and wiring requiring periodic checking and servicing shall be readily and easily accessible and serviceable. All exterior devices shall be sealed to prevent entrance of water. There shall be not exposed or loose wiring in the driver or passenger compartment of each vehicle. Any wiring installed as an after market installation that is subjected to vibration or other movement must be encased in continuous metallic tubing or be of the armored BX type. This requirement is necessary only when wiring is passed through or within body or chassis member. Wiring, harnesses, and raceways shall be supported at regular intervals by P clamps, or by other supporting hangers where necessary, and routed in separate hangers from heater hoses or air conditioning hoses.

C.15

INSTRUMENTS AND CONTROLS

C.15.1 The following instruments are to be provided: Speedometer with odometer Voltmeter; Oil pressure gauge; Fuel tank level gauge; Engine temperature gauge or over-heat warning light; Headlight on indicator and headlight high beam indicator; and Directional signal and flasher action light.

C.15.2 The following controls, in addition to the normal steering, braking and transmission functions, are to be provided: Column mounted turn signal lever. Emergency flasher control which operates separately of each vehicles brake light system. Master exterior light switch. Switches and temperature controls for passenger compartment heaters and air conditioners on units so equipped. Separate switch and temperature controls for driver heaters, defrosters, and air conditioners on units so equipped. Key start. A push button starter switch shall not be provided. Two speed wiper/washer control with intermittent feature, and Passenger compartment lights.

C.15.3 All controls and instruments are to be within drivers arm reach with seat belt fastened. All switches are to be of uniform type, either push-pull, toggle or rocker type, mounted in convenient groupings in a panel near the driver. C.16 BODY STRUCTURE

C.16.1 The highest possible quality of construction is desired. The body structure shall be built as an integral unit. C.16.2 Each vehicle shall have all joints and corners where stress concentration may occur adequately reinforced to fully withstand the required loads and road shock that a bus-type vehicle is exposed to in both urban and rural service, and to maximize the likelihood that the body will retain its integrity in a roll-over accident. Each vehicle must meet the strength requirements of the FMVSS 220 roll-over protection test. C.16.3 The side and end framing shall be so designed and constructed that they will carry their proportion of the stresses around these openings. All posts in body side and roof sections shall be of durable channel or box construction securely fastened to the underframe structure so that the entire frame shall act as one unit without any movement at the joining points. The end posts shall be designed to resist shear. The structural members (the steel cage structure) of each vehicle shall be coated with Dupont industrial coating (Colar 25P with VF 525 activator) or approved equal. The material shall be applied to the cage structure from directly below the window line to the bottom of the side walls, and rear on all exterior sides of the tubing. C-5 07/12/2005 SPEC A/L-Lift-D

C.16.4 All exterior panels shall be attached to the framing by riveting, welding, or with adhesive materials. Panels shall be lapped unless continuously welded and the upper or forward panel shall form a watershed by being lapped over the following panel so that the sealing of the panels is not dependent on caulking alone. All exterior joints and seams shall be protected by the application of caulking compound. Body shall be thoroughly water tested and made tight to prevent leakage. Exterior panels of each vehicle shall be of fiberglass, galvanized steel or aluminum construction only. C.16.5 Roof gutters shall be installed over all windows and doors. C.16.6 All body materials that are not inherently corrosion resistant shall be protected with corrosion resistant coatings (such as zinc chromate or zinc phosphate prime paint or approved equal). Examples of inherently corrosion resistant materials are fiberglass, stainless steel, aluminum, galvanized or galvanealed steel or approved equal. C.16.7 All nuts, bolts, clips, washers, clamps, and like fasteners shall be zinc or cadmium plated, or phosphate coated, or stainless steel to prevent corrosion. C.16.8 Stepwells are to be of heavy duty construction of stainless steel, with coved or square corners and adequate reinforcement to prevent deflection. Where exterior fasteners are utilized, stainless steel fasteners shall be used. Stepwell treads shall be at least 8.5 deep. Individual risers shall not exceed 9 in height. All risers shall be approximately the same height. Clearance from the ground to the bottom of the first step shall be not less than 9. The use of spring spacers to acquire this clearance is not acceptable. The first step height from street level shall not be more than 12 inches from the ground as measured to the top of the step tread when each vehicle is empty except for seats and normal equipment. Step width shall be a minimum of 25. C.16.9 When each unit is completed, the sections of the underside of each vehicle exposed to the elements shall be treated with an undercoating material except those areas of the OEM chassis where undercoating is not recommended. All box type steel tubing (except stainless steel) used in the floor structure and wall structure below the window line shall have the interior of the tube coated with corrosion resistant material. Sections that are treated shall be properly cleaned to remove greases, oils, and residues before application of the corrosion-proofing material. All mechanisms (moving or stationary parts) that are affected or rendered useless by an application of sealant or insulation shall be cleaned free of sealant or insulation including vent canisters and drain pipes. C.16.10 Mud flaps shall be provided for all wheels. Mud flaps shall be sized to be effective to protect the body, and so that they can not be rubbed by the chassis tires or the ground. In the event the tires extend beyond the side of each vehicle, splash aprons and fenders shall be provided. C.16.11 Heaviest duty bumpers available from the chassis manufacturer shall be provided. C.17 DOORS

C.17.1 Each vehicle shall be equipped with a manually operated or power driven stainless steel, aluminum, pre-painted galvanized steel or fiberglass front entrance door, with stainless steel door frame. If exterior fasteners are used to secure the door frame, they shall be stainless steel fasteners. Meeting edges shall be equipped with 2 extruded rubber edges on each section that overlap for form a tight seal. The door shall not be provided by the original chassis manufacturer. The door opening device shall be easily operated by the driver from the drivers seat. C-6 07/12/2005 SPEC A/L-Lift-D

C.17.2 The entrance door shall have an unobstructed clear opening width of at least 24 and a full height of at least 72. The entrance door shall also be equipped with a brush at the bottom. C.17.3 Front entrance door shall be equipped with windows of adequate size and placed so as to allow the driver to see and judge curb location when stopping. C.17.4 Each vehicle shall be equipped with outward opening, double panel, stainless steel, aluminum, pre-painted galvanized steel or fiberglass side doors equipped with windows, including a stainless steel, aluminum or pre-painted galvanized steel door frame, for installation of a wheelchair lift. For vehicles in excess of 22 feet in length, the overhead clearance between the top of the door opening and the raised lift platform, or highest point of a ramp, shall be a minimum of 68 inches. For vehicles of 22 feet in length or less, the overhead clearance between the top of the door opening and the raised lift platform, or highest point of a ramp, shall be a minimum of 56 inches. A method shall be provided to positively hold the lift doors in the open position while the wheelchair lift is in operation.

C.17.5 Each vehicle shall be equipped with a rear outward opening, stainless steel, aluminum, pre-painted galvanized steel, or fiberglass emergency door/doors with stainless steel, aluminum, or pre-painted galvanized steel door frame, equipped with an emergency quickrelease system, with appropriate operating instructions clearly written and placed in a highly visible location inside each vehicle. The door shall be easily operated from both outside and inside each vehicle. If this specification calls for a full length rear bench seat, a rear emergency escape window or roof escape hatch shall be provided in lieu of the rear emergency door. C.17.6 The structure of all doors, their mounting, inside and outside trim, and any exposed mechanisms shall be of durable, corrosion-resistant material which is rigidly reinforced. Positive stops to limit door travel in the open and closed positions shall be provided. C.17.7 Doors shall be equipped with a heavy-duty lock and shall not rattle in the closed position and shall have durable, firmly installed weather seals to prevent the entrance of air and water and to keep ice from binding the door shafts. The forward door should overlap the rear door for maximum safety and minimum ice and snow entrapment. A forward folding door is also acceptable. C.17.8 Materials used for weather sealing shall be designed to withstand varying temperature extremes, road splash and salt, and other exterior elements without cracking, leaking, loosening or deteriorating. C.17.9 Provision shall be made for locking and unlocking all doors of each vehicle with key-type locks, except the front manual access door if it is automatically securely locked when in the fully closed position, and the emergency door. An inner barrel bolt style lock shall be provided in the emergency door that is interlocked to the ignition. C.18 WINDOWS

C.18.1 Windshield shall be fixed type, glazed with safety laminated glass, and uniformly tinted or tinted above eye level (grandutint). C.18.2 Tinted safety glass is to be provided on all windows.

C.18.3 Every window in the vehicle body shall be T-side sash windows which shall be emergency egress, except for a maximum of one spacer window per side (if necessary). The sash shall be anodized aluminum, rust resistant, horizontal slide type. They shall slide freely with minimal effort. The window tracks shall be polymer or nylon extrusions. The sash shall have a locking device to latch the window in closed positions. The side window area shall be as large as possible to give passengers an unobstructed exterior view. Windows shall be securely mounted to the main structure of the body and windows shall not rattle when open or closed. C.18.4 The sash, as required by FMVSS 217, shall be provided with an emergency push-out feature, designed to allow quick resetting by the bus operator. Emergency push-out instructions shall be furnished and installed by these windows. C.18.5 All windows shall be fitted with durable, firmly installed weather seals to prevent the entrance of air and water. Materials used for weather seals shall be designed to withstand varying temperature extremes, road splash and salt and other exterior elements without cracking, leaking, loosening and deteriorating. C.18.6 The side windows shall be easily replaceable and shall be sized so that they are interchangeable to the maximum extent possible. C.18.7 An upper window shall be provided in the rear emergency door/doors and shall be see through, tinted (AS-2) safety glass. Rear door/doors window height shall match top of other vehicle rear windows and the door window(s) shall match the design of vehicle rear windows. C.19 WINDSHIELD WIPERS

C.19.1 Two heavy duty electric two-speed windshield wipers with intermittent feature controlled by a switch shall be furnished. C.19.2 Windshield washer is to be included, with a reservoir easily accessible for filling. C.20 HEATING

C.20.1 The heating system shall be the heaviest available chassis OEM, and shall have at least two units, a heater/defroster located in the drivers area and an auxiliary heater in the passenger area. Total output of the heating system shall be at least 60,000 BTU/hour. The drivers heater/defroster shall operate independently of the passenger area heating system. The system shall provide heating air to the driver and throughout the passenger compartment. C.20.2 The heater in the passenger area shall be located so as not to interfere with aisle space, wheelchair restraint system, or seating area (leg room). C.20.3 Each vehicle shall come equipped with a Webasto, Espar, or Proheat supplemental heating system or approved equal with a minimum 17,000 BTU/hour output. C.21 INTERIOR LIGHTING

C.21.1 The lighting intensity for all seat and wheelchair positions shall be adequate to illuminate each vehicle interior during night operation. C.21.2 Interior lights shall be operative without the engine running. C-8

C.21.3 Any stepwell or doorway immediately adjacent to the driver shall have, when the door is open, at least 2 foot-candles of illumination measured on the step tread, or lift platform. C.21.4 The stepwell and curb lights shall be activated when the front door is open while the engine is running. Stepwell lights shall be shielded to prevent light from directly shining into passengers or drivers eyes. Stepwell lights shall be header mounted LED stepwell strip lights. Other stepwells and doorways, including doorways in which lifts or ramps are installed, shall have, at all times, at least 2 foot-candles of illumination measured on the step tread, or lift of ramp, when deployed at each vehicle floor level. C.21.5 The drivers area shall have light to provide sufficient lighting in the steering wheel area during night operation. Each vehicle doorways, including doorways in which lifts or ramps are installed, shall have outside light(s) which, when the door is open, provide at least 1 foot-candle of illumination on the street surface for a distance of 3 feet perpendicular to all points on the bottom step tread outer edge. Such light(s) shall be located below window level and shielded to protect the eyes of entering and exiting passengers. C.22 EXTERIOR LIGHTING

C.22.1 All exterior lights must meet United States Department of Transportation requirements. Metal armor shields shall be provided on all marker lights. The marker lights shall not be guard shaped or recessed to preclude damage. C.22.2 Each vehicle shall be equipped with marker lights on the side of the body that come on with the flashers. All non-OEM exterior lights other than chassis OEM lights shall be LED type, which include stop, tail, clearance, turns, backup, license plate, side directional, and exterior ADA lights. C.22.3 All exterior lights in the rear panel of each vehicle shall be flush style sealed lamps (sealed lamp by Peterson, Dialight, Trucklite or approved equal) retained in a rubber grommet mounting. C.22.4 Each vehicle shall be equipped with a minimum of two lights under the hood. C.23 INTERIOR

C.23.1 All interior panels, materials and treatments shall be flame retardant in accordance with FMVSS 302 and treated to be easily cleaned. Color of seats shall be of sufficient contrast to that of the floor to provide for depth perception by the visually impaired. Color scheme shall be the manufacturers standard color scheme. C.23.2 All protruding hazardous surfaces shall be eliminated. C.23.3 Interior lower side panels shall be scuff resistant. C.23.4 Inside walls and ceiling shall be adequately insulated to prevent condensation. Heaviest Original Equipment Manufacturer (OEM) insulation package on walls and ceiling shall be provided. Insulation should be flame retardant and non-toxic. Bidder to provide evidence of insulation properties at request of the purchaser.

C.23.5 Floor a) The sub-floor shall be of minimum thick, pressure treated marine grade plywood securely fastened to steel or aluminum (.04 gauge minimum) and covered from wall to wall with hard rubber transit floor. All edges shall be properly sealed to prevent entrance of moisture that could cause bulging, ply separation and/or material failure. Floor covering shall be smooth and at least 1/8 inch thick under seats and ribbed non-skid 3/16 inch thick in the aisle and wheelchair areas and at the entranceway of both the door and the floor area surrounding the lift. Floor covering must be installed to flooring manufacturers specifications. Steps shall be covered with 3/16 inch thick ribbed step treads. All step edges, thresholds and the boarding edge of ramps of lift platforms shall have a band of color(s) running the full width of the step or edge which contrasts from the step tread and riser, or lift or ramp surface, either light-on-dark or dark-on-light. b) All joints shall be the butt type. Floor covering shall be cemented and rolled to the floor to prevent bubbles or blisters which could create a safety hazard.

C.23.6 Grab Rails and Stanchions a) Handrails and stanchions shall be provided in the entrance to each vehicle in a configuration which allows persons with disabilities to grasp such assists from outside each vehicle while starting to board, and to continue using such assists throughout the boarding, and to continue using such assists throughout the boarding and fare collection process. Handrails shall have a cross-sectional diameter between 1 inches and 1 inches or shall provide an equivalent grasping surface, and have eased edges with corner radii of not less than 1/8 inch. Handrails shall be placed to provide a minimum 1 inches knuckle clearance from the nearest adjacent surface. A guard rail and padded modesty panel shall be provided to the immediate left of the front service entrance doorway. The rail shall be 30 above the floor extending from the wall to a padded vertical floor-to-ceiling stanchion 29 (+ 2) from the wall. Guard rails and stanchions shall be of minimum 1 outside diameter steel tubing and shall be padded with integrally molded stationary padding. There shall be no less than 1 of knuckle room clearance at stanchions, guard rails, and grab rails. A guard rail and padded modesty panel shall be provided directly behind the drivers seat. The rail shall be 30 above the floor from the wall to a padded vertical floor-to-ceiling stanchion 29 (+ 2) from the wall. Interior handrails and stanchions shall permit sufficient turning and maneuvering space for wheelchairs and other mobility aids to reach a securement location from the lift or ramp. Handrails shall be provided at the immediate right and left of the front service entrance doorway. For vehicles in excess of 22 feet in length, overhead handrails shall be provided which shall be continuous except for a gap at the rear doorway. C-10 07/12/2005 SPEC A/L-Lift-D

C.23.7 Seating a) Passenger seats shall be covered with commercial grade heavy-duty vinyl (36 oz. minimum), fully padded construction and color coordinated with interior and exterior colors. Seat backs shall have height of 22 (+ 2) and shall not have armrests attached but shall have padded handhold (minimum thick padding) within the reach of each passenger. A handhold is not required for any aisle facing seat or the most rearward seat. Seat backs shall be made to easily remove from the seat frame for repair or replacement without having to remove the seat frame from each vehicle. Seat covering shall be fire resistant, shall not support combustion, and shall meet the requirements of FTA Docket 90-A (Recommended Fire Safety Practices for Transit Bus and Van Materials Selection). Cushions shall be totally encapsulated with this covering. Passenger seat depth shall be 19 (+ 2). All forward facing seats on the same side of each vehicle shall be uniformly spaced from seat back to seat back. Knee to hip room shall be 28 (+ 2) measured from the seat back to the face of the following seat back. Seat cushions shall be made to easily remove from the seat frame for repair or replacement without having to remove the seat frame from each vehicle. A 2 passenger fold-away seat with its own seat belts shall be installed as indicated by the attached seating capacity configuration. The fold-away seat is intended to provide increased regular passenger seating when a person in a wheelchair is not being transported. Fold-away seats must maintain structure and design of passenger seats to pass all applicable FMVSS standards. Each fold-away seat shall have a gas filled shock. The drivers seat shall be a bucket seat upholstered in ______vinyl or ______cloth, equipped with horizontal adjustment. The full fore and aft range of seat adjustment shall be accommodated in the mountings; specifically, there shall be no interference or pinching hazard between any grab rail or stanchion with the seat in any position. A drivers sun visor shall be provided. Each passenger, including the driver and any wheelchair passengers, shall be provided with an individual seat belt with automatic belt retractor. Belts shall have a usable length of at least 60 to accommodate adult passengers. Seat anchorage shall comply with FMVSS 207. Handrails and stanchions shall be sufficient to permit safe boarding, onboard circulation, seating and standing assistance, and alighting by persons with disabilities. Each vehicle shall contain sign(s) which indicate that seats in the front of each vehicle are priority seats for persons with disabilities, and that other passengers should make such seats available to those who wish to use them. At least one set of forward-facing seats shall be so designated. Each securement location shall have a sign designating it as such. Characters on signs required shall have a width-to-height ratio between 3:5 and 1:1 and a stroke width-to-height ratio between 1:5 and 1:10 with a minimum character height (using an upper case X) of 5/8 inch, with wide spacing (generally, the space between letters shall be 1/16 the height of upper case letters), and shall contrast with the background either light-on-dark or dark-on-light. Foam material shall meet the requirements of FTA Docket 90-A with ILD ranges of: seat cushion 55 to 65; seat back 35 to 45. The thickness at which the foam should be tested to achieve these values shall be 4 inches. The front and rear of all exposed passenger seats shall be fully padded extending to seat cushion level with an energy absorption material sufficient to minimize injury producing impact forces. The side rails to be padded in such a manner to retain the specified aisle. Back cushions shall be constructed so as to eliminate exposed screws or bolts. Back of all seats of similar size shall be of the same width at the top and of the same height from the floor to slant at the same angle with the floor. C.23.8 RETRACTOR WHEELCHAIR SECUREMENT AND OCCUPANT RESTRAINT SYSTEM At each required wheelchair position a retractor wheelchair securement and occupant restraint system shall be provided to securely hold the wheelchair and occupant in the wheelchair position. The retractor wheelchair securement and occupant restraint system shall meet the following requirements: 1.0 Each retractor wheelchair securement and occupant restraint system shall be in a forward facing direction. 1.1 The retractor wheelchair securement system shall comply with the following requirements: A.) Successfully tested to meet minimum impact forces of a 20 G, 30 MPH deceleration to simulate a frontal impact, as required by the SAEJ2249 standards. B.) 49 CFR Part 38 Americans with Disabilities Act (ADA). C.) CSA Z605 Mobility Aid Securement and Occupant Restraint Systems for Motor Vehicles (20G/30MPH impact test criteria) D.) ISO 10542 (proposed) Wheelchair Tiedown and Occupant Restraint Systems for use in Motor Vehicles (20G/30MPH impact test criteria). 1.2 All hardware and components of the retractor wheelchair securement and occupant restraint system must be free of sharp or jagged areas and be made of corrosion resistant material or treated to resist corrosion. 1.3 The retractors shall be heavy duty with heat-treated and plated components with a minimum of 12 ratchet teeth in a metal housing. 1.4 All securement straps for mobile seating devices must be capable of securing a mobile seating device up to 187 pounds and an occupant weight of 165 pounds. All webbing for the wheelchair securement and the occupant restraint shall be of contrasting colors. 1.5 All tiedowns used in the securement system for a mobile seating device must be capable of adjustment in useful length of from 18 minimum to 34 maximum in order to provide sufficient flexibility to fit a majority of possible applications. 1.6 All attachment or coupling systems which are designed to be connected and disconnected frequently must be operable by an adult person without the use of tools or other mechanical assistance. 1.7 The retractor wheelchair securement system shall limit the movement of an occupied wheelchair to 2 inches or less in any direction under normal vehicle operation. 1.8 The occupant restraint shall be a retractor height adjuster and retractor on the bottom. The occupant restraint system shall comply with the following requirements: A.) Federal Motor Vehicle Standards (FMVSS 209 and 302) 1.9 The occupant restraint system shall be equipped with a height adjuster for the shoulder belt, having a vertical adjustment of approximately 12 inches. 1.10 Wheelchair securement and occupant restraint systems shall have a label on each assemble, which will identify type of belt, date of manufacture and manufacturer name and part number. 1.11 The manufacturer of the restraint systems must supply detailed instructions regarding the installation and use of the system, including mounting of attachment hardware or track, suggested angles for attaching tiedowns and proper placement and positioning of the occupant restraint 1.12 All track shall be heavy duty type, or high strength 6351 T6 flush mounted, with end caps and must be installed as per manufacturers specifications with a minimum grade 8 yellow zinc coated bolts . The flush mounted tracks shall have no gaps between the ends or sides of the track and the floor covering. 1.13 L-Track fasteners shall be a high strength, plated fasteners as per ASTM F835 or approved equal.

C.23.9 ADDITIONAL MOBILE SEATING DEVICE REQUIREMENTS a) Securement systems on vehicles with GVWRs of up to 30,000 pounds, and their attachments to such vehicles, shall restrain a force in the forward longitudinal direction of up to 2,500 pounds per securement leg or clamping mechanism and a minimum of 5,000 pounds for each mobility aid. The securement system shall be placed as near to the accessible entrance as practicable and shall have a clear floor area of 30 inches by 48 inches. Such space shall adjoin, and may overlap, an access path. Not more than 6 inches of the required clear floor space may be accommodated for footrests under another seat provided there is a minimum of 9 inches from the floor to the lowest part of the seat overhanging the space. Securement areas may have fold-down seats to accommodate other passengers when a wheelchair or mobility aid is not occupying the area, provided the seats when folded up, do not obstruct the clear floor space required. The securement system shall secure common wheelchairs and mobility aids and shall either be automatic or easily attached by a person familiar with the system and mobility aid and having average dexterity. The wheelchair securement and occupant restraint system shall include quick straps for different sizes and designs of the mobility aid. When the wheelchair or mobility aid is secured in accordance with manufacturers instructions, the securement system shall limit the movement of an occupied wheelchair or mobility aid to no more than 2 inches in any direction under normal vehicle operating conditions. When not being used for securement, or when the securement area can be used by standees, the securement system shall not interfere with passenger movement, shall not present any hazardous condition, shall be reasonably protected from vandalism, and shall be readily accessed when needed for use. For each wheelchair or mobility aid securement device provided, a passenger seat belt and shoulder harness, complying with all applicable provisions of 49 CFR part 571 of this title, shall also be provided for use by wheelchair or mobility aid users. Such seat belts and shoulder harnesses shall not be used in lieu of a device which secures the wheelchair or mobility aid itself. FIRE, FIRST AID, AND EMERGENCY EQUIPMENT A wall mounted first aid kit (Johnson & Johnson First Aid Kit #8172 or approved equal), five pound dry chemical type A-B-C fire extinguisher, disabled vehicle warning device, and an OSHA approved Body Fluids Clean-up Kit shall be provided. These items shall be securely stowed in each vehicle interior.

C.25.1 The exterior mirrors shall meet all requirements of FMVSS 111. Corrosion-resistant fully adjustable low-mount or mid-mount mirrors shall be installed on each side of each vehicle. Mirrors shall provide an undistorted view of the rear corner of each vehicle. C.25.2 Mirror brackets shall not obstruct the drivers field of vision. Outside mirrors shall contain a standard mirror and a convex mirror mounted above the right-hand mirror. C.25.3 Interior rearview mirror shall be 6 inches by 16 inches. C.25.4 Rubber grommets shall be provided at locations where the exterior mirror brackets meet the vehicle body. C.26 EXTERIOR/INTERIOR PAINT

C.26.1 All exposed metal surfaces, except aluminum and stainless steel, must be painted, chromed, or galvanized. C.26.2 The vendor shall contact the purchaser for selection by the purchaser of an exterior color from the standard factory color chart at the time of order. C.26.3 All interior surfaces which require painting shall be painted the same color. This includes the exposed interior metal surfaces, if any, of the side and rear doors. The interior color shall be color keyed to each vehicles exterior color and shall harmonize with the color of the roof liner and any side paneling or other covering.

BACKUP WARNING DEVICE Each vehicle shall be equipped with a back up warning device that is readily audible outside each vehicle when the transmission is in reverse. The warning device shall be mounted in the rear of each vehicle.

C.30

AIR CONDITIONING

C.30.1 Two air conditioner compressors shall be driven off the main engine. One is the chassis OEM supplied compressor and is specific to the chassis OEM drivers area air conditioning system. The second compressor is for the passenger area air conditioning system, and is nominal 10 cubic inch displacement. The passenger area condenser (separate from the radiator) shall be _____skirt mounted or _____roof mounted with a minimum of two fans and motors. The air conditioning system shall have a drivers evaporator and a rear ceiling evaporator to provide cooling air to the driver and throughout the passenger compartment. The drivers area air conditioning system shall utilize the chassis OEM supplied radiator condenser. The drivers area air conditioning system and the passenger area air conditioning system shall be completely independent of each other. Rear air conditioning shall provide at least 67,000 BTU/hour rated capacity. Meeting this minimum BTU requirement does not exempt the bidder from the requirements of the attached Air Conditioning Certification, which may require a larger BTU/hour rated capacity. C.30.2 Air conditioning system shall meet the requirements outlined by the attached Air Conditioning Certification. Test data substantiating the validity of the Air Conditioning Certification shall be kept on file by the bidder and may be requested by the purchaser at any time within one year of purchase. If the test data is inconclusive the bidder will be required if requested by the purchaser to perform at the bidders expense the test described by the Air Conditioning Certification on each vehicle purchased or a comparable vehicle. C.30.3 A low pressure safety cut-off switch shall be installed on the low pressure side of the air conditioning system. A high pressure safety cut-off switch shall be installed on the high pressure side of the air conditioning system. C.30.4 All air conditioning hoses and fittings shall be Aeroquip E-Z Clip, Quick-Click, or approved equal. All refrigerant hose assemblies shall meet SAE J2064 standards and shall be nylon veneer type. All fittings shall be plated steel and utilize dual HNBR O-rings on the outer diameter of the hose barb surface. Crimping clamps shall be stainless steel. Refrigerant shall be R-134A. Refrigerant oil shall be consistent with compressor manufacturers recommendations. C.31 FIRE SUPPRESSION SYSTEM The engine compartment shall be equipped with an automatic fire suppression system. The system shall consist of a control panel, fire sensors, manual discharge switch, extinguisher and nozzles as described below: Control Panel A control panel shall be located within the easy reach of the driver. In addition, switches shall be provided for the following: -Alarm Silence -System TEST -System RESET -ENGINE SHUTDOWN OVERRIDE Vehicle Interface outputs shall be provided from the control panel that interface with the vehicles controls for: 1) Engine Shutdown 2) External Warning Detection A minimum of two thermal spot detectors and/or a minimum of 10 feet of linear thermal detection shall be installed in the engine compartment. Sensor(s) shall be located to provide fast detection without false alarms for protection of the following fire threats: -Alternator/generator -Turbocharger (if applicable) -Starter -High current electrical cables -Large wiring bundles (>1 inch diameter) -Auxiliary engine heater (if equipped) Manual Discharge Switch A switch shall be located within easy reach of the driver that when pressed will immediately discharge the extinguisher. The switch shall be provided with a tamper proof seal and cover, safety pull pin or other means to prevent inadvertent discharge. In addition, the control panel shall provide a unique visual indication that the manual discharge switch has been activated. This indication shall require maintenance action to reset. Extinguisher A dry chemical extinguisher with a minimum 20 pounds capacity shall be provided. Gaseous-based agents, which require a given concentration, be achieved for fire extinguishment shall not be used unless extinguisher capacity/discharge time compensates for un-closeable openings and coast-down. Engineering calculations shall be provided with the certification report. Systems that utilize pressurized piping for detection and/or suppression are not acceptable. The extinguisher shall be capable of being serviced/refilled within a 60 mile radius of the operator. Nozzles A minimum of two nozzles shall be provided for small buses Cutaway/ paratransit) and a minimum of 4 nozzles shall be provided for standard buses.

The automatic fire suppression system shall operate as follows: FIRE detected - A red indicator shall illuminate and an audible alarm shall sound on the control panel. - HVAC blower fans and other auxiliary fans that may worsen the fire or transfer smoke/toxic fumes into the passenger compartment shall be shutdown. - The extinguisher release/engine shutdown 15 second timer shall initiate. The driver may reset the timer for additional time if necessary by pressing the ENGINE SHUTDOWN DELAY button on the control panel. It is also acceptable for the system to spray the extinguishing agent immediately when the fire is detected. - Upon expiration of the 15 second timer, the extinguisher shall be activated and the engine shall be shutdown simultaneously. Manual Discharge Switch activated all of the above shall occur but there shall be no time delay. Hose and Fittings Fittings shall be galvanized malleable or ductile iron, black or galvanized steel, stainless steel, copper or brass. Cast iron fittings shall not be used. Hose shall be, at minimum, single wire braid, rubber hose conforming to and marked as SAE 100R5 or SAE 100 R1 or greater. As an alternate to flexible hose, Type 304 or 316 Seamless Stainless Steel tubing conforming to ASTM-A-269 may be used if approved by the system manufacturer. Backup Battery A backup battery is required or other means to manually actuate the system in the event of loss of vehicle electric power. Certification The factory or factory representative shall certify the automatic fire suppression system design, operation, and installation for each unique engine compartment configuration. The certification shall include a statement that the entire system carries UL or FM approval. Any concerns and/or recommendations shall be addressed in the certification letter. System Maintenance - The system shall be installed, tested and maintained at regular intervals in accordance with the manufacturers recommendations. Only fully trained and factory certified individuals may install and maintain the fire suppression system. Maintenance records shall be retained by the vehicle owner for the life of each vehicle.
