Tea Break Session I :: Setting the Stage: Skill Potential in the NER

Focus: The landscape of the North Eastern Region is going through a transformation heralding new investments in the existing as well as in new and emerging sectors.. New generation of entrepreneurs are emerging and is being well supported by aspiring young population. In order to ensure the realization of the emerging economic potential the Region holds and leverage on the growth and development momentum unleashed in the Region, there is a need for a structured approach to analyse the current skill gaps and future potential, encourage greater industry participation to build competencies of the people to address the market demands, explore strategic options of skill delivery models and enable actual delivery of skills. This session will focus on a detailed overview of the potential and spell out in specific terms the potential and opportunities in the North East. The sectors with high potential will be highlighted. Session II (a) :: State Government Ecosystems and Initiatives for Skills Development (Arunachal Pradesh, Assam, Manipur and Mizoram) Focus: The North Eastern Region is currently the recipient of significant development inputs and expenditure. Additionally in many States, one notices urgency for catalyzing growth from within. In this context, skills development is now becoming the cornerstone of development Strategies and planning for the North Eastern Region to ensure that the aspiring local population is able to reap the benefits of growth. Session III:: Experience Sharing by State Skill Missions Focus: The Skills agenda has gained momentum and several State Skill Missions have started showing outcomes. The State Missions have utilized their inherent strengths to optimize resources and evolve applicable skill delivery models. The experiences are rich and worth imbibing. The key challenge lies is actualizing the potential through an effective delivery mechanism. The Session will focus on some of the best practices and most successful initiatives for skill development taken by some State Governments in India under their respective Skill Missions with a special objective of considering their replication in the North Eastern Region. There is an urgent requirement to chalk out specific strategies for promotion of convergence and partnerships for meeting the Skill demands with a special focus on policy intervention required in this regards. As an intervention from the higher level, the Chief Minister of the North Eastern States will share their perspectives and vision on the subject.
