.rw JOB ADVERTISEMENT Brief Background Broadband Systems Corporation, Ltd (BSC Ltd) is a licensed Internet Service Provider (ISP) that is incorporated under the laws and regulations of the Republic of Rwanda. The company is engaged in the business of providing advanced Information Communication Technology (ICT) services based on broadband connectivity. In order to effectively accomplish its business objectives, BSC Ltd is looking for qualified and competent candidates to fill the following vacant positions: 1. Position: Fiber Optic Manager (1) Duties: The Fiber Optic Managers main responsibilities consist of daily coordination, design, implementation, maintenance and repair of the Companys fiber networks in order to effectively meet customer demands. He/she ensures the highest possible fiber network performance and capacity, and planning for future expansion requirements. A. Key responsibilities Daily follow up and coordination of all optic fiber physical environment work installations and reparation across the country. Guarantee the performance integrity and quality of BSC Ltd fiber network. Ensure the effective maintenance and operations of the fiber network and core transmission equipment; Ensure the maintenance and operations integrity of all fiber links; Supervise preventive and curative maintenance across the whole network; Provide technical support to internal and external customers Effectively supervise and monitor the sub-contractors/service providers activities and performance. Ensure optimization and efficiency of OPEX budget utilization and limits. Prepare and submit training plans. Provide management reports Controls system capacity for existing requirements and plans for future needs. Monitor new Fiber technological developments, test new systems then provide technical advice with regards to system; Assist and guide Junior staff Perform other duties as may be required.

B. Qualification and Experience Minimum of Bachelors degree in Computer Sciences, Telecommunications Engineering or related field or possess an Advanced Diploma in IT , Electronics or related field with minimum 10 Years experience in fiber optic field A minimum of 2 year of experience in similar work and position Proven experience and understanding of Fiber optic technology, fiber civil works, fiber transmission equipment, etc. A minimum of 4 years of experience in ICT related field and having IT related international Professional certificates Possess superior troubleshooting, interpersonal, analytical, communication, technical and strategic thinking skills Possessing a certificate in Fiber Optic technology is added advantage Have a demonstrable ability to work independently, exercise good judgment and initiative. Possess solid report writing and supervisory skill; Have a familiarity in working with HW and SW architectures and development standards Be a person of proven integrity, highly motivated, innovative and a team player

2. Position: Administration Manager (1)

Duties: The Administration Managers main responsibility is to improve the processes and policies of the company by guiding the administrative staff in their various responsibilities. He /she plays an important role in long-term organizational planning Key Responsibilities include: Contribute to the implementation of BSC Ltd mission by providing the necessary managerial, logistical and administrative support required for the realization of company targets; including such areas as budget, procurement, finance, human resources management, general services, logistics, etc.; Act as principal adviser on all matters pertaining to administrative and technical support and be accountable for the administration expenditure across the Company ; Plan, organize, implement, manage and oversee the activities of all procurement , logistical and administrative support operations; Provide effective management of human, financial and material resources of the Institution. Liaise, negotiate and coordinate with national authorities with respect to administrative and logistical matters; Ensure cooperation and integration of administrative and logistical resources across BSC Ltd; Ensure development, preparation, coordination and monitoring of overall work plans, strategies and programs for the administrative and logistical support activities.

Establish a set of sound policies, procedures practices, standards and tools that are consistent with best practice in order to ensure proper budget, procurement, accounting, financial, and human resources management and control; Provide guidance, support and supervision to procurement, logistic and other support staff and evaluation services as appropriate; Act as the principal liaison across BSC Ltd for logistics, procurement and overall administration matters and co-ordinate day-to-day support operations; Qualification and Experience Advanced University degree (Masters Degree or equivalent) in business or public administration, human resources management, finance, accounting, law, or related fields, A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. Have at least 5 years of progressively responsible experience in administration with strong experience of minimum 3 years experience of procurement at a leadership level Proven experience of 2 years experience in logistics policies, financial regulations, and demonstrated leadership ability. A person of proven integrity, highly motivated, innovative and a team player 3. Senior Fiber Engineer (1)

Duties: The Senior Fiber Engineer processes fiber network designs into their components including fiber assignments splice engineering packages and patch tables. He/she is responsible for all customer networks documentation. A. Key responsibility Perform and manage all the FOC installations Perform cable installation, splicing, testing and management of FOC installation, including cables and termination equipment (ODF, Patch Panel, OTP, etc) Perform survey and design activities for all new fiber installations Lead and guide sub-contractors for various new connections implementation Preparation and delivery of customer documentation; Co-location interconnection authorization and documentation; As-built CAD drawing review and inventory for storage; Maintenance of the Fiber Network Locations database; IP and Ethernet customer network configuration; The individual must comply with departmental and corporate internal controls and all internal controls processes; The individual must possess and employ the highest ethical and business standards and always conduct himself/herself with the greatest degree of professional integrity; Be willing and able to work in Kigali, as well as possibly be re- located in regions Ensure SLA to our customers are met

B. Qualification and Experience Minimum of Bachelors degree in Computer Sciences, IT or in related field A minimum of 2 years of experience in similar work and position Basic understanding of IP equipment and power installation A minimum of 3 years of experience in ICT related field and having IT related international Professional certificates Understanding of optical fiber characteristics; Strong computer organizational and communications skills; Telecom experience in network design and outside plant elements is useful; Possess superior troubleshooting; interpersonal, analytical, communication, technical and strategic thinking skills A person of proven integrity, highly motivated, innovative and a team player Must possess a valid Rwanda Driving License with minimum 1 years driving experience

4. Position: Senior Wimax Engineer (1) Duties: The Senior Wimax Engineer main responsibilities consists of design, implementation, maintenance and repair of Wimax networks meeting customer demands; He/she ensures the highest possible Wimax network performance and capacity, including planning for future expansion requirements. C. Key responsibility Guarantees the performance integrity and quality of BSC Ltd Wimax network. Perform network monitoring: alarm monitoring, configuration and fault management Perform maintenance works of Wimax equipment Organize and control Wimax database and files backups Manage end-users activation and permissions Participate in surveys and design activities of Wimax networks. Support the implementation of Wimax networks; Support Wimax network activities including but not limited to monitoring and troubleshooting of hardware alarms, dropped call, Handover failure etc. Conduct broad range of system engineering / architecture functions including architecture, system element architecture, strategy, requirements analysis, and system and sub-system trade studies Develop performance requirements and derived requirements for entire processing chain; Antenna, Receiver and Base-band processor. Develop Reliability, Availability and Maintainability system requirements and allocate to sub-systems. Lead and guide sub-contractors for major system components Controls system capacity for existing requirements and plans for future needs. Technical support to internal and external customers Monitor new Wimax technological developments, test new systems then provide technical advise with regards to system; Assist and mentor Junior staff Perform other duties as may be required.

D. Qualification and Experience Minimum of Bachelors degree in Computer Sciences, IT or in related field Minimum of 3 years of experience in similar work and position Proven experience and understanding of Wimax access technology Possess superior troubleshooting, interpersonal, analytical, communication, technical and strategic thinking skills Possess a certificate in Wimax technology is not required but is desired Have the ability to work independently, exercise good judgment, and initiative; also possess good report writing and supervisory skills; Be a person of proven integrity, highly motivated, innovative and a team player Familiarity with working with HW and SW architectures and development standards
