Questions: How is privacy protected when someone is using contraceptives? Answers: On this program, because it is a government funds there is really no exact term for privacy, because you get it from midwife. So only the couples can avail it. The misconceptions that once RH Bill is being passed contraceptives will be given to schools etc. were wrong.

Questions: What can the public do to support the RH BILL? Answers: You have a very important role. Help us to disseminate the information. Help us reveal the truth. Help us campaign for the passage of this bill. In the history of the world Mexico was the last country to pass the RH Bill. It is a highly populous country and the church always block the passage of this bill but due to political will of their prime minister together with the secretary of health they pursue the RH BILL. Mexico was among the top five Roman Catholic worshipers around the globe, but fortunately they have now RH Bill. Mexico is much more religious in terms of their religious practices compare to us but indeed they successfully have this RH Bill. What we can do to help is to inform others, help us explain the importance of RH Bill. You can have forums, seminars to help us explain the content of RH Bill and correct the misconceptions that mislead our people.

Registration
The members of the registration committee were able to come early to our venue to set-up the registration table before the participants arrive. Despite the bad weather, the participants still managed to come and attend the seminar. Out of 160 participants, 117 came. Wearing their semi-formal attire they directly signed for the registration and attendance. A seminar kit was then given to every participant who came. The kit was composed of certificate of attendance, 2 pieces of paper and a ball pen for the open forum, candies and a copy of the programme. Everything went well and the program ran smoothly.

A pleasant morning to each and everyone Let me begin by offering deep thanks to our honorable guest speaker Cong. Janette L. Garin, to our adviser Prof. Lilia A. Delicana, fellow facilitators and participants who gathered in this event. I would like to give special gratitude to our guest today for accepting our invitation to be the resource speaker in this event. Thank you for your commitment and for your courage. We are all aware of the continuous debate over the publicity of RH bill. Its release garnered various standpoints from different areas of endeavor church, politics and society. One issue that created a mass of speculations, controversies and fleeting assumptions from individual of varying degrees of societal standing rich, poor, male, female, young, old, married and not. Everyone has their own stand and each gives a single viable reason for either destruction or formation of the bill. However the question is how much of the contents and provisions of the RH Bill do we really understand? Today, we bear witness to the clear-up of issues as far the RH Bill is concerned. Introduction of the Speaker


A front liner in advancing the advocacy on maternal health and child mortality in order for the Philippines to attain its MDG Goal, Congresswoman Janette Petilla Loreto-Garin, a medical doctor who trained in Obstetrics and Gynecology, is a champion in pressing for the passage of the Cheaper Medicine Act, Reproductive Health Bill, Amendment to the Physician Act and other health measures in the Philippine Congress. This 15th Congress, she is serving as the Senior Deputy Majority Leader of the House of Representatives of the Republic of the Philippines. Concomitantly, she sits as the Senior Vice-Chair of the Committee on Population and Family Affairs, as well as the Committee on Health. Born in Baybay Leyte on December 11, 1972, Congresswoman Janette L. Garin has dedicated her life to excellence. She graduated cum laude with a degree of Bachelor of Science in Medical Technology at the Divine Word University in Tacloban City. She was also an academic scholar and a consistent topnotcher of the Deans List of the St. Lukes College of Medicine. Her performance in Congress facilitated recognition in various government sectors and NGOs where she became one of the most sought after speaker, resource person, debater and sometimes lecturer, both in the Philippines and abroad. She then became a Board Member of the Philippine Legislators on Community and Population Development and became a regular Presentor of the Asian Forum of Parliamentarians on Population and Development. Further exposure into the International Community prompted her to be elected as member of the International Board of the Parliamentary Network on the World Bank (PNoWB). This lady solons medical experience led her to understand the plight of women and the less privileged, and commits herself to use the political power delegated to her as legislator to push for health measures that would lead Filipinos to enjoy quality lives. A woman of wit and humor, Congresswoman Janette Petilla Loreto-Garin will forever remain a doctor by heart

Presently, the RH bill is on its 2nd reading in the House of Representatives. Interpellations resumed this 2nd Regular Session where the sponsors of the RH bill are defending its contents and explaining its merits. Included in the list of priority measures of the Executive during the LEDAC meeting.

When does life begin?

Fertilization is the meeting of the egg and the sperm; Conception is not a medical term but is a process.

While it cannot be identified when life actually begins, doctors acknowledge that pregnancy happens with implantation, not with fertilization. After fertilization, it takes 6 to 7 days for the fertilized egg to travel along the fallopian tube. The implantation of the fertilized egg in the uterus happens 11 to 14 days after fertilization. 4070% of the time, the fertilized egg does not reach implantation stage. This is the reason why it takes some time before a pregnancy test does not indicate positive a few days or even more than a week after fertilizationfertilized egg does not equate with pregnancy; pregnancy happens upon implantation. 85% of the time, sex will not lead to pregnancy. A fertilized ovum is not viable until it is implanted.

CONTRACEPTIVES VS. ABORTIFACIENTS


Contraceptives prevent the meeting of the sperm cell and the egg cell, thus preventing fertilization. (There is no contraceptive that works to prevent the implantation of the fertilized egg in the uterus. In the same manner, a contraceptive taken when a woman is already pregnant cannot stop the pregnancy, i.e., a contraceptive cannot abort a fetus. ) On the other hand, abortifacients intend to stop a pregnancy and
work after a fertilized egg has been implanted in the uterus.

PROPOSED AMENDMENTS FROM THE EXECUTIVE


Removal of the word sexual orientation in the provision against discrimination in the Declaration of Policy (Sec. 2) [ACCEPTABLE TO AUTHORS] Sec. 3 Guiding Principles. Par.(a). Freedom of choice, within the limits set by the constitution and which is central to the exercise of rights Sec. 3 (e). The State shall promote, without bias, all effective natural and modern methods of family planning that are medically safe and legal provided that the State may provide additional funding support to promote natural methods of family planning. The discussion proper would not be a success without clarifying and understanding the concept itself. All participants are free to raise their questions and doubts regarding the topic and write it in a piece of paper included in the seminar kit. The facilitator gathers it all after the speaker finished her discussion. One of them also is tasked to read it one by one. Each questions and clarifications raised were clearly and spontaneously answered.

Questions: How is privacy protected when someone is using contraceptives? Answers: On this program, because it is a government funds there is really no exact term for privacy, because you get it from midwife. So only the couples can avail it. The misconceptions that once RH Bill is being passed contraceptives will be given to schools etc. were wrong.

Questions: What can the public do to support the RH BILL? Answers: You have a very important role. Help us to disseminate the information. Help us reveal the truth. Help us campaign for the passage of this bill. In the history of the world Mexico was the last country to pass the RH Bill. It is a highly populous country and the church always block the passage of this bill but due to political will of their prime minister together with the secretary of health they pursue the RH BILL. Mexico was among the top five Roman Catholic worshipers around the globe, but fortunately they have now RH Bill. Mexico is much more religious in terms of their religious practices compare to us but indeed they successfully have this RH Bill. What we can do to help is to inform others, help us explain the importance of RH Bill. You can have forums, seminars to help us explain the content of RH Bill and correct the misconceptions that mislead our people.

Questions: Is RH Bill for contraception only or it encompasses abortion as well? Answers: Abortion is a No No. It is stated on its Section 12 that abortion faces a penal crime. But therapeutic abortion is allowed now. Example is the Case of H-mole where the mother can suffer if the child is not to be therapeutically aborted. But induced abortion is a NO NO on this Bill. RH is not only on contraception as mention earlier; Family Planning is one of its cores. We have RH Education. When you say RH Education, it is not Family Planning per se. You dont teach children or school children to practice some calendar methods or to use condoms. You teach them about sexuality, what happens to their body when they reach puberty. What is the risk involved? It is not just Family Planning but it is a totality of human development that it incorporated on the ten programs of RH Bill

Questions: Recently there was a debate of issues on RH Bill on ABS CBN program, May I know what you felt during that time and where you satisfied how did the debate ended. Answers: This debate is somehow controversial. I respect ABS CBN so much but as compared to the grand debate conducted by the GMA it was more organized and there were guidelines. We ask for guidelines for the HARAPAN debate on ABS but they didnt give guidelines. It was a good debate but there were some questions that have no certain topics. On the other debate what was good about it because it has a certain topic, like it was saying RH and poverty. One side will debate on how it help poverty and other side will defend on it will not help poverty.

Questions: How do you package the proper implementation of the RH Bill? How can you make sure that the health care providers will do their job properly? Is their a penalty? Answers: In terms of implementation, the implementers of this RH Bill are the exceptions for the penalty, since it is covered of the PHILHEALTH as what stated on the RH Bill. Health care providers especially the government health care providers were mandated to implement RH Bill. But if you are a private practitioner you have the option to refer.

Finally, after almost two hours of lecture and sharing of knowledge, the seminar came to an end. Congresswoman Garin had lived up to the expectations, as a resource speaker, of every participants of the said seminar. Summary of the Seminar


As students of MAN 601: Theoretical Framework in Nursing, we were tasked to organize a seminar as one of the competencies for this course. The most daunting task was to choose a topic that is a current trend relevant to the nursing profession. We are all aware about the continuous debate over the issue of the RH Bill. It has been long proposed to be a law in our country. Over decades it has garnered various reactions, comments from different areas of endeavor this includes our church, politics and the society at large. Its release created a mass of speculations and controversies. Whether you are rich, poor, male, female, young, old, married and not, everyone has their own opinion whether they are in favor of it or not. However the question is how much of the contents and provisions of the RH Bill do we really understand? In connection with this, the Theoretical Framework in Nursing with Seminars on Problems in Nursing class of the School of Graduate Studies of Central Philippine University conducted the 4-hour seminar entitled, THE RH AGENDA: Clearing the controversies, at the Philippine Redcross Building Iloilo Chapter, with Cong. Janette L. Garin, as the resource speaker last Agust 27, 2011. This seminar generally aims to enhance the participants knowledge and awareness in Reproductive Health Bill There were 160 registered participants who actively participated in the said seminar. A Pre-registration fee of 100 Php was collected from each participant that includes the seminar kit, certificate of participation and snacks. On site registration is 120 Php. An evaluation form was also given to gain opinions that will certainly be of value in helping the seminar organizers improve in the course.

Analysis of the Seminar


One of the most controversial issues in the Philippines to date is the Reproductive Health Bill. As health care providers, nurses must be aware of the components and the provisions set by this bill as we would be directly involved in the implementation should it be passed. Hence, the seminar The RH Agenda: Clearing the Controversies. The first time the Reproductive Health Bill was proposed was in 1998. During the present 15th Congress, one of the RH Bills filed was authored by Iloilo Representative Janette L. Garin, which is the HB 101. HB 101 defines reproductive health care as the state of complete physical, mental and social well-being and not merely the absence of disease or infirmity, in all matters relating to the reproductive system and to its functions and processes. This implies that people are able to have a satisfying and safe sex life, that they have the capability to reproduce and the freedom to decide if, when and how often to do so, provided that these are not against the law. This further implies that women and men attain equal relationships in matters related to sexual relations and reproduction. One of the main concerns of the bill, according to the Explanatory Note, is that the population of the Philippines makes it the 10th most populous nation in the world today, that the Filipino womens fertility rate is at the upper bracket of 206 countries. It states that studies and surveys show that the Filipinos are responsive to having smaller-sized families through free choice of family planning methods. It also refers to studies which show that rapid population growth exacerbates poverty while poverty spawns rapid population growth. And so it aims for improved quality of life through a consistent and coherent national population policy.

The major provisions of the RH Bill are the following:


The bill mandates the government to promote, without bias, all effective natural and modern methods of family planning that are medically safe and legal. Although abortion is recognized as illegal and punishable by law, the bill states that the government shall ensure that all women needing care for post-abortion complications shall be treated and counseled in a humane, non-judgmental and compassionate manner. The bill calls for a multi-dimensional approach integrates a component of family planning and responsible parenthood into all government anti-poverty programs. Under the bill, age-appropriate reproductive health and sexuality education is required from grade five to fourth year high school using life-skills and other approaches. The bill also mandates the Department of Labor and Employment to guarantee the reproductive health rights of its female employees. Companies with less than 200 workers are required to enter into partnership with health care providers in their area for the delivery of reproductive health services. Employers are obliged to monitor pregnant working employees among their workforce and ensure they are provided paid half-day prenatal medical leaves for each month of the pregnancy period that they are employed. The national government and local governments will ensure the availability of reproductive health care services, including family planning and prenatal care. Any person or public official who prohibits or restricts the delivery of legal and medically safe reproductive health care services will be meted penalty by imprisonment or a fine.

Polls and debates are stirred from the provisions of the bill. Several groups have their own opinion regarding its components. With this information, we as health care providers are now aware of our responsibilities and tasks should the bill be passed. This seminar did not aim to formulate a stand from the participants but rather to enhance theirknowledge about the bill. As professional nurses and Filipino citizens, we should be concerned about the welfare of our fellowmen. Therefore we should use this information towards the betterment of our nation.

Evaluation from Participants


The participants were asked to evaluate the seminar on a scale of one to five, where: 5 Strongly Agree 4 Agree 3 Needs improvement 2 Disagree 1 Strongly Disagree The topic, speaker, physical set-up and organization of the program were the components of the seminar to be evaluated. The topic was rated based on relevance of the topic to the nursing profession, whether it was an interesting topic, and if the audience learned a lot from the lecture. The speaker was evaluated based on knowledge and mastery of the content, skilful method and manner of presentation, level of presentation appropriate to the audience, clarity and speaking ability, organization and presentation and adequacyof discussion period. The physical set-up was rated based on conductivity for learning, cleanliness and orderliness and clarity of audio-visual equipment. The organization of the program was evaluated based on selection of the resource speaker, flow of registration, accommodation, presentation of the program, quality of lecture materials and seminar kits and if the objectives were met. The total scores corresponding to each component of the evaluation were totalled and averaged. The following are the average scores for each element of the seminar. The highest average was given to the skillful method and manner of presentation by the speaker with the score of 98.43%. The lowest average with 80% was given to lecture materials and seminar kits.
