ON THE

COMBINED COMPETITIVE (MAIN) EXAMINATION

The candidates should read these instructions carefully before filling in the application form enclosed.

INFORMATION TO THE CANDIDATES ON THE COMBINED COMPETITIVE (MAIN) EXAMINATION

The main examination for recruitment of candidates for the posts/services as mentioned in the Commissions advertisement (for Preliminary examination) will commence at a date to be notified subsequently. The detailed time table of the examination will be sent to you along with the admission certificate. Change of the centre(s) and dates of holding the main examination are discretion of the Commission. The decision of the Commission regarding allotment of centre will be final and no further correspondence will be entertained from the candidates in this regard.

A candidate seeking admission to the CC (Mains) Examination, 2009 must apply to the Principal Controller of Examination, APSC, Khanapara, Guwahati-22 on the prescribed form of application which is enclosed. The completed application form must reach the Principal Controller of Examination, APSC, Khanapara, Guwahati-22 by post or by personal delivery at the APSC office counter set up specially for the purpose on or before 29th February,2012 No application shall be entertained after the prescribed date of receipt of application. If the application sent by post, it should be under Registered Post with A/D and the envelope super scribed Application for Combined Competitive (Main) Examination, 2009.

Candidates seeking admission to the examination must enclose an original copy of the T.R. showing deposit of Rs. 50/- in the Indian Treasury as examination fee under the head of account Non Tax Revenue and other Non Tax Revenue 0051 PSC Application fees Receipt of APSC with the completed application form. Candidates belonging to SC/ST are required to pay half of the above fees.

The fees are not refundable and no other mode of deposit of the fees other than through T.R. shall be accepted. APPLICATION NOT COMPLYING WITH THE ABOVE REQUIREMENT WILL BE SUMMARILY REJECTED. 5. Candidates are advised to read carefully the detailed scheme of the examination (copy) enclosed). They should note that no correspondence will be entertained from them to change any of the entries made in the application form, they should therefore take special care to fill in the application form correctly. Candidates should note that under no circumstances will they be allowed to change any of the optional subjects they have indicated in their application form for the main examination. 6. The application form must be completed by the candidates in his/her own hand writing with BLACK BALL POINT PEN only. Candidates are required to specify clearly in column No.14 of the application form their order of preference for various services/posts for which they like to be considered for appointment.

The information earlier given by the candidates in the application form for the preliminary examination will be cross checked with the information given by them in the application form for the main examination. If there are any serious discrepancies candidates are liable to be refused admission to the main examination. CANDIDATES IN GOVT. SERVICE WHETHER IN A PERMANENT OR TEMPORARY CAPACITY OR AS WORK CHARGED EMPLOYEES OTHER THAN CASUAL OR DAILY RATED EMPLOYEES OR THOSE SERVING UNDER PUBLIC ENTERPRISES, BANKS ETC., AUTONOMOUS BODIES ARE REQUIRED TO SUBMIT AN UNDERTAKING (AS IN THE DECLARATION PARAS PRINTED IN THE APPLICATION FORM) THAT THEY HAVE INFORMED IN WRITING THEIR HEAD OF OFFICER/DEPARTMENT THAT THEY HAVE APPLIED FOR THE EXAMINATION. Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their application shall be rejected/candidature shall be cancelled.

A candidate applying for admission to the main examination should paste a recent passport size photograph (3.5 X 4.5 cm) in the space provided for it in the application form and sign in full thereon. 11. A candidate who claims to belong to one of the Scheduled Castes or Scheduled Tribes (Plains & Hills) shall submit in support of his claim an attested copy of the certificate from the authority as may be prescribed by rules made under the law or Govt. instructions issued from time to time. As regards certificate in respect of claims by OBC/MOBC candidates, certificate from the appropriate authority in accordance with Govt. instruction only shall be accepted. A candidate must enclose with his application an attested copy of certificate of age (including his date of birth). The date of birth accepted by the Commission is that which is entered in the High School Leaving Certificate or equivalent examination. No other document relating to age like horoscope, affidavit, birth extract from municipal Corporation, Service Record and the like will be accepted. 12. A candidate who claims to belong to the category of Person With Disabilities shall submit an attested copy of certificate from Competent Authority as may be prescribed by Rules made under Law of Govt. institution issued from time to time. The degree of disability must be mentioned in the certificate unambiguously. 13. Any application form received without all or some of the enclosure is liable to be summarily rejected. Any enclosure which was not sent along with the application earlier but sent subsequently by the candidates will not be entertained. Thus candidates must ensure that the application form is properly filled in and is accompanied by all the relevant documents which are as follows:-

Documents to be enclosed :I. II. III. Photostat copy of Admission Certificate for C.C.(P) Exam, 2009. Original copy of Treasury Receipt for prescribed fees. Attested copy of certificate of age.

IV. Attested copies of educational qualifications and caste certificates (SC/STP/STH/OBC/MOBC) V. Attested copy of certificate of Person with Disabilities.

VI. A self addressed post card for acknowledging the receipt of your application. VII. One self-addressed unstamped envelope of about 11.5 cm 27.5 cm size for mailing your Admission Certificate, etc. VIII. Candidates are required to sign the attested copies of all the certificates sent along with the application and also to put the date of their signing on these documents. Admission certificates issued for admission to the Main Examination are liable to be cancelled at the discretion of the Commission for reasons such as misrepresentation of facts, serious deficiencies in the candidature of the candidate, submission of fake or counterfeited documents etc. In all communications with the Commission regarding his application the candidates should mention the name of the Examination & Roll Number.

SCHEME OF EXAMINATION & INSTRUCTION TO THE CANDIDATES: 1. The Combined Competitive Examination comprises two successive stages. (i) Preliminary Examination for the selection of candidates for the Main Examination, and (ii) The Main Examination (Written & Interview) for the selection of candidates for various services and posts. 2. The Main Examination consists of Written Examination and Interview Test. The Interview Test will also include the writing of a Resume of 15 minutes duration on the performance of the candidates in the interview. The Written Examination consists of 2 compulsory papers. On General English and General Studies and two other papers each on any two subjects from the list of Optional Subjects as set out in the list as follows. The interview will carry marks as shown herein below (with no qualifying marks). Marks thus obtained by the candidates in the Main Examination (Written part as well as Interview) would determine their final ranking. Candidates will be allotted to the various services keeping in view of their ranks in the Examination and respective preference expressed by them for different posts. The question papers will be set in English. The standard and syllabus of each subject are approximately those of the Degree Level Course of the Universities situated in the State of Assam. The details of the syllabi for Main Examination in enclosed. MAIN EXAMINATION (WRITTEN & VIVA VOCE) (a) General English (b) General Studies : 300 marks, one paper : 300 marks, one paper : 3 hours : 3 hours

(c) Any two of the Optional Subjects to be selected from the list of the 29 subjects shown below. Each subject will have 2 papers of 3 hours duration having 200 marks each. Interview 3. : 200 marks (with no qualifying marks)

(i) Candidates will not be allowed to offer the following combinations of subjects: (ii) Anthropology and Sociology. (iii) Mathematics and Statistics. (iv) Philosophy and Psychology. (iv) Agriculture and Animal Husbandry & Veterinary Science. (vi) Of the Engineering Subjects, not more than one subject.

The questions of the Main Examination are of Conventional Essay Type. GENERAL INSTRUCTIONS: (i) Candidates must write the answers in their own hand. In no circumstances, they will be allowed the help of a scribe to write the answer for them. (ii) The Commission has discretion to fix qualifying marks in any or all the subjects of the examination. (iii) Credit will be given for orderly effective and exact expression combined with due economy of words in all subjects of the examination. (iv) In the question papers, whenever necessary, question involving the metric system of weights & measures only will be set. (v) Candidates will have to appear in all subjects/papers of the Main Examination offered by them.

INTERVIEW TEST: The candidates will be interviewed by a Board who will have before them a record of their career.

Candidates will be asked questions on matters of general interest. The object of the interview is to assess the personal suitability of the candidate for a career in Public Service. In broad terms this is really an assessment of not only his intellectual qualities but also social traits and his interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgment, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity. It will be in the nature of purposive conversation to see that the candidates have intelligent interest not only in their special academic studies but also in the events which are happening around them both inside and outside their own State or country as well as in modern currents of thought and discoveries. 7. A CANDIDATE WHO IS OR HAS BEEN DECLARED BY THE COMMISSION TO BE GUILTY OF: (i) Obtaining support for his/her candidature by any means. (ii) Impersonations. (iii) Procuring impersonation by any person. (iv) Submitting fabricated documents or documents which have been tempered with. (v) Making false or incorrect statement or suppressing material information.

(vi) Resorting to any other irregular or improper means in connection with his/her candidature for the examination. (vii) The candidates should not bring any book, scale or drawing instrument, Slide Rule, Calculator, Log Tables, rough paper as these are not allowed. (viii) CANDIDATES WHO ARE FOUND IN POSSESSION OF MOBILE PHONES/CELLULAR PHONES/PAGERS OR NOT . (ix) Candidates must abide by the instructions given by the Supervisor/Invigilator. Failure to do so will make the candidate liable to such punishment as the Commission may decide. (x) Writing irrelevant matter, including obscene language or pornographic matter in the scripts. (xi) Misbehaving in any other manner in the examination hall. (xii) Harassing or doing bodily harm to the Supervisory Officer/Invigilators/Staff employed by the Commission for the conduct of their examination. (xiii) Violating any of the instructions issued to the candidates. (xiv) Attempting to commit any of the acts specified in the foregoing clauses, shall render him/her (a) to be disqualified by the Commission from the examination for which he/she is a candidate (b) to be debarred permanently or for a specified period: (i) (ii) By the Commission from any examination or selection held by them, By the State Government from any employment under them, and AND OTHER AUTHORISED ELECTRONIC GADGETS AFTER COMMENCEMENT OF THE EXAMINATION INSIDE THE EXAMINATION HALL WHETHER IN USE

(c) For Criminal prosecution (d) If he/she is already in service under the Government to disciplinary action under the relevant rules. Provided further that the Commission may dispense with the procedures prescribed in the Rules and disqualify a candidate for reasons to be recorded from any particular examination, if it is satisfied that the candidate adopted unfair means in the said Examination.
