A Fatwa of the Sharia Committee of Qaedat Al-Jihad organization in the

Arabian Peninsula regarding fighting the Houthi Shi'ites in the South of the
Arabian Peninsula

(And when Allah made a covenant with those who were given the Book: You shall
certainly make it known to men and you shall not hide it) 187 Surah Aal-e-Imran

Allah has ordered his slaves to reIer to Allah and his messenger in the cases oI
ignorance or conIlict, the Almighty says: (then iI you quarrel about anything, reIer
it to Allah and the Messenger, iI you believe in Allah and the last day; this is better
and very good in the end) 59 Surah An-Nisa.
And the Muslims when calamities happen should reIer to the people oI knowledge
as the Almighty said: (And when there comes to them news oI security or Iear
they spread it abroad; and iI they had reIerred it to the Messenger and to those in
authority among them, those among them who can search out the knowledge oI it
would have known it, and were it not Ior the grace oI Allah upon you and His
mercy, you would have certainly Iollowed the Shaitan save a Iew) 83 Surah An-
Nisa.
In order to carry the Sharia obligation on the carriers oI the knowledge, Irom
declaring the truth and implementing the Sharia regulations on the happening
calamities, the Sharia Committee oI Qaedat Al-Jihad organization in the Arabian
Peninsula issues a Fatwa regarding what the South oI the Arabian Peninsula is
witnessing Irom the aggression oI the Shi'ite Houthi movement on the blood,
property and honors oI the Muslims.
AIter viewing the condition oI the Houthis, their belieIs, acts and their committing
oI several crimes which include:
- assaulting the honour oI the prophet peace and blessings oI Allah be upon him
and his Iamily by insults and cursing by accusing Umm Al-Momineen Aisha may
Allah be pleased with her with what Allah have acquitted her.
- harming the prophet peace and blessings oI Allah be upon him and his Iamily by
cursing his two in laws, viziers and caliphs aIter him Abu Bakr Al-Siddiq and
Umar ibn Al-Khattab may Allah be pleased with them.
- cursing the noble Sahabah Irom the Muhajirin and Ansar whom have been
recognized with Iavor and equity and opposing what Allah Almighty said: (And
(as Ior) the Ioremost, the Iirst oI the Muhajirs and the Ansars, and those who
Iollowed them in goodness, Allah is well pleased with them and they are well
pleased with Him, and He has prepared Ior them gardens beneath which rivers
IlOw, to abide in them Ior ever; that is the mighty achievement) 100 Surah At-
Taubah
- imposing the RaIidi Shi'ite Mazhab on the Muslims Iorcibly by arms.
- Iighting Muslims and seizing their lands and imposing the unjust Shi'ite
regulations the violate the Quran and Sunnah.
- besieging the Muslim villages and strongholds oI Sharia knowledge and
attacking it with arms and Iighting who are in it Irom the unarmed, women and
children.
Thus the Sharia Committee oI Qaedat Al-Jihad organization in the Arabian
Peninsula gives the Iollowing Fatwa:
Firstly: jihad against the Houthis and Iighting them is a legitimate obligation on
every capable Muslim to deIend the honour oI the peace and blessings oI Allah be
upon him and his Iamily and deIend the sanctities, blood and property oI the
Muslims. Allah Almighty says: (Surely (as Ior) those who speak evil things oI
Allah and His Messenger, Allah has cursed them in this world and the here aIter,
and He has prepared Ior them a chastisement bringing disgrace) 57 Surah Al-
Ahzab, and the Almighty says: (And Iight with them until there is no persecution,
and religion should be only Ior Allah, but iI they desist, then there should be no
hostility except against the oppressors -193- The Sacred month Ior the sacred
month and all sacred things are (under the law oI) retaliation; whoever then acts
aggressively against you, inIlict injury on him according to the injury he has
inIlicted on you and be careIul (oI your duty) to Allah and know that Allah is with
those who guard (against evil) -194-) Surah Al-Baqara.
Secondly: Iighting the Houthis is Irom the compulsory deIensive jihad where no
condition is needed Ior the capable and the prooI on that is the unanimity oI the
Ulema on the obligation oI repelling the assaulting enemy the aggressor - Sheikh
Ul-Islam Ibn Taymiyyah: As Ior the deIensive Iight, then that is oI the most
intensive Iorm oI deIense against an assailant (il) in protection oI sanctity
and religion. So it is obligatory by consensus. Thus, aIter belieI, there is nothing
more obligatory than deIending against the assailant enemy who corrupts both the
religion and the material world. So there are no conditions placed upon it. In Iact,
it is deIended against as much as is possible. Al-Fatawa Al-Kubra.
Thirdly: the Houthis are an Abstaining sect Irom adherence to the regulations oI
Sharia by armed Iorce aggressing against the Muslims with Iighting, so everyone
who belongs to the Iighting RaIidi Houthis his blood is Halal and should be killed
anywhere Iound and on every land as have Abu Bakr Al-Siddiq may Allah be
pleased with him Iought those who withheld the Zakat and the Sahabah may Allah
be pleased with them were unanimous on that.
Fourthly: Be excluded Irom being killed all who came Irom the Houthis repentant
leaving Iighting, Allah Almighty says: (And Iight with them until there is no
persecution, and religion should be only Ior Allah, but iI they desist, then there
should be no hostility except against the oppressors) 193 Surah Al-Baqara.
And the Sharia Committee oI Qaedat Al-Jihad organization in the Arabian
Peninsula issues this Fatawa as a disclaimer and to preserve the religion, blood and
honours oI the Muslims.
We ask Allah to aid the Muslims and repel the aggression oI the spiteIul RaIida.
