SA 3G Business Plan

Vision To establish a 3G 'ecosystem', including infrastructure, networks and services in the Sophia Antipolis, bringing together world class telecommunication players in the most innovative Techno park in Europe. To bring the 3G future to the present in Sophia Antipolis. To encourage the growth of smaller companies offering end user services with a captive audience. To offer an opportunity to accelerate the 3G market in Europe and so allow the license owners to speed up the payback cycle. Strategy The key players will be persuaded to contribute both technology and resources, in the construction and running of the biggest 3G network in the world in SA. This will be co-ordinated by a Theseus project team who will enable a 'politics-free' environment to be created between the players and allow for planning and co-ordination. Outcome - Benefits The project offers the ability to test UMTS products and services in a real world environment. This would allow a first real chance to test: o o o o o o o Interoperability Network Stress Fault resolution Commissioning methods Supply Chain integration (constructors, operators, provider, consumer) Handset test bed End User Application Testing

Participation in the SA3G project minimises the risk of UMTS projects and products, with a minimum investment. Sophia Antipolis is an ideal location for this project:

o High density of hi-tec workers (over 20,000) o Challenging Terrain o All key players already established in SA Resources A network sizing and costing exercise is required. The cost of handsets and commissioning would need to be included. Cash o o o o Plan The basic idea is to kick start the development of a UMTS - 3G network in SA. This is to be done by creating a non-political group to be the core coordinating marketing and planning resource for the project. Each of the potential players (see above) will be approached and the vision explained. Materials explaining the basis of the project and the existing Cambridge test site will be forwarded before hand. The sequence of approaches will be important. ETSI and France Telecom and Alcatel should be first. Funding needs to be found. Methods of approach to the EU, French Government etc.
