Peace and Order Situation Davao City is continuously enjoying a favorable peace and order situation despite threats

posed by LCTs, SPSGs and other criminal elements. This is indicative of the growing economic and bustling business opportunities in the city. Our crime rate showed we have 6,131 incidents from January to September this year. Compared to 7,660 reported incidents for the same period last year, a decrease of 1,529 incidents is noted. There is a variance of 11.24 percent. Record shows that of the total crimes reported, 75% of this are physical injury cases. These are commonly committed by minors or the so-called Children in Conflict with Law (CICL). While there were recent occurrences of LCT activities in neighboring provinces, like the release of Lingig, Surigao del Sur Mayor, the release of six BJMP personnel and the confirmed death of NPA Spokesman Gregorio Rosal, the CPP/NPA in the AOR appeared unreceptive. There are loose alliances of MNLF forces in the area but its activity remains insignificant as of the period. However, because of the proximity of Davao City to Central Mindanao where MILF camps are located, it has remained one of our prime concerns to be on the watch to thwart possible terror attacks. Assessment On the CPP/NPA There were recent reports of NPA conducting checkpoints in the remote villages of Paquibato District (northeastern part of the city), where there strong forces are located. This activity is perceived to be a counter offensive of the NPA to cushion the effect of the governments Peace and Development Outreach Program which is gaining a little headway. They are expected to flex more muscle in the days ahead to reject development programs in their controlled territory. On the SPSG While there was no significant activity of the MNLF for the period, the stalled peace talks between the GRP and the MILF gave us more compelling reason to be on alert for possible terror attacks. Unconfirmed reports showed the newly-formed BIFF of former MILF rogue leader Ameril Umbra Kato will launch terror attacks in key cities in Mindanao, including Davao City. We have not taken this report lightly and we are on constant watch to deny any attempt of this magnitude. On criminality The slight downtrend of the total crime incidents reported for the period - January to September this year can be attributed to the forceful implementation of our patrol system. The huge share (72%) of

the total theft incidents reported represents street crimes which are commonly committed by minors, or the so-called Children in Conflict with Law (CICL).

This is attributed to the rise of gangsters in different barangays, schools and universities. Our study shows that this phenomenon is caused by the disintegration and breakdown of family values in the community. Another factor is the lack of better parenting over the children coupled by the grinding poverty among the poorest sector in the community. Two of the 10-point agenda of the C,PNP is going to be implemented to address this problem: The assignment of one (1) police per barangay to act as supervisor, and; Promotion of a rightbased policing system.
