The Statement of Work (SOW) describes the procurement Statement of Work item so that prospective sellers can decide if they are capable of providing the item and how the work can be undertaken. Optional these are the want criteria based on requirements. Project teams frequently must evaluate alternatives and make selection decisions that involve a degree of risk. These decisions can be complex; a quantifiable approach is required.
