Fiji Declares A State Of Disaster Over Severe Flooding
Fiji has declared a state of disaster
over fooding and landslides that have
killed at least six people and displaced
thousands.
OIfcials say that at least 3,500 people
are now in temporary shelters.
The state oI disaster has been declared
in the western regions oI Fiji's largest
island oI Viti Levu, where the fooding
impact is worst.
The rain, which started last weekend,
fooded roads and cut water and power
supplies to some communities.
The Disaster Management OIfce has
declared the western areas oI Nadi
Lautoka, Ba, Sigatoka and Rakiraki to
be in a state oI disaster.
Permanent secretary oI inIormation
Sharon Smith-Johns said a total oI six
people had been killed by Wednesday.
A Iamily oI Iour, including two children,
was killed in a landslide Wednesday
aIter becoming trapped in their home
at a village in the island's western Ba
region. The Iamily included a 35-year-old
Iather, 30-year-old mother and their two
daughters, eldest kid about one and a halI
years old and the younger just Iew months
old were buried alive.
Villagers and neighbouring villagers
spent more than eight hours clearing up
the area as they tried to recover the body
oI Anare Taligo, his wiIe, and their two
children.

Drikalu said it was hard to get the
assistance Irom the government since
the Moto bridge leading up to the
village was washed away by foods.
The Iamily was killed as they had been
under the landslide Ior over 12 hours.
The other two are a Iarmer on Viti
Levu, and another Iarmer on Vanua
Levu who tried to rescue livestock.
This is worse than the food in 2009
because oI the duration and disruption
to services and business. Elevated parts
oI Ba Town were under 5to 8 Ieet oI
water while lower areas were as much
as 15 Ieet oI water.
New Zealand has pledged NZ$350,000 in
initial food aid to be made immediately
available to the Fiji Red Cross.
Foreign Minister Murray McCully said
that New Zealand was working closely
with other relieI agencies, Australia
and France.
Australia is committed to helping
Fiji prepare Ior and respond to
natural disasters. Since the January
2009 foods, Australia has provided
approximately F$10 million to Fiji Ior
disaster response and recovery. This
supported the rapid distribution oI
emergency supplies such as tarpaulins,
blankets and water containers to
aIIected communities. It also Iunded
essential repairs to damaged health
centres and schools and supported
Iarmers to plant new crops in the wake
oI Cyclone Tomas.
In Fiji, Australia is working with the
Fiji National Disaster Management
OIfce and the Fiji Council oI Churches
to help make local communities more
resilient and better prepared Ior
natural disasters. So Iar the program
has helped over 140 vulnerable
communities to develop their own
disaster response plans and community
disaster management committees.
These committees help inIorm people
oI what to do when disasters strike.

Families Guard Their Homes
SOME members oI an extended Iamily
are braving the adverse weather in a
makeshiIt shelter next to the Queens
Road.
While other members oI the extended
Iamily have been leIt at the Korovuto
College evacuation centre in Nadi, fve
are in the makeshiIt shelter beside the
highway.
About 14 members oI the extended
Iamily who live in two homes in
the settlement moved out Ior their
saIety when foodwaters entered their
homes at midnight on Monday. The
Iamilies live in Matavou settlement in
Korovuto, meters Irom the highway on
the Sigatoka side oI Nadi Town.
The reporter Iound some members oI
the extended Iamily in the makeshiIt
shelter around midnight Tuesday, being
battered by rain and strong winds.
Birja Nand Sharma said they were in
the makeshiIt shelter since midnight
Monday.
"There are 14 oI us living in two
houses in the settlement and we have
leIt some women and all children at the
Korovuto College evacuation centre,"
he said.
"About fve oI us are here in this
makeshiIt shelter Irom Monday
night and we don't want to go to the
evacuation centre.
"We are here in this makeshiIt shelter
despite the bad weather because we are
guarding our homes Irom thieves.
"Some people can come in boats
through the river and steal all our
belongings; as such we are here to
guard our homes."
Mr Sharma said they had no option but
to brave the strong winds and heavy
rains occasionally and guard their
properties.
He said people passing by had also not
bothered to stop and fnd out what was
the makeshiIt shelter Ior and iI anyone
was inside. Further down the highway,
about 100 meters Irom the Sharma
Iamily's makeshiIt shelter, another Iamily
was also sheltering in a similar way.
They were also guarding their home.
Floods, Now Disease Threaten Fiji
Health Iears are growing in food-
hit parts of Fiji after three people
were admitted to Nadi Hospital aIter
contracting typhoid.
The media reports that two oI those
with the disease had been staying at an
evacuation centre, while the third had
to be brought out oI a remote village
on horseback.
StaII nurse Sereima Koro, an evacuee
at the Andrews Primary School centre
where two people got sick, said there was
a danger oI more people becoming ill.
Ministry oI Health spokesperson Peni
Namotu said a close watch was being
kept on the situation.
"What we can say is that we are
doing all we can to provide medical
intervention to the people but at the
end oI the day it`s out oI our control."
A state oI national disaster has been
declared in Fiji's western districts,
where fooding has claimed six lives.
Nadi and Ba have been the worst hit
with most villages, settlements and
suburbs under water.
There were Iears foodwaters could
rise to record heights in the next Iew
days, with Ba special administrator
Arun Prasad saying he had never seen
anything like it.
Villagers oI Tukaraki, Ba are pleading
with the government to help relocate
their village Iollowing the horrifc
landslide which killed a Iamily oI Iour
on Wednesday.

Drikalu said the village was vulnerable
to landslides. There had also been
landslides in most nearby villages.
About 55 per cent oI export
commodities, including crops and
livestock, were estimated to have been
damaged in the Western Division.
Fiji's Disaster Management OIfce said a
severe food warning remained in Iorce
Ior major rivers, streams and low-lying
areas oI Western and Northern Viti Levu.
A curIew and movement controls
remained in Iorce in Nadi.
The 74 evacuation centres were
housing 3463 displaced people.
Prime Minister Reassures Fijians Affected By Floods
Prime Minister Voreqe Bainimarama,
who is currently in the Nadi area,
released the Iollowing statement:
"To all those aIIected by the fooding,
the prayers and thoughts oI all Fijians
are with you-especially the Iamilies
oI those lost in this tragic weather.
Emergency services continue to be on
Iull alert to support the aIIected areas,
and Government is closely monitoring
the weather situation as we begin
planning recovery. Thanks should go
to everyone who has worked tirelessly
through the last Iew days to provide
assistance during this challenging
time, including our generous Iriends
and neighbours. I ask that the public
continue to take precaution against the
weather and be mindIul oI the dangers
that still exist."
The Prime Minister will conduct an
extensive tour oI the aIIected areas in
coming days.

OUTBOUND tourists Irom the
Yasawa and Mamanuca groups were
transported to Wailoaloa Beach and
Naisoso as alternative routes to the Nadi
International Airport were sought.
The Nadi River burst its banks Monday
night, fooding parts oI Namotomoto
Village along the Queens Road and the
entrance oI the road leading to Denarau.
South Sea Cruises sales executive
Melissa Natawake said while they were
operating limited service carting guests
Irom the islands, the daily cruise to
those destinations had been cancelled
indefnitely because oI severe weather.
Ms Natawake said cruise ships Tiger
Four and Yasawa Flyer had been
assigned to transIer guests and they
were closely monitoring the situation
to see iI additional trips were required.
"Because oI the fooded roads to
Denarau, we have been using Wailoaloa
as a pick and drop-oII point Ior our
guests and crew alike.
"Guests who need to make their way
to the airport were transported by our
coaches while those waiting Ior their
connecting fights were taken to nearby
hotels where they were billeted beIore
they fy out," she said.
Tourists booked on Denarau were
dropped oII at the Denarau Marina and
transported to their hotels.
Ms Natawake said the South Sea
Cruises crew had been working round-
the-clock ensuring that their Ierries
and coaches were well maintained so
guests could be saIely transported to
their destinations.
Meanwhile, Blue Lagoon sales and
marketing executive Isimeli Veibose
confrmed all their ships had been
sheltered until Iurther notice.
"Our last ship arrived Irom a three-day
cruise on Monday at 2pm and aIter that
we have had to cancel the (Tuesday)
trip that was to have been a Iour-day
cruise," he said
Mr Veibose said the saIety oI
passengers was paramount and they
would commence services once the
weather cleared.
Airport Bound Travel By Sea
Alleged Murderer Granted Bail
A man who allegedly murdered a
taxi driver in Nausori last month was
released under strict bail conditions by
the Nausori Magistrates Court.
This was aIter deIence lawyer Rajendra
Chaudhry made strong submissions
beIore the court last week that the
accused Devendra Naicker had the
right to be released on bail on the
presumption oI innocence until proven
guilty by a court oI law.
He said that his client was a welder and
required to be on bail to work and make a
living to pay Ior his legal Iees.
Magistrate Waleen George, in releasing
the accused on bail, ordered that he was to
keep 100 meters away Irom the deceased`s
(taxi driver) residence. He was ordered not
to interIere, harass or intimidate members
oI the deceased`s Iamily.
Naicker has also been ordered to report
to the Nausori Police Station daily
between 7am to 6pm and Ior him to
remain indoors between 7pm to 6am.
Magistrate George ordered that
Naicker should not interIere with any
oI the State witnesses while on bail.
Naicker denies one count oI murder,
one count oI theIt and one count oI
driving a motor vehicle without a
driver`s licence.
The case has been transIerred to the
High Court and will be heard at a later
date.
Punjas Helps In Food Distribution
To Evacuees
FOOD issues in evacuation centres
and concerns raised by parents about
the wellbeing oI their children during
fooding around the west have been
put to rest by Commissioner Western
Commander Joeli Cawaki.
Cdr Cawaki said the government was
working hand in hand with one oI the
country's biggest manuIacturers and
retail outlets - Punja & Sons Limited
to Ieed those seeking shelter at 54
evacuation centres in the division.
"We held discussions and are working
to distribute Iood to these centres using
the network oI the Punjas Group. Using
traditional methods and Ierrying Iood
Irom Lautoka is still an issue because
most roads are still inaccessible," he said.
"District oIfcers have collated the
relevant data to determine numbers and
costs and we will now distribute Iood
through Punja's retail outlets across the
Western Division."
The reporter visited an evacuation
centre at Lovu Sangam School on
Tuesday night where some oI the 70
evacuees reported they had not eaten
since 24 hours prior.
Whatever Iood was brought was used
to Ieed the children.
Many oI those Iorced to fee their
homes said they leIt with clothing Ior
change and little else because oI the
urgency oI the evacuation.
A team Irom The Fiji Times Lautoka
newsroom took cooked Iood to the
school - a gesture celebrated with quiet
joy.
Lautoka City Council led by special
administrator Pravin Bala also provided
Iood rations Ior the growing number oI
evacuees at the school.

Health Focuses On Outreach
The Ministry oI Health's Iocus Ior
2012 will be on community outreach
to the interior to teach communities on
health issues.
Minister Ior Health Dr Neil Sharma
said divisional health inspectors as
well as nurses would be required to
travel to interior schools, villages and
settlements to provide basic education
on health care.
"This is to pick up on earlier stages
oI any illnesses or diseases that the
community may encounter. There has
been an increase oI non-communicable
disease Iollowing increase intake oI
tobacco, alcohol and unhealthy Iood
items. The ministry wants to reach out
to the highlands and maritime areas
to educate on the rise in NCDs," Dr
Sharma said.
"People are also moving to urban areas
leaving their traditional areas to settle in
squatters leading to unhealthy eating habits.
"There has been an increase in canned
and processed Iood as well as salt and
sugar. Patterns oI socializing have
changed and we require more serious
approach to tackling illnesses."
The Health Ministry has also introduced
the community health worker scheme
in villages and settlements as well
as urban areas to better inIorm the
people on communicable and non-
communicable diseases.
Fiji Departure Tax Jumps 50 Percent
Fiji has just bumped up its departure tax
by $35 Ior each passenger but New
Zealand travel agents are confdent it
will remain one oI the most popular
destinations.
Fiji Commodore Frank Bainimarama
announced the intention to increase the
departure tax Irom FJD$100 to FJD
$150 in November last year but did not
speciIy a date.
But the policy was signed oII last week
and made eIIective immediately.
The lack oI notice has met with
criticism Irom some New Zealand
travel agents.
Flight Centre executive general
manager Mike Friend says the increase
will aIIect thousands oI holidaymakers.
"To increase departure tax by this
signifcant amount in itselI is unIair,
but to give such short notice is
unacceptable," Mr Friend said.
The travel agency gave its customers
who had already paid a deposit the
chance to change their fights to a
diIIerent destination.
House oI Travel spokesman Brent
Thomas says the extremely short
notice given to the industry was
disappointing.
"This short notice makes it diIfcult
explaining to customers who are well
into the booking process why there has
been a jump in their cost," he says.
But he is confdent the extra Iee won't
deter visitors to the island nation.
He says the strong New Zealand dollar
is boosting travel sales and "with the
Fiji dollar value infuenced by the US
Dollar, New Zealanders are getting
even greater value currently".
Mr Thomas says House oI Travel
branches have also noticed more people
coming seeking a "holiday in the sun"
aIter the spell oI bad weather over the
Christmas and New Year break.
Flooding To Affect Vegetable Supply
NO major damage has been noted as a
result oI the food in the north.
However, principal agricultural oIfcer
northern John Cox has warned that
vegetable and root crops supply would
be a problem over the next Iew months.
"We have been out surveying food
aIIected areas and we have not seen
much damage caused in these areas,"
he said.
"Farms including cane Iarms were also
damaged but not extensively. Teams
have been out doing surveys and we
are compiling details beIore we submit
it to headquarters."
Mr Cox said plans to assist Iarmers had
also been looked at.
"The supply oI vegetables and root
crops will be short in the next Iew
months and people are advised to
preserve damaged crops and vegetables
Irom their Iarms," he said.
Mr Cox said his teams would work
closely with Iarmers whose Iarms were
aIIected.

Over 55% Of Fijis Export Damaged
About 55 oI export commodity has
been damaged in the Western Division.
Agriculture Permanent Secretary,
Colonel Mason Smith said his Ministry
has received reports oI the damages to
the crops and livestock sector.
However he said it`s just an estimate
at the moment as most areas are still
inaccessible.
He said Ba seems to be the most
aIIected.
Meanwhile the Minister Ior Agriculture
will tour the aIIected areas on Saturday
with his oIfcials.

Justices Of The Peace Sworn In
Thirty-one Justices oI the Peace (JP)
were sworn in at the Suva Magistrates
Court.
ChieI Justice Anthony Gates inducted
the JPs in a room flled with relatives
and Iriends.
'The JPs approve search warrants and
they should carry out this act without
receiving any salary and you must
ensure that your duties are carried out
on reasonable grounds.
ChieI Justice Gates said a JP did not use
his or her status to promote themselves
or business and anyone requiring their
services must approach and make an
appointment.
'Now you must not ask Ior any money
whilst carrying out your duties and
should be there to help members oI
the public. You must act in good Iaith
and carry out your work honestly and
uprightly. I do not want to hear any oI
you to chase away any members oI the
public when they come to seek help. You
are now Iully fedged and I wish you well
in your duties, Justice Gates said.
Ministerial duties oI a Justice oI the
Peace includes; witnessing signatures,
certiIying documents, taking
declarations, aIfdavits or aIfrmations,

Australia And NZ Together Provide $1M
Australia and New Zealand will
together provide up to $1million to
assist the people oI Fiji Iollowing the
eIIects oI the fooding over the past Iew
days.
Australia's Acting head oI Mission,
Judith Robinson and New Zealand's
Acting Head oI Mission, Philip Taula
have announced that their governments
will contribute up to $500,000 each to
help the rehabilitation eIIorts.
This assistance will be made
immediately available to the Fiji Red
Cross Ior the distribution oI essential
relieI items to those in needs, Iollowed
by support Ior other agencies identifed
as best placed to meet immediate needs.
The High Commissions said it will
enable the Fiji Red Cross and agencies
to replenish pre-positioned emergency
supplies like water purifcation tablets,
blankets and tarpaulins and support the
provision oI much needed emergency
supplies to aIIected communities.

New Zealanders Caught In Killer
Fiji Storm
More than 400 New Zealanders are
understood to be in Fiji as the island
nation is battered by a deadly storm.
The Ministry oI Foreign AIIairs and
Tourism said it had no reason to
suspect any Kiwis were in any danger,
but urged them to contact the High
Commission iI they needed help.
Heavy fooding struck the Fijian tourist
hub oI Nadi and the northern city oI
Ba as a large tropical depression hit
the region. More than 20 evacuation
centres had been set up in Nadi while
Ba was under nearly 2m oI water.
The fooding has already claimed one
liIe aIter a 30-year-old Iarmer trying to
save his pigs in Dogoru River, Labasa,
was caught in the rushing waters and
became trapped in branches.
In Ba alone, 133 evacuees are at a
kindergarten while fve more Iamilies
have taken shelter in a school, as
reported.
The heavy rain in Fiji also caused the
worst foods on the northern island oI
Vanua Levu in three years.
A spokesman Irom the Ministry oI
Foreign AIIairs and Tourism said there
were 428 New Zealanders registered as
being in Fiji.
But he said they had no reason to
suspect any oI them would be in the

The Fiji Meteorological Service said
heavy rain would continue to Iall
over much oI Fiji until, causing more
fooding in low-lying areas throughout
the country.
But despite the food warning, the frst
day oI the school term would be as
scheduled.
Education district oIfcers were asked
to closely monitor the situation and it
was at their discretion as to whether a
school needed to be closed.
The ministry also asked members oI
the public to reIrain Irom crossing
fooded roads and rivers and to continue
listening to the radio Ior Iurther updates
on the weather.
In 2009, hundreds oI tourists Irom New
Zealand and Australia were stranded
by fooding in the same areas that have
been hit this week.
At the time, authorities declared a
state oI emergency in areas struck
by a tropical storm, which killed
eight people and leIt more than 9000
displaced.
Tauranga Family Caught In Deadly Fiji Floods
A Tauranga Iamily has been airliIted
Irom their resort aIter becoming
trapped by swollen rivers and fooded
roads in Fiji.
Brookfeld couple Gavin and Kerrin
Andrews cut short their frst Iamily
holiday in Fiji with their young sons,
Liam, 10 and Ethan, 7, aIter being
caught by the same torrential rains that
have caused fooding in some centres
to reach up to 6m.
The Andrews escaped the worst oI the
fooding, which occurred in Nadi and
Ba, in the central and northern areas oI
Viti Levu's west coast, but were Iorced
to cancel the last days oI their trip as
incessant fooding causes transport
havoc.
The Brookfeld Iamily was hoping to
be back in New Zealand on Thursday
and joined other New Zealand Iamilies
escaping the dangerous foodwaters
which have already claimed at least six
lives.
"We have to be airliIted out oI the
resort. We were scheduled to go out the
next morning but all the main roads are
under water," Mr Andrews told the Bay
oI Plenty Times, beIore the helicopter
arrived to pick the Iamily up Irom the
Shangri-la Fijian Resort in the south-
west oI Viti Levu.
"I think it's a disaster ... they're
expecting it to pack in Iurther," he said.
Amid calls Irom Fijian oIfcials to
declare a state oI emergency, we saw a
brieI respite in the downpours.
There was a pause in the rainIall aIter
three days' torrential rain but the Nadi
weather oIfce said there would only be a
24-hour lull beIore the same band oI rain
that lashed the Western Division turned on
itselI and Iollowed the same route back.
Mr Andrews said the Iamily were
Ioregoing the last day oI their holiday
and would spend the fnal night in the
airport beIore they could get an early
fight back to New Zealand.
While the worst oI the fooding hadn't
reached them in the south oI the island,
they said the situation was beginning to
get desperate as fooded roads Irom the
city centres meant Iood was in short
supply.
"At night it's been really pouring down.
I think it's more over Nadi where the
real rough weather is. Apparently there
are about 500 houses underwater.
"Because we are isolated Irom the main
cities |at the Resort|, they're starting to
run out oI Iood and water. That's why
we decided we might have to shoot out
earlier," he said.
Mrs Andrews said it was an unIortunate
end to their frst Iamily holiday.
"It's a bit oI a bummer but we are just
trying to stay in good spirits," she said.
The Fijian Metservice announced
that severe food warnings remained
in Iorce low lying areas oI western
Viti Levu, with occasional rain and
thunderstorms continuing.

Vodafone Pledges $50K For Flood Aid
VodaIone ATH Fiji Foundation has
come Iorward and pledged $50,000 in
initial cash assistance to those aIIected
by the severe fooding in the Western
and Northern divisions.
VodaIone Fiji corporate aIIairs manager
Shailendra Prasad said those who
had to evacuate were in need oI some
immediate assistance.
'We thought it only appropriate to make
the frst gesture oI $50,000 as a way oI
initial assistance during this time, he said.
VodaIone also activated its Red Fiji
Alert Flood drive programme which
began in 2010 Iollowing the damages
caused by Cyclone Tomas.
VodaIone Red Fiji Alert is Iocused
on enabling VodaIone employees and
customers to make cash contributions
through SMS without any charge.
AIter Cyclone Tomas, the Red Alert
programme had raised close to $170,000.
The programme also gave $69,000 to the
Christchurch earthquake appeal last year.
Mr Prasad said they are hoping to surpass
this amount and is urging customers to
come Iorward and give generously Ior
those aIIected in the foods this week.
He assured customers the money
collected will have accountability and
will be used Ior the right course. Those
who want to contribute towards the
programme can do so by dialing *767
# and Iollowing the instructions to send
the choice oI pre set amount.
He said the cruel wrath oI nature has had a
devastating impact on the lives oI hundreds
oI Iamilies and in particular many school
children who had lost everything as they
prepare Ior the new school year.
'In such times, we must all unite as human
beings to provide strength and hope to
those aIIected. We thereIore plead to our
customers and business partners to give
generously to the programme so that we
can make that little diIIerence and bring
back hope to the many aIIected by foods
in the West, he said.
Areas Of Natural Disaster
The Ministry oI Provincial Development
and Multi Ethnic AIIairs permanent
secretary, Inia Seruiratu, confrmed the
declaration oI Natural Disaster Ior parts
oI the Western Division.
The declaration Iollows a Cabinet
decision in exercise oI the powers
conIerred upon Cabinet by section 17
(1) oI the Natural Disaster Management
Act 1998, and on the advice oI the
National Disaster Management Council.
The areas that have been declared a
state oI natural disaster are:
1. Ra Province - Rakiraki Tikina areas
and Nakoro Tikina areas
2. Tavua District - Yaladro Flats,
Korovou Village, Balata areas, Natawa
areas, Yasiyasi Flats and Tavua village
3. Ba District - Ba Town area, Wailailai
area, Votua Flats, Namosau area,
Koronubu areas and Rarawai areas
4. Lautoko District - Sabeto Flats,
Barara Flats, Natabua Seaside Flats,
Vitogo Flats, Naiviyago Flats, Paipai
Flats, Lovu Flats and Drasa Flats
5. Nadi District - Nadi market, Nadi Bus
Stand, Andrews Road, Hospital Road,
Raniga Street, Korociri Settlement,

Floods Will Cost Nadi Businesses $10M: Raju
As Nadi Town remained closed Ior
business because oI foods, businesses
are jointly expecting losses in revenue
oI around $10 million.
Nadi Chamber oI Commerce president
Ram Raju said this could get worse
iI the weather did not improve and
businesses remained closed.
'The damages inside the shops would
however be minimal as the businesses
have already experienced such a
disaster beIore in 2009, he said.
Dr Raju indicated most businesses
were able to secure their property and
belongings on Monday beIore the town
was closed.
'Many businesses in the town shiIted
things to higher level where it would
be saIe Irom food waters.
'Businesses in Martintar and Namaka
areas however, are capitalising on the
closure in the town, he said.
Dr Raju said he was happy the town
was secure and being protected by the
police so that no looting could take
place.

Khan said in times like these,

element in search and rescue eIIorts.

ones who may have been stranded in
other parts as they desperately seek

Fiji Red Cross Helps Out
THE Fiji Red Cross Society has started
distributing food relieI assistance to
people in evacuation centres and to
vulnerable communities that cannot
make it to those centres.
Red Cross acting director general
Christopher Ho said their major
concern were the towns and villages
aIIected by the food.
"We've started delivering relieI to
evacuation centres around the country
and one oI the biggest challenges is that
iI this rainIall continues, I think people
in other communities that are not
aIIected will have their accessibility to
Iood cut oII as well," Mr Ho said.
"We don't have the capacity at this stage
in doing Iood. Our initial response is
actually in the provision oI just the
basic survival items like clothing, frst
aid, cooking utensils and things like
that."
Evacuees Wait For Food Rations
PEOPLE evacuated aIter foodwaters
gushed into their homes in a settlement
outside Nadi Town are surviving on
Iood assistance Irom the public.
Although the Iamilies took some Iood
items with them to the Korovuto College
evacuation centre, they say it is not enough.
They have been receiving Iood Irom
concerned members oI the public
while they wait Ior assistance Irom the
authorities.
Usenia Vulase, oI Ravarava settlement
in Korovuto, said 43 people Irom the
settlement, including 21 children, were
at the evacuation centre.
The youngest person at the evacuation
centre is a fve-month-old baby.
When The Fiji Times visited the
evacuation centre around midnight on
Tuesday, the evacuees were sitting on the
school's corridors and sharing yaqona.
Ms Vulase said police oIfcers
evacuated them at about 1am on
Tuesday when foodwaters almost
reached the rooI oI their homes.
"We have been living in the settlement Ior
the past six years and this is the second
time that we have experienced something
like this," Ms Vulase said.
"In 2009, we Iaced a similar situation and
we had to be evacuated aIter losing most
oI our household and personal belongings.
"So Iar, we have not received any Iood
rations Irom the authorities but some
business people and other members oI
the public have come to our assistance.
" Dr Raj, a private doctor , provided us
with breakIast this morning (Tuesday)
while the Hare Krishna movement
gave us lunch and dinner."
Strengthening Education System
THE FIJI Islands Assessment
Framework (FIAF) received a timely
boost Ior the training oI teachers on the
national assessment system.
The Ministry oI Education, United
Nations Children`s Fund (UNICEF)
and the Fiji National University (FNU)
signed a memorandum oI understanding
to Iormalize the outsourcing oI teacher
training on FIAF to FNU.
Ministry oI Education deputy secretary
Apisalome Mavono said outsourcing
the training oI teachers to FNU, which
traditionally trains teachers through
the Lautoka Teachers College and the
Advance College, adds value to FIAF.
The training programme will be Ior 10
months, which is fnanced by UNICEF
through a Iunding oI $750,000,
through training workshops in the Iour
education divisions.
'FNU and our curriculum oIfcers have
already begun to work together to create
the internal assessment Iramework
training manual in a workshop at FNU
at the end oI 2011, Mr Mavono told the
representatives oI UNICEF, FNU and
the ministry.
FNU`s Dean Ior the College oI
Humanities and Education Dr Eci
Nabalarua said the university had a
practice oI implementing the policies
and programmes set out by the ministry.
'As the Ministry moves Irom exam
content oriented to a national assessment
Iramework, the underlying most
Iundamental need that is required is Ior the
teachers to be trained on the requirements
oI the Iramework, she said.
'We are honoured to rise to the challenge
because FNU does its best to apply and
implement the policies oI the ministry,
the education sector and the education
industry as and when required.
Dr Nabalarua said in order to sustain
FIAF with the 1800 teachers in 735
schools throughout the country it was
imperative that the training college
inculcates the Class Based Assessment
(CBA) and other assessments in their
training.
'For the new intake this year and the
graduates with secondary and primary
school teaching qualifcations in the
diploma programme all the teachers
will be trained on the CBA, she said.
FNU project manager, Suliano Hereniko,
said the Curriculum Development Unit oI
the ministry had already started the training
with teachers oI class seven and eight.
He said FNU would be involved in
training teachers oI classes one, two
and three with the current Iunding Irom
UNICEF.

higher international standards.
Fiji and Singapore established diplomatic
relations on November 30, 1971.

Bank Slashes
Residential Loans Rates
THE Fiji Development Bank (FB) has
reduced the interest rates on residential
loans Ior its choice home loan clients.
The 1.5 per cent across the board
reduction was agreed by the FDB
board at its November 2011 meeting
- it agreed to reduce the interest
rates on owner-occupier homes and
investment property loans eIIective
Irom December 1 last year.
Now, all choice home loans (owner
occupier) has been reduced Irom
10.25 per cent to 8.75 per cent; line
oI credit (LOC) Ior owner-occupier
homes reduced Irom 12.50 per cent to
11 per cent; and residential investment
property loans reduced Irom 10.75 per
cent to 9.25 per cent.
And to ease repayments and allow
choice home loan clients with LOC
to meet their fnancial obligations,
the FDB said the two loans would be
merged and the interest rate adjusted
accordingly.
It added however, that the LOC and
investment loans would be reviewed
individually with due consideration
to any impact such changes would
have on Fiji National Provident Fund
transIers and charges.
"Since the global fnancial crises
started in 2008, interest rates increased
as a result oI high cost oI Iunds and
tight liquidity and this aIIected a lot oI
our home loan clients with repayments
increasing accordingly," FDB chieI
executive oIfcer Ratu Deve Toganivalu
said.
"The reduction in the interest rate will
result in a reduction on the repayment
and hopeIully this will alleviate some
oI the hardships Iaced by many oI our
clients," Ratu Deve said.
A statement Irom the bank stated that
in 2004, the bank reentered the home
loan market by oIIering the choice
home loan product, which allowed
people to purchase a home Ior their
Iamily (owner-occupier) or purchase
a home and or fats as an investment
property (Ior rental).
In January 2008, the FDB said that a
directive Irom the Finance Minister
saw the lending Iocus oI the bank
change to what was now described as
the Iocused and non-Iocused sector.
"As at December 2011, FDB had 702
accounts valued at $38.12 million in its
home loan portIolio.
Meanwhile, the bank also stated that it
was reviewing this market segment with
the view to reinstating this product.

Tourism Fiji has announced its plans to
seek a lead global advertising agency
to develop and implement an exciting
new Global Masterbrand strategy.
This is aimed at ensuring the
best possible return on the Fijian
Government`s signifcant annual
investment in marketing Fiji to the
world and to eIIectively position Fiji
competitively into the Iuture.
The decision Iollows on Irom an
extensive destination marketing audit
completed in late 2011.
A key outcome oI the audit had
highlighted the opportunities available
to Tourism Fiji in taking a global
approach to brand communications
as it works hard to ensure maximum
return on its key investments.
The successIul advertising agency
will be required to develop a new
Tourism Fiji global brand idea and
communications style which will be
adopted and implemented locally in
each oI Tourism Fiji`s international
markets.
The agency will also be required to
implement media campaigns in its
local market. The process oI tender will
be based on an initial credential pitch
Irom which a short list oI agencies
will be selected and then be invited
to participate via a Iull creative and
strategic proposal.
It is expected that the successIul agency
will be based in Fiji, Australia, New
Zealand or the USA (CaliIornia) with
incumbent agencies in those markets

Serulagilagi said the role oI permanent
secretary Ior the Ministry oI Industry and
Trade was crucial to Government given
its Iocus on promoting investment, trade,
commerce, small business development,
consumer protections and Iair trading in
the domestic and overseas market.
Mr Ali holds a Bachelor oI Arts degree
Irom the University oI the South Pacifc, a
Post Graduate Certifcate in Trade Policy
Irom the Australian National University
and a Master oI Foreign AIIairs and
Trade Irom Monash University. He was
appointed to the service on July 30, 1997
as a Graduate Trainee with the Ministry
oI Trade and Commerce. He also served
at the Ministry oI Foreign AIIairs as
Economic Planning oIfcer and rose
up the ranks to the position oI deputy
secretary Economic and Trade.
Mr Ali has also served at the Fiji High
Commission in Delhi, India where he
acted as Charge d` AIIaires on numerous
occasions.
The position oI permanent secretary
Ior industry and trade was leIt vacant
Iollowing the transIer oI the incumbent,
Mrs Saipora Mataikabara, to the Ministry
oI Foreign AIIairs and International
Cooperation.
Ministry oI Health permanent secretary
Dr Eloni Tora is responsible Ior the
planning, Iormulation, implementing,
monitoring and reviewing strategic
directions in the delivery oI health
services to the people oI Fiji.
Dr Tora holds a MBBS, Diploma and
Masters in Anesthesia Irom the Fiji
School oI Medicine.
He has served in all three major hospitals
where he has served as medical oIfcer
and rose to the ranks oI general manager
CWM Hospital in 2008 and promoted
to deputy secretary Hospital Services
in 2009, which he held until December
2011 when he was appointed to act as
permanent secretary.
Dr Tora has also been attached to major
hospitals in New Zealand, Australia and
other Pacifc Island Countries namely,
Tonga, American Samoa and Cook Islands.
Dr Tora is also chairman oI the National
Quality Improvement Committee, National
Clinical Services Plan Committee, National
Services Network Committee and member
and co-chair oI the National Medical
Advisory Committee.
Both Mr Ali and Dr Tora are contracted

Child Labour Training For Community
Policing Ofcers
The Child Labour Unit oI Ministry
oI Labour, Industrial Relations and
Employment will conduct two day
training on Child labour in Fiji, January
26th AND 27th Ior the Community
Policing OIfcers oI the Fiji Police
Force at the Centre For Training and
Development, Nasese.
Minister Ior Labour, Industrial
Relations and Employment Mr Filipe
Bole said the training will broaden the
knowledge oI oIfcers on Child Labour
issues, including child protection,
rights oI children and responsibilities
oI parents and guardians, the role and
assistance oI Government and civil
society organizations in eliminating
Child Labour Irom the country.
'Through this training we will Iorm a
network with the Community Policing
OIfcers who will assist the ministry in
identiIying potential Child Labour and
Worst Forms oI Child Labour cases
whilst educating the community on
the implications and adverse eIIects oI
child labour on the children, Iamilies,
parents and community and the nation
as a whole, Mr Bole said.
A total oI 20 Police OIfcers Irom
the Suva, Nausori and Navua area
will be participating in the two-day
training which will have presentations
Irom social partners who mainly deal
with Child Labour issues like the
International Labour Organization,
Ministry oI Education, Save the
Children, and Foundation Ior Education
oI Needy Children, the Child WelIare
Unit oI the Social WelIare Department
and the National Employment Centre.
The presenters are part oI the inter-
agency networking group Iormed by
the Ministry oI Labour Child Labour
Unit to combat Child Labour in Fiji.
Mr Bole said the ministry requires as
much assistance Irom all arrays oI the
community to stop children Irom being
abused, exploited and disadvantaged.
'Members oI the public are requested
to contact these agencies iI they
identiIy a child involved in any Iorm oI
Child Labour, Mr Bole said.
The prohibited grounds oI Worst Forms
oI Child Labour under Part 10 oI the
Employment Relations Promulgation
include all Iorms oI labour slavery or
practices similar to slavery such as
the sale and traIfcking oI children,
debt bondage and any Iorm oI Iorced
or compulsory labour, including
Iorced or compulsory recruitment oI
children in armed confict, procuring
or oIIering children Ior production and
traIfcking oI drugs, prostitution and
Ior the production oI pornography or
Ior pornographic perIormance.
Medics Told To
Register Or Face
The Consequences
Medical practitioners still need to
register with Fiji Medical and Dental
Council (FMDC) by the end oI February
or Iace deregistration Irom practicing.
The FMDC chieI executive oIfcer,
Dharmesh Prasad made the directive
Iollowing a poor turnout oI doctors
registering with the council.
"All medical practitioners, including
doctors and dental practitioners that
include dental hygienists, dental
technicians, dental therapists and
dentists are required to renew their
Annual Practice License iI they are to
practice," Mr Prasad said.
"They have until January 31 to lodge
applications with the required Iees or
they will be deregistered."
Mr Prasad said the current practice
expires at the end oI February.
And those who practice without the
license aIter that will be penalized.
"When the current practice license
expires on February 29, those who have
not renewed their license will not be
able to work because it is illegal to see
patients and charge Iees," the CEO said.
"This is punishable by a maximum fne
oI $50,000 or imprisonment Ior six
months, or both."
Mr Prasad said the practice license
registration was something in line with
the Medical & Practitioner Decree
2010, which all medical practitioners
were aware oI.
Meeting the annual requirements oI
the Annual Practice License is an
important responsibility oI the FMDC.
"This ensures the ongoing competence
and ftness to practice is maintained
and will improve patient care," Mr
Prasad said.
All medical practitioners must apply or
lose their practice.
Pacic Green's Expansion To Create
New Jobs
Opening Pacifc Green's new Iactory
and ecological park at Malaqereqe in the
Western division, Fijian Prime Minister
Voreqe Bainimarama highlighted
the vast contributions made to the
economy by businesses such as Pacifc
Green in creating new employment
and economic opportunities.
In his address, the Prime Minister
not only acknowledged the new
development by Pacifc Green but also
touched on the incentives implemented
by Government to attract and increase
investment into the country.
"Pacifc Green does all this. And the
company did it all on its own, with
committed management and staII. The
passion oI its Iounders has become
the pride oI Fiji," Prime Minister
Bainimarama said.
"And as Pacifc Green has invested in
Fiji, we have tried to make it easier
Ior this company and others to do
business."
Prime Minister Bainimarama also
added that Pacifc Green can now take
advantage oI the incentives announced
in the 2012 budget including the low
20 corporate tax rate and zero-
rated tariIIs on the purchase oI new
manuIacturing equipments.
"Government now puts the Pacifc
Green coconut Iurniture in all our
embassies. The new embassies in
Brazil and South AIrica are the latest
examples," Prime Minister said.
"As Fijian made products go out to the
world, the benefts return home".
"This recommencement oI the
operations oI the Iactory will provide
employment to skilled and non skilled
workers, beneftting in particular the
community around Sigatoka", the Prime
Minister told guests at the Iunction.
Pacifc Green chairman Peter Ryan
said that while it took the Iactory six
years to rebuild Iollowing a fre in
2004, there are more plans to establish
more Iactories.
"Today is just the start oI the rebuilding
oI our Iactories, we still have other
Iactories to build," Mr Ryan said.
"Our ecological park has the sole
purpose oI attracting tourists into Fiji;
we would like to see them go back to
their countries as ambassadors Ior Fiji.
The chairman also commended the
villagers oI Yadua who are also the
landowners oI the Malaqereqere based
Iactory.
Pacifc Green is the only overseas
based company that has converted into
an enterprise with majority ownership
by Fijian citizens and entities.
Preparation Of
Lowering Of Voting
Age
The Ministry oI Educations has begun
preparations to accommodate the
lowering oI the voting age to 18years.
Minister Filipe Bole and senior oIfcials
at the ministry have begun work Ior
students who are still in secondary
schools and who will be eligible Ior
voting by 2014.
This includes cross checking school
registers, birth certifcates and the
distribution oI fgures oI 16year olds
in the nine education districts as part
oI government`s preparations Ior the
2014 general elections.
The academic year Ior students started
on January 23rd and the term one
holiday starts on April 27th.

Canadian Firm Selected To Assist With Electronic Voter Registration For 2014 Elections

selection oI the Canada-based frm
CODE Incorporated to conduct
electronic voter registration (EVR)
in preparation Ior Fiji`s upcoming
Parliamentary elections. CODE was
chosen based on its experience, accuracy
and transparency in assisting developing
nations with logistically challenging
terrainsa Iactor important Ior Fiji,
given that its population is spread over
roughly 110 islands.
'As the next step on the path to Fiji`s
2014 elections, selection oI a highly-
respected international partner such as
CODE Inc. will ensure all segments
oI the Fijian population are properly
registered to vote, said Attorney-
General and Minister Ior Justice Aiyaz
Sayed-Khaiyum. 'For the frst time in
Fiji`s history, the 2014 elections will
Ieature true universal suIIrageone
person, one vote, one valueand it is
critical we get it right.
The Fijian Government chose CODE
Irom among 11 proposals, consisting oI
Iour Fijian frms and seven international
frmsIrom Australia, Bangladesh,
Belgium, Canada, Spain, and two Irom
the United States. The decision process
took more than three months, with
presentations and extensive question
and answer sessions.
The Ottawa-based frm Iurther
distinguished itselI through its
cost proposal and by oIIering local
knowledge transIer, through which
they will educate Fijians on best
practices Ior voter registration. The
EVR process will cost approximately
FJ$4 million.
Over the past 20 years, CODE has
worked with more than 65 countries
worldwide to deliver support oI
their registration programs. CODE
recently completed the registration oI
more than 800,000 voters in Gambia
in preparation Ior the country`s
2011 Presidential Elections, and the
successIul registration oI 1.5 million
Kenyans at 1,600 registration sites in 18
oI Kenya`s 210 voting constituencies.
Fiji`s projected voter base is
approximately 660,000 voters, aged
18 and up. The Attorney-General says
the lowering oI the voting age will
ensure the young adult population has
a say in the upcoming Parliamentary
elections.
In choosing to use EVR, Fiji is Iollowing
recommendations made by the European
Union`s report on Fiji`s 2006 elections,
which cited irregularities with voter
registration and voting practices, such as
101 voter turnout in one constituency,
and the disenIranchisement oI certain
voter groups.
Fiji has sent out invitations to the
international community to participate
in the EVR process by way oI fnancial
assistance; however, so Iar no countries
have opted to participate.
AFL Rescues Stranded
Tourists
Tourists stranded in Nadi town were
being transported to the airport by
rescue boats deployed by Airports Fiji
Limited (AFL).
Special Administrator Aisea Tuidraki
confrmed this to the media and said
the weather in Nadi currently is calm
but certain areas remain fooded.
He said inaccessible areas include
the Nadi bus station, market, Lodhia
Street, Andrew Street, Raniga Street,
Korociri Road and Nadi Back Road.
Tuidraki added a total oI 17 evacuation
centers have been opened in the Nadi
District and a total oI 700 people
are currently taking shelter in the
evacuation centers.

Fiji And Russia To Expand Ties

Sergey Lavrov will be visiting Fiji next

Bowen Reveals Nauru's $1.7B Price Tag
The Immigration Minister has released the
Iull costings report Irom his Department
about re-opening the oIIshore processing
centres on the Pacifc island oI Nauru.
Chris Bowen revealed that the cost oI
setting up the detention centres would be
nearly $2 billion over Iour years - much
more than previously estimated.
He says the Department has advised that
it would cost nearly $1.7 billion over
Iour years to house 750 asylum seekers.
Capital costs to get the centres ready
would be $316 million.
Opposition Immigration Spokesman
Scott Morrison has scoIIed at the
revised estimates, describing them as
"absurd" and "ridiculous".
He called Ior the release oI the line-by-
line costings.
The advice released is based on a visit to
Nauru by departmental oIfcers earlier
this month, in which they inspected the
two Iormer processing centres on the
island.
OIfcers Iound that the sites need
"signifcant works" to become operational.
Fears For Dozens Missing After PNG Landslide
There are reports dozens oI people
may have been buried in a landslide
in Papua New Guinea's mountainous
Highlands region.
Authorities in Papua New Guinea
are responding to the disaster which
happened at 6:00am (local time) on
Tuesday near Tari in the Southern
Highlands.
The landslide, which extends Ior about
one kilometer and is several hundred
meters wide, is near one oI the main
work sites Ior Exxon-Mobil's massive
liquefed natural gas project.
Some houses narrowly avoided being
swept away, but locals say dozens oI
people were buried.
"Almost fve big trucks |were| covered
and gardens and houses |were| all
destroyed," Tari resident Joseph Warai
said, adding that around 40 people are
missing.
He says locals are saying the landslide
was caused by blasting at a nearby quarry
that had been used by the LNG project.
He says there will be calls Ior
compensation and the landslide will
Iuel superstitious belieIs.
"There's been some talk that nature
is kind oI rejecting a lot oI things
happening around there and there's
been some sort oI level oI external
belieI that you know people have not
really made the mountains ... very
happy," he said.
Local MP Francis Potape says he Iears
there could be Iurther landslides as the
area is still very unstable.
"We could still see rocks coming down
in Iront oI our eyes and we could also
see water trapped in the mountain-side
rushing out," he said.
The $16 billion liquefed natural gas
project is the biggest resources project
in the country.

NZ Sign Pearl Farm
Credit Scheme
Cook Islands pearl Iarmers and
local technicians can now access
NZ$1.5million (US$1.2 million) made
available under New Zealand Aid
Programme Iunds.
Documents to Iormalise the aid
programme were signed in Rarotonga
last week between the Prime Minister,
Henry Puna and local partners.
Administered under the Pearl Production
Credit Scheme (PPCS), the Iunds
will fnance pearl Iarm production
requirements.
This initiative is one component oI the
Tripartite Arrangement Ior Cook Islands
Pearl Industry Revitalisation 2011
2014 signed by the governments oI New
Zealand, Australia, and the Cook Islands.
Under this agreement, NZ$3.1 million
(US$2.5 million) has been set aside
to develop sustainable pearl Iarm
production capacity, implement
strategic marketing and sales promoting
initiatives, and develop key stakeholder
capacity towards managing an integrated
pearl industry.
'This is one oI a number oI projects on
the go` in the Cook Islands, said New
Zealand`s High Commissioner, John
Carter.
He said the project has signifcance Ior
the Island oI Manihiki, where 90 percent
oI Cook Islands pearls are produced.
'Investment in the pearl industry is a
priority initiative under the New Zealand
and Cook Islands Joint Commitment
Ior Development, and is complemented
by our support Ior improved waste
management in the Cook Islands. We are
pleased that this positive and important
step has been reached, said Carter.
The main local partners involved in the
Programme Activity are the Cook Islands
Pearl Authority (CIPA), the Ministry oI

Neil Adsett Appointed As Tongas New Attorney General
The Tongan Government has appointed
Neil Adsett as the island kingdom`s
Attorney General.
Neil Adsett signed the contract oI
service on January 11, 2012 and His
Majesty issued letters oI appointment
on same date. ThereIore, Neil Adsett
is the substantive Attorney General Ior
Iour years eIIective January 16, 2012.
He becomes the frst Attorney General
under the reIormed Constitutions,
with his duties and independence now
specifed in the Constitution.
The Attorney General will head the
Attorney General`s OIfce that includes the
law oIfcers now at the Crown Law OIfce,
he is the principal legal advisor to Cabinet
and Government, and with the Solicitor
General and other law oIfcers will be
responsible Ior prosecutions and legal
cases Ior and against the government, the
draIting oI legislation Ior the Government
and parliament, and generally Ior ensuring
that the Constitution and laws oI Tonga are
understood and upheld by Government
and individuals.
The Solicitor General, Aminiasi
KeIu will continue as the CEO oI
the Department and will report to the
Attorney General.
Neil Adsett has been a barrister and
solicitor Ior over 30 years and the
site and a nearby airfeld has stopped.
Ms Arnold says the company is
standing by to help the community.
"That could include support such
as Iood, rations, temporary housing
needs, oIIering the use oI heavy
equipment and to have that standing by
Ior deployment," Ms Arnold said.
"We are ready and willing to assist the
government as soon as they require our
services."
The Australian High Commission says
all Australians reported to be in the
area have been accounted Ior.
It says it has oIIered the PNG government
assistance to deal with the disaster but so
Iar has not received a response.

The buildings are currently being used

Nauru Rehabilitation Corporation.
The advice states that much oI the
work would have to be carried out by
Australian tradesmen due to a shortage oI
skilled labour and material on the island.
The number oI detainees able to be
accommodated at the sites has also
had to be cut back because the original
assessment was based on housing Iour
people per room - the number previously
housed there. The department says
that is inconsistent with detention
accommodation standards.
"Crowding would lead to tension and
behavioural issues in the Iacility very
quickly," the report states.
Finding an appropriate place Ior
Immigration staII to stay on the island
is also problematic. The advice states
that it will cost $20 million to address
occupational health and saIety issues
at the hotel on the island, including
unsaIe electrical wiring.

Visa Process Keeps Body
In Mortuary For Weeks

Mylvaganam.
Immigration oIfcials have reIused to
issue a visa to a Sri Lankan man wanting
to attend his Iather's Iuneral because he
presented a risk oI becoming an illegal
immigrant.
The body oI Suppiah Mylavaganam,
originally Irom Sri Lanka, has been in
the morgue Ior 24 days as the Iamily
put back the Iuneral so his only son
Vamatheva can travel Irom India, where
he currently lives.
But Immigration oIfcials said his
visa application - and that oI daughter
Kamalaruby, who lives in Sri Lanka
- had been reIused because it was
believed they were both "at risk oI
breaching conditions oI visas and
becoming overstayers".
A spokesman said it was believed the
son was also living in India unlawIully,
adding that he and the daughter "do not
appear to have genuine reasons to return
to Sri Lanka Ior personal, occupational
or fnancial reasons".
Mr Mylavaganam died on New Year's
Day aged 78, surrounded by his
Auckland-based Iamily, who are New
Zealand citizens.
The Iamily hoped that Mr
Mylavaganam's only son would be able
to fy in Ior the Iuneral to perIorm the
customary Hindu last rights.
The Iuneral home has urged Ior the
Iuneral be held as soon as possible
because Mr Mylavaganam was
embalmed to last only two weeks beIore
deteriorating.
The citizens oI many countries can get a
visa waiver Ior short stays as they arrive
in New Zealand, but Sri Lanka is not
among those countries.
The website Ior the New Delhi oIfce
Ior Immigration New Zealand says
visitor visa applications - Ior stays oI
up to three months - generally take 15
working days to process Ior "positive
profle applications" and about three
months Ior others.
Mr Mylavaganam lived in West
Auckland with his wiIe, Thankamuthru,
and his daughter Nirmala Balaras'
Iamily, including Iour grandsons. He
had 10 children, most oI whom live in
India or Sri Lanka - but only one son.
"In our culture, the son has to do the
fnal things Ior his Iather, and my uncle
was the only son," said a grandson,
Theeban Balaras.
Mr Balaras rejected Immigration's
reasons, saying his uncle had completed
the minimal registrations necessary Ior
a Sri Lankan to stay in India.
The Iamily was just trying to get on with
a Iuneral. "It's quite unIair," he said.
He would appeal to the Immigration
Minister to try to overturn the decision,
he said.
A body can last Ior months iI it is
embalmed specifcally Ior the long
period, but most Iunerals are held within
a week.
In Mr Mylavaganam's case, the Iamily
only asked Ior two weeks to gather
Iamily Irom overseas.
The son's visa application was rejected
Tuesday, while the daughter was reIused
earlier this month.
An Immigration spokesman decision
sympathised with her reasons Ior
wanting to travel to New Zealand
and had taken into consideration the
humanitarian reasons.
However, she had not provided enough
documentation to prove her Iamily and
fnancial ties to her home country.
She had also never travelled abroad so
there was no evidence about how she
might comply with the conditions oI a
visa.
The spokesman said humanitarian
reasons were considered in applications,
but other criteria had to be satisfed as
well.
The oIfce would have a Iull response
about the Iamily's case once it was
signed oII by oIfcers in New Delhi, the
spokesman said.
Mr Balaras said the Iamily was willing
to pay a bond to guarantee that the
visiting relatives would not stay in New
Zealand beyond the conditions oI their
visas.
Whales Dying In Numbers On NZ Coast
ABOUT 22 pilot whales stranded on
the northern coast oI New Zealand's
South Island have died and Iears are
mounting Ior the remaining 77 as
rescuers pack up Ior the evening.
Project Jonah chieI executive Kimberly
Muncaster said that volunteers had tried
desperately to save the whales which
became stranded at Farewell Spit.
"It was very sad," she said.
"But there was nothing more that we
could have done."
Volunteers had begun leaving the scene
Ior the evening Ior saIety reasons.
Ms Muncaster said although there was
only a small chance the remaining live
whales would refoat at high tide she
remained hopeIul.
Volunteers had spent the aIternoon trying
to keep the whales cool and upright.
Project Jonah marine mammal medics
have also been called to give the whales
frst aid.
The spot where the whales were
stranded is close to Farewell Spit,
where 25 were stranded early in
January.
Seven oI those whales died, while 65
whales died aIter becoming stranded in
the same area in November.
Law Change To Help Police Trap
Predators
A law amendment will make it easier
Ior police to lock up online sexual
predators.
From March, police can pretend to be
a person under the age oI 16 in order
to arrest older people grooming them.
Previously, iI a police oIfcer was
impersonating an underage child it
might not have been an oIIence Ior
someone else to have made sexual
advances on them.
The Crimes Amendment Act (No 3)
was passed last year to strengthen the
ability oI agencies to "hold individuals
to account Ior harming the most
vulnerable in our community".
Alan Bell oI ECPAT Child Alert
welcomed the change to the law which
made online predators easier to stop.
"It will allow law enIorcement agents
to pursue predators using the internet
and bring more people to justice," Mr
Bell told the media.
Meanwhile, TVNZ's Close Up handed
over unedited Iootage oI middle-aged
men who met an actor posing as a
14-year-old girl aIter grooming her in
an internet chat room.
During the current aIIairs show's sting,
a male producer on the show posed as
the girl online and chatted to the men.
It was made clear to the middle-aged
men who chatted with the girl that she
was 14 - under the age oI consent - but
in less than 30 seconds, one man had
asked her Ior her bra size and "what

Seismologists Predict Big Quake
Likely For Tokyo
Japanese researchers have warned oI a
70 per cent chance that a magnitude-7.0
earthquake will strike Tokyo within
Iour years - much higher than previous
estimates.
Researchers at the University oI
Tokyo's earthquake research institute
based the fgure on data Irom the
growing number oI tremors in the
capital since last year's March 11
earthquake oII north-east Japan, the
media reported.
According to the meteorological
agency, an average oI 1.48 earthquakes
with magnitudes ranging Irom three to
six have occurred per day in and near
Tokyo since March.
That is around fve times as many as
beIore the disaster, the researchers
said, according to the Yomiuri.
The Japanese government has Iorecast
that the chance oI a major quake oI
magnitude 7.0 or more in the Tokyo
region is 70 per cent over the next 30
years.
Naoshi Hirata, one oI the University
oI Tokyo researchers, says the results
show seismicity has increased in the
area around capital, which is expected
to lead to a higher probability oI a
major quake.
The magnitude-9.0 earthquake last
year and the resulting tsunami leIt more
than 19,000 people dead or missing
and crippled the cooling systems at
the Fukushima nuclear power station,
causing meltdowns in some oI its
reactors.
The last time a "big one" struck Tokyo
was in 1923, when the magnitude-7.9
Great Kanto Earthquake claimed more
than 100,000 lives, many oI them in fres.
Previously, in 1855, the Ansei Edo
quake also devastated the city.
Japan, located on the tectonic
crossroads known as the Pacifc Ring
oI Fire and dotted with volcanoes, is
one oI the world's most quake-prone
countries, with Tokyo lying in one oI
its most dangerous areas.
The megacity sits on the intersection oI
three continental plates - the Eurasian,
Pacifc and Philippine Sea plates -
which are slowly grinding against each
other, building up enormous seismic
pressure.
Crocodile Swallows Indonesian Girl
A WILD crocodile has swallowed a 10-year-old girl while she played in
a river with her father in eastern Indonesia, the second death in the same
place in two months.
The girl was swimming in Wailolong
River when the large crocodile suddenly
appeared, swallowed her instantly and
disappeared into the water, said Viktor
Mado Waton, Lembata district head in
East Nusa Tenggara province reported.
"They only Iound the girl's clothes
three hours aIter the incident, some 200
meters away Irom the attack site," he
said, adding that her Iamily members
were still trying to fnd the body.
"Her Iather saw this shocking scene as he
was only fve meters away in the water."
He said the Iather and the girl's teenage
brother were hunting turtles in the river
while she was playing.
A 12-year-old boy was killed and eaten
by a crocodile in the river in early
December when he was playing with
his Iriends, Waton said.
The district head said he has warned
locals oI the danger and he will work

Daniels Saws Off Finger
ONE of the UK's most famous TV magicians was thanking the magic of
modern medicine, after sawing his hnger off in a gruesome accident.
Paul Daniels sliced oII the top oI his
ring fnger and mauled other digits
when his leIt hand was caught in a
circular saw at his home in Wargrave,
southeast England.
"I decided to make a 'sled' Ior my table
saw to make it saIer. I already had
most oI the pieces cut and started to cut
a fddly bit. Very quickly and without
any warning, a piece oI timber seemed
to leap and pulled my leIt hand fngers
into the teeth oI the circular saw," the
73-year-old told local newspaper.
With his radio presenter wiIe at work,
he staggered to his car and drove in a
panic to a hospital.
"I must have looked a weird sight,
doubled over with my Iace all screwed
up Irom the pain," he said. "I had no
idea what had been damaged or lost, or
where I was, or anything. My head was
Iull oI the pain and the possible end oI
the magic."
However specialist surgeons got to
work and saved his hand. Although the
accident happened New Year's Day,
Daniels only spoke about it aIter last
week getting the all-clear Ior his next
tour, in February.
"I have got sensation in all the fngers
now, although there will always be a
bit missing on one oI them," he said.
Worker On Cruise Liners
Accused Of Child Sex Abuse
A CREW member who worked on two luxury cruise ships which take
vacationers across the Atlantic, the Caribbean and the Mediterranean
is being investigated for allegedly molesting child passengers.
The unnamed man is suspected oI
carrying out the sexual assaults over a
fve-year period on Cunard's fagship
Queen Mary 2 and its sister vessel the
Queen Elizabeth, as reported.
Police in southern England, where the
suspect lives, have contacted parents
across the UK as they attempt to gather
evidence.
They have interviewed the man,
searched his home and seized computer
equipment.
A Wiltshire Police spokeswoman said:
"We can confrm we are investigating
historical allegations oI child abuse by
an employee oI Cunard cruise liners.
Inquiries continue. The employee no
longer works Ior the company."
A spokesman Ior Cunard, part oI the
US-British Carnival cruise company
that owns the sunken Italian ship
Costa Concordia, said: "We are deeply
shocked by these allegations as the
saIety and well-being oI our customers
is oI paramount importance to us.

Nobody has been arrested or charged

A SUBURBAN Philadelphia woman says her husband's ashes went missing from her
luggage as she ew to England to burv them in his hometown of Hull.
Angeline O'Grady says her husband,
Brian, died oI cancer in October.
She says US oIfcials told her on
November 1 she couldn't take the ashes
through airport security and was directed
to the US Airways counter to put the
ashes in her checked luggage.
She says that when she got oII in England,
the ashes were missing Irom her luggage.
The airline says it is investigating and
working with the authorities to fgure
out what happened.

Nightclubs For Being 'Old'
A woman in Britain has been barred from every nightclub of her hometown
as she is being viewed as being too old to wear skimpv outhts at the age of 28.
Lisa Woodman, a mother-oI-Iour, was
barred Irom three clubs in Worcester,
West Midlands, because oI her low-cut
tops, short skirts and knee-length boots.
Woodman, who is 5'3", admitted she
liked to faunt her fgure but claimed

"When I asked the bouncers why me
and my sister weren't allowed in, they
just said 'You're too old to wear that

New Airless Tires That
Never Go Flat
The misery of stopping at the side of the road to change
a at tire could soon be a thing of the past.
ManuIacturer Bridgestone has
developed a prototype oI airless tire
that never goes fat.
The airless tire uses a special plastic
resin that is weaved into a mesh oI
spokes that help to support the tread
oI the tire, and also makes sure it
doesn't collapse under the weight oI
the vehicle.
The pattern oI the spokes also plays
a key part in assuring that it does not
collapse, perIorming the Iunction air
pressure does in regular tires.
Furthermore, the tire`s resin is made
oI a plastic that can be repeatedly
recycled and is thereIore better Ior the
environment. The tread is also made
Irom recycled material.
Bridgestone, who are the world's largest
tire and rubber company, say the 'non-
pneumatic' tire is at an early stage oI
development but it should eventually
be available in retail vehicles.
The company unveiled its concept at
the 42nd Tokyo motor show, which
took place last month.
'There is no need to periodically refll
the tires with air, meaning they require
less maintenance,' the media quoted a
Bridgestone spokesman as saying.
'At the same the worry oI punctures is
eliminated. Non-pneumatic tires have
less impact on the environment than
today's conventional tires.
'Bridgestone developed this technology
with the aim oI practical implementation.
The concept tire could prove to be
a viable and more environmentally-
Iriendly alternative to conventional tires

learner driver in Britain by failing in driving
theorv tests for a staggering 92 times.

From Dolphin's Stomach
DOCTORS came to the rescue of a captive dolphin who swallowed
volleyball at a Chinese aquarium, removing the ball from his
stomach after a long-armed volunteer had failed to reach it.

Nanjing's Underwater World Park in
eastern China, apparently ingested the
object while playing with it in his pool
on Wednesday.
Initially aIraid to resort to surgery,

the lovely couple, hosted by Sajid
Nadiadwala and Fardeen Khan at

"Riteish and Genelia is lovely couple.

mixing bowl and mix them.
3. Then add the egg, sugar and vanilla.
4. Then mix in the salt and baking soda.
5. Finally, add the four and mix.
6. The mixture should be poured into
a buttered loaI pan (4x8 inches), then
baked Ior about 1 hour.
7. AIter cooking, let it cool down,
remove Irom the pan, slice and serve!
Baked Potatoes
4 potatoes
cup sliced green onions
/ cup butter
1 tsp. salt
pinch oI pepper
2 tbsp. butter or margarine
1/3 cup hot milk
grated cheese
Arrange potatoes on a pan, and bake in
oven at 400 Ior 1 hour or until tender.
Cut baked potato in halI lengthwise,
and scoop out the pulp without breaking
the skin. Place in a large bowl. Saute
onions in / butter until tender. Mash
potato, and add seasonings and onions.
Add butter and milk and beat until
fuIIy. Return to shells, and sprinkle
with grated cheese. Reheat at 400 until
brown; approximately 15 minutes.
Baked Salmon
1 (10-pound) salmon
1/2 teaspoon lemon pepper
2 lemons, thinly sliced
1 onion, peeled and sliced
1/4 cup butter, melted
1. Preheat oven to 350F.
2. Wash salmon; pat dry and sprinkle the

3/4 cup Yoghurt
1/2 tsp Baking Soda

Vegetable Oil Ior Irying

How to make Bhatura:
Take four and then mix it with baking
powder and salt.
Mix yoghurt and sugar and add to the
four.
Add enough lukewarm water and
knead it into soIt dough.
Cover the dough with a wet cloth and
keep it aside in warm place. (about 3-4
hours)
Divide it into 10-12 equal portions, roll
them into balls. Cover and set aside Ior
5 minutes.
Flatten the balls by pressing in between
the greased palms.
Roll into 5-6 inch diameter (like big
puri).
Heat oil in a kadai and deep Iry on high
fame.
Serve hot with choley.
Choley
Ingredients:
400 gms Soaked Chana
4 Chopped onions
2 Garlic cloves
1 Ginger
1 tsp Garam masala
1 tsp Red chilli powder
1/2 tsp Mango powder
1 tsp Pepper
1 tsp Cinnamon powder
Oil Ior Irying
Salt to taste
How to make Choley
Grind ginger and garlic to make a
paste.
Heat the oil and Iry onions till it turns
brown.
Add garam masala, red chilli powder,
cinnamon powder, ginger garlic paste
& salt to it.
Fry it well.
Add soaked chana and water
Cook it till it turns thick.
Add pepper and mango powder.
Cook it Ior fve minutes.
Choley is ready.
Serve hot.

How to encourage a healthy
sibling relationship
I'm not going to pretend you can raise
kids who never fght. That's unrealistic.
However, good sibling relationships can
be developed and nurtured. It's not just a
matter oI treating your children as equals
or individuals -- although that's crucial --
but about teaching your kids how to love
and respect themselves and each other. The
Iollowing seven simple principles will help
you create a Iamily milieu in which caring
sibling relationships evolve and grow.
1. Eat dinner together
Family dinners are not just about balanced
meals -- they're also about balanced
Iamily lives. Family meals are meant to
be a comIorting and sharing ritual Ior all
Iamily members. It's a time Ior enjoying
each other's company. Use this time to
talk, share ideas, laugh and stay connected.
One night a week is manageable and yet
still inIrequent enough to be enjoyable.
2. Stay connected
It stands to reason that we can't expect
our kids to develop strong connections
iI we don't enjoy loving relationships
with our sibs. Show your children
how to be a good sister by being one
yourselI. II circumstances make this
diIfcult -- Ior instance, iI you're an
only child or you're estranged Irom
your sibs -- make an eIIort to stay
connected with other Iamily members.
3. Teach conict resolution
Siblings love to play and hang out with
each other, but they are not born with the
skills to constructively deal with conficts.
These skills need to be taught and
practised. It doesn't matter whether you're
18 months or 18 years old, knowing how
to peaceIully resolve conficts is a crucial
tool Ior making and keeping Iriends, both
inside and outside the Iamily.
4. Do no harm
Nothing hurts sibling relationships more
than Iestering jealousies, grudges and
envy ('Your sister has such beautiIul
hair. Why don't you brush yours more
oIten?). As you can imagine, there are
many ways we unintentionally trigger
dark Ieelings between our children. But
negative dynamics can be minimized
when parents commit to handling
problems in a manner that does no
harm. This means learning to handle
problems, divide time and attention and
end conficts in a manner that inspires
equanimity.
You don't need to read a book on this
subject, but you do need to make a
conscious eIIort to be more refective
and less reactive. One strategy I fnd
helpIul when I'm dealing with problems
between my kids is to pretend someone
is watching me. Obviously, we're less
likely to do or say things we later regret
when we're being observed.
5. Pay attention to family dynamics
We tend to think oI sibling conficts as
a problem that exists in isolation Irom
other Iamily dynamics; however, recent
research suggests otherwise. II there is
confict between a parent and a child
there will likely be problems between
siblings; conversely, more peaceIul
parent-child relationships promote
more harmonious sibling relationships.
In essence, this means that ironing out
problems with your child will mean
better relationships between siblings.
6. Foster early friendships
Children who experience a successIul early
Iriendship beIore the birth oI a sibling are
more likely to have a better relationship
with a brother or sister. This is most likely
true because successIul Iriendships build
positive emotional and social skills.
7. Our siblings, ourselves
The other day it occurred to me that
I hadn't told my 19-year-old daughter
how proud I am oI her in the longest
time, so I called her and said: 'I love
you. I'm so proud oI you. She was
suspicious that something was wrong.
Interact with your kids
Empathy and understanding, which are
key ingredients Ior loving relationships,
are more readily available when a child
Ieels good about herselI. Simple ways
to encourage a healthy sense oI selI
are: really listening when your child
talks to you; stopping what you're
doing and giving her your undivided
attention; and letting her know that you
have respect and Iaith in her. This isn't
something you start when she's older.
It's a manner oI interacting that's best
established early on. Just like a garden
that blossoms when it receives constant
care, your children's relationship with
each other needs ongoing maintenance.
In the absence oI care these relationships
tend to break down. This simple
recognition that we need to guide our
children in their eIIorts at getting along
is the key to more peaceIul and relaxed
sibling bonds.
Teach Your Kids To Get Along
Suddenly the door opened, and a woman
as old as the hills, who supported herselI
on crutches, came creeping out. Hansel
and Gretel were so terribly Irightened that
they let Iall what they had in their hands.
The old woman, however, nodded her
head, and said, "Oh, you dear children,
who has brought you here? Do come
in, and stay with me. No harm shall
happen to you."
She took them both by the hand, and led
them into her little house. Then good Iood

her. Witches have red eyes, and cannot
see Iar, but they have a keen scent like the
beasts, and are aware when human beings
draw near. When Hansel and Gretel came
into her neighborhood, she laughed with
malice, and said mockingly, "I have them,
they shall not escape me again."
Early in the morning beIore the children
were awake, she was already up, and
when she saw both oI them sleeping and
looking so pretty, with their plump and
rosy cheeks, she muttered to herselI, that
will be a dainty mouthIul.
Then she seized Hansel with her
shrivelled hand, carried him into a little
stable, and locked him in behind a grated
door. Scream as he might, it would not
help him. Then she went to Gretel, shook
her till she awoke, and cried, "Get up,
lazy thing, Ietch some water, and cook
something good Ior your brother, he is in
the stable outside, and is to be made Iat.
When he is Iat, I will eat him."
Gretel began to weep bitterly, but it was all
in vain, Ior she was Iorced to do what the
wicked witch commanded. And now the
best Iood was cooked Ior poor Hansel, but
Gretel got nothing but crab-shells. Every
morning the woman crept to the little stable,
and cried, "Hansel, stretch out your fnger
that I may Ieel iI you will soon be Iat."
Hansel, however, stretched out a little
bone to her, and the old woman, who had
dim eyes, could not see it, and thought it
was Hansel's fnger, and was astonished
that there was no way oI Iattening him.
When Iour weeks had gone by, and
Hansel still remained thin, she was
seized with impatience and would not
wait any longer.
"Now, then, Gretel," she cried to the girl,
"stir yourselI, and bring some water. Let
Hansel be Iat or lean, to-morrow I will
kill him, and cook him."
Ah, how the poor little sister did lament
when she had to Ietch the water, and how
her tears did fow down her cheeks. "Dear
God, do help us," she cried. "II the wild
beasts in the Iorest had but devoured us,
we should at any rate have died together."
"Just keep your noise to yourselI," said
the old woman, "it won't help you at all."
Early in the morning, Gretel had to go
out and hang up the cauldron with the
water, and light the fre.
"We will bake frst," said the old
woman, "I have already heated the
oven, and kneaded the dough." She
pushed poor Gretel out to the oven,

darting. "Creep in," said the witch,
"and see iI it properly heated, so that
we can put the bread in." And once
Gretel was inside, she intended to shut
the oven and let her bake in it, and then

Daily Dose Of Aspirin May Cause
Internal Bleeding
Taking a daily dose of aspirin to prevent a heart attack or stroke may
do more harm than good, scientists including one of an Indian-origin
have warned.
Aspirin has previously been hailed
as a "wonder drug" and come to
be regarded as a "just in case" selI-
medicated measure Ior millions oI
healthy patients
Experts had recommended everyone
over the age oI 45 to consider taking
a daily dose oI aspirin because it can
reduce the risk oI a heart attack or
stroke and prevent some cancers.
But British researchers called Ior
guidelines to be revised aIter they Iound
the risk oI internal bleeding outweighed
potential benefts.
In a study oI 100,000 healthy people
who have taken aspirin, the largest
oI its kind, they Iound that the drug
reduced the risk oI heart attacks by
about 10 per cent but the risk oI "non-
trivial" bleeding rose by a third.
The fndings suggested that, while one
heart attack or stroke was averted Ior
every 120 people treated with aspirin
over a six-year period, one in 73 people
suIIered potentially signifcant bleeding.
The researchers at St George's, University
oI London, recommended that people
who have suIIered a heart attack or stroke
and are thereIore at a high risk oI another
should still be routinely prescribed aspirin.
However, they raised concerns about
the millions oI otherwise healthy people
who are taking aspirin in an attempt to
prevent frst heart attack or stroke.
"The benefcial eIIect oI aspirin on
preventing Iuture cardiovascular disease
events in people with established heart
attacks or strokes is indisputable. We
urge people with these conditions not
to discontinue their medication unless
advised to do so by their physicians Ior
valid reasons," the Sydney Morning
Herald quoted lead author ProIessor
Kausik Ray as saying.
"However, the benefts oI aspirin in
those individuals not known to have
these conditions are Iar more modest
than previously believed and, in Iact,
aspirin treatment may potentially result
in considerable harm due to bleeding.

Physical Exercise Cuts Heart
Attack Risk While Car And TV
Increases It
Phvsical activitv during work and leisure time signihcantlv lowers
the risk of heart attacks, while ownership of a car and television is
linked to an increased risk, particularly in low and middle-income
countries, a worldwide study has shown
The fndings come Irom the
INTERHEART study, a case-control
study oI over 29,000 people Irom 262
centres in 52 countries in Asia, Europe,
the Middle East, AIrica, Australia,
North and South America.
Claes Held, the frst author oI the
study, who is an associate proIessor
at Uppsala Clinical Research Center
and the Department oI Cardiology, at
Uppsala University Hospital, Sweden,
and his colleagues Irom Canada and the
USA, compared the work and leisure
exercise habits oI 10,043 people who
had suIIered their frst heart attack with
14,217 healthy people.
They asked the participants whether
their work was mainly sedentary or
predominantly walking at one level,
or mainly walking including walking
uphill or liIting heavy objects, or heavy
physical labour.
For physical activity during their leisure
time, participants could select Irom Iour
possible responses: mainly sedentary
(sitting activities, like sitting reading,
watching TV), mild exercise (minimal
eIIort activities, like yoga, fshing, easy
walking), moderate exercise (moderate
eIIort, like walking, cycling or light
gardening at least Iour hours a week),
and strenuous exercise (when the heart
beats rapidly, like running, Iootball or
vigorous swimming).
They also asked about the ownership oI
goods such as a car, motorcycle, radio/
stereo, TV, computer, land and livestock.
AIter adjusting Ior various conIounding
Iactors such as age, sex, country,
income, smoking, alcohol, education,
health, diet etc, they Iound that people
whose work involved either light or
moderate physical activity had a fIth
or a tenth lower risk oI having a heart
attack when compared to people whose
occupation was mainly sedentary.
However, heavy physical labour did
not reduce the risk at all. During leisure
time, the risk oI a heart attack was
lower Ior any level oI exercise when
compared with being mainly sedentary,
reducing by 13 percent Ior mild
activity and 24 percent Ior moderate or
strenuous activity.
People who owned both a car and a TV,
both indicators oI a sedentary liIestyle,
had a 27 percent increased risk oI a
heart attack, compared to those who
owned neither a car nor a TV.
A greater proportion oI people in low-
income countries had sedentary jobs
and undertook less physical activity in
their leisure time, than in middle- and
high-income countries.
"These diIIerences in physical activity
were most pronounced regarding
leisure-time activity," the authors oI
the study said.
"This may partly be explained by
diIIerences in education and other
socio-economic Iactors. In addition,
this may also refect diIIerences in
culture and in climate. The likelihood
oI a subject perIorming leisure-time
PA in tropical or hot climate zones is
lesser than in more temperate areas oI
the world," they said.
The authors concluded that daily
moderate physical exercise should be
encouraged in everyone to prevent
heart disease.
"The data have some real-liIe implications.
One suggestion may be Ior the lower
income countries to be more involved
in promoting physical activity as their
societies starts to use more labour-saving
devices, so as to counter-act the inactivity
that this can lead to; however, it also
important to promote physical activity in
all parts oI the world," Held said.

Toyota Cuts 350 Jobs
Toyota has revealed it has been Iorced to
slash 350 jobs in a round oI compulsory
redundancies due to high manuIacturing
costs, a decline in exports and the strong
Australian dollar.
The aIIected workers are expected to
lose their jobs Irom April, with most
positions to go at the company's plant
at Altona in Melbourne.
Toyota says the redundancies are
compulsory but the Australian
ManuIacturing Workers' Union
says that is contrary to a workplace
agreement made last year.
The company, which was Australia's
top car seller in 2011, addressed
workers in Melbourne.
AMWU spokesman Ian Jones says
cuts at Toyota will lead to Iurther job
losses elsewhere.
"For every single job in automotive
manuIacturing directly, you have a three to
Iour-to-one fow-on eIIect," Mr Jones said.
Toyota Australia president Max Yasuda
says the redundancies are unIortunate.
"We will ensure aIIected employees are
supported during this process," he said.
"In consideration oI current and
anticipated market conditions this action
is necessary. It is not possible to maintain
our workIorce at its current size."
He blames the cuts on severe operating
conditions including a decline in export
markets.
"The reality is that our volumes
are down. What we assumed was a
temporary circumstance has turned
into a permanent situation. This drop oI
36 per cent in just Iour years shows the
scale oI our challenges," he said.
But ACTU boss Ged Kearney says the
company should have worked harder
to avoid cutting jobs.
She says the cuts could have been
prevented by negotiations between
Toyota and the unions.
"Sometimes the responsibility Ialls on
the actual employers and the industry
themselves to take responsibility and
to work something out with the unions
and sit down and say what can we do,"
she said.
"This has been done beIore. This is not
rocket science."

New research shows the Reserve

standout economy.

Commsec chieI economist Craig James
says the boom in mining investment is
fltering through the rest oI the West
Australian economy.
"It's basically number one in overall
construction and equipment investment,
and overall economic growth and in
terms oI the unemployment rate," Mr
James said.
"And really the worst ranking that it's
got is in terms oI new dwelling starts
oI housing fnance, but even then it's
middle-rank rather than being towards
the bottom end oI the pack."
The report Iorecasts that increased
activity in the mining and energy
sectors this year will boost growth in
the Northern Territory - where the $34
billion Inpex gas project has received
the green light - and in Queensland.
"Certainly Queensland underperIormed
Western Australia too aIter the global
fnancial crisis; it took longer Ior the
mining and energy sectors to pick up,
but we are starting to see that sector
picking up," Mr James said.
"We've got the recovery Irom the foods
as well."
Mr James believes the multi-speed

Refugee Asks To Be Released
The lawyer Ior a teenage reIugee has
told the Federal Court in Adelaide that
the man should be awarded damages
Ior psychiatric harm caused to him by
the Commonwealth.
The 18-year-old Bedouin Kuwaiti
came to Australia alone as a child more
than a year ago, leaving his Iamily in
Indonesia.
His mental health declined aIter
spending time in detention on Christmas
Island and in Darwin and Melbourne
and he attempted suicide in November.
The young man was granted reIugee
status last April but ASIO reIused to
give him a security clearance without
explaining why.
He told the court the Federal Police
had questioned him about his Iather,
who he says is in prison in Indonesia
accused oI people smuggling.
The court was told that the boy had
been a victim oI torture and trauma
beIore his arrival in Australia.
As a reIugee he cannot be sent back to
Kuwait.
His lawyer Claire O'Connor told
the court he should immediately be
released into community detention.
She says the Immigration Department
Iailed to provide adequate psychiatric
care to the man.
"His serious attempt to take his liIe was
the inevitable result oI a Iailure by the
respondent to provide treatment or an
adequate environment where he was
going to be less vulnerable," she said.
The Federal Court has already ruled that
the teenager be placed in community
detention, but this is yet to occur.
On the witness stand, the teenager said
he would not be able to withstand more
time in a detention centre.
"A month would not pass beIore they
would take me out oI there as a corpse,"
he said.

DOZENS of people have been evacuated from their homes, hundreds of
streets closed and Australia Day celebrations cancelled as drenching
rain continues to fall across the state.

You have lost weight... It's good to be
ft and look good especially when you
are a part oI the glamour industry. For
Punjabis like me, we have to work a
little harder on our body. I have lost 10
kilos over a period oI one year.
Why weren't you seen in fction shows
all this while? Jassi Jaisi Koi Nahi
was the ultimate Ior me. People only
addressed me as Jassi, long aIter the
show was over. I took to reality shows
to break that image so that people
start knowing me as Mona. It wasn't a
deliberate decision.
But now you are playing mother to
three kids... I played a pregnant woman
in 3 Idiots so it doesn't matter and I
would love to play a Mother India
also. I am an actor and it's very good
to play diIIerent kind oI roles. This is
like training Ior me which would come
handy when I get married and become
a mother in real liIe. Also, when I was
playing Jassi, so many actors halI my
age in Kyunki Saas Bhi Kabhi Bahu
Thi were playing mothers to 20 or
30-year-old actors. Here, at least I am
playing mother too much younger kids.
Do you think staying away Irom fction
will hamper your perIormance, since
you have lost touch? It's good to lose
touch as you get to re-learn the thing.
I like the Ireshness and rawness oI the
character. There is no typical drama
and crying in my show.
What experience do you have working
with kids on the show? Kids teach you
a lot oI patience. While on the show one
is cranky, the second one is sleepy and
the third one wants to go back home.
Do you think you will be able to repeat
the success oI Jassi? I will give my
best shot and leave the rest to destiny.
This show is very promising which
showcases a marriage aIter 10 years
and has also made me realise that I
enjoy acting more than hosting.
What's your take on the institution oI
marriage? I believe in marriage as an
institution and I would love to have my
own kids but then everything happens
with time. I don't plan things but rather
wait Ior them to unIold.

Raj Babbar Decides To Reveal All
In Book Of Pain
Smita was a part of me, Raj Babbar had said in a media
interview years back.
However, the rumours surrounding his
conduct vis-a-vis his wiIe who passed
away due to childbirth complications in
1986, never ceased to haunt the actor.
Raj Babbar had been accused oI using
Smita Patil to Iurther his career. It was
rumoured that the actor had neglected
his love child Prateik and had reIused
to take his responsibility as a Iather.
And though the actor had kept quiet
through all such accusations, he has
now decided to break his silence.
"So Iar I've Ielt that iI the truth hurts
the people close to you, it is not worth
telling. I've always thought about my
Iamily. And that surely includes Prateik.
The good oI my Iamily is my primary
concern. However, now everyone Ieels
that it's about time I told my version oI
the truth. And I agree," said Babbar.
The actor-politician is all set to tell the
true story - his story. He wants to reveal
what really happened between him and
Smita and all the agony he had to go
through watching his son grow up Irom
a great distance.
A Iriend oI the actor revealed, "The
Smita-Raj relationship has been
constantly scrutinized. Invariably,
Raj has been portrayed as the villain.
He has taken the slander lying down
since he didn't want Prateik's growing
years to be aIIected in any way. As it
is, Prateik grew up without a Iather's
presence. The last thing Raj wanted
was to be a tell-tale Iather."
But now that Prateik is old enough to
have assumed an individual identity,
and drop his Iather's surname, Raj
Babbar has decided to pen what he
calls 'a book oI pain'.
"When Prateik dropped his surname, it
was like an eIIort was being made to
wipe out the boy's paternal legacy. Raj
has kept quiet long enough. We've been
telling him to tell his side oI the story
Ior years. And he has fnally agreed,"

I Am Unemployed: Shahid Kapoor
While most actors have chock-a-block shooting schedules in 2012, Shahid
Kapoor has no qualms in admitting that he has no work on hand as of now.
The actor recently wrapped up
shooting Ior Kunal Kohli's tentatively
titled "Teri Meri Kahaani", in which
he Ieatures with Priyanka Chopra. But
aIter that, he is still waiting to lock
something.
"I don't like to comment on any oI my
flms till the producers make an oIfcial
announcement. All I can say is I don't
have any flms right now. So right
now I am unemployed," Shahid told
reporters at an event.
However, his Ians don't need to be
disappointed, as he said: "In the second
halI oI the year I have many flms."
Will his "unemployed" status come in
the way oI his plans oI settling down?
"I am available. It takes a certain
amount oI time to establish yourselI.
It's better iI your partner is with you to
share your journey in liIe," commented
the actor, whose Iather's directorial
"Mausam" Iailed to mint moolah at the
box oIfce.
Meanwhile, talking about working with
his rumoured ex-girlIriend Priyanka,
he hints that the duo will recreate their
"Kaminey" chemistry in Kohli's project.
"It's premature to talk about the flm.
It's a flm which is shot over three

comedy. Priyanka is a Iun co-star and

I Don't Trust Anybody - Ekta Kapoor
She is envied Ior her hard work
and success but she is also given
many not-so-fattering tags. A
slave driver, short tempered,
mistrusting and many more.
ReIreshingly, Ekta Kapoor
admits to all oI them but says
she's a changed woman today.
Q: AIter enjoying huge success,
your company went through a
really bad phase in 2008 and
suIIered a loss oI around Rs 14
crore. What did that phase teach
you?
Ekta Kapoor: We lost more
than Rs 14 crore. AIter a steady
success Ior eight years, suddenly
everything started going wrong.
I was a wreck. Channel 9, where
we had many serials running,
shut down, we had this fght with
Star TV, we had paid advance
to a company to make flms
and that wasn't materializing,
ask me what didn't go wrong.
Only post Pavitra Rishta things
started looking up. This is when
I realized that iI I took calculated
proposals it would be a big risk
to take. My choice was making
a huge flm and spend two crores
over promotions or make a three
crore flm and depend on the
content. Brand Balaji going Ior
the brand value oI Dibakar and
going completely against the
favour and texture oI what they
have been doing itselI made
enough noise to launch a brand.
Q: Also this perhaps gained
you more respect as till then in
spite oI being called the czarina
oI television you were also
criticised Ior making regressive
content...
Ekta: But iI you ask me, I
am still more proud oI my
achievements in television. It is
so tough to cater to that many
tastes. I might not understand the
fnancial situation oI a middle
class home but the middle class
values I can totally identiIy
with. In Iact, there was a survey
that said that women in homes
got more assertive aIter this
TV boom started. So many oI
my Iriends told me that I make
regressive serials, but these were
the people who wouldn't even
watch TV. They would say - 'Oh
I watched one or two scenes and
I didn't like what I saw'. I would
call such people myopic. I still
have Iar more respect Ior TV
producers because there is no star
power there; all that works is the
content. Those TV producers are
not lunching with Salman Khan
or dining with SRK. All they
have is the content that could
either make or break a serial. I
on a personal level just ran out
oI stories to tell on television, so
the only other medium available
Ior me was flms where I could
explore darker, edgier stories.
Stories with more layers...in
truth, I am bohemian in thought
and conservative in action.
Q: When you were riding high
you were a short-tempered,
impatient person. Did the low
phase mellow you down?
Ekta: I was 17 when I started
my TV career. II you have the
number one show when you
are 19 and at 25 the whole era
on television is being dedicated
to you, you are bound to grow
cat's whiskers. I made some
really stupid decisions; I lost
some really nice Iriends because
I asked them to leave the
company. I was short tempered
because I had too much work. I
didn't know how to absorb it all.
It is not the low phase but it is
success, which taught me a Iew
things. Now when I look back I
have realized that no longer do
I want to be a slave to success.
I was in such a hurry to be
successIul that I simply didn't
care.
Today I know that you have to be
a human being frst. Tomorrow iI
none oI my flms do well, I am
not going to reach the lowest
rungs oI depression like I used
to. I know that I have many other
things to be thankIul Ior. II I am
not successIul maybe the world
will value me lesser, but the
world's view not necessarily be
my own view oI myselI. Today
spirituality comes to me beIore
success. In Iact, it is my strong
belieI in God that has cushioned
my Iailure. I have not become a
saint, but I can say sorry more
easily now. I am willing to
accept my Iault. I have killed my
ego and learnt to say sorry.
Q: And is there a regret you can't
amend?
Ekta: Yes, I didn't have time
Ior amma. She was my guardian
and took care oI us Ior 27 years.
When she was dying I was too
busy to be with her. I gave work
my highest priority. She took
care oI me Ior so many years and
I couldn't spare a Iew months
Ior her. Regret lasts longer than
anything else and that is a karmic
burden I will always carry.
Q: You also had trust issues?
Ekta: I still do. At one point I
stopped talking to people, started
closing all doors and I was very
wary oI people in general. Now
you see the much lighter me. I
used to Ieel that everyone is aIter
me Ior something.
It is then my mum told me, iI
you close the very frst door,
how would you know when a
genuine person wants to enter?
She said keep the door open,
and then the second door let
only Iew people enter and then
slowly you can reach the trust
lever with Iewer people. People
tell me that aIter a certain age
you can't make Iriends, but now I
know that iI you haven't kept the
doors open, someone out there
who might share the same world
as you will not have been given
the opportunity to come close to
you.
Q: II the door is open, why is
your love liIe still not happening?
Ekta: I really don't know why. I
am very pissed with myselI Ior
that. Either I am too intimidating
or it is the bad placement oI stars.
I don't want to get involved with
an actor...
Q: Why? Your dad was an actor...
Ekta: (Laughing) But my mum
was not a producer. That door is
never open Ior an actor....
Q: Are your standards high?
Ekta: No. My standards are
really low. But it just doesn't
happen. Even a firty situation
has not come up. I have not been
remotely interested in a guy
since last one year...But my trust
issues come up here too. I still
think somewhere you have got to
be careIul. I just want to protect
my heart Irom rejection. Also I
am not sure who is approaching
me Ior what I am. I joined a gym
and I couldn't work out because
there were Iour aspiring actors
working out only around me.
I take a fight, pursers give me
their numbers. II I write a story, I
will have the most amusing real
liIe incidents to narrate. How
will I ever know who wants to
genuinely be my Iriend and not
use me? A Iriend was asking me
the other day iI there is anyone
I trust at all, and I said yes, only
my mother. I have learnt many
things now. I have learnt to
delegate. I have also learnt that I
won't die iI I don't continue being
successIul. People's expectations
oI you can be killing. In 2005 I
thought I can't give a fop ever.
But today I wouldn't care less.
II I Iail and iI you don't want to
talk to me, that's your problem.
I am on this let me be happy
phase. For me spirituality comes
frst and then success. It can be
really lonely at the top and the
company you have around is
not what you want. So I am not
taking that risk again.

celebrations include the existence oI
India`s Constitution and as a tribute to

hoisting oI national fag with national
anthem played during the hoist, a
salute with 21 guns is given as a token
oI respect to all the soldiers who Iought

fnally the President address the nation.

18-Year-Old Paraded Semi-Naked
An 18-year-old girl was allegedly
tortured and paraded in a semi-naked
condition by Iamily members oI her
second husband in a Birbhum village
last Sunday.
The administration admitted the girl
to Rampurhat sub divisional hospital.
Her sister-in-law was detained Ior
interrogation though the rest oI the
accused and the woman's husband
went into hiding.
The teen got married to a youth
oI Mallarpur, Prasanta Let, a Iew
months ago. But the marriage did not
last and she returned to her Iather's
house in Kusumba, under Rampurhat
subdivision. Sometime later, she got
into a relationship with a neighbour
Tamal Let, who is also her distant
relative. They reportedly tied the knot
last week. This, however, did not go
down very well with Tamal's Iamily
who did not like the idea oI their son
marrying a woman who had been
married beIore.
Last Saturday, the couple returned
to Kusumba, but the girl did not go
to Tamal's house. On Sunday night,
however, she was allegedly summoned
by Tamal's Iather. When she went there,
her in-laws allegedly started torturing
her physically and allegedly paraded
her semi-nude through the village. In
the Iace oI a strong mob sentiment,
Tamal could do little to protest. Neither
could her own Iamily members.
"We came to know about the incident
on Monday morning and immediately
sent a police Iorce to Kusumba," said
Rampurhat SDO Baivab Sribastav. "Our
oIfcers spoke to the girl. She told them
she was tortured, her hair was snipped
and she was Iorced to walk in a semi-
naked condition across the village. We
have sent her to Rampurhat sub divisional
hospital. One person has been detained
Ior interrogation. But what exactly
happened is yet to be investigated. We
will provide security Ior her Iamily
members iI they seek it," he added.
The girl's Iather alleged that he had
been threatened against lodging a
police complaint. "We are very poor.
We could not even protest when they
tortured my daughter. They warned
me against lodging a complaint with
police. I did not even dare to take my
daughter to hospital till police came,"
he said. Tamal and his Iamily members
have fed the village. Police have
detained Tamal's sister Saraswati Let
Ior questioning.
Malaysia Says India's Visa-On Arrival Facility Will Boost Tourism
India is expanding its visa-on-arrival
(VoA) Iacility to include Malaysia,
which would ease the visa procedure
Ior Malaysian tourists to visit India.
India's VoA Iacility is currently oIIered
to 11 countries.
Malaysian Association oI Tour and
Travel Agents (MATTA) President
Mohammad Khalid Harun said the
move would encourage more people to
visit both countries.
'It is signifcant as travellers have to

as aviation tax, airIare and currency
strength,' the media quoted Harun, as

Poll Strictures Could Hurt Goa's
Tourism Season
The Iorthcoming assembly polls in
Goa have put the state`s tourism season
in peril.
A top tourism body in Goa has voiced
irritation at the decision taken by poll
oIfcials to ban sale oI liquor and shut
down restaurants by 11 p.m. beginning
Wednesday.
Gaurish Dhond, president oI the Travel
and Tourism Authority oI Goa (TTAG)
said the ban would aIIect tourism in
Goa, especially in the coastal belt
known Ior its night hotspots like
Calangute, Baga, Anjuna and Arambol,
among others, in a bad way.
'What is the meaning oI such bans in
these times? Tourists come to Goa to
have Iun. At least the Ioreign charter
tourists should be allowed to consume
alcohol in their hotels, Dhond said.
'Hotels entertaining charter tourists are
bound by contract as Iar as reIreshments
and staying conditions are concerned.
They are here on a holiday. They come
to the hotels sometimes late in the night
aIter their day outs, what are we to
serve them, said Dhond, whose TTAG
largely represents a signifcant chunk oI
tourism industry stakeholders, including
hoteliers, travel agents and restaurateurs.
Earlier in the day, north Goa district
magistrate and district returning
oIfcer Mihir Vardhan said that hotels,
restaurants and bars were barred Irom
Wednesday to stay open beyond 11
p.m. up to Feb 5. The polls are due
March 3.
'From Feb 6 to March 6, bars, hotels
and restaurants have to be closed aIter
10 p.m. This decision has been taken to
keep law and order situation in check.

open will have their licence suspended
and a heavy fne will be imposed,

"This creates a perIect backdrop Ior Indian

Michael Maeder, managing director oI
Switzerland Tourism, told media persons.
Maeder said that despite the economic
slowdown, tourists Irom India notched
a handsome 20.3 percent growth in
total overnights spent in Switzerland,
which came to 456,930 in 2011.
Switzerland Tourism has now targeted
another 20 percent growth in tourist
overnight spending this year as well,
attracting Indians to its loIty snow-
clad peaks, glaciers, rivers, lakes and
mountain resorts, he said.
In the past fve years alone, Switzerland
Tourism registered a splendid growth
oI over 100 percent with a consolidated
total oI 1.55 million overnights spent
there by Indians, making that country
the "most Iavoured destination globally
by Indians", Maeder added.
"India is a very important market Ior us
with the Swiss government allocating an
extra marketing budged Ior the country.
The immense success oI the campaign
has resulted in a similar additional
budget allocation this year too," he said.
Switzerland Tourism India's Deputy
Director Ritu Sharma said that the
number oI Swiss partners coming to India
to showcase their products has nearly
doubled Irom 12 to 22 since last year.
To achieve the higher target,
Switzerland Tourism will undertake
varied marketing and advertising
activities on television channels and

3 cities, emphasizing how Switzerland

nowhere to be Iound in their room.
'They had gone to bed Thursday night
and sometime between the time they
went to bed and 6 a.m. (when Andrew
woke up), Sheila had leIt the room and
got in the elevator, said Prosser.
'Somebody Irom the hotel Iound her
in the elevator, unconscious and all
bloody, and they shipped her oII to a
hospital.
Mexico media reported police Iound
blood tracks in a hallway and believe
Nabb may have been attacked in one
area and dragged to the elevator.
Paramedics arrived at the hotel to
perIorm CPR, local news site reported.
Nabb was rejected by two private
clinics beIore being accepted as a
patient at a hospital, where she is in
serious condition.
Hospital staII had to induce a coma.
Prosser explained she has severe
damage to her Iace, requiring her jaw
to be wired shut and plates to be put
into her cheeks because oI multiple
broken bones and Iractures.
Originally Nabb was expected to be
transported back to Calgary this week,
said Prosser, but it now seems it will be
another three or Iour weeks.
Andrew Nabb remains in Mexico with
his wiIe, and his Iather -- Sheila`s
Iather-in-law -- has fown down to be
with them.
Prosser said Iamily members are
awaiting news on his niece`s eventual
arrival home and some are taking the
news that this occurred, at a fve-star
resort in a popular tourist destination
quite hard.
'Andrew I guess is a wreck, he said.
'She`s in intensive care and because he
has a cold he can`t even go in -- he can
just see her through the window.
Mexican authorities continue to
investigate, but Irom what Prosser`s
heard, it hasn`t gotten very Iar yet.
'We heard they had on a surveillance
camera somebody going into an
elevator and coming out oI the elevator
but they didn`t have anything with
Sheila on it, said Prosser.
Reports Irom Mexico said one police
source was told by hotel staII Nabb had
been drinking with someone earlier
Thursday night.
Canadian Foreign AIIairs is aware oI
the case but isn`t releasing any specifc
details, saying oIfcials in Mexico are
in touch with Mexican authorities and
assisting Iamily.
Canadian oIfcials in Mexico are
aware oI the beating and are providing
assistance to the woman and her Iamily.
'Our thoughts are with the badly
injured Canadian and her Iamily during
this diIfcult time, Aliya Mawani, a
Ioreign aIIairs spokeswoman, said in
an e-mail.
'Our oIfcials in Mexico are providing
consular assistance to her and her
Iamily and are in contact with Mexican
authorities.
The weekend beating comes aIter
three Canadians were killed in Mexico
earlier this month.
Police in the city oI Culiacan Iound
35-year-old Salid Abdulacis Sabas,
a Canadian citizen oI Iranian or Iraqi
descent, shot dead on the street last
Sunday. Cops Iound nine .45-calibre
bullet casings near his body and about
$20,000 in pesos on him, local media
reported.
Ximena Osegueda, a 39-year-old
University oI British Columbia student,
was Iound stabbed to death and burned
on a beach near Huatulco on Jan. 4.
Robin Wood, 57, oI Salt Spring, B.C.,
was Iatally shot during a home invasion
in Melaque on Jan. 2.

ICBC Claim
A Williams Lake man has been fned
$2,000 and ordered to pay over $18,000
in restitution aIter pleading guilty to
Iraud and obstruction oI justice in
connection with an ICBC claim.
Corbin Joseph`s troubles began when
he rolled his vehicle on a rural road
near Springhouse, a small community
west oI Williams Lake.
At the time, he was prohibited Irom
driving so in order to collect insurance
on the vehicle, which was a total loss,
he convinced a Iriend to tell ICBC that
she was the driver. At the time oI the
crash, three other people were in the
vehicle and Iortunately, no one suIIered
serious injuries.
The story came apart aIter ICBC`s
special investigation unit (SIU) became
aware that Joseph was bragging on his
Facebook page that he had rolled his
truck aIter drinking at a New Year`s
Eve party and subsequently got a big
payout Irom ICBC.
When SIU oIfcers interviewed his
Iriends, they admitted that Joseph drove
to and Irom the party, and had in Iact put
the vehicle in the ditch twice that night.
When Joseph learned that SIU oIfcers
were interviewing the woman who
initially claimed she was driving, he
sent her phone texts and Facebook
messages oIIering her considerable
sums oI money and legal assistance
iI she stuck to the original lie. She
reIused and instead cooperated with
the investigators by providing copies
oI those messages.
Joseph subsequently admitted to
everything he`d lied about, and that
he had been motivated by the $18,350
insurance payout Ior his truck. In
addition to the fne and the restitution
order, the Williams Lake Provincial
Court judge handed down a three-
month conditional sentence and put
Joseph on probation Ior six months.
'Insurance Iraud is a serious crime

'We will not sit back and simply pass
the cost oI Iraud on to our customers.

Vancouver are expecting big things this

showed Iour Chinese Iamilies through
a $7.8 million mansion in West
Vancouver on Tuesday. The home has

to let bar owners get breath-testers to

Under the new legislation, police

The provisions are on hold as the
government consults with the
hospitality industry.
Bar owners want breath testers so
patrons can check their alcohol levels

"That seems to be something that they

some time to do that, then I'm certainly
prepared to give them that," she said.
"That's the only nature oI consultation
that will take place," said RedIord.
"Once that is done, we will proclaim
the legislation and the legislation will

RedIord would not say iI the new
restrictions will be in place beIore the
spring election.
Cat Grounds Toronto-
Bound Airplane
An Air Canada fight was grounded
Ior several hours Wednesday morning
aIter a cat got loose in the airplane and
hid in the cockpit.
Flight 603 Irom HaliIax to Toronto had
been scheduled to leave at 5:40 a.m.
beIore Ripples the cat escaped Irom its
carrier and ran into the cockpit.
The crew scoured the plane as the cat`s
owner called out to her pet.
Eventually they determined that the
cat had weaseled its way down into the
wiring oI the cockpit.
The cat was Iound and returned saIely,
but the fight remained grounded until
the cockpit wiring could be checked
Ior damages.
The maintenance crew had to take
panels oII. inside the cockpit in order
to get at the cat. Once Ripples was
removed, they had to reassemble the
cockpit and ensure that no damage had
been done to the wiring or hardware.
In the end, though, 'there was no real
damage done.
Despite the delay and some
rescheduling, most passengers took the
excitement in good humour.
The fight fnally took oII around 10
a.m. local time.

The research was commissioned by the

Once completed the 11-kilometer rapid
transit line will run at ground level, on
elevated tracks and below ground through
a bored tunnel Irom the Lougheed Town
Centre in Burnaby to the Coquitlam

The announcement comes aIter the
B.C. government reached a deal with
regional mayors to hike gas taxes by
2 cents to pay Ior the SkyTrain line to
the Coquitlam area, last July. The total
cost will be split between the Iederal,
provincial and municipal governments.
Vancouver Airport Increases
Improvement Fees
$5 fee increase applies onlv to ights leaving B.C.
A 10-year, $1.8-billion upgrade
announced Wednesday Ior Vancouver
International Airport will see
passengers travelling to destinations
outside oI B.C. Iacing a $5 increase in
the airport improvement Iee to $20.
However, the Vancouver Airport
Authority, the not-Ior-proft group that
runs the airport, says the Iee will still
be among the lowest in Canada, with
most other major airports collecting
$25 per passenger.
Meanwhile, passengers travelling
within B.C. and to the Yukon will
continue to pay just a $5 Iee, the
authority said in a release.
The increase takes eIIect in May.
The upgrade is part oI an eIIort to
position the airport as Canada's
gateway to Asia.
The authority says more airports are
fghting Ior business, and that's putting
pressure on Vancouver to improve
service.
"You have to compete Ior that business
and so being cost competitive overall is
critical, Airport Authority CEO Larry
Berg said Wednesday.
Among projects in the improvement
plan are more than 700 meters oI secure
corridors and moving walkways to
reduce connection times Ior passengers,
new high-speed baggage systems, and
runway saIety enhancements.
More airlines sought
Berg said the airport also wants to
bring more airlines Irom diIIerent
countries to Vancouver.
"You need to liberalize air policy with a
number oI countries. There are airlines
that would like to fy to Vancouver that
are prevented Irom doing so today,
said Berg.
Berg said Emirates Airlines became
Irustrated with negotiations and went
to Seattle`s airport instead.
"YVR employs 23,600 people, is home
to 400 businesses and generates $1.9
billion in GDP Ior Canada," Berg said.
"It's no surprise that we have to
continue investing in our airport to
ensure we remain an economic engine
Ior our community. Every penny oI
|Airport Improvement Fee| collected
goes toward building a better airport
Ior British Columbia."
The last increase in the airport
improvement Iee was in 2004.
Although at one time the Iee was
collected directly Irom passengers, it
now is added to ticket prices at the time

2012 Hyundai Elantra Touring
When Hyundai redesigned the Elantra
sedan in the 2011 model year, it paused
on reIreshing the wagon body style,
the Elantra Touring. A replacement is
coming soon, but Ior 2012, the Elantra
Touring still rides on its European-
ICBCSTop Tips For Smart Winter Driving
ICBC survey shows drivers feel less safe and frustrated at this time of year
derived running gear, and still oIIers
one oI the better--and only--compact-
wagon choices on the market today.
The Elantra Touring is completely
diIIerent Irom its namesake sedan,
but it still looks a bit like the Iormer
Elantra Iour-door. It's much more in
the vein oI compact, sporty, European
wagons, which makes sense, since it's
based on Hyundai products sold on the
Continent. The look is straightIorward,
not overly detailed, and defnitely not
part oI the "fuidic sculpture" current
that's taken over the company's U.S.
car lineup.
The Iront-drive Elantra Touring gets its
power Irom a 138-horsepower, 2.0-liter
Iour-cylinder engine that was Iound
under the hood oI the last-generation
Elantra sedan. Here, it's teamed up
with a Iour-speed automatic or fve-
speed manual gearbox, which oIIers
decent acceleration and smoothness,
but lackluster Iuel-economy ratings,
especially compared with the Elantra
sedan's 40-mpg highway EPA rating.
The suspension is considerably frmer
than either the current or Iormer
Elantra sedan, with quicker steering
and bigger anti-roll bars, which give
the Touring a verve all its own.
The interior is roomy and versatile,
thanks to the Touring's tall wagon body.
Utility meets or exceeds that oI Hyundai's
own compact Tucson crossover, and the
Touring's back seat splits and Iolds Ior
an expanded cargo area. It's neat and
well-designed, and the Elantra Touring
really only comes up short in noise and
refnement. The frm tuning leads to
more road noise that reverberates in the
wagon's cargo hold.
The 2012 Elantra Touring comes
with a very generous set oI standard
Ieatures. OIIered in GLS and SE trim,
the Touring comes with standard
power Ieatures, climate control, and
an AM/FM/CD sound system with 172
watts oI power, six speakers, USB and
auxiliary inputs. The SE adds leather
seats--heated in Iront--as well as a
sunrooI, a sport shiIter, and upgraded
alloy wheels.
The Touring's saIety Ieatures include
standard stability control and side and
side-curtain airbags.
Only minor trim and Ieatures changes
have been made Ior the 2012 model
year. The Elantra Touring is due to
be replaced in the next 18 months by
a model based on the current Elantra
sedan.
With heavy winter conditions predicted
to continue on B.C. roads this week,
including continued snowIall in the
Lower Mainland, ICBC is reminding
drivers to prepare Ior winter driving
conditions and be extra cautious.
According to an ICBC survey
conducted in December, seven out
oI 10 drivers admit to Ieeling less
saIe or more Irustrated on the roads
when winter conditions hit and this is
refected in a spike in crashes at this
time oI the year. Over the past fve
years, there have been on average more
than 24,000 crashes during the month
oI January making it one oI the highest
months Ior crashes on B.C. roads.
On a positive note, ICBC`s winter
driving survey showed that drivers
are doing what they can to prepare
their vehicles Ior the challenging road
conditions. Eight in 10 drivers topped
up their water fuid to help to avoid
Ireezing, while seven in 10 drivers
checked their tire pressure tires
defate more quickly in cold weather. A
majority oI the drivers said they install
winter tires on their vehicle or keep an
emergency kit in the car.
When thinking about vehicle
maintenance at this time oI year,
drivers should also turn oII their cruise
control, use low-beam lights and keep
their gas tank at least halI-Iull.
OI course, adapting our behaviour
behind the wheel is just as important.
Nearly all drivers surveyed said they
Iollow the two key rules oI driving in
winter conditions increasing their
Iollowing distance and driving slower.
The latter is vital speed limits are
set Ior ideal conditions and conditions
right now are Iar Irom ideal.
Slowing down gives you more time to
see the road ahead and to anticipate
potential hazards. As the snow begins
to melt during warmer daytime hours,
black ice becomes a potential hazard.
It`s virtually impossible to see ahead oI
time, and that`s why it`s so important
to slow down and keep your distance
so you can see how the vehicles around
you are moving on the road.
While it can be a natural reaction to
slam on the brakes, the best thing you
can do iI you do encounter black ice is to
try to slow your vehicle down to regain
traction by easing oII the accelerator. II
you need to use the brake, be aware oI
the diIIerences between using standard
and anti-lock brakes (ABS). For
standard brakes, pump them gently; Ior
ABS, apply steady pressure and you`ll
Ieel the brakes pulse (this is normal).
The majority oI B.C. drivers we surveyed
choose to wait until the morning beIore
planning their commute. Four out oI
10 B.C. drivers still choose to drive
to work as they normally would. A
smarter decision is to leave a little later
than planned to allow crews to clear
the roads or to consider working Irom
home, iI these are viable options. Other
options to consider are taking public
transport let the experts handle the
commute or carpool with someone
who is experienced at driving in the
snow and has a vehicle prepared Ior the
conditions.
Whatever decision you make, the best
thing you can do is to learn as much as
you can about the road conditions you

Why Rashad Evans Needs To Beat Phil Davis
It is hard to Iathom that a 16-1-1 fghter
needs a win.
However, it is the case Ior Rashad
Evans.
Evans is heading into this fght on a
three-fght win streak since losing
his light heavyweight title to Lyoto
Machida. "Suga" Rashad has been
working his way up the rankings
looking to get another shot at the gold.
He was set to take on Shogun Rua at
UFC 128 until he was Iorced out oI
the fght due to an injury. His then-
teammate Jon Jones took the fght and
the rest is history. Two dominant title
deIenses later and we are now talking
about Jones as one oI the best pound-
Ior-pound fghters in the world.
Rashad at one point was reportedly set
to take on Jones at UFC 140, but Evans
was once again Iorced out oI the fght
and replaced by Lyoto Machida.
Now he is set to take on one oI the brightest
young stars in the light heavyweight
division in Phil Davis.
Davis is a Ireak athlete with a NCAA
Division I wrestling background. We have
seen him dominate quality fghters while
putting together his 9-0 record. Evans will
certainly be the toughest test oI his career,
but he appears to be prepared Ior it.
Even so, the pressure is still on Evans
in this fght.
His matchup with Jones has been a
long time coming. There is clearly a
rivalry between these two fghters that
the Ians want to see settled.
While many have Evans as the Iavorite
in this fght, the question needs to be
asked:
What happens iI he loses to Davis?
Well, Irom Davis' perspective, it would
be the biggest win oI his career and
put him in contention Ior a title shot at
Jones. A Davis versus Jones title match
would pit two oI the UFC's brightest
young talents against one another, but
it wouldn't carry the same hype as a
matchup against Evans.
Then we would need to look at what
happens to Evans.
It would still be only the second loss
oI his MMA career and he still would
be considered one oI the best light
heavyweights in the world, but it would
be a major setback on his pursuit to
the title. As it stands, Jones has ripped
through every light heavyweight that
has been put in Iront oI him. There are
only so many contenders that the light
heavyweight division can muster up.
However, Evans doesn't want to end up
at the bottom oI that list.
A loss to Davis not only would put
"Mr. WonderIul" above Rashad in the
rankings, but assure that a fghter like

shot beIore him. Even though Jones has
taken out a large portion oI the division
already, challengers still remain.
It is entirely possible that we could see a
rematch between Rua and Jones beIore
a fght with Evans, iI Rashad cannot pull
oII the win against Davis. It isn't out oI
the realm oI possibility that another
rising star like Alexander GustaIsson
could earn a shot beIore Evans.
The light heavyweight division is Iar
too deep to just assume that Evans
would still be at the top oI the list iI he
loses to Davis.
Evans' road back to the title could be just
as tough as Jones' title deIenses.
It is likely he would have to Iace the likes
oI Machida and Rua again. II he doesn't
take advantage oI this shot at the title
now, he may never get his chance again.
Evans is a great fghter and a fghter
that is worthy oI being a champion. He
fghts in the best MMA organization
in the world and in that organization's
deepest division. Chances at the title
don't come along very oIten.
His career won't end with a loss to
Davis, but his hopes oI getting a shot at
Jones anytime soon will.
Canucks Cody Hodgson Looking Only To The Future
Cody Hodgson couldn`t be happier
about his Iuture.
As one oI 12 rookies chosen Ior the
NHL`s all-star event in Ottawa Jan. 26
to 29, the Vancouver Canucks player
and Haliburton cottager is looking
Iorward to what`s to come.
Thoughts oI injuries that initially cast his
NHL career in doubt are the last thing
on his mind as he concentrates on the
present and the upcoming event.
'It`s a real honour. There are a lot oI good
frst-year players so I`m excited to go. It
should be a lot oI Iun when I get there. I
don`t really like to look too Iar back in
the past. I`m just happy to be here and
playing, he said in an interview.
He called his entire Iamily with the
good news aIter learning it through the
media during an interview.
The 21-year-old said he used to watch
the all-star event every year with his
Iamily.
'It`s pretty cool to see the guys and to be
part oI it will be pretty special, he said.

'Anderson Silva Is As Fake As Mike Tyson' Says Chael Sonnen
In the lead up to his fght with Michael
Bisping at UFC on Fox 2, the usual
smack-talk that emanates Irom the oral
orifce oI Chael Sonnen has thus Iar
been near non-existent, however, one
person who can turn his verbal taps on,
is none other than his arch nemesis UFC
(Ultimate Fighting Championship)
middleweight champion Anderson
Silva, whom he suggested was akin to
Mike TysonIake.
Anderson Silva is as fake as Mike
Tyson was. They called him the
hardest, the baddest man in the
world but he wasnt even the
toughest guy in America and we had
to sit through and listen to that over
and over again as he fought lots of
tomato cans. Anderson Silva has no
interested in the pght with me and
I dont know what his deal is
Sonnen said in a recent interview
with Telegraph Sport.
The Oregon native has been spoiling
Ior a rematch with the 185-pound
kingpin ever since his near miss at
capturing the title back at UFC 117.
Sonnen has goaded, berated and
thrown everything at Silva save Ior the
kitchen sink to get another tilt at the
belt, but still no joy.
As consequence, he`s given up hope
oI ever contesting with the Brazilian
denizen and instead has turned his
attentions to two other UFC titlists
welterweight champ Georges St. Pierre
and 205-pound kingpin Jon Jones.
[...] If I win this contest on Saturday
I will become the number one
contender and I intend to pght either
GSP or Jon Jones.
"Don't ask me whether the CSP pghts
will be at welterweight just ask me
on Sunday after the Bisping pght and
I will answer that question for you
then.
If Mike [Bisping] wins, he might get
his shot at Anderson Silva, but Im
out of the picture. Ive given him four
opportunities and hes turned them
all down. I'm not giving him a pfth
chance. Anderson Silva and I will not
cross paths again in a pghting arena
ever.
You will have to talk to Anderson
Silva to ask him why he has turned
down the rematch with me. For me,
it's plain and simple. I will pght with
anyone at the weight class Anderson
Silva is just a closet champion.
Still, Sonnen is quite aware oI the Iact
that iI he deIeats Bisping in several
days time, he automatically attains the
position oI No. 1 contender to 'The
Spiders crown. And iI that transpires
a rematch is more or less in the oIfng
as UFC President Dana White said
recently.
I 100 percent guarantee you, if Chael
Sonnen wins this pght, Anderson
Silva will pght Sonnen this summer,"
White told ESPN.
With that said, the upcoming Chicago
event was abruptly interrupted
Iollowing news that his original
opponent, Mark Munoz, had to pull
out due to an elbow injury sustained
whilst training, thus thrusting Bisping
into the title eliminator bout with less
than a Iortnight to go.
According to Sonnen, however,
the prospect oI locking horns with
Bisping on short notice holds no real
signifcanceto him it`s just another
fght.
Both combatants are renowned Ior
their abrasive trash-talking and that per
se, would likely be enough to generate
the public`s interest in their co-main
event matchup. However, Sonnen sees
it diIIerently.
You are asking me why there is so
much interest in my pghting Michael
Bisping, all I can say is this they
always come out in their droves to
watch me pght. It doesn't make any
difference to me that Bisping is a new
opponent for me at 11 days notice.
Im from a wrestling background
and you never know who you are
going to be up against. Since I was
nine years old every weekend I would
jump in the truck with my dad and we
would go to wrestling tournaments all
over the place.
"Whoever shows up, you pght. I've
fought nine guys in a day before now
and not known anything about any of
them even though I've been pghting
one after the other 20 minutes apart."
"So who cares whether I was facing
Mark Munoz and now Im facing
Michael Bisping in Chicago."
"Who cares? I really dont care who
the opponent is, Sonnen said.
UFC on Fox 2 is scheduled Ior Jan. 28,
2012, at the United Center in Chicago,
Illinois.

It is understood that skipper Malakai
Kanihewe and Petero Dauniseka are
expected to leave Ior Canada. The two
are believed to be oIIered contracts
with a club in Canada. When contacted

'Yes, a club wanted us to come but we
haven`t confrmed anything yet, he
said.
'We will have to ask Ior our release
frst Irom Ba Football but we have not
done it.
Kanihewe said he was still injured and
would need to recover beIore he makes
a decision on whether to take up the
contract or not.
'As oI now, I`d probably stay with Ba
and see what my chances are. I haven`t
been training because oI my ankle
injury which did not allow me to play to
my best during the Champions League.
He added that once everything was
confrmed Irom the Canadian club,
then they would ask Ior their release.
'We need to do this in the proper way
because Ba has always been there Ior
us and once all is confrmed then we
will fy over to join the club.

Roberto Luongo Makes Vancouver Canucks And NHL History
Roberto Luongo became the Vancouver
Canucks all-time wins leader last
Saturday, Iollowing the 4-3 victory
against the San Jose Sharks. Luongo
surpassed Canucks legend and Ring
oI Honour inductee Kirk McLean with
212 wins in 364 games played. As well
as becoming the all-time Canucks wins
leader, Luongo also joined Nikolai
Khabibulin as tied Ior the second most
wins Ior current active goaltenders in
the NHL with 327 (312 wins behind
leader Martin Brodeur with 639).
Luongo went on record to say about the
achievement:
'It`s a great honour. We have a great
team here since I`ve been here. Looking
Iorward to winning many more
Roberto Luongo has had his share oI
ups and downs in his career but there
is no doubt he remains a Iranchise
goaltender and an important part oI
the Canucks organisation. His biggest
accomplishment came during the 2010
Winter Olympic Games, when he
made 34 saves in the gold medal game
Ior Canada against the United States,
leading the Canadians to a Iamous
overtime victory. Despite some recent
meltdowns (otherwise known as

November. Luongo currently has an
impressive GAA oI 2.42 and a .917
save percentage in 33 games played,
registering 2 shut-outs in the process.
Luongo`s game continues to improve
despite his age and there seems no
doubt that the Canucks will continue
to run with him Ior the near Iuture. His
12-year contract expires in 2021/22 and
he is expected to remain in net, barring
any injuries or circumstances, until he
is around the age Tim Thomas is now
(37), when the Canucks will have the
option to re-assess his no-trade clause.
Canucks Head Into NHL All-Star
Break On A High Note
Their bags were packed and they were
ready to go.
There was just one problem Ior the
Vancouver Canucks. They had a game
to play beIore they could leave on a
jet plane Ior some rest and relaxation
during their NHL all-star break.
And iI they were expecting an easy
game Tuesday night Irom the struggling
Edmonton Oilers, who had played the night
beIore, the Canucks were in Ior a surprise.
The Oilers played with plenty oI heart
and the Canucks struggled to fnd
scoring opportunities Ior much oI the
night beIore fnally prevailing 3-2 in a
shootout at Rogers Arena.
