Figure: Directed retr sequence After the QUEUING or ASSIGNMENT_FAILURE message w ith the cause given as DIRECTED_RETRY has been received, a directed retry can be started w ith the HANDOVER_REQUIRED message. Because the ASSIGNMENT_FAILURE message is optional in the directed retry, the MSC must be able to start the directed retry handover w hen the state is 'w aiting assignment complete' and HANDOVER_REQUIRED message is received, in spite of the cause value. It is possible to control w ith the BSSAP_VERSION parameter w hether or not the MSC starts a directed retry w ith other cause values than directed retry. E ceptional cases If there are no available resources or the handover fails at the target BSS, the call setup is interrupted and all resources are released. Service-based handover With the service-based handover feature, the core netw ork can convey information about the core netw ork's preferences regarding w hat type of radio access netw ork should be used for a particular call to a radio access netw ork in the ASSIGNMENT REQUEST and HANDOVER REQUEST messages w ithin a Service Handover IE. Basically tw o different aspects have an impact on w hat information is sent to the radio netw ork: potential roaming restrictions and the type of service. The radio access netw ork can take this information into account w hen initiating a handover. Localised Service Area (LSA) The MSC informs the BSC to w hich LSA identities the mobile has preferences by sending the LSA INFORMATION message. The BSS stores this information and uses it w hen determining the target cell list for handover. The BSC indicates the LSA identity of the serving cell in the ASSIGNMENT COMPLETE message if it corresponds to one of the LSA identities received in the latest LSA INFORMATION or the HANDOVER REQUEST messages. Note Localised service area is not supported.
