CWS is Northern California's full-service recycling and waste collection company, serving the communities in which we live since

1990. CWS operates recycling plants in Oakland and San Jos as well as support facilities for its truck fleet and collections operations. The companys highly qualified staff includes professionals with local and international waste management experience.

Overview:
The Human Resources Manager (HRM) manages all personnel administration activities, implements personnel related policies, oversees the employee recognition program, develops and implement training initiatives and programs, and supports company interface with labor relations and unions. The HRM is additionally responsible for assuring company-wide compliance with all local, state and federal employment related laws and regulations. The HRM supervises the human resources staff and follows directions from the Chief Financial Officer.

Description:
The primary responsibility of this position is to develop, implement, and administer policies and programs in the following areas: recruitment, compensation and benefits, training, labor relations and performance management.. The HR Manager must leverage strong technical, communication, and negotiation skills and exercise strong judgment and decision making skills when making decisions to resolve complex employee relations issues. The HR Manager will determine when escalation is needed on issues or potential situations that may cause significant business risk or senior management involvement.

Responsibilities:
Proactive involvement in the status of workers compensation claims Manage New Hire On-Board Process Assure compliance with all applicable employment related laws and regulations Manage and assure compliance with specific employee related components of union contracts Manage employment related documentation and records maintenance Manage compensation and benefits program(s) Develop and implement annual staff training plan Support and document labor union related activities Manage personnel department budget Assure compliance with relevant and related contracts Present and assist in proposing HR related strategies, initiatives and policies. Manage human resources support staff Proposing and managing operational components of the HR budget Conducting and/or participating in interviewing and hiring decisions

Human Resources Manager

Establishing, documenting, and providing employees with measurable performance criteria Conducting HR employee performance evaluations Identifying training and other employee performance and compliance enhancing needs and opportunities Documenting training company-wide Developing, refining, implementing and maintaining employment related record keeping policies, procedures and practices Constructing and updating job descriptions Supporting labor and other personnel related contract negotiations. Monitoring and tracking compliance with contracts, including labor, service and product providers, and any other HR related agreements. Coordinating and directing departmental work quality control procedures Assist in implementing safety requirements and program(s) Suggesting process improvements to higher level management Developing and maintaining files and archives Other activities as assigned

Required skills and qualifications:


BS or BA in Labor Relations, HR, Business or related area 8+ years experience in related position or field Hands on experience with aggressive Union grievances Strong knowledge of payroll laws and regulations Strong working knowledge of state and federal HR laws Proficiency with commonly used software programs, especially Outlook, Word, and Excel
