MICA s SPORTS FEST 2012

General Details: Each team can have maximum of 25 players. There has to be minimum of 5 girls in the contingent. There can be maximum of 20 boys in the contingent. There can be one team from each and every college, except for MICA which can have more than one team (including alumni team) in SAMAR. The teams with maximum overall points at the completion of all primary sports of SAMAR will be d e c l a r e d a s Champions of SAMAR 2012 . The next team with maximum overall points will be considered as Runners-up of SAMAR 2012 . Details about each event are given in the document. The schedule of events shall be fixed and all participating colleges will be notified well in advance. All participants must bring their ID cards.

Conduct/Protest For all games and sports, 1. The decision of the referees/umpires will be final and binding, and no protest shall be entertained on the field. Therefore, any team leaving the field of play and conceding a walk over as a mark of protest shall be deemed to have lost that fixture and will be summarily dismissed from the event. 2. Any protest against the decision of a referee/umpire on a point of rule, and any other protest in connection with the tournament shall be in writing and addressed to the SCAM officials within an hour. 3. A team/competitor shall be permitted a grace period of 15 minutes from the announced time of an event, after which a walk over shall be granted to the opposition, unless genuine reasons are presented by the respective team member or authority/official in charge of the contingent, and these reasons are accepted by SCAM .

Expenses SCAM will bear all expenses pertaining to boarding and lodging of visiting teams. Participating colleges will have to bear all other expenses including travel to and from the railway station etc. One-way sleeper fare will be provided on the receipt of actual tickets.

Eligibility All bonafide full time students of colleges, who will be receiving degree/diploma from their respective colleges, will be eligible to participate.

Schedule And Draws The entire meet will be held as per the schedule and time decided by the SAMAR Organizing Committee and the entries shall be sent to the organizing secretary of the respective participating colleges by SAMAR Organizing Committee well in advance. There will be no rescheduling of an event; in case of withdrawal the opposing team will receive a walk over. The entire program of the sports meet will be arranged as per the schedule drawn by the SAMAR Organizing Committee.

Officials for the meet: The SAMAR Organizing committee shall be responsible for selecting competent umpires/referees whose decisions on all points of fact shall be final and binding.

Points format: There are two types of events: Formal Events and Informal Events. Formal Events will carry points and will be on a team basis. Informal Events will not carry any points. There will be on the spot registration for the events and those not part of any team can also participate in these events.

Detailed Rules and Format of Formal Events

Badminton
Toss: Before the play commences, a toss shall be conducted by a coin and the side winning the toss can go for the following two choices: To serve or receive first To start play at one end of the court or the other. The side losing the toss shall exercise the remaining choice. This will be an individual event across all five categories, namely, Men s Singles, Women s Singles, Women s Doubles, Men s Doubles and Mixed Doubles. The Badminton captain needs to provide the names of the players competing in all categories in the registration form A contingent can name a maximum of 2 players for Women s Singles and Men s Singles A contingent can name a maximum of 2 teams for the doubles events, namely, Women s Doubles, Men s Doubles and Mixed Doubles Games will be conducted with the plastic shuttles provided by SCAM. In case of wind or rain the decision regarding play will be taken up by the SAMAR Organizing Committee. Under any kind of discrepancies, the game will be stopped by the umpire The final decision will be of the UMPIRE. Lines men will be decided by the UMPIRE or SCAM only. Lines men may only be consulted for OUT and IN decisions.

Scoring System: - A match will constitute of a single game of 21 points across all categories( doubles and singles)until the pre-quarter finals. The quarter-finals, semi-finals and finals will constitute of 3 games of 21 points each, with the individual/team winning 2 games being declared the winner

Basketball
Men: 5 Players each side [+3 reserve]. Full court rules apply including - 3 seconds violation rules, - 10 seconds violation rules, - 24 seconds violation rules, - back court pass violation rules Rolling substitution allowed Clocks will be stopped when play stops and during free throws. Duration: 4 quarters of 10 min each with 2 min break between the quarters. Five personals fouls per player is allowed. On the sixth he s out of the game. Player will be warned after 3 personal fouls. Two technical fouls are allowed. A third technical foul will lead to player being benched for that game. No malicious comments against the opponents are allowed. Only official game ball can be used for play. Two time outs each for the first two and second two quarters allowed.

Women: 3 Players each side [+2 reserve]. Half court rules apply including - 3 seconds violation rules Rolling substitution allowed Clocks will be stopped when play stops Duration: 4 quarters of 8 min each with 2 min break between the quarters.

Note: The decision of referee will be final and binding and any argument with the officials will lead to that team s disqualification from the event of basketball

Cricket
It will be played in a knock out format. A team will have 9 players a side. A team may choose to field women also in the playing 9. The Match would be of 15 overs a Side. A bowler can bowl maximum of 3 overs. All rules of International Cricket except LBW and byes and leg byes. If the ball goes behind Wickets then 1 run is declared but the batsmen needs to run to complete the run. If in this process he is being run out then he would be declared as out. If a catch or run out happens after the balls hits tree or branch then it would be decaled as out. The match would be played with hard tennis ball. The decision of On Field Umpires would be final. In case of any issue please report to SCAM officials. In case of Tie, there will be a Super Over. Super Over: a. Each team decides one bowler to bowl and three batsmen to bat during one over named as the super over. The same ball used in the match will be used in super over. b. The team batting second in the match will bat first in the super over. c. Team A will score some runs in the first over and team B needs to chase it successfully to win the match. In case, it is unable to chase, team A wins. d. In case scores are level, the team hitting maximum sixes in the match will win. If its also same, the teams with maximum fours win the match. If it is also same then the team hitting maximum twos will win the match. And if that also comes to be same then Super Over will be bowled again with order of batting and bowling in previous super over reversed. e. In case two wickets fall, it is counted as all-out and the total made before losing the wicket is final.

Chess

All international rules are applicable. The matches would be played with stop watch. 30 minutes for each player. Each team consists of three players. The player winning outright within the stipulated time will be declared the winner In case an outright winner is not achieved, then the player whose 30 minutes have run out the first is declared the loser The team winning two or more games out of three will proceed to the next round All the decisions of the SCAM officials would be final in case of any issue

Pool
It will be be 8-Ball pool match There are 7 stripe balls and 7 solid balls. The queen/final ball is black (No.8). After the toss, the first shot is called the break shot. If any ball gets pot, then the player gets another shot, but, as it is the first shot, he can choose any ball to pot in spite of any ball(stripe/solid) being pot in the break shot. The next player has to take the other set of balls. The game is basically about potting each ball in respective sets (solid/stripes). After all 7 balls in the set(solid/stripes) have been potted by a player, he gets to hit the black ball. For black ball, the player needs to mention the pot where he is going to aim the black ball. Once black ball goes inside the mentioned pot, he wins else loses. There is no time line as such; it depends on the speed of potting the balls by players. A game will contain 3 sets. A contingent can have maximum of 2 players for the singles event. A contingent can field a maximum of 1 team (of 2 players) for the doubles event There will be separate points will be separate for the singles and doubles event All the decisions of the SCAM officials would be final in case of any issue.

Football
Each team should have 7 players i.e. 6 outfield players + 1 goalkeeper(+3 reserve). Duration: The total duration of the match will be 45 (20-5-20) minutes. In case, there is no result after the stipulated time, extra time of 10 minutes ( 5 minutes one half) will be given. If there is no result after the extra time, the results will be decided according to the penalty shootout. The allowance for time lost is at the discretion of the referee. Offside Rules: There is no offside rule. There are rolling substitutes, while making the substitution the referee must be notified Card Rules: A player shown 2 yellow cards or a red card in a match is compelled to leave the field for that match and is not permissible to play the next match. If any player receives 2 Yellow cards before the semifinals, he is not allowed to take part in the semifinals. For the finals any yellow cards received before semifinals is nullified. Back Pass Rules: The goalkeeper is not allowed to catch a back pass made by foot. In that case an indirect free kick is awarded. Back pass made only by head or chest can be caught by the goalkeeper.

Table Tennis

This will be an individual event across all five categories, namely, Men s Singles, Women s Singles, Women s Doubles, Men s Doubles and Mixed Doubles. The Table Tennis captain needs to provide the names of the players competing in all categories in the registration form A contingent can name a maximum of 2 players for the singles events, namely, Women s Singles and Men s Singles A contingent can name a maximum of 2 teams for the doubles events, namely, Women s Doubles, Men s Doubles and Mixed Doubles The Umpire s decision would be final and if the Umpire feels that the player s is not meeting the requirements of the game, a warning would be given first. If the umpire calls fault for subsequent serves, the point would be given to the opponent. Each match would be best of 5 games and each game would be for a maximum of 11 points as per ITTF norms. Semis and finals in each category will be a best of 7 games, and each game of 11 points. Each player can take one time out during the course of the match

Throw Ball
Each team should have a maximum of 4 female players. Before a game a toss will be done by the referee, and the winning team will get to decide whether to serve or choose any particular side of the court. The match would be a best of 3 games/sets Each game would be of 25 points.

Specific Rules: Players are allowed to serve with or catch or hold the ball with their palms only. Touching the ball with the arms or any other part of the body will b e c o nside r e d a s fo ul u nd er th e c a te g o ry Body and disqualified. While serving the player should not cross the boundary line; her feet should outside the court. Until the ball has crossed the net, the player serving should not enter the court. Either of the above will result in the serve being disqualified and passed on to the opponent team. Players should not hold the ball for more than 5 seconds for serving after the referee whistles. One player cannot serve consecutively every time when the serve is passed from the opponent team. All players in a team are required to serve in a sequence which shall be an independent decision of the team. Any serve which does not cross the inner line drawn over the opponent's side of the court will be disqualified and passed on. Such a rule does not apply to throws. While catching one is not allowed to fumble with the ball. This will be c o nside r e d a s fo ul und er th e c a te g o ry D ouble and d isq u alified . Th e serve will pass to the other team. After catching the ball, you cannot move back from your position.Only movement allowed would be of one foot for a maximum of one step with the other fixed to the ground at the position where the player catches the ball. The player will have to throw back the ball within 3 seconds of catching it. In case a player misses a ball after touching it once, any other player in the team can attempt to catch it after the 1st player. However, if the 2nd player misses it too no other player in the team is allowed to attempt catching it. A player after catching the ball can take a 360 degree turn only if at the time of catching she has already taken a 180 degree turn. Catching the ball with even one foot or any part of it out of th e c o urt will b e c o n side r e d a Miss . No player standing is allowed to touch or cross the boundary under the net that separate the two sides of the court. Players are not allowed to jump while serving or throwing the ball. Such a serve will be disqualified and passed on to the opponent. Although jumping while catching is allowed. Violation of any of the above rules can result in loss of point(s) or point(s) being discarded as per the referee's decision.

Volley Ball
- Each team will have 6 players [+ 2 reserve] - A team has the option of fielding women players also - Sta n d ing system or Rotation system is left to the team s and the referee - Each game would be of 25 points. - Best of 3 games/sets. - Service ball on the line will be considered right. - On line ball during play will be considered right. - Continuous point rules apply. - Time outs: A team can have one time out in each of the first two sets and 2 time outs in the 3rdset. - Rolling service - Other standard Volleyball rules apply. Note: The decision of referee will be final and binding and any argument with the officials will lead to that team s disqualification from the event of volleyball. Positional fault: - The team commits a positional fault, if any player is not in his/her correct position at the moment the ball is hit by the server. - If the server commits a serving fault at the moment of the service hit, the Server s fault is counted before a positional fault. - If the service becomes faulty after the service hit, it is the positional fault that will be counted. - A positional fault leads to the following consequences: - The team is sanctioned with loss of rally - Players positions are rectified Contact with the Net: - Contact with the net by a player is not a fault, unless it is made during the action of playing the ball, or it interferes with the play. - When the ball is driven into the net and causes it to touch an opponent, no fault is committed. First Service In A Set - The first service of the first set, as well as that of the deciding set (the 3rd) is executed by the team determined by the toss. - The other sets will be started with the service of the team that did not serve first in the previous set.

Service Order - The players must follow the service order recorded on the line-up sheet. - After the first service in a set, the player to serve is determined as follows: - When the serving team wins the rally, the player (or his/her substitute) who served before serves again. - When the receiving team wins the rally, it gains the right to serve and rotates before actually serving. The player who moves from the right front position to the backright position will serve. Authorization Of Service - The first referee authorizes the service, after having checked that the two teams are ready to play and that the server is in possession of the ball. Restrictions Of Attack Hit - A front-row player may complete an attack hit at any height, provided that th e c o n ta c t with th e b a ll has b e e n m a d e within th e pla yer s o w n p la ying space. - A back-row player may complete an attack hit at any height from behind the front zone: - At his/her take-o ff, the player s foot (feet) must neither have touched nor crossed over the attack line - After his/her hit, the player may land within the front zone. - A back-row player may also complete an attack hit from the front zone, if at the moment of the contact the ball is not entirely higher than the top of the net. - No player is permitted to complete an attack hit on the opponent s service, when the ball is in the front zone and entirely higher than the top of the net. Block - Blocking is the action of players close to the net to intercept the ball coming from the opponents by reaching higher than the top of the net. - Only front row players are permitted to complete a block Block Contact - Consecutive (quick and continuous) contacts with the ball may occur by one or more blockers, provided that the contacts are made during one action.

Blocking Within Opponent s Space - In blocking, the player may place his/her hands and arms beyond the net, provided that this action does not interfere with the opponent s play. Thus, it s not permitted to touch the ball beyond the net until an opponent has executed an attack hit.

Block And Team Hits - A block contact is not counted as a team hit. Consequently, after a block contact, a team is entitled to three hits to return the ball. - The first hit after the block may be executed by any player, including the one who touched the ball during the block.

Lawn Tennis
This will be an individual event across all five categories, namely, Men s Singles, Women s Singles, Women s Doubles, Men s Doubles and Mixed Doubles. The Lawn Tennis captain needs to provide the names of the players competing in all categories in the registration form A contingent can name a maximum of 2 players for the singles events, namely, Women s Singles and Men s Singles A contingent can name a maximum of 2 teams for the doubles events, namely, Women s Doubles, Men s Doubles and Mixed Doubles - Games will be conducted with the balls provided by the SCAM, personal balls are not allowed. In case of rain the decision regarding the play will be taken up by the SCAM for Tennis. Under any kind of discrepancies, the game will be stopped by the UMPIRE or SCAM. The final say will be of the UMPIRE / SCAM and players have to agree to it Lines men will be decided by the UMPIRE or SCAM only. Lines men will only be consulted for OUT and IN decisions. Breaks/Time outs between the games are not allowed, only drinks can be taken in between the games.

Scoring System: A match for the preliminary rounds that is the games held before semi finals will be a best of one set. From semi final onwards a match will consist of a best of 3 sets as per international standards. If the score becomes 40-all in a match the winner will be decided on the basis of two continuous points. In case both the players score 6 games each then a tie breaker would be played with standard international rules.

Detailed Rules and Format of Informal Events

There will be informal events which will take place on all three days of the fest, for which there will be no points and participation is for everyone on campus Here are some of the events that will add another dimension to SAMAR 2012 Extra Innings: This will most likely take place in every sport. For instance, there would be a bowl-out(cricket), or a penalty shootout challenge(football) or a 3-point shootout challenge(basketball) Marathon: A 3km run for all interested in pushing the extra mile along the scenic route near the MICA campus. Back to school: Events such as sack race, lemon and spoon race to rewind to the good ol times Carrom: A favorite among everyone and sure to see loads of fun participation Registrations for these events will be on the spot Disclaimer:- The rules and point format for all the events described are liable to change at any point of time.
