Praise for Obamas 2013 budget request

Domestic HIV programs get boost, while international efforts see cut
By CHRIS JOHNSON cjohnson@washblade.com
President Obamas budget request for the upcoming scal year has won praise for including an increase in funds for domestic HIV treatment programs, although concerns persist about at-funding for research programs and reductions in the chief program aimed at ghting the global AIDS epidemic. The White House unveiled on Monday the presidents $3.8 trillion proposal to fund the U.S. government for scal year 2013, which includes funds for federally funded HIV/ AIDS programs. The proposal was sent to Congress for lawmakers to act on and amend before passing into law. Advocates for HIV/AIDS programs were largely happy with the recommendations made by the president on funding levels, which the White House says increases HIV/AIDS funding by $800 million, particularly with the Ryan White AIDS Drugs Assistance Programs, which provides grants to states for HIV/AIDS support services. Carl Schmid, deputy executive director of the AIDS Institute, said the budget demonstrates Obamas strong commitment to ght HIV by increasing funds for prevention and lifesaving care and treatment for those who cannot afford it in the United States. President Obama recognizes the importance of the federal governments role in addressing infectious diseases, such as HIV, and the need to provide care and treatment to people with HIV/AIDS to keep them healthy and reduce new infections, Schmid said. We now urge Congress to show the same level of support as it considers federal spending priorities for the upcoming year.

friends and associates organizing the ceremony applied for and received a formal military veterans headstone provided by the U.S. Department of Veterans Affairs identical to the ones used for burials at Arlington National Cemetery. The inscription on the headstone will identify Kamenys rank, military service, World War engagement in Germany, where Kameny served in combat, along with his date of birth and death May 25, 1925Oct. 11, 2011. Francis said a separate pink granite grave marker will include the inscription, Gay is Good, the slogan Kameny coined in the 1960s that he has said symbolized his nearly 50-year campaign to bring about equal rights for LGBT people. Congressional Cemetery, located near Capitol Hill, was founded in 1807 and is listed on the National Register of Historic Places and was designated a National Historic Landmark in 2011. Among the 55,000 people interred there is one U.S. vice president, one Supreme Court justice, six cabinet members, 19 U.S. senators, and 71 U.S. representatives, according to literature released by the cemetery. Francis and Kameny Papers Project co-founder Bob Witeck said the Kameny gravesite will be next to that of U.S. Air Force veteran Leonard Matlovich, who became the rst active duty member of the military to publicly declare he was gay in 1975. Kameny played a key role in advising Matlovich in his effort to end the militarys ban on gay service members. The Kameny gravesite is also near the gravesite of the late FBI Director J. Edgar Hoover and Hoovers longtime companion Clyde Tolson. As part of a longstanding tradition by U.S. presidents, all U.S. military veterans receiving Department of Veterans Affairs headstones for their interment also receive an ofcial certicate of recognition signed by the president. Kamenys certicate states, The United States of America honors the memory of Franklin E. Kameny. This certicate is awarded by a grateful nation in recognition of devoted and seless consecration to the service of our country in the Armed Forces of the United States. Police make arrest in murder of trans woman

Man charged in case captured on video stabbing victim in face
By LOU CHIBBARO JR. lchibbaro@washblade.com
At least ve citizens came forward with information that enabled D.C. police to arrest a 55-year-old man charged last week in the murder of transgender woman Deoni Jones at a city bus stop on Feb. 2, according to a police arrest afdavit. Police on Feb. 10 charged Gary Niles Montgomery of Northeast D.C. with second-degree murder while armed in connection with the fatal stabbing of Jones, 23, at a Metro bus stop at East Capitol and Sycamore streets, N.E. A D.C. Superior Court judge ordered Montgomery held without bail at a court presentment hearing on Saturday, Feb. 11. He is scheduled for a preliminary hearing on Feb. 23, where prosecutors are expected to outline their case against him. Unlike what we have seen in the past, in this case, at the time when this homicide took place, passersby unrelated to the situation intervened two passersby and attempted to assist a person that they believed was being assaulted, said D.C. Police Chief Cathy Lanier at the news conference she called to announce the arrest in the case. They stopped, they did what they could to help, and they notied police and they waited for police to come to the scene, Lanier said. And then we had people in the community who came forward and provided us the information that we need. And I want to thank all those who have helped us bring this case to closure. Lanier said police had yet to determine the motive for the murder and they had not ruled out classifying the case as a hate crime. The police arrest afdavit reveals that a video released to the news media by police the day after the murder, which showed a man walking across a street that police identied as a person of interest in the case, also captured the murder itself. In a chilling narrative, the afdavit says the video shows the suspect, later identied as Montgomery, and Jones sitting on a bench at the bus stop. It says one witness who also sat briey on the same bench with Jones and Montgomery, before walking away, noticed that Montgomery was staring at Jones. Additionally, witness no. 3 reported that the [then] unknown black male [suspect] had big eyes as if he was under the inuence, the afdavit says. The afdavit says the video shows that at one point Jones got up and walked away from the bus stop and out of range of the video. It says the video shows Montgomery getting up and following Jones before Jones and then Montgomery Witness no. 4 immediately contacted law enforcement who responded to the scene and stopped Gary Montgomery, the afdavit says. It says the witness identied Montgomery as the person of interest at the time police stopped him. According to police, investigators learned later that Montgomery had been living in the basement of a vacant residence 208 44th Street, N.E., on a daily basis for the past six months. D.C. Superior Court records show that Montgomery has been arrested seven times between 2004 and 2008 on misdemeanor, fugitive and trafc-related charges. Police spokesperson Gwendolyn Crump said investigators do not consider Montgomery a suspect in the August 2009 daytime stabbing murder of transgender woman NaNa Boo Mack on a street in the citys Shaw neighborhood, which remains unsolved. Transgender activists praised what they called a thorough police investigation that led to Montgomerys arrest and Laniers decision to shed a spotlight on the case by holding a news conference to announce the arrest. I am very pleased at the chief making this announcement herself, said Earline Budd, an ofcial with the D.C. transgender services and advocacy group Transgender Health Empowerment. Budd said she also wants to thank the witness who intervened to help Jones and attempted to apprehend the suspect at the crime scene as well as all of those who called in tips that led to this arrest. But Budd and other transgender activists noted that most of more than a half-dozen transgender murders that have occurred in the city over the past several years remain unsolved. I dont believe that we are yet where we should and want to be, Budd said.

returned to the bus stop and sat down on opposite ends of the bench. Approximately eight minutes following their return, the suspect is observed standing up facing the decedent, who remained sitting, the afdavit says. The suspect is then observed striking the decedent one time in the head, causing the decedent to collapse to the ground. The suspect is observed bending over and picking up what is believed to be the decedents purse, the afdavit says. Upon doing this, witness no. 2 is observed confronting the suspect, it says. The suspect is observed dropping the decedents purse and running from the bus stop. Witness no. 2 is observed pursuing and apprehending the suspect. However, witness no. 2 became distracted for a moment, at which time the suspect escaped, says the afdavit. The afdavit says witness no. 2 was one of two motorists that observed Montgomery strike Jones as their car was stopped at a red light at a location close to the bus stop. It says both witnesses ran out of the car to help Jones, with one chasing after the suspect later identied as Montgomery. The afdavit says detectives with the Homicide Branch learned after interviewing both witnesses that the witness who apprehended Montgomery became distracted after the other witness yelled that Jones was gravely injured and needed immediate medical attention. An autopsy showed that Jones suffered a fatal stab wound to the right side of her face that penetrated her skull, the afdavit says. It says that when emergency medical technicians arrived at the scene of the crime they found a knife lodged in her head. The police afdavit says at least three citizens who live in the area where the murder took place called police to say they recognized a person of interest shown in part of a video taken at the scene of the stabbing and released by police to the media. Police havent identied the source of the video, but some observers believe it may have been from a police surveillance camera because the view shown is from an elevated

position looking down at the street. [M]embers of the Metropolitan Police Department were contacted by Witness #4 who reported that while watching local news coverage of the crime, it viewed the surveillance footage and recognized the person of interest to be an individual it has seen on a daily or weekly basis for the past ten years, the afdavit says. Specically, Witness no. 4 reported that the person of interest is an individual who panhandles two blocks west of the crime scene near the intersection of East Capitol Street and Benning Road, N.E., the afdavit says. Witness no. 4 reported that it recognized Gary Montgomery in the video based on physical description, clothing, and prominent limp. The afdavit says Witness no. 4 played a key role in Montgomerys arrest when the witness observed Montgomery near the intersection of East Capitol Street and Benning Road shortly after the witness contacted police to say he recognized the person of interest from the video.

Police Log
The D.C. Metropolitan Police Departments Gay & Lesbian Liaison Unit was involved in the following investigations:

On Feb. 7, a woman reported that she was involved in a verbal dispute with a suspect, an ex-girlfriend. The suspect became violent and struck the victim causing minor injuries. The suspect ed the location prior to the arrival of police. The victim refused medical attention. A report was taken. On Feb. 9, a man reported while in the 5000 block of D Street, S.E., he and a suspect were involved in an argument over their relationship. The argument became violent and the suspect assaulted the victim and was arrested. On Feb. 13 in the 1300 block of Alabama Avenue, S.E., a complainant and a suspect were involved in a verbal altercation that escalated when the suspect assaulted the victim by forcefully shoving the victim multiple times. The victim agged down the police and the suspect was arrested on scene. The two are involved in a domestic relationship. On Feb. 13 in the 1600 block of R Street, N.W., police were notied of a disorderly individual inside of a local establishment. While being escorted from the establishment by an ofcer, the suspect assaulted the ofcer by striking him in the face with a st. The suepect was subdued and placed under arrest.

N.Y. senators intervene in deportation case

NEW YORK U.S. Sens. Chuck Schumer and Kirsten Gillibrand have joined Rep. Tim Bishop in an effort to drop deportation proceedings against the samesex spouse of an American citizen, winning a temporary reprieve, according to LGBT group Immigration Equality. South African national Tim Smulian is the primary caretaker for his American husband Edwin Blesch, who is HIV positive. The two have been together for 12 years and were married in South Africa in 2009. Their marriage is recognized as legal in the state of New York, but the Defense of Marriage Act bars the federal government from recognizing their marriage, a major problem for many legally married same-sex bi-national couples. Tearing families apart for no purpose is un-American and a waste of taxpayer resources. We are thrilled that, thanks to the help of Senators Schumer and Gillibrand and Congressman Bishop, Tim and Edwin are secure for now, said Rachel B. Tiven, executive director of Immigration Equality.

Kan. religious objection bill raises concerns

TOPEKA The Kansas Legislature is considering a bill that would allow anyone to claim a religious exemption from local sexual orientation non-discrimination ordinances or policies, which a Kansas LGBT group says would put universities and localities with such rules in danger of civil suits. The home state of the Westboro Baptist Church may nullify fair hiring and nondiscrimination rules at universities and school districts, according to the LGBT group Kansas Equality Coalition. The group also fears its efforts to pass such ordinances in other municipalities would be halted. Last year, Tennessee passed a bill barring municipalities from creating local non-discrimination laws. In 1996, the U.S. Supreme Court struck down a Colorado constitutional amendment barring municipalities from protecting LGBT residents in Romer v. Evans.

N.J. Senate approves marriage bill

GOP Gov. Christie vows to veto measure
By PHIL REESE preese@washblade.com
The New Jersey Senate passed a bill this week that would extend marriage rights to same-sex couples on a 24-16 vote. At Blade press time, the bill was headed to the Assembly for a 1 p.m. vote on Thursday. Check washingtonblade. com for updated news. The Marriage Equality and Religious Exemption Act was given the legislative bill number S1, a symbolic nod to the high priority that the Democratic-controlled legislature was giving to the effort. Two Republicans joined 22 Democrats in voting for the bill, while on the other side, two Democrats voted with 14 Republicans in the negative. The bill, which Gov. Chris Christie has pledged to veto, required 21 votes to pass. Im thrilled to see the New Jersey State Senate dramatically reverse its course of just a few years ago and vote to bring the freedom to marry to thousands of loving and committed New Jersey couples, Freedom to Marry COO and South Orange resident Scott Davenport told the Blade on Monday. I believe as more and more gay and lesbian headed families tell their stories to their friends, neighbors and legislators about why marriage matters to them that we will see at least three more hearts and minds changed in the state Senate. Garden State Equality board member and BlueJersey.com editor Rosi Efthim is nervous about Thursdays Assembly vote, but is optimistic about the bills eventual success. If it passes both houses, we expect Gov. Christies veto, but would have until the end of the legislative session [January 2014] to override, Efthim told the Blade, Monday. The Democratic National Committees rst transgender member, and New Jersey resident Babs Siperstein said the bill would likely pass in the Assembly on Thursday, and thinks a veto override is a good possibility. There is a chance for victory, and there is obviously a lot more work to be done, Siperstein told the Blade. There is a window of opportunity with a number of political variables, but I believe it can be done. In January, Christie elicited praise from LGBT activists when he nominated an openly gay man to the New Jersey Supreme Court, Bruce Harris, the gay AfricanAmerican mayor of Chatham Borough N.J. But activists were disappointed when Christie reafrmed his pledge to veto a marriage bill that same week. In Sundays New York Times, editors took Christie to task for his vow to veto the bill, calling his threat to block the effort not only disgraceful, but against the tide of history. University of California Los Angeles-based LGBT think tank, the Williams Institute, estimates that 16,875 same-sex couples live in New Jersey, with nearly 3,000 of those couples raising an estimated 6,650 total children. New Jersey is likely to generate $48 to $119 million for the state economy in same-sex wedding-related business if the bill passes, according to the think tank. It said that 4,447 of the nearly 17,000 same-sex couples in the Garden State already identify one another as spouses. On Jan. 7, 2010, a bill calling for the extension of marriage rights to same-sex couples failed in the New Jersey Senate on a vote of 14-20. Senate leadership has since become much more involved in pressuring the chamber in favor of the bill, with a greater emphasis on lobbying the 24 Democrats and 16 Republicans than ever before. The bill is sponsored in the Senate by Majority Leader Loretta Weinberg, Sen. Raymond Lesniak, and Senate President Steve Sweeney, all Democrats. While the Senate bill passed by eight votes, both houses will need to raise twothirds majority support to overcome Christies threatened veto. In the Senate, supporters of the bill would need an additional three votes to reach the 27-vote threshold.

Vanderbilt removes anti-gay shirt from store

NASHVILLE After pressure from LGBT advocates, including the Gay & Lesbian Alliance Against Defamation, Vanderbilt University has removed a controversial shirt from its online store. According to OutSports, the shirts were created by Vanderbilt fans in preparation for the upcoming University of Kentucky game, and read UK2GAY. The creators of the shirts had initially offered a disclaimer claiming the shirts were not meant to be offensive. However, the shirts were pulled from the online store anyway.

Idaho Senate kills non-discrimination bill

BOISE For the second time in three years, the Idaho Senate State Affairs Committee has killed legislation to add sexual orientation and gender identity to the states non-discrimination law, according to Twin Falls Times-News. Though more than 300 hopeful citizens had come to watch the hearing, the committee overwhelmingly voted down the bill, killing its chances for this legislative session. I think its important to let them see, no matter how they vote, that theres strong support for the legislation, said Twin Falls activist James Tidmarsh.

Illinois begins push for same-sex marriage

SPRINGFIELD Last week, gay Illinois Rep. Greg Harris (D-Chicago) along with Reps. Deb Mell and Kelly Cassidy introduced legislation that would extend marriage rights to same-sex couples. The opponents when we passed civil unions are the same opponents of full marriage equality now, Harris told the Blade. Their arguments are still the same apparently too: polygamy and the fall of humanity as we know it. I think most Illinoisans look around them and see those arguments didnt hold much water then and are still pretty weak today. Provisions in the bill would allow couples to easily convert civil unions into marriages, if passed.

The next champion of LGBT workplace rights?

Shiu would enforce ENDA-like exec order for federal contractors
By CHRIS JOHNSON cjohnson@washblade.com
The Obama administration ofcial who would be responsible for enforcing a proposed federal ban on discrimination against LGBT workers by federal contractors boasts a long record of advocating for LGBT rights. Patricia Shiu heads the Labor Departments Ofce of Federal Contract Compliance Programs (OFCCP), which enforces contractual promises of equal employment opportunity for companies doing business with the federal government. If, as advocates have been pushing him to do, President Obama issues an executive order requiring federal contractors to adopt non-discrimination policies inclusive of sexual orientation and gender identity, Shiu would be responsible for ensuring companies live up to that obligation. Federal contractors that discriminate against LGBT employees would have to answer to Shiu and potentially have to pay back wages and reinstate workers red for discriminatory reasons. Tico Almeida, president of Freedom to Work and one of the chief advocates calling for the order, called Shiu a smart and talented attorney and said shes demonstrated throughout her career a real passion and commitment to enforcing civil rights laws. As the executive order has advanced through the slow bureaucratic process over the course of the last year, I have felt reassured knowing that we have strong straight allies like Director Shiu on the inside advocating for workplace fairness for LGBT Americans, Almeida said. She knows the legal issues backwards and forwards, in part because she has real world experience at the Employment Law Center representing LGBT Americans who have faced workplace discrimination just because of who they are or whom they love. Because the measure is similar in its goal to the Employment Non-Discrimination Act, the directive has sometimes been referred to as the ENDA executive order, although the order would be more limited in scope because it only affects federal contractors. Multiple sources have said the Labor and Justice Departments have cleared such a measure, but the White House hasnt said whether Obama will issue the directive. Almeida said he met with staffers from OFCCP to advocate for the executive order, and had two meetings with Shiu herself. Almeida wouldnt comment on the substance of the meetings, and Shiu declined an interview for this article. If Obama issues the order, Shiu would be responsible for drafting and implementing regulations, putting them through a 90day public comment period, revising the regulations and then publishing nal rules. That could take six, eight, 10 or even 12 months, which is why it is so critical that President Obama get the process started by signing the executive order as soon as possible, Almeida said. No federal law protects LGBT people from discrimination in the workplace, but observers say Shiu has distinguished herself by protecting civil rights for other groups using as tools protections already in place since she took over at OFCCP in 2009. Executive Order 11246, signed in 1965 by President Johnson, prohibits federal contractors from discriminating on the basis of race, color, religion, sex or national origin. Several statutes also prevent companies doing business with the federal government from discriminating against employees. Section 503 of the Rehabilitation Act of 1973 prohibits job bias based on disability and Section 4212 of the Vietnam Era Veterans Readjustment Assistance Act of 1974 prohibits job bias based on veteran status. OFCCPs work is focused on compliance evaluations of contractors who are scheduled for reviews, when compliance ofcers check to make sure contractors are meeting these obligations. According to the Labor Department, Shius ofce investigated 356 complaints led under Executive Order 11246, Section 503 of the Rehabilitation Act of 1973 and Section 4212 of the Vietnam Era Veterans Readjustment Assistance Act of 1974. Under the Obama administration, OFCCP has recovered more than $30 million in nancial remedies on behalf of nearly 50,000 victims of discrimination. In the past three years, the agency has evaluated more than 12,000 businesses that employ almost 5 million workers. In addition to back wages, interest and benets, OFCCP has negotiated more than 4,800 potential job offers for workers who have been illegally subjected to discrimination. Nancy Zirkin, executive vice president for policy at the Leadership Conference on Civil and Human Rights, had high praise for Shius work in enforcing non-discrimination rules with federal contractors. Overall, her commitment to reinvigorate and ramp up the enforcement of the agency has been amazing, which is not surprising because she has dedicated her whole career to protecting workers and promoting diversity and enforcing the law, Zirkin said. In her previous role, she was always very well respected in the legal and policy advocacy community. Zirkin said the Employment Task Force of the Leadership Conference on Civil and Human Rights has worked with her on the National Equal Pay Enforcement Task Force, which was charged with cracking down on violations of equal pay laws affecting women.

We think she has been throughout her career and continues to be a stellar point for the civil rights community, Zirkin said. If Obama were to issue the ENDA executive order, Zirkin predicted that Shiu would be an effective enforcer of that directive. Based on her entire lifes work, she would implement and enforce it, and as I said in the beginning, she has made a demonstrated commitment to reinvigorate and ramp up enforcement at the agency, Zirkin said. In June, Shiu secured one such major nancial reward from a pharmaceutical giant and federal contractor as the result of allegations of gender discrimination in violation of Executive Order 11246. AstraZeneca, among the largest pharmaceutical companies in the world, agreed to pay $250,000 to 124 women subjected to discrimination while working at the corporations Philadelphia Business Center in Wayne, Pa. The action resolved a lawsuit led by the Labor Department in May 2010 alleging the company discriminated against female sales specialists by paying them salaries that were, on average, $1,700 less than their male co-workers. OFCCP conducted a scheduled compliance review of the business center in 2002 and found AstraZeneca had violated Executive Order 11246 by failing to meet its obligations as a federal contractor to ensure employees were paid fairly. According to the Labor Department, the company holds a contract valued at more than $2 billion with the Department of Veterans Affairs to provide pharmaceutical products to hospitals and medical centers throughout the country. Shiu is credited with being a stalwart supporter of civil rights and LGBT rights even before she came to the Labor Department. Prior to joining the Obama administration, Shiu was an attorney for 26 years at the San Francisco-based Legal Aid Society Employment Law Center and

worked on employment discrimination cases, including LGBT-related cases. Elizabeth Kristen, current director of the Employment Law Centers Gender Equity and LGBT Rights Program, said Shiu was her mentor at the organization before she left and an incredible champion for civil rights. She is a tough litigator and shes a passionate advocate and shes incredibly smart and she really when she was here just went to bat for her clients, Kristen said. Kristen said Shiu worked on cases at the Legal Aid Society Employment Law Center affecting LGBT employees and said she fully gets the issues and is a staunch, staunch ally to the LGBT community. The Law Center wouldnt reveal information about these cases, citing condentiality agreements. A lesbian who married her spouse in San Francisco in 2008, Kristen said Shiu in addition to her legal work was outspoken against Proposition 8, the ballot measure that ultimately eliminated marriage rights for gay couples in California. Many of our straight allies were working to get President Obama elected, which is great and wonderful but some of us also were ghting Prop 8 on Election Day, and Pat was also with us ghting Prop 8, Kristen said. Kristen added Shiu was involved in a Legal Aid Society Employment Law Center decision to gross up the pay for employees in same-sex marriages to offset the tax inequities faced by these individuals. Because of the Defense of Marriage Act, individuals in same-sex marriages have to pay a federal tax on health care benets, unlike those in opposite-sex unions. Should Obama issue the ENDA executive order, Kristen said Shiu would do everything in her power to enforce it. She would do everything she could to make sure that this order was fully effective because I know the rights of the LGBT community are near and dear to her heart, Kristen said.

Washington governor signs marriage law

Seventh state to legalize gay nuptials; referendum looms
By CHRIS JOHNSON cjohnson@washblade.com
Washington Gov. Chris Gregoire signed into law Monday legislation that would enable same-sex couples to marry as advocates prepare for a possible ght over the measure at the ballot. Im proud that our same-sex couples will no longer be treated as separate but equal, Gregoire said in her remarks. They will be equal in the great state of Washington. Gregoire signed the legislation surrounded by LGBT advocates, including gay State Rep. Jamie Pedersen and gay State Sen. Ed Murray, champions of the legislation who introduced the governor at the ceremony. After signing the bill, Gregoire exclaimed, It is signed! Prior to the signing, the governor recalled stories by gay Washington residents who benet after the bill was signed into law, including a letter she received from a 16-year-old girl. She had considered suicide, Gregoire said, but now with the conversation in the state with this marriage equality, it would make her stronger, it would allow her ... to dream of the day that she would not have to get on bended knee and say, Will you civil union me? but she will get on her knee and she will say, Will you marry me? Murray said during his remarks, My friends, welcome to the other side of the rainbow! Prior to signing the legislation, are founding the Washington United for Marriage coalition, providing eld expertise and recruiting business support. But LGBT advocates arent out of the woods yet. Anti-gay forces have the opportunity to bring the measure to the ballot in November if they submit the necessary number of signatures 120,577 to the Washington Secretary of States ofce by June 6. A referendum on the marriage law would be similar to what happened with the expansion of the states domestic partner registry in 2009, which came to the ballot as a measure known as Referendum 71. Voters approved the expansion of the states domestic partner registry by a vote of 53 percent. Gregoire expressed condence during her remarks that pro-LGBT forces would win in November if marriage should come to the ballot. If asked the voters of the state of Washington will say yes to marriage equality in the state of Washington, Gregoire said. Washingtonians will say yes because a family is a family all facing the same challenges. Can we keep a roof over our heads? Can we keep our jobs? Can we provide for childrens health and safety, education and happiness? I believe our Washingtonians will say because its time for us to stand up for our sons, our daughters, our brother, our sisters, our moms, our dads, our friends and the couple down the road. If same-sex marriage opponents dont bring the necessary number of signatures to the ballot by the deadline, the law will go into effect June 7. If they bring in enough signatures, but an insufcient number are deemed valid, the law would go into effect after the failure to certify.

Im proud that our same-sex couples will no longer be treated as separate but equal, said Washington Gov. CHRISTINE GREGOIRE.

the audience at the ceremony chanted Gregoire! Gre-goire! Later during the event, they chanted, Thank-you! Thank-you! Gregoire asserted during her remarks that the legislation enables gay couples to obtain marriage licenses while allowing churches and religious organizations to opt out of recognizing these unions. Repeatedly throughout the remarks, Gregoire thanked the legislature for approving and conducting a civil, respectful debate on the issue. The governor signed the measure after the Democratic-controlled legislature sent it to her desk. The State House approved the legislation last week by a vote of 55-43, while the State Senate approved the bill on Feb. 1 by a vote of 28-21.

Gregoires signature makes Washington the seventh state in the country where samesex marriage is legal. The other states are Massachusetts, Connecticut, Iowa, Vermont, New Hampshire and New York. Same-sex couples are also able to wed in D.C. Joe Solmonese, president of the Human Rights Campaign, praised Gregoire for signing legislation that puts Washington on the road to fairness for all families. While those opposed to marriage for gay and lesbian couples will no doubt try to undo this progress, I am condent that equality will prevail in Washington, Solmonese said. In a statement, HRC touted its work in the effort to legalize marriage equality in Washington. Among its contributions

Santorum sees ght over Washington marriage law

Says Gregoires signature isnt the nal word
By CHRIS JOHNSON cjohnson@washblade.com
Republican presidential candidate Rick Santorum said the signing of legislation in Washington State legalizing samesex marriage isnt the nal word at a campaign rally there on Monday, according to the Associated Press. The anti-gay candidate spoke out before hundreds of supporters at the Washington State History Museum in Olympia, Wash., against the enactment of a marriage law in Washington that was signed into law on the same day by Gov. Chris Gregoire (D). There are ebbs and ows in every battle, and this is not the nal word, Santorum said. Although Gregoire signed the marriage bill on Monday, opponents have the opportunity to bring the measure to the ballot if they collect 120,577 petition signatures and deliver them to state ofcials before the June 6 deadline. A video of the event posted online shows Santorum denouncing the legalization of same-sex marriage in Washington saying the bill signing marks a sad day as well as the Ninth Circuit Court of Appeals decision last week to overturn Californias same-sex marriage ban. It is very important you understand what just happened in another place, Santorum said. The Ninth Circuit decided that anybody that disagrees with any of these folks, anyone who disagrees with these folks when it comes to the issue if what marriage is in this country, well they are irrational. Thats what the Ninth Circuit said. As Santorum made his remarks, he was heckled by protesters afliated with the Occupy Tacoma movement, who repeatedly shouted, We are the 99 percent. Before Santorum could complete his comments on the Ninth Circuit, a scufe broke out in the crowd and the police intervened. Others at the rally countered the protesters by shouting, USA! USA! Santorum called the protesters a radical element and said they represent true intolerance. Still, he added he respects their right to have a different point of a view. Yet the candidate took a dig at them saying instead of standing here unemployed, yelling at somebody they should go out there and try to work for a living. Santorum backs an amendment to the U.S. Constitution that would not only prohibit any more same-sex marriages from taking place, but nullify all of those in existence. He came to Washington a few weeks before the states Republican presidential caucuses on March 3. Theyll take place three days before Super Tuesday, when Republican voters in 10 states will weigh in on their partys nominee. Washington will award 43 delegates to the Republican National Convention, though they will not be allocated on caucus night. Polls show that Santorum is now the front-runner in the Republican presidential race. Findings published Saturday by Public Policy Polling found Santorum has a wide lead over other GOP contenders. He polled at 38 percent, while Mitt Romney was at 23 percent, Newt Gingrich at 17 percent and Ron Paul at 13 percent. Santorum is also doing well in the polls in Michigan, the next state to hold a major primary or caucus. Even though Romney has the home-state advantage there, Santorum is leading with 39 percent support among Michigan Republicans, according to a PPP poll published Monday.

Maryland poised to vote on marriage

CONTINUED FROM PAGE 1

his legislative package. A similar measure passed the Senate but died in the House last year after supporters determined they didnt have sufcient votes for passage in the lower chamber. Todays vote on the Civil Marriage Protection Act is a signicant step forward for the passage of this bill in Maryland, OMalley said in a statement after Tuesdays committee vote. Together, we will continue our work to ensure that our State protects religious freedom and provides equal protection under the law for all Marylanders. The Judiciary Committee and the Health & Government Operations Committee heard joint testimony last week on the marriage bill. The committees voted jointly over several hours late Tuesday afternoon. The vote was 25-18 in favor, with one abstention, Del. Sam Arora (D-Mont. Co.), a former supporter of the bill. We just took another step toward civil marriage equality becoming a reality in Maryland; the momentum is with us, the group Marylanders for Marriage Equality said in a statement. We thank all supportive Delegates for their leadership on this very important issue that will improve the lives of thousands of Maryland families and help put the state on the right side of history. Del. Kathleen Dumais (D-Montgomery County), who serves as vice chair of the Judiciary Committee, said the marriage bill was scheduled to be taken up on the House oor on Thursday for a secondreading vote following an informal rst-reading of the bill on the oor on Wednesday. All bills are open to proposed

amendments during the second reading. She said a nal, third reading debate and vote on the bill was expected to take place in the House on Friday. I feel positive that it will pass the House this year, she told the Blade on Wednesday. Although supporters hailed the joint vote by the two committees to approve legislation to legalize same-sex marriage, a breakdown of the vote shows that the bill lost among Judiciary Committee members by a vote of 11-10, with the one abstention by Arora. The vote breakdown shows that Health and Government Operations Committee members voted to approve the bill by a margin of 15-7, with one member absent. The large margin of approval by the HGO Committee clearly put the bill over the top in the combined vote. The development conrms speculation that House Speaker Michael Busch (D-Anne Arundel County) gave the HGO Committee jurisdiction over the bill along with the Judiciary panel this year because he knew in advance that the Judiciary Committee lacked the votes to approve a marriage bill. The Judiciary panel approved the bill last year by a one-vote margin, with Chairman Joseph Vallario (D-Calvert & Prince Georges County) voting for the bill. Vallario voted against the bill at Tuesdays joint committee session. Arora also voted for the bill in committee last year but made it clear that he would not vote for it on the House oor. His abstention this year highlights the surprise and disappointment among many LGBT activists in Maryland who supported Aroras 2010 election campaign in which he ran on a platform of support for a

same-sex marriage equality bill. Last year he initially signed on as a co-sponsor for the bill before he announced that based on religious beliefs he could no longer support the legislation. No vote was taken in the joint committee session on a proposed constitutional amendment to ban samesex marriage, but the joint panel voted down ve proposed amendments to the Civil Marriage Protection Act, including: An amendment to eliminate all sex education in public schools, which failed 26-17; An amendment calling for parental consent before using materials that address non-traditional families in schools, which failed 27-16; An amendment to prohibit minors from marrying someone of the same sex, which failed 26-17; An amendment to change the effective date of the bill to Jan. 1, 2013, which failed 24-21; And an amendment to change the bill from marriage to civil unions, which failed 27-17. In a related development, Del. Robert Costa, a Republican from Anne Arundel County, announced Tuesday that he will vote for the marriage bill. I think its not a state function to decide who can marry, the Annapolis Capital quoted him as saying. I do what I believe is right for people. I dont think that matters. I represent constituents and not a party. The announcement drew quick praise from LGBT advocates. The fact that Del. Costa is going to support this bill publicly is really demonstrating the momentum for this and

how quickly the momentum is growing, Equality Maryland Executive Director Carrie Evans told the Blade. Its signicant like Sen. Allan Kittlemans vote was last year. We know it isnt a partisan issue. We nally see evidence that its not. Del. Costa represents a fairly rural district and hes with us. And in another development, a one-time supporter of the same-sex marriage bill who startled LGBT advocates last year by saying she was backing away from her support told the Blade that she has yet to decide how she will vote on the bill this year. Del. Jill Carter (D-Baltimore) told the Blade last week that shes concerned that some news media outlets incorrectly reported last year that she voted against the same-sex marriage bill in committee. In fact, I voted for it, she said. Im not ready to say what Ill do this year. She voted for the bill in committee Tuesday. Carter spoke to the Blade outside a House of Delegates hearing room in Annapolis on Feb. 10 in which two committees conducted a joint hearing on both the Civil Marriage Protection Act, which would allow same-sex couples to marry, and a separate bill calling for a state constitutional amendment to restrict marriage to a union only between a man and a woman. Similar to last year, political pundits in the state believe the Maryland Senate is poised to pass the marriage bill and reject the proposed constitutional amendment. But observers say the marriage bills prospects in the House of Delegates are uncertain. Supporters say they hope to persuade the small number of delegates that declined to back the bill last year and who are needed for the bills passage this year to change their minds and vote for it.

Former HRC staffer announces run for Congress

Thomas played role in repeal of Dont Ask, Dont Tell
By PHIL REESE preese@washblade.com
A gay communications professional who has worked for both the Human Rights Campaign and Servicemembers Legal Defense Network, is running for Congress from his hometown in Michigan. Trevor Thomas hired political consultant Mark Mellman, who is conducting polling on Thomas chances in the western Michigan 3rd District, according to the Michigan-based Down with Tyranny blog. The rst in his family to go to college, Thomas graduated from Grand Valley State University. He worked as a reporter at WGVU-AM (NPR) and a news producer at WOOD-TV 8 (NBC) for ve years, before joining Governor Jennifer Granholms successful re-election campaign in 2006 and serving in her executive ofce, Thomas announcement read. Thomas announced via tweet that he intends to challenge incumbent Republican Justin Amash, who is identied with the Tea Party. Thomas followed his tweet with a post on DailyKos announcing his candidacy. My name is Trevor Thomas, a West Michigan native who has spent the past 10 years standing up for fairness, equality, and opportunity. I think it is terric that Trevor Thomas is running for Congress, a young, tenacious, rising star in the progressive movement and Democratic Party, Democratic activist, Chris Massicotte told the Blade, Monday. That being said, this is what some call the Bible Belt of Michigan and Trevor being openly gay and having worked in the movement for so long could hurt him. But it is my opinion that the more openly LGBT people who run for ofce wherever and at all levels the better. And I do think there could be a path to victory here. Thomas said he is eager to prove the skeptics wrong. I was born and raised in the Grand Rapids area, Thomas told the Blade. We believe [Amash] doesnt stand for the values that really represent west Michigan, specically as someone who positions himself as a Tea Party leader turned libertarian leader and gurehead. I personally think that person is out of touch and were going to give voters a real choice come November. Thomas said the fact that he is gay would not be a factor in a race for a House seat in a state that topped the nation in unemployment claims and foreclosures at the height of the recession. I think our race is unique with the aspect that we are not California, or Madison, or Boulder and parts of New England, what were trying to do here is be able to say were just like everyone else here and were trying to make it, Thomas said. Many of us are coming from automotive backgrounds and our parents have worked on the line. That is the life we know. Thomas lived and worked in Washington for several years during his tenure at HRC and SLDN. We believe we can win, Thomas told the Blade. If [the voters of west Michigan] take time to be able to give us a fair look and see what were trying to accomplish... theyll know we made the right decision. Were in this. Were going to win.

We continue our series about the gem on O Street. 1525 O Street, NW is a composition of various Victorian architectural styles. The Victorian Style encompasses many of the popular trends that took place during the latter half of Queen Victorias reign (1837 to 1901). The roofline of 1525 O Street has decorative masonry features that resemble a medieval fort, with two sets of parapets a low cut wall that guides the roofline, guarding a cliff or sudden drop off with one immediately over the second story and another, repeated on the third floor and set back from the immediate face of the building. The patterned masonry was a common feature attributed in the Queen Anne Style. Often, brick Queen Anne-style houses were ornamented with molded terra cotta panels. Such decorative tiling is seen on either side of the house. While it does not include such details, an altering decorative arrangement between all six of Flemings row houses was intended to create a scene of a general streetscape, rather than a focus on any individual house. The brick work was laid with a very small mortar joint, 1/8 to 3/16. In order to properly remove the mortar it had to be chiseled out mainly by hand. Most point up jobs are completed quickly, using grinders and electric power tools to remove the mortar. In order to preserve the face of the brick we carefully removed all joints with hand tools. We also cleaned the face of the brick to perfection, removing the black die that had leached out of the mortar and stained the faces of the brick over the years. HIV groups praise Obama for 2013 budget request

CONTINUED FROM PAGE 1

Under the budget, funding for the Ryan White AIDS Drug Assistance Program would increase by $102 million over the FY-12 levels that Congress appropriated for a total of $1 billion. Additionally, the president also proposes an increase of $20 million for Part C of the Ryan White HIV/AIDS Program to fund primary care for more than 550,000 people who have HIV/AIDS. The increase will likely be welcome to news to individuals on wait lists for these programs. According to the National Alliance of State and Territorial AIDS Directors, 4,118 people are on ADAP waiting lists in 12 states and more than 445 people in six states have been disenrolled from the program due to budget constraints and growing enrollment. Brian Hujdich, executive director of HealthHIV, also commended the president for increasing domestic HIV/ AIDS funding, which he said is necessary until the government fully implements the health care reform law signed in 2009. The president has clearly identied HIV as a priority in 2013 by increasing funding for HIV care and treatment to those in the U.S. who cannot afford it, expanding access to life-saving HIV medication for the uninsured and underinsured, and increasing HIV prevention funding, Hujdich said. On World AIDS Day in December, President Obama announced an additional $35 million for the ADAP program and $15 million more for Part C of the Ryan White program. The proposed budget continues funds for those programs into FY-13 and increases it. But funding for Ryan White hasnt increased across the board. Obama proposes a decrease of $8 million to Part D of the Ryan White Program, which funds programs aimed at youth, women and families. Other domestic HIV/AIDS programs are also seeing continued funds. The proposal requests $330 million for the Department of Housing & Urban Developments Housing Opportunities for Persons with AIDS (HOPWA) program, which addresses housing needs for people with HIV/AIDS. The funding level this programs has been reduced by $2 million. The president proposes an increase of HIV funding at the Centers for Disease Control and Prevention (CDC) by $40 million. These funds are expected to help CDC focus on communities most impacted by HIV, including blacks and gay men, by increasing testing programs and linking people to care. Obama also restores a $10 million cut to HIV Adolescent and School Health as young people continue to account for new HIV infections. Congress cut that program in FY-12 by 25 percent of its budget. Despite these funds, advocates are also concerned about at-level funding

for research programs that develop new ways to combat HIV/AIDS. The National Institutes for Health, the nations medical research agency, was allocated $31 billion in the presidents budget proposal the same overall level as FY-12. With regard to specic HIV/AIDS initiatives at NIH, the budget proposes $3.1 billion for intramural and extramural HIV/AIDS-related research. Funding for HIV/AIDS research was about $3.2 billion in FY-12. Michael Cole-Schwartz, spokesperson for the Human Rights Campaign, expressed concern about funding for these research programs while generally supporting the level of HIV/AIDS funding in the budget. Given the constraints imposed by last years budget agreement, we are very happy to see some signicant increases in key areas, including for the AIDS Drug Assistance Programs and early intervention in vulnerable populations, Cole-Schwartz said. However, we are concerned by at funding and cuts in other areas, particularly at the National Institutes of Health, where

ongoing research on HIV/AIDS is critical to the goal of ending the epidemic. Spencer Lieb, the AIDS Institutes HIV/ AIDS research coordinator, said the atlevel funding for NIH is peculiar given the presidents past support for this program. This is surprising given the recognition President Obama has given to the recent monumental advances in biomedical prevention research conducted by the NIH and the need for continued prevention research, including on vaccines and new drug therapies, Lieb said. Additionally, the budget makes cuts to efforts to combat HIV/AIDS programs overseas. Obamas proposal cuts more than a half billion dollars, or almost 13 percent, from the Presidents Emergency Plan for AIDS Relief (PEPFAR), which was established by President George W. Bush to provide anti-retroviral treatment to people with AIDS overseas. Judith Aberg, chair of the HIV Medicine Association, said in a statement funding for PEPFAR in Obamas request falls short of support needed to put us on course to end AIDS globally.

The president is not providing the resources necessary to fulll his commitment to putting 6 million on HIV treatment under the program or to scale up male circumcision or prevention of vertical transmission programs, Aberg said. Now is not the time to retreat on our investment in either of these lifesaving programs. Shin Inouye, a White House spokesperson, justied the reductions in PEPFAR by saying the program is a real life success story of doing more with less because it continues efciency while lowering costs. The most important metric for PEPFAR is lives saved, not dollars spent, and through smart investments we are delivering results, Inouye said. According to the White House, the necessary funds for PEPFAR are lower because of generic drugs, the ability to ship commodities more cheaply in addition to task-shting to nurses and community health workers. Inouye said the cost to the United States per-patient of providing treatment for AIDS patients has fallen by over 50 percent since 2008.

OMalley addresses Lobby Day rally

ANNAPOLIS, Md. Gov. Martin OMalley on Monday became the rst sitting Maryland governor to appear before the annual pro-LGBT Lobby Day rally in Annapolis. The event, which was held at Lawyers Mall, attracted a raucous and diverse crowd of more than 500 with many representing religious and political organizations from all over Maryland. They cheered enthusiastically as several speakers made the case for same-sex marriage. The crowd roared its approval at the news that Washington Gov. Chris Gregoire signed a samesex marriage bill into law earlier in the day. While gender identity non-discrimination was addressed during the rally, marriage was clearly the focus. Sultan Shakir, campaign manager for Marylanders for Marriage Equality, the umbrella organization for a coalition of organizations that is spearheading the About 500 LGBT rights supporters marriage effort in the state, and Carrie Evans, turned out for the annual Lobby Day in executive director of Equality Maryland, were Annapolis this week. For the rst time, the events emcees. Gov. MARTIN OMALLEY addressed Speakers included Del. Keiffer Mitchell the gathering. (D-Baltimore), Del. Ben Barnes (D-Anne Arundel, Prince Georges), Candace JonesWASHINGTON BLADE PHOTO BY STEVE CHARING Gingrich, and Sen. Allan Kittleman (R-Howard, Carroll). Kittleman remains the sole Republican in the Senate who is supporting the legalization of marriage for same-sex couples. Im a proud Republican who supports marriage equality, Kittleman said. Its not a partisan issue. There are thousands of Republicans in Maryland who support the principles of freedom, liberty and equality. The governor was introduced to loud cheers and chants of O-Mal-ley!, O-Mal-ley! We are united in our belief in the dignity of every individual, he said. It is not right that the children of lesbian and gay parents have lesser rights than the children of other parents. The governor also expressed frustration with the animus from opponents. I had enough of the division. As the crowd broke up to lobby their respective legislators on each of the two major LGBT legislative issues, the governor expressed cautious optimism concerning the votes in the House of Delegates. I think were doing a little better this week than we were last week, and we need to do better still, OMalley told the Blade. We need to get a couple more.

The House Judiciary Committee and the Health Government and Operations Committee 45 delegates in all heard emotional testimony from proponents and opponents of HB 438, the Civil Marriage Protection Act on Feb. 10. The emotional and sometimes contentious testimony from scores of participants, which took more than 10 hours to complete, brought passionate arguments from both sides of the issue with many members of the clergy and elected ofcials participating, including Gov. Martin OMalley. At least one of the committees is expected to send the bill to the oor of the House, and observers say passage is still a few votes short. The Senate Judicial Proceedings Committee conducted hearings on the corresponding bill on Jan. 31, and a vote has not been scheduled as of yet.

CPAC: The elephants graveyard

GOP pandering to the far right will ensure Obamas re-election
I have assumed that Obama will have a hard time winning this election but Republicans can blow their opportunity, and judging by the spectacle at CPAC they are doing their best to do just that. The ght over contraception is only the latest issue for those who want to blur the separation of church and state in favor of church doctrine being imposed on everyone. The majority of Catholics use contraception and the people are clearly in favor of civil law being fairly administered especially when they understand that it is not encroaching on religious freedom. When the Republicans make this about contraception, not religion, which Santorum is leading the way on, they will lose big. Rick Santorum standing in a church in Texas with the minister intoning and laying on hands is not how most Americans see their president. When Mitt Romney vociferously comes out against the court decision declaring Proposition 8 unconstitutional, voters can rightfully ask, And what will your position on LGBT rights be tomorrow? When politicians couch everything they do in terms of God told me to do it or my beliefs direct my policy we should all be very wary. God apparently speaks differently to each of us. He/she respects that we have differences even if some of his/her followers dont. When Newt Gingrich stands before CPAC and speaks boldly about being pro-family, but advocates for policies that are antiwoman, anti-poor, anti-LGBT and tries to portray himself as the next Ronald Reagan, you have to laugh. He speaks to this ultra-conservative group as a disgraced politician, thrice married adulterer and they applaud. Watching him and his attentive current wife Callista, youre reminded of what Maureen Dowd recently wrote in the New York Times, Remember anytime a mistress marries her lover it creates a job opening. The highlights of the candidates speeches to CPAC included Santorum saying our rights dont come from government; they come from a much higher authority and promising, We will surround ourselves and this administration with people who share our values. Romney, in the midst of a host of platitudes about ag and country, said, I prevented Massachusetts from becoming the Las Vegas of gay marriage and I will defend DOMA, and ght for a constitutional amendment that denes marriage as a relationship between a man and a woman when I am president. These statements alone need to remind us that the next president may get to appoint two Supreme Court justices. The result of CPAC is that each of the candidates has made it more difcult for Republicans to meet their goal of making Obama a one-term president. Even some supporters who see Obama as a awed president see him as a good man. They give him high marks for keeping the nation safe and for his foreign policy. They appreciate that he is keeping his commitment to bringing our troops home and to ending the two wars he inherited from George Bush. Now they also see the beginning of an economic rebound and are realizing that his economic policies are having a positive impact on their lives and the lives of their families. From the bail out of the auto industry to the stimulus program that kept teachers and police on the job, things are slowly getting better and consumer condence is again rising, which will lead to Obamas re-election.

Peter Rosenstein is a D.C.-based LGBT rights and Democratic Party activist. He writes regularly for the Blade.

Last weeks Conservative Political Action Conference was another step on the road to defeat for this years eventual Republican presidential nominee. Pandering to the far right in the Republican Party as exemplied by the speeches given at CPAC will only move independents more solidly into the Democratic fold. The nation is focused on the economy and creating jobs. Congress, which cant get its act together to move forward on a real jobs program, has reached a new low with only 10 percent of voters believing they are doing a good job. We will again have an election where Bill Clintons mantra, Its the economy stupid will be the issue on which most voters decide who shall be our next president. Although things still arent great for many Americans, the economy is slowly improving and jobs are being created. This election wont be decided based on the actual unemployment percentages but on the trend and how condent the American people are that the trend toward an invigorated economy will continue. All indications now are that this favors a second term for Barack Obama.

Proposed rules threaten D.C.s food trucks

Mobile kitchens should be treated like brick-andmortar restaurants
The proposed new food truck rules would remedy this problem. Overall, the proposed new rules are a signicant improvement over current regulations, which is why the D.C. Food Trucks Association supports Mayor Grays proposal and is asking our fans and followers to support them too. However, the proposed new rules also contain regulations that will continue to threaten our new and innovative small businesses. The proposed regulations would require dessert trucks to go no longer than 10 minutes without a line of waiting customers before risking being ned or closed by police. The D.C. Food Trucks Association believes dessert trucks should be treated the same as savory trucks. The proposed new rules would require food trucks to close at 10 p.m. on weekdays and 1 a.m. on weekends. We believe food trucks should be allowed to operate the same hours as brick-andmortar restaurants. The new regulations also propose to create Vending Development Zones. Were concerned that these zones could be manipulated to create Food Truck-Free Zones. Lee raises a number of concerns about food truck regulations in his Feb. 10 oped. The D.C. Food Trucks Association believes that food truck rules should be made in the interest of public health and safety, and we currently follow a number of rules with that purpose. Food trucks must meet the same health and safety requirements as brick-andmortar restaurants. For example, food truck operators must be certied food protection managers in order to become a licensed vendor, and our mobile kitchens are inspected by the Department of Health twice a year (which is twice as often as brick-and-mortar restaurants). In addition to our mobile kitchens, food trucks must also maintain a brick-and-mortar commercial kitchen where we store and prepare food and that is also regularly inspected by the Department of Health. Lee raises concerns about taxes paid by food truck operators. To clarify, food truck operators pay the same taxes as other District street vendors as well as payroll taxes, motor vehicle fees and District corporate/ unincorporated business franchise taxes. Food truck operators whose brick-andmortar kitchens are under triple net leases additionally pay the associated property taxes for those kitchens. Lee also minimizes the threats that D.C. food trucks face. The truth is that D.C. food trucks continue to operate in an uneasy regulatory and political climate. Lees own comments are testament to that. One only needs to read comments sent to DCRA in 2010 in response to an earlier version of proposed new food truck rules to see evidence that D.C.s food trucks are being assailed by draconian proposals not offered in the interest of public health but whose intent is to limit competition. Comments made at that time called for everything from implementing distance rules that effectively banned food trucks downtown, forcing food trucks to move every 30 minutes and asserting that food trucks were altogether illegal. The heart of the current issue, and what the proposed new food truck regulations address, is that ning and/or closing a food truck because it does not have a line of waiting customers is wrong. A government rule that requires any business to have a sales oor, dining room or waiting queue of customers or else face the prospect of being shut down by police makes no sense, limits consumer choice and eliminates fair competition in the market place, which is bad policy for all businesses, not just food trucks. After all, in a free market, isnt it the customer who decides and who goes? The District is collecting comments about the new proposed regulations until March 1. You can read the new proposed regulations at http://dcra.dc.gov/DC/DCRA/ N e w s % 2 0 R o o m / D C _ R e g i s t e r _ P ro posed_Vending_Regulations_01.20.12. pdf and submit your comments to DCVendingRegs@dc.gov.

Many thanks to Mark Lee for raising the issue and to the Washington Blade for providing a forum to discuss something near to the hearts of many Washington residents and workers: Their food trucks. On Jan. 20, Mayor Vincent Gray proposed new food truck regulations, which were the result of the work of the Districts Department of Consumer and Regulatory Affairs (DCRA). The Washington, D.C. Food Trucks Association is grateful to Mayor Gray for his leadership in proposing new food truck regulations, which are badly outdated. Under current rules food trucks can be ned and/or shut down by police if we do not have a line of waiting customers. It is a policy that every day threatens the sustainability of our small businesses.

Elementary schools must teach about LGBT families

Teachers cant prevent bullying if theyre not aware of our issues
By DANA RUDOLPH
Only two out of 10 elementary school students have learned about same-sexheaded families, according to a new study commissioned by the Gay, Lesbian, and Straight Education Network (GLSEN). Combine this with the fact that same-sex families with children live in 96 percent of counties in the United States, and we clearly have a failure to teach children about the world and people around them. In its study, Playgrounds and Prejudice: Elementary School Climate in the United States, GLSEN found that during classroom discussions of families, nearly 90 percent of elementary school teachers said they taught students about different types of families but less than a quarter included representations of LGB parents, and less than 10 percent included transgender parents. Only a quarter reported having personally engaged in efforts to create a safe and supportive classroom environment for families with LGBT parents. That might be because less than one quarter of teachers received training on families with LGBT parents, and just over a third on gender issues even though 85 percent said they received training on other diversity or multicultural matters. The study was conducted by Harris Interactive on behalf of GLSEN, using online surveys of 1,065 U.S. school students in 3rd to 6th grade and 1,099 U.S. teachers of kindergarten to 6th grade. On the positive side, eight in 10 teachers said they would feel comfortable addressing name-calling, bullying or harassment of students who were perceived to be LGB or gender nonconforming. That is a vital step. But less than half of the teachers said they felt comfortable responding to questions from students about LGB people, and even less to questions about transgender people. If teachers dont have the ability to answer questions about LGBT people, however, their ability to address anti-LGBT bullying will never rise much above Stop because I said so and while that is sometimes a necessary approach (as every parent knows), it only goes so far. Unless schools also promote a better understanding of diverse people and communities, they will never address one of the root causes of bullying. One resource that may help is GLSENs new Ready, Set, Respect! GLSENs Elementary School Toolkit. But that is not the rst LGBT-inclusive educational resource aimed at elementary schools. The HRC Foundations Welcoming Schools initiative piloted in 2007, has offered its materials online for several years, including, most recently, What Do You Know? Six to twelve year olds talk about gays and lesbians, a short professional development lm for school staff and parents. And educational lm company Groundspark has produced numerous LGBT-inclusive diversity education lms since 1996, when Its Elementary showed elementary school teachers and their experiences talking about LGB families. The companys award-winning 2005 lm, Thats a Family! features elementary school children who are being raised by parents of different races or religions, adoptive parents, single parents, divorced parents, gay or lesbian parents and grandparents serving as guardians. The problem has not been a lack of resources although more are always welcome. It would seem, rather, to be a lack of desire, or the misperception that we dont need to use them with children so young. We do need to use them, however. GLSENs survey found that homophobic slurs start early. Almost half of the elementary school teachers and students surveyed reported regularly hearing comments like use of the word gay in a negative way (e.g., thats so gay), spaz, or retard. About one quarter reported regularly hearing students use homophobic slurs, such as fag or lesbo, as well as negative comments about race or ethnicity. Three-fourths of the students reported that, students at their school are called names, made fun of or bullied with at least some regularity. Twenty-one percent said this was because the targeted students were thought to be gay, and 23 percent said it was because the students didnt conform to traditional gender norms/roles. To those who say elementary students are too young to learn about LGBT people, I say: They already know about them but many know only based on slurs and misconceptions.

Another side of a legend

Bi painter Kahlos photos displayed in new exhibit
By BRIAN T. CARNEY
Fans of Frida Kahlo and students of photography in the D.C. area have a rare opportunity to see a collection of photographs that document and explore the fascinating life and rich legacy of this inuential queer artist. From Feb. 23 through March 25, Artisphere will be the only venue in the United States to show Frida Kahlo: Her Photos, an exhibition of personal photographs that have been hidden from public view since Kahlos death in 1954. The extraordinary work of bisexual Mexican artist Frida Kahlo (1907-1954) is celebrated by a diverse group of dedicated fans. Best known for a series of stunning selfportraits that use costume and color to great effect, Kahlo is now seen as an important member of the surrealist movement. Artist Andr Breton hailed her work as a ribbon around a bomb and its admired in Mexico as an exploration of national and indigenous traditions. Feminists celebrate her painting as an uncompromising depiction of female bodies and lives and a powerful testament to her incredible strength in facing a life of chronic pain. Writing in the online encyclopedia glbtq, queer cultural critic Tamsin Wilton also underscores the importance of Kahlo as a queer artist. During her long tempestuous marriage to famous activist and artist Diego Rivera, Kahlo had several affairs with both men and women. More artistically signicant, however, is her bold use of costume to challenge traditional notions of female sexuality. Just as her depictions of ornate Mexican costumes were used to celebrate indigenous Amerindian culture, Wilton writes that Kahlo was often pictured in male attire to make a statement about her own independence from feminine norms. She was a masterly and magical exponent of cross-dressing, deliberately using male drag to project power and independence. During her life, Kahlo created and collected more than 2,500 photographs from her international travels and from visitors to the house that she and Rivera shared. After Riveras death, in accordance with his will, this collection of snapshots was sealed and put in storage. In 2007, on the 50th anniversary of Riveras death, the collection was opened and cataloged by Mexican photographer and curator Pablo Ortiz Monasterio. Monasterio has assembled 259 of these photographs into Frida Kahlo: Her Photos, which opens next week in Arlington. He has arranged the photographs into six thematic areas that align with the periods in Kahlos life. Each area was displayed in a separate room of the Blue House, a display that is recreated at Artisphere. The rst room, called Origins, documents the profound inuence that Kahlos family had on her work. Her father

washingtonblade.com 26 FEBRU ARY 17, 2012 QUEERY: 20 QUESTIONS FOR BEV STANTON

HOW LONG HAVE YOU BEEN OUT AND WHO WAS THE HARDEST PERSON TO TELL? I came out in high school and fretted over telling my best friend but it turned out he was gay too so it all worked out. WHOS YOUR LGBT HERO? Dusty Springeld. Despite her phenomenal talent she was plagued by insecurity. However, she was an uncompromising perfectionist in her artistic approach and her music transcends her era. WHATS WASHINGTONS BEST NIGHTSPOT, PAST OR PRESENT? I used to enjoy DJing at the back room of the Black Cat for Girl Friday events several years ago. It was a very eclectic crowd of shoe-gazing males, edgy lesbians and ostensibly straight women who apparently just needed a few drinks to defy labels. I also loved spinning at Cafe Japone in the bar with the ber optic ceiling. DESCRIBE YOUR DREAM WEDDING. Even if marriage equality passes in Maryland I have the major barrier of nding a woman who would want to marry me. In the meantime I might resort to a Sue Sylvester-style ceremony but would ditch the tracksuit and wear black. WHAT NON-LGBT ISSUE ARE YOU MOST PASSIONATE ABOUT? Animal rights. WHAT HISTORICAL OUTCOME WOULD YOU CHANGE? Columbus arrival to the New World. WHATS BEEN THE MOST MEMORABLE POP CULTURE MOMENT OF YOUR LIFETIME? I dont have TV so I always feel a little out of the loop and rely on Facebook to keep up, with mixed results. But Susan Boyles overnight success on Britains Got Talent demonstrated the power of YouTube and was a triumph of raw talent over slick music industry packaging. It almost makes up for Katy Perry! ON WHAT DO YOU INSIST? To thine own self be true, or at least have a plausible excuse. WHAT WAS YOUR LAST FACEBOOK POST OR TWEET? oh no! i sent an email to my coop board this morning to report a gas smell in my living room only to discover it was a burning odor from a feline pheromone diffuser. add this to the list of things i will never live down. IF YOUR LIFE WERE A BOOK, WHAT

WOULD THE TITLE BE?

Easy Does It!

IF SCIENCE DISCOVERED A WAY TO CHANGE SEXUAL ORIENTATION, WHAT WOULD YOU DO? I would offer to administer the serum to every straight female friend who has told me they are sick of men just to see how serious they are about this. WHAT DO YOU BELIEVE IN BEYOND THE PHYSICAL WORLD? I believe I am currently in purgatory and suspect that ascension to the afterlife is about as merit-based as things here on earth. WHATS YOUR ADVICE FOR LGBT MOVEMENT LEADERS? Please come up with an elevator speech to help me explain the ENDA controversy to my straight friends! WHAT WOULD YOU WALK ACROSS HOT COALS FOR? Enlightenment WHAT LGBT STEREOTYPE ANNOYS YOU MOST? That lesbians are hummus-consuming granola activist types whose lives revolve around their cats ... oh wait! WHATS YOUR FAVORITE LGBT MOVIE? I loved High Art though it was more a commentary on the art world than a lesbian lm per se. Radha Mitchel was captivating yet understated and underrated. WHATS THE MOST OVERRATED SOCIAL CUSTOM? The Super Bowl. It is a great time to do supermarket shopping! WHAT TROPHY OR PRIZE DO YOU MOST COVET? I would love to win the lottery so I could pay cash for my apartment and politely instruct my mortgage company to stop hounding me for documents! WHAT DO YOU WISH YOUD KNOWN AT 18? It isnt what you know, its who you know! WHY WASHINGTON? I love D.C.! Although its inhabited by people with a heightened sense of self-importance, it is a destination for passionate activists trying to make the world a better place. The architecture is beautiful and the monuments are absolutely stunning. I have lived here over 20 years and still nd new places to visit and explore.

For all the ballyhooing thats occurred as the major label record industry has slipped dramatically over the last decade-plus, there are lots of indie acts that are quietly but consistently building impressive oeuvres in the digital age. Bev Stanton is one. As electronica imprint Arthur Loves Plastic, Stanton a 45-year-old Silver Spring resident and lesbian has, since the mid-90s, released dozens of projects, had her work licensed for shows on the Discovery Channel, VH1, MTV and other cable networks. She was one of 24 artists proled in Pink Noises: Women in Electronic Music and Sound, a 2010 book by Tara Rodgers, and shes won a dozen Washington Area Music Awards (Wammies) in the electronica category. Stanton uses all the usual techniques she makes her own loops, samples other sources, records friends playing various instruments, uses MIDI tricks and more. She attributes her popularity to good timing and perseverance. I just sent some product to a company, she says. They were trying to bridge the gap between people creating music and projects that wanted music but that wasnt just cheesy canned stuff. Listen for her Thursday from 6:30 to 9 p.m. in the back room of Jackies Restaurant/Sidebar in Silver Spring (8081 Georgia Ave.) where she and Rodgers will spin for an Equality Maryland fundraiser (equalitymaryland.org/events for details). Ironically, Stanton does not own a TV so she never sees her work on the air. She concedes thats probably for the best and says it would be too tempting to watch constantly if she owned a set. By day she works in D.C. doing online work for an environmental non-prot. She came to the area about 20 years ago after living in North Carolina and craving a more cosmopolitan area. Stanton, who admits to a fetish for mid-century design (she loves the atomic age look of chairs of the era), was born in the Bahamas but grew up mostly in central Florida. She enjoys web surng (especially Daily Mail) and spending time with her two cats, Nicky and Kimba.

Journey to stardom
New MetroStage production follows a young Baker to early fame
By PATRICK FOLLIARD
Before she was Josephine Baker, the toast of Jazz Age Paris wowing audiences at the Follies Bergre, she was Josie McDonald, a skinny kid doing the chicken dance for spare change in front of the Piggly Wiggly back in St. Louis. Its this metamorphosis from girl to ravishing young star thats portrayed in the musical Josephine Tonight, currently premiering at MetroStage. Broadway vets Sherman Yellen (book and lyrics) and the late Wally Harper (music) frame Bakers bio as a Cinderella story. (Lyrics mention the would-be princess and her pink silk ball gowns more than once.) And though young Josephine derives support from her no-nonsense washerwoman mother, besotted young husband, and assorted showbiz folks, there is denitely no fairy godmother in this tale. As presented here, the magic that transforms our heroine from Josie to Josephine comes from within. Shes her own creation. Its tough to cast the role of a legendary gure like Baker, whom most people know as the almost naked dancer portrayed in the iconic posters from Le Revue Ngre (the 1925 Parisian show that shot her to stardom). Happily, Zurin Villanueva portrays the young Baker with a natural condence and effervescent energy that feels just right. She looks the part too: Tall and lithe with an expressive beauty. Villanuevas Josephine subtly matures during the show (aging from 14 to early 20s). Along with Josephine, we learn that shes too big for segregated Post World War I America. We watch approvingly as she nonchalantly trades her increasingly boring husband for a French lover and alludes to her sexual experiences with women. Its a juicy part and Villanueva has fun with it. The four remaining top-notch cast members denitely earn their paychecks playing multiple roles (mostly key gures in Josephines early life to which the show is fairly faithful). Talented triple threat James T. Lane is terric as Josephines husband Eddie Baker and as her French lover Paul. James Alexander and Debra Walton are delightfully versatile as corny vaudevillians, racist whites and other parts. At a recent matinee, Roz White stepped in for an absent Aisha De Haas as Josephines wry mother Carrie and her boozy, blues-singing mentor Big Bertha Smith both great roles. Whites take on Berthas Blues, a song that segues from blues to gospel was among the shows highlights. With arrangements and orchestrations by musical director David Alan Bun, the lively score is packed (probably too much) with ragtime, blues and Broadway-style tunes. Josephine Tonight is directed and choreographed by Maurice Hines (openly gay) who rst gained fame long ago tap dancing with his late brother Gregory. He successfully mines the backstory for humor and keeps things moving at a brisk pace. His choreography including Bakers famous jungle dance harks back to the era. Reggie Rays costumes are wonderfully evocative of the time as well, but one cant help but wonder what he might have done with a bigger budget. Scenery/projection designer Klyph Stanford supplies a discreet art deco proscenium arch. Underneath hangs a translucent scrim on which he projects images pertinent to Bakers life: a laundry line, the Cotton Club sign, the Eiffel Tower. Behind the scrim, the hot ve-piece band can be seen playing. The show ends just when Josephine achieves celebrity. We see her dance in the iconic skimpy banana skirt and walk the stage as a sequined and plumed main attraction. Baker went on to scale more performance peaks, work undercover for the French Resistance during World War II, and assemble a rainbow family of adopted children. And though she returned to the U.S. for work until her death in 1975, she was a citizen of France and made her home there. But those are details for another musical.

Catching up with Catwoman

Actress Julie Newmar on camp, Batman, advice for living and To Wong Foo
By JOEY DiGUGLIELMO joeyd@washblade.com
Falls a busy time and things only seem to accelerate as the year winds down and the holidays loom. So Im taking care of some regretfully unnished 2011 business. Last September I spent a purrrrfectly OK, sorry, I couldnt resist delightful hour on the phone with Julie Newmar from her Los Angeles home about two miles from Brentwood. Everybody remembers her as Catwoman on the campy 60s TV show Batman, but serious fans know shes also a Tony-winning actress whos had triumphs on both stage and screen (both TV and lm). Unlike some actors who only begrudgingly acknowledge or discuss roles that, for whatever reason, got etched into the pop culture collective consciousness to a disproportionate degree, Newmar is happy to talk Batman and even called her 2011 book The Conscious Catwoman Explains Life on Earth. Its a 75-page wonder you think youll be able to plow through in an hour but its sneaky that way I found myself spending an hour on each page, pondering the pearls of wisdom she shares. Its also liberally peppered with eye-popping images of Newmar throughout her career as well as a playful series of mime-inspired photos that show the 78-year-old actresss playful side. Newmar says shes always been a fan of how-to books and decided shed lived enough life to share some tips. Most are hers but others she includes are from everything from the Bible to Voltaire to Carl Jung. I think after the age of 50 you start wondering why you became what you did and you start thinking about your life, what worked, whats different, she says. Ive always been in love with these how-to books since I was in my teens. How to look better, how to not be frightened speaking in public or whatever Id had the idea for awhile but it takes time to do it the right way, so I took my time with it. Among her insights: Dont try to be like others; youll not only be sorry, youll soon be out of fashion and the shallowness, the telltale marks of your insecurity, will show. You can bury a lot of troubles digging in the dirt (Newmar is an avid gardener). Life works once you get to be more in a state of gratitude than supplication or neediness. The important thing is to ask the right question never mind the answer, it will drop in your lap. I hide my annoyance when people tell me, But you can wear anything. Anything is what I dont wear. Every profession has its scullery duty. I love one liners, she says. Something you can peel off and put on the fridge or in the car. If youre wanting to do better in life, you sort of collect these things over time and they stay with you. I think you cull your own garden in the sense theres this assimilation of wisdom that takes place and can be very healing you have to learn to love yourself as your maker does. Newmar happily answers any question I throw at her. She says she never ever has felt frustrated by being so widely known as Catwoman, a recurring role she played in 12 episodes during the series rst two seasons in 1966 and 67. The famous bodyhugging Lurex costume reportedly made by Newmar herself is now on display at the Smithsonian. Its the rst part of your house, she says. Im lucky, fortunate and totally lucky to have something in my house that people know. Then you can invite them in and share the rest. I always look at the work as benecial. And what of stars who reject their trademark roles or feel limited or typecast by them? Its sad, Newmar says. It should always be seen as an opportunity. Strong people know how to take the negative and make it work for them, like making lemonade. I always like to look at things that way. Newmar attributes the characters longevity to her bevy of traits. Shes very bright, savvy, smart. She wears high, daunting heels. She looks good from the front and back. Shes got a cute ass. Shes fun to play with. Naughty. The actress didnt grow up with cats. Her mother had a wire-haired Terrier named William Powell (named after the Thin Man actor) but during the time she played the part, Newmar adopted two cats from actress June Havoc and observed their behavior. Id wander over and watch them eat and play and frolic around. You do your homework. And how intentional was the camp quotient at the time? Were the actors encouraged to ham it up? It doesnt matter what it looks or sounds like, whether its camp, straight or this, that or the other, she says. You still have to nd the truth in it. You play the truth, then the rhythm seeps in and you go with it. Newmar had other projects brewing at the time so she didnt feel especially connected to the part until later. Former Miss America winner Lee Meriwether played Catwoman in a 1966 lm version that starred most of the TV series cast.

PHOTO BY ALAN MERCER; COURTESY OF JULIE NEWMAR

Actress Julie Newmar has discovered a passion for writing. Her advice book The Conscious Catwoman is out now. She plans future books on gardening and childhood celebrity crushes.

And in a performance perhaps as indelible as Newmars, the late Eartha Kitt played the character in the third and nal season. Newmar, who was photographed for USA Today with Meriwether and Kitt in 2004 around the time the Halle Berry movie came out, says she loved Kitt in the part and owned several of Kitts albums at the time. She says Michelle Pfeiffer had the best Catwoman costume, but says the Berry lm didnt quite come together. Shes 100 percent supportive of Anne Hathaway in the latest version, The Dark Knight Rises, slated for a July release. I think our show worked because, well, color was pretty new on TV at the time and it just seemed to sit really well within the connes of a television screen. The excesses of it, the booms and bams, it just t so very well and you could just imagine the little kids sitting there on the oor with their eyes wide open. The color really popped. I really think that was a big part of it they made extraordinary use of the color. Id just done My Living Doll, but that was in black and white. This became far more popular. And, of course, we cant let Miss Newmar go without asking her about her eponymous drag lm To Wong Foo. She chuckles at the memory.

Foo, it seems, was the owner of a Chinese restaurant in New York thats no longer in business. It was near Sardis on 44th Street. Legend has it screenwriter Douglas Beane saw an autographed photo of Newmar there and the sheer wackiness of its inscription jumped out at him. He probably made it up, Newmar says with a laugh. I dont remember doing it. I think he just thought if he gave it an innocuous little title it wouldnt make it out of the stack on some producers desk so he gave it this crazy title. And sure enough, it did make it out of the stack. And one more Batman question of either her show or the characters in general, is there a homoerotic subtext between Batman and Robin? I dont think so, Newmar, whose brother is gay, says rst, then backpedals. Well maybe. I think anytime something is too straight, we want to throw a snowball at it. We crave some alternate. Thank God we can have both gay and straight.

Gay Mens Chorus reaching out to regions queer youth with concert, program
By JOEY DiGUGLIELMO joeyd@washblade.com
As a veteran high school music teacher and counselor, Jeff Buhrman saw rsthand the need for afrmation and support for LGBT youth. When he became artistic director of the Gay Mens Chorus of Washington, he made it a priority to start a youth outreach program. Though the Choruss GenOUT program has been in existence since 2001 offering free concert tickets to local LGBT youth, the Chorus has ramped up its efforts in the It Gets Better era. Saturdays The Kids are All Right concert, the Choruss second of the current season, is especially created to dovetail with the program. Its a busy time for the Chorus last weekend its Rock Creek Singers ensemble performed with the Camp Rehoboth Chorus. Its allmale production of The Rocky Horror Show debuts in mid-March. (Saturdays concert) is designed especially to serve the mission of our GenOUT program, Buhrman says. We are specically reaching out to youth for The Kids Are All Right. Were sharing our stories we think they will relate to the support of a mother who helps us get through, having a safe place in school like the high school music room or the theater room so we dont have to go into the scary cafeteria during lunch were using video, songs and narration to share our stories about the times we felt different growing up and exploring how it gets better. The Chorus will be joined by Candace Gingrich-Jones (Newts lesbian half-sister), wholl provide narration for a musical

dramatization of the story Oliver Button is a Sissy, and Dreams of Hope, a Pittsburghbased teen performance ensemble whose Movad o | TaNERaI | RolEx 12 guests will use self-penned material such as poetry, song and dance to, as Buhrman puts it, share their feelings about being teenagers in todays world. The Chorus will pull with its usual eclectic reaches everything from Broadway to country to perform songs that esh out the queer-afrming theme (the title is merely borrowed from the 2010 lm its not a musical telling of that story). Buhrman knew of the Dreams of Hope chorus through an association of gay choruses of which the Washington Chorus is also a member. Dreams will perform a 25-minute segment then join the GMCW for the nale. Its a joy when we are able to actually share the stage with another group, Buhrman says. Itll be fun working with them. Jay Garvey, a 27-year-old GMCW baritone who works as a co-facilitator of the GenOUT program, agrees. Were gonna see some beautiful stories shining through and thats what the ADVERTISING Chorus does best, he says. Valentines Day is over, now what?

Stop making excuses and get back into the dating scene
(that you wont meet anyone new unless you make changes)? This is normal, but dont let your fears keep you in the single status youve been hiding in for years. Your coach and therapist are right what youre doing isnt working for you. Step up, make the changes, and push yourself outside your comfort zone. Dating isnt passive; its an action. Issue three: I had a great date, but now Im afraid of navigating a new connection/relationship. Again, dating can be daunting, especially for those of us who are mature and selective in our search for a partner. Unfortunately, a crystal ball wont appear on your desk tomorrow morning. Take the action, exchange phone numbers, and make plans for a second/third meeting. You never know how chemistry might develop, even if sparks didnt y the rst hour you spent together. Dont be afraid of the unknown it can be what is exciting about dating and new relationships. Issue four: I need a second opinion from friends or family. Yes, we like to bounce ideas and potential partners off the ones we love and trust in our life. However, weve seen this backre so many times in our work. Sometimes your friends and family dont realize, but they could be keeping you in the single status, inadvertently. They want the best for you always. Unfortunately, they may be a little too picky for you or secretly dont want you to meet someone because they will be the only single one left in your group. Issue ve: You want a relationship, but youre scared to death of being hurt (again). Guess what? The hurt experience has helped shape you as a mature single person to make better decisions. The more you can be real with yourself and your expectations, the sooner youll meet someone well suited for your lifestyle and life stage. A friend recently wrote, After all these years, theres a reason why you are still in the same predicament as you were way back! in his blog (thanks, Alan!). Recognizing this as a continual problem with clients was the inspiration for this weeks column. For specic advice, please email us, info@mixologydc.com. Well respond personally, and refer you to the right people to help you accomplish and ourish in your relationship goals. Follow us on Facebook and Twitter for updates on our next big event.

Valentines Day might be a Hallmark holiday, but many of us (singles) felt pressured to meet someone and have a perfect date. For those of you that had a fantastic date on Tuesday, we wish you and your match all the best! For those of you who are still single and unhappy about it, read on. Its time to put your money where your mouth is. There is nothing more frustrating to us than meeting someone who is single and believing (s)he wants a relationship, yet wont let go of the past. Unfortunately, you are probably single for a reason. Weve noted recurring issues that LGBT singles face, how to get over them, and move on. Issue one: You decide to be proactive about dating, then bail when its time to make moves. Sure, dating again is scary. Yes, pushing yourself outside the box is intimidating. The only way youre going to meet someone special is if you actually do something about it. For example, youve been promising yourself since New Years Eve you would update your match.com prole or hire a relationship professional to help you reach your relationship goals. At the last minute, youve backed out because you read letters from your ex, and decide to hope (s)he will come back to you. The reality is that your ex has moved on, and its time for you to do the same. Issue two: Youre over-thinking everything. Maybe youve netted out why you had a hard time getting past your last partnership. Youve seen a therapist or dating coach for a few months. Are you afraid of what your therapist has told you

Having a partner in crime can be one of the most effective methods in staying with an exercise program and healthy eating patterns. Notice I said eating patterns and not diet diets dont work! Theres nothing like having additional support in what can be a long, arduous and overwhelming quest. Taking care of you requires a systematic, well thought out approach and having someone with equal or similar goals can be an excellent motivator. I have more often than not hired a workout partner to help motivate me. I say hired because I essentially treat the process of nding the right person as an interview for a very important position as I wanted to nd the right match. I look for someone with similar goals and a similar mindset and for an essence of motivation that I may not have for myself. Perhaps this person has something I want. I sit down with my potential partner and discuss our common goals, how we both like to workout, what activities we have in common and our strengths and weakness and what we both want most out of a workout partner. Remember what you are looking for most is someone to motivate you and help you stay committed particularly on days when you simply dont want to work out. Its important to nd someone who may

He or she can push you beyond what you think your limits are or even create a competitive edge to your exercise routine a healthy competition can be a great motivator. For instance who can run the fastest mile or do the most pushups? This is where its important to nd someone who is in comparable shape with similar goals for if this person is in much better shape than you are, the relationship may de-motivate you and make it seem as if you are always trying to catch up to your workout partner. VW Beetle and Lexus GS butch it up

By JOE PHILLIPS
Without sizzle, car sales zzle. For VW and Lexus, that means adding chiseled looks and lively handling to two iconic nameplates: the Beetle and GS sport sedan. This wasnt easy. The VW Beetle known as a puckish sort of car has often lacked pep and pizzazz. And the Lexus GS, while slotted between the compact IS and full-size LS, has been more about pampering than performance. But not anymore. VW squashed its bubbletop Beetle in a good way and added much-needed horsepower. And Lexus, which just redesigned the GS, gave this feisty fourdoor even more cajones by coming out with a high-performance F Sport model. For both automakers, butching it up is a smart move as the economy rms up and buyers head to showrooms.

seats, aluminum foot pedals and mod interior mood lighting. Theres also chic twotone upholstery, and the dashboard and other cabin trim can be painted the same color as the exterior, a nifty touch. Despite the low rooine, theres lots of headroom and legroom, even in back. A few must-have options: the easy-touse nav system, premium Fender audio system with subwoofer and a panoramic sunroof thats 60 percent larger than before. For diesel fans, the TDI model was released just last week. Overall, the Beetle now looks and acts as if its on steroids. But this wouldnt be the rst time: Paul Newman, a manly man indeed, owned a 1963 Beetle that he upgraded with Indytuned suspension and a wicked engine. Now, VW nally has a comparable version for the mass market.

VW Beetle $19,000 Mpg: 22 city/31 highway Best butch points: Stellar turbo engine. No more ower vase on the dashboard. Like Cialis, Beetles have staying power. The rst one hit U.S. shores in 1949, more than 60 years ago. Then the cutesy New Beetle arrived in 1998. Now VW is ditching the new moniker and debuting the latest Beetle, which is brimming with testosterone. Gone is the dashboard-mounted ower vase an homage to 1960s love bugs and that, ugh, optional Barbie Pink convertible that was a fave of celebrities like Heidi Klum. In its place is a longer, wider and edgier car, with a more squashed rooine, masculine rear spoiler and low, tuner-like cladding. There are numerous trim levels and engine choices but the zippy turbo is a blast, with grippy 19-inch wheels, sporttuned suspension and a re-engine-red paint job. Sure, theres a bit of turbo lag, which is normal. But sprinting from 0-to60 mph in 6.6 seconds isnt exactly shabby. And once this puppy gets going, the cornering, shifting and braking are awesome. Ditto for the inside, which is Audiinspired with its bolstered (and heated)

Lexus GS F Sport $47,000 Mpg: 19 city/28 highway Best butch points: Euro-trash styling. A throaty exhaust growl. Always a Euro-wanabe, the previous GS was bland, overpriced and quickly eclipsed by ashier fare, such as the Cadillac CTS-V, the BMW 5 Series and even the Kia Optima. But while the new GS is now more aggressive in looks and handling, Lexus decided to up its game even more with an allnew high-performance F Sport model. Think of it as beauty and beast with more emphasis on the latter. The design is aggressive and hulking, from the gunmetal-gray paint and snarling grille to the ared fenders and raised rear end with trunk-lid spoiler. Theres so much beefcake here you almost expect (or at least hope for) the cast of Spartacus to hop out. At 308 hp, the F Sport bests both the BMW 5 Series and Mercedes E Class in power and braking, and it blasts from zero to 60 mph in just 5.5 seconds. But this is still a luxury car and the interior doesnt disappoint: 16-way power drivers seat, energy-saving climate-control system and a whopping 12.3-inch display screen thats as hi-res as a at-screen TV. High-end safety gear includes a nightvision camera, blind-spot monitor and lane-departure warning system. At last, Lexus has a true high-end sport sedan.

JOIN THE HUMAN RACE AGAINST HIV/AIDS

Guillermo Kahlo, a German migr, was a portrait photographer. He taught Frida the art of photography and trained her in the darkroom. Her mother, Matilde Caldern y Gonzalez, was a Roman Catholic with mixed Spanish and Amerindian heritage. The second room, The Blue House, explores Casa Azul, the Kahlo family home in Coyoacn Mexico, a sister city of Arlington, Va., where Frida was born, lived most of her life and died. The third room, The Broken Body, displays photographs examining a central theme in Kahlos life and work, her serious physical injuries and her struggles with intense chronic pain. Kahlo contracted polio at age 6. As a result, her right leg was signicantly thinner than her left. She often disguised this by wearing long skirts. In 1925, while she was a student in medical school, Kahlo was in a serious bus accident that left her with signicant injuries, including multiple broken bones and internal injuries. These injuries made it impossible for her to bear children, a fact that haunted her for life. Over the course of 29 years, Kahlo endured 35 operations and suffered three miscarriages. She was frequently in intense pain and had to be bedridden or conned to a hospital for long periods. Kahlo began her career as an artist when she was in a body cast after her accident. Her mother designed a special easel for her and her father lent her paint and brushes. In addition to themes of national and sexual identity, her work often drew on images of bodily pain and

expressed feelings of pain. The fourth room of the exhibition is called Love and includes images of Kahlos family and friends, including her husband Diego and two of her male lovers. (The exhibition does not include any pictures of her known female lovers.) Cynthia Connelly, Artispheres Visual Arts Curator, is amazed by the incredible relationships Kahlo developed during her life. When you walk through this room and the entire exhibition you get a sense of a really strong woman who surrounded herself with creative and challenging people, Connelly says. She lived a wonderful life and opened herself up to all kinds of ideas and experiences. She and Diego lived through so much history, but they were also creating history. The fth room, Photography, looks at the connection between Kahlos painting and her snapshot collection. Curator Ortiz traces several images, including a black cat and a dead baby, from Kahlos canvases back to their photographic origins. The sixth room, Diegos Eyes, presents a series of photographs that directly and indirectly inuenced Riveras huge political murals. Connolly says those visiting the exhibition should be sure to read the photos descriptions, which contain a bounty of back story.

Are you green curious?

By JASON HOLSTEIN, AMICUS GREEN BUILDING CENTER Although green building has been catching on for more than a decade now, many people wonder where to start. The good news is that it is really easy to go green with the right considerations. The rst question is often, What does green mean? There are many denitions that someone may look for. We include these features in all projects: 1. Health use products and designs that foster healthier air and water indoors and out. 2. Energy Smart: use (and pay for) as little energy (usually, electricity and gas) as possible. 3. Renewable Energy: use as much as possible from renewable sources. 4. Water Smart: only 1 percent of the planets water is drinkable so use it wisely. 5. Environmentally appropriate: the materials used wont endanger forests (that give us the oxygen we breathe), bodies of water, biodiversity (animals and plants), land and soils all of which our economies and societies must have to hang around and thrive. 6. Think local: buying products that are made in the U.S. especially within 500 miles to foster jobs, a stronger economy and reduce transportation footprints. While there are often going to be tradeoffs in any project, if you only focus on part of this list, youre leaving important features on the table and doing yourself a disservice. Think big picture. Best Green Practices The great news is that several best practices have developed to make it much easier to maximize this list in any project: Take a strategic and holistic approach to make your project easier and avoid headaches, delays, confusion and cost overruns. To do this, start with three broad elements for your project:

design, products and craftsmanship/ implementation. Design: Design as many details as

early as possible. Integrating all design points and building system components is important to ensure the building operates with minimal expense and bother and

lasts a long time. Design features, as much as possible, should include passive lighting, passive ventilation, resilient design and modularity (exibility

to change or repurpose a space) characteristics. Products: They dene the style and your imprint on the space. They also inuence critical features including health, safety, energy savings and environmental integrity. From caulks to cabinets, these are the tangibles that make a difference. Craftsmanship/implementation: the quality of work performed and adherence to specications to ensure quality work. If its not quality, you wont meet your goals, it wont operate well, wont last and wont be green. Watch out for greenwashing, where an item claims to be green because of some attribute but falls short. You can also call it fake green. If it sounds shy, it probably is. Green is about quality well made and well designed. Keep this in mind when comparing products. You get what you pay for. No, green does not have to cost more than other products and projects of comparable quality. Think long term: 70 percent of the average projects costs come after its built. Paying now to save everyday and be more comfortable and healthier, too thats a great investment. Experience counts. Working with professionals who have strong green building experience has shown to save a project up to 20 percent compared to non-green projects. So much style. There are so many great green products now with great colors, patterns and textures to suit any style. With the right mindset and goals, we can all enjoy fabulous spaces that will protect our homes and families. For more information on creating a healthy, environmentally friendly, sustainable building, visit Amicus Green Building Center online at amicusgreen.com or call us at 301-571-8590.
