Policy on ASBOs in Barnet

Dear Mr Tichborne, Freedom of Information Request Reference No: 2012020000001 I write in connection with your request for information dated 31st January 2012 which was received by the Metropolitan Police Service (MPS) on the same date. I note you seek access to the following information: A. B. C. D. E. How many active ASBO orders are there in LBB at present and how many were sought by Barnet Police? How often does the police meet with its partners (i.e., LBB, Barnet Homes, etc) to discuss crime reduction policies? Is there a published strategy to combat crime across these agencies? What is the average cost associated with obtaining an ASBO against an individual (rough estimate will suffice). For the avoidance of doubt, exclude the costs of gathering information. I am seeking the cost of processing the paperwork through to obtaining the order? What percentage of ASBOs are breached once the order has been obtained?

There are currently 25 active ASBOs on Barnet Borough. 23 have been obtained by Barnet Borough Police Post Conviction. The LBB have 2 active standalone orders. The Safer Communities Partnership Board meets quarterly. This is supported by a MultiAgency Operations Group (MAOG) which meets monthly. The MAOG tasks activity across different agencies. In addition, the Borough Crime Tasking Group (BCTG) is held fortnightly. This intelligence meeting is arranged by police and is attended by partners. There are other quarterly partnership meetings, such as the Drugs and Alcohol Steering and Commissioning Group, Children's Trust Board, Adult and Children's Safeguarding Boards and

the Domestic Violence Strategic Board, which will include elements of crime reduction strategies but not exclusively. The Multi-Agency Risk Assessment Conference (MARAC) group manages risk around domestic violence victims and meets every 3 weeks and the Multi-Agency Public Protection Arrangements (MAPPA) meetings which manage high risk sex and violent offenders, meets every 4 weeks. Specific crime reduction measures are discussed. C. The published strategy to combat crime across these agencies is The Safer Communities Strategy for Barnet 2011-2014. As this document is already published and available in the public domain it is exempt under the provisions of Section 21(1) of the Freedom of Information act 2000 (the Act). However, a link to the published strategy has been provided below for your information. This is published on the London Borough of Barnet internet site. It is available for you to view/download free of charge: http://www.barnet.gov.uk/community-safety. In relation to the average cost associated with obtaining an ASBO against an individual, searches failed to locate any recorded information relevant to your request, therefore, the information you have requested is not held by the MPS. However, Section 16 of the Freedom of Information Act 2000 (the Act) places a duty on us to assist where we can. The information you require has been published on summary reports by the Home Office (See link) and you will find them on the internet by using most search engines:

Out of the 25 active Barnet ASBOs, 6 individuals breached their ASBO between 01.01.2011 and 08.02.2012 i.e., 24%. However, some individuals breached their ASBO more than once in this time period. The total number of charges within the above date range for Breach of an Anti-social Behaviour Order relating to Barnet ASBOs was 23.

Section 17(1) of the Act provides: (1) A public authority which, in relation to any request for information, is to any extent relying on a claim that any provision of Part II relating to the duty to confirm or deny is relevant to the request or on a claim that information is exempt information must, within the time for complying with section 1(1), give the applicant a notice which (a)states that fact, (b)specifies the exemption in question, and (c)states (if that would not otherwise be apparent) why the exemption applies. Section 21(1) of the Act provides: (1) Information which is reasonably accessible to the applicant otherwise than under section 1 is exempt information.

COMPLAINT RIGHTS
