THE father of the murdered Singh siblings denied he once asked his wife to approach his children's accused killer Max Sica to take part in a sexual threesome.
Vijay Singh Denies Asking Sica To Sleep With Wife
Vijay Singh was being cross-examined
on the eighth day of a Supreme Court
trial in Brisbane in which Sica, 41,
has pleaded not guilty to murdering
Neelma Singh, 24, Kunal Singh, 18,
and Sidhi Singh, 12, at their home at
Bridgeman Downs, in Brisbane's north,
on April 21, 2003.
Barrister Sam Di Carlo, for Sica, put
it to Vijay Singh that he had asked his
wife Shirley Singh to approach Sica to
have sex with them.
He asked if Vijay Singh had thought
Sica was gay and would take part in a
sexual threesome.
"No, I don't agree with that," Vijay
Singh said.
Mr Di Carlo accused Vijay Singh of
wanting Shirley Singh to have sex with
Sica and he could listen over the phone
while he was in Fiji.
Vijay Singh rejected the claim and also
that he pressured Shirley Singh into
going to the casino to pick up strange
men for sex so that she could tell him
about it.
He also denied he had "turned on" Sica
when he discovered Sica and Shirley
had pretended to have sex to please
him.
Vijay Singh agreed that Shirley Singh
would "tease him" but she would do
nothing.
Mr Di Carlo asked whether Vijay
Singh had hired a prostitute to come
to his house for sex when they lived at
Stafford.
"It happened twice ... the children were
not home," Vijay Singh said.
He agreed with Mr Di Carlo, Shirley
Singh would get drunk and be ill when
he hired the prostitutes.
Vijay Singh agreed that he had sex
with his nephew's wife in his offce and
videotaped it.
Earlier, Mr Di Carlo asked extensive
questions about when Vijay Singh
sold his business to V.C. Dutta, who
he regarded as brother-in-law, and on
behalf of V.L. Dutta, who he regarded
as a nephew.
He was to receive $500,000 (Fijian)
and was to get another $250,000 in
Australia.
Mr Di Carlo said V.L. Dutta couldn't
repay $140,000 in time and they started
to negotiate an agreement variation.
Vijay Singh agreed when he sold the
business there was a restraint of trade
clause which prevented him from
working in Fiji in any similar business
However, when the Duttas defaulted
they renegotiated the contract with the
restraint clause removed and a new
interest rate.
Mr Di Carlo accused Vijay Singh of
pressing the point while V.C. Dutta
was sick in bed and dying but Vijay
Singh rejected the claim.
Vijay Singh also said he didn't recall
whether he argued with his wife Shirley
about pressing V.C. Dutta when he was
sick.
"That is Shirley's version I don't agree
with that," he said.
Mr Di Carlo said as a result of the
restraint of trade being lifted Vijay
Singh had gone back to Fiji and started
a new company which was in direct
opposition to the Duttas.
The court heard V.C. Dutta passed
away, their business failed and they
couldn't pay the balance of money
owed to Vijay Singh who took court
action against them.
"You got a judgment in your favour
and you bankrupted him (V.L. Dutta),"
Mr Di Carlo said.
"I don't call it bankrupt," Vijay Singh
said.
Mr Di Carlo alleged V.L. Dutta had to
sell his only remaining property: "You
steamrolled them as if strangers."
"I did a business dealing, it was
protocol," Vijay Singh replied,
agreeing business was business.
Mr Singh also told Mr Di Carlo he
originally had no problems with Max
Sica.
On two occasions when he argued with
Neelma - once when she was working
on a computer with Sica and on another
occasion when they were playing with
Sica's children in a park - Sica had not
joined in.
Vijay Singh also agreed he originally
had a good relationship with the Sica
family and they had looked after his
family when Vijay Singh was away on
business for long periods.
The trial, before Justice John Byrne,
continues.

On 2014 Polls
Fiji Labour Party leader Mahendra
Chaudhry says he has not made any
decision yet on whether he will be
contesting the 2014 general election.
Chaudhry said he will be considering
other options frst before making a
fnal decision. He said people need to
be patient and wait for him to make an
announcement.
Asked if he will be part of the
Constitution review process, he said it
is too early to say anything.
Nothing has been announced yet
on the Constitution process. Once
it is announced then we will tell you
whether we will participate or not, he
said.
He said a new FLP president is
expected to be elected in August. The
late Dr Jokapeci Koroi previously held
this post.
Chaudhry said the new president will
be elected during the annual delegates
meeting later this year.
He said apart from the party presidency,
there will be other issues that will be
discussed.
When asked what other issues,
Chaudhry said they are yet to draw up
the agenda since the meeting is near to
year end.
Currently the party has three vice
presidents - Tom Ricketts, Sachida
Sharma and Lavenia Padarath who
are looking after the roles and
responsibilities of the party president.
The last FLP delegate meeting was
held in 2003.
Police Offcers Urged To Lead A
Disciplined Life
Fiji police offcers have been urged
to make personal changes and have
a more disciplined life frst before
changing societys behaviour.
Speaking to 109 offcers at the Fiji
Police Leadership Symposium, Fiji
National University (FNU) trainer
and consultant Satendra Nair said
one of the challenges faced by police
offcers today is that members of the
community are becoming more aware
and smarter than them.
Leaders should always be a step
ahead of its people in order to ensure
everyones safety, said Nair.
He said police offcers need to walk
the talk and improve its operations
by fnding out what the real problems
are.
He also said they need to keep
evaluating on certain issues that they
have encountered in all societies.
Offcers were also advised that they
need to have a customer service
mindset in order to provide good
service to members of the public.
Man Attacks Pregnant Wife And
Cousin
A MAN has been jailed for fve and a
half years for knifng his three-month
pregnant partner and her cousin.
Asesela Rabia was charged with one
count of grievous harm and a second
act with intent to cause grievous harm.
The partner's cousin was a diabetic.
The court heard that on the night of
February 27 last year, Rabia wanted to
sleep with his de facto partner but she
could not tolerate his smell and decided
instead to sleep in the living room.
Enraged, Rabia grabbed the victim and
struck her four times with the blunt
side of a knife before striking her on
the head and hand with the sharp side.
The court heard that his pregnant
partner then ran to her cousin's
bedroom but the latter was also struck
with the knife. High Court judge
Justice Priyantha Fernando said the
frst complainant who was pregnant
suffered injuries to her head and also
lost her right hand after it was severed.
The second complainant was a known
diabetic patient and had a laceration
over the left thumb associated with
fracture which required medical
attention.
Justice Fernando took into account
the Domestic Violence Act while
sentencing Rabia. "In this case, the
nature of the injuries to the frst
complainant is very serious," Justice
Fernando said.
"Her hand was severed as a result of
the accused striking with the cane knife
when the victim was three months
pregnant.
"Her head was also injured where large
amount of tissues were cut."
Justice Fernando sentenced Rabia to
fve and a half years in prison with a
non-parole period of fve years.
He also issued a domestic violence
restraining order against Rabia
ordering that he stay away from the
victim and not commit any form of
assault or threat on her in future.
The maximum sentence of act with
intent to cause grievous harm is life
imprisonment.

Automotive Engineering Studies
The Automotive Engineering Studies
was launched at Korovuto College this
week.
The special Chief Guest for the
occasion was Mr. Pramendra Nath, the
manager of Votualevu College.
Chief guest, Mr.Danny of Dannys
Seafood Limited did the cake cutting
and with Mr. Pramendra Nath, unveiled
the plaque at the college.
Mr.Danny also donated some cash
to the college which will be used
for developing the Automotive
Engineering facilities at the college.

Tourism Fiji Scoops Prestigious
Award At AIME 2012
Fiji has beaten off strong opposition
from a feld of international
competition to take out top honours at
the 2012 Australia-Pacifc Incentives
& Meetings EXPO (AIME) where the
Tourism Fiji stand has received the
Best Stand Over 36m award.
One of only three awards presented
to stand holders, the stands were
judged on a list of criteria including
originality and creative input by
industry specialists Linda Gaunt of
Meetings & Events Australia (MEA),
Joyce DiMascio of Exhibition
& Event Association Australasia
(EEAA) and Noor Ahmad Hamid
from the International Congress and
Conventions Association (ICCA).
The Tourism Fiji stand was recognised
for its bright and eye-catching structure
which according to judges beautifully
captured the spirit of Fiji.
Acknowledging the award the Acting
CEO of Tourism Fiji Michael Meade
said the accolade also represented
strong recognition of the potential Fiji
has achieved in recent years in its quest
to become and further build upon its
reputation as the powerhouse of the
South Pacifcs Meetings and Incentive
industry.
This position, he said, would be added
to within the space of two years when
the new 1500-seat convention centre to
be built in Fiji as part of the new casino
and integrated resort development is
open at Denarau Island.

Fire Chief Raises Concerns
THE National Fire Authority has
raised its concerns about the recent
spate of home fre incidents around
the country.
The authority recorded three structural
fres within four days last week.
Acting authority CEO Aseri Radrodro
renewed his plea to people to observe
fre safety and prevention principles at
all times.
"These fres have increased the number
of structural fres this year to 12
compared to nine for the same period
last year," said Mr Radrodro
"House fres occur when people pay
less attention to fre safety, especially
with the use of electricity and fre
ignition sources such as matches,
candles, prayer diya and cooking left
unattended in the house.
"NFA can only do so much - it is up
to the adults in the family to see that
proper measures are taken in regard to
fre safety."
Fees Unaffected By Outsourcing:
Health Ministry
Fees will remain the same despite
moves by the Ministry of Health to
outsource its morgue facilities at major
hospitals.
Fijis Ministry of Health Spokesman
Peni Namotu said the frst night will be
free of charge but $30 will be applied
after three nights and $50 after fve.
This is the existing fees and will be
used by the new owner, he said.
The privatization of the old
mortuary is part of their cost cutting
measures and to focus on their call
functions.
The ministry is implementing
outsourcing in divisional hospitals says
Namotu.
He said they will also outsource the
laundry, kitchen and the security
department.
Namotu said the money which was
used to fund these services will now be
used to renovate hospitals, medicines
and medical apparatus.
About 3000 Still Unemployed In
The West After Floods
Almost 3000 individuals who were
employees of small businesses in
the Western Division are currently
without jobs after the recent
floods.
Vodafone ATH Fiji Foundation
Executive Ambalika Kutty said their
team and charity partners who have
been assisting those affected by the
food made an assessment of people
who have lost their jobs.
She said many small businesses were
affected in Ba, Rakiraki and Tavua and
are currently closed.
Kutty said they are planning on setting
up some income generation projects
to help support these people and their
families.

Air Pacifc Wings Of Hope Gives $30,000 To Friend Fiji For
Childrens Education Relief
Fijis national carrier Air Pacifc,
through its Wings of Hope community
program, donated F$30,000 to
Lautoka-based non- government
organization, FRIEND (Foundation
for Rural Integrated Enterprises and
Development) for education relief to
children affected by the recent foods
in Fiji.
Wings of Hope is the charity arm of
Air Pacifc and funded through various
means, including staff fundraising
initiatives, corporate contributions and
Cash for Kids - Air Pacifcs program
that allows passengers to contribute
unused foreign currency on its fights.
It is focused primarily on assisting the
children of Fiji through various forms
of assistance. The money donated by
Air Pacifc will be used by FRIEND
to help Fijian children affected by the
recent food stay in school.
As Fijis national airline, we view it
as one of our responsibilities to assist
local communities - especially in their
time of need following the recent foods
in Western and Northern Fiji, said Air
Pacifc Managing Director and CEO
Dave Pfieger during the ceremony to
mark the donation.
It is an honour and a privilege for the
employees of Air Pacifc to provide this
funding to FRIEND. FRIEND is an
outstanding charity organization that
does superb work supporting Fijian
children. They are highly deserving of
our support, and we want to applaud
them for their efforts in assisting
children who live in communities
that suffered as a result of the recent

their contributions to the Wings of

education of those children most in
need by providing school fees, books

Bank Hosts Financial Literacy Workshop
LAUTOKA market vendors have been
given another avenue to ensure their
businesses generate more money for
their families.
Bank of Baroda hosted a fnancial literacy
workshop where vendors were shown
options on how to get loans from the bank.
The vendors said they were grateful
to be shown how they could borrow
money and sustaining their businesses
while making repayments.
Lautoka Market Vendors Association
president Makereta Rika said it was the
frst time a bank had come to offer the
vendors help.
"This workshop has helped us because
many of us don't have a lot and when
we are given an opportunity like this,
we make sure we make use of it," said
Mrs Rika.
She thanked the bank for offering
them incentives to start or expand their
business.
Bank branch head Pushpa Singh said
they wanted to teach the vendors how
to open a savings account because it
would allow them to apply for loans.
"This workshop is part of the Fiji
Government fnancial literacy training
and we wanted to educate them on
savings, micro deposits, micro fnance
and how they can develop their
business," said Mrs Singh.

Promoting Economic Growth Through Ict
The Japan-Pacifc Information &
Communication Technology (ICT)
Centre will be an information and
knowledge hub that will promote the
development of knowledge societies
and a Centre of Excellence in ICTs
in the Pacifc, says the Prime Minister
Voreqe Bainimarama.
Prime Minister Bainimarama made
these comments at the offcial opening
of the new $18 million Multi Purpose
Lecture Theatre at the Japan-Pacifc
ICT Centre at the University of the
South Pacifc.
The Multi Purpose Theatre, funded
by the Government of Japan, is the
second phase of the ICT Centre and
was offcially opened by the PM
Bainimarama and the Ambassador of
Japan, H.E Mr Yukata Yoshizawa

at the opening of the new Multi Purpose
Lecture Theatre
The Prime Minister said new
opportunities for economic growth and
development and social transformation
continues through the rapid
development of ICTs.
In the past, a nations wealth was largely
dependent on its natural resources, its
labour force and capital base. While
natural, human and fnancial resources
remain important, through the evolution
and impact of ICTs, the importance of
knowledge, or the transformation of
information into know-how, has rapidly
increased, Mr Bainimarama said.
Information and Communication
Technologies (ICT) increasingly
transform our lives and will continue
to shape the way we communicate,
govern, manage, and conduct business.
New opportunities for economic
growth and development and social
transformation has been presented by
the rapid development of ICTs.
The head of Government also
highlighted the importance
Government places on ICTs and the
potential that ICTs offer in realizing
Fijis vision of empowered Fijians and
a modern economy.
We have taken a number of steps
such as the liberalization of the
telecommunication sector; the launch
of the national broad-band policy,
which is the frst for any South Pacifc
Island nation; the provision of free
telecenters which is to grow even
further this year; the implementation of
the spectrum plan which has, amongst
other things, allowed for another free
to air television; and the growing
interaction and collaboration by the
Fijian Government with ITU.
PM Bainimarama added that the Multi
Purpose Lecture Theatre also signifes
Japans long standing relationship with
Fiji and the Pacifc.
Fiji is proud to provide and convert
its bilateral assistance from Japan into
a regional initiative through the USP.
This means that Fiji is sharing its
benefts with her sister Pacifc nations.
It is with deepest gratitude and sincere
appreciation that I acknowledge the
generous fnancial support of the
Government of Japan and her people for
this magnifcent gift. It is a signifcant
contribution made by Japan at a time
of global fnancial crisis recently
exacerbated by severe natural disasters
and climate challenges. Given such
circumstances, the successful delivery
and completion of the project has
made this gift even more valuable and
meaningful, and it shall be treasured,
PM Bainimarama said.
The new lecture theatre has a seating
capacity of over 300 and is ftted with
stage equipment and video projector.

Fiji Bus Donates To Flood Relief
PM with members of the Fiji Bus Operators Association
Prime Minister Voreqe Bainimarama
expressed his appreciation to those that
have been assisting both directly and
indirectly to food relief efforts around
the country.
He shared with members of the private
sector who donated towards the Prime
Ministers Flood Relief Appeal at his
offce in Government Buildings.
I am so grateful to each and everyone
who has contributed towards the Flood
Relief Appeal, an emotional Prime
Minister said.
This is what Fiji is about, good
people who care for each other during

cheques to the Prime Minister to show

foods which claimed 11 lives.
There is a lot of relief work going on
right now and one of our priorities is
getting children back into schools.
The Prime Minister is expected to
make another tour of the western
division this week to check on the
rehabilitation works carried out by the
various governmental agencies.
Commissioner Eastern Applauds
Donation
Government commended the efforts
from development partners following
their contribution towards rebuilding
the dormitory for students of Levuka
Public School.
The Commissioner Eastern, Mr Netani
Rika made these remarks during the
handing over of building materials
from R.C Manubahi and Vinod Patel
for a new school dormitory which
replaces the one destroyed in a fre last
week.
Government is grateful, and I must
say that a donation like this is an
indication of good partnership between
government and its stakeholders, he
said.
R.C Manubahi donated $1,500.00
worth of building materials for the
students of Levuka Public School while
Vinod Patel also donated building
materials worth $500.00.
Mr Netani Rika and his team travelled
to Levuka together with the building
materials and sleeping kits for the 77
students.

Westpac Helps With Flood Relief Efforts
Westpac presented a cheque of
$15,000 to the Prime Ministers
Disaster Relief Appeal, $5,000 to
Save the Children Fiji and $5,000
to the Foundation for Education of
Needy Children in Fiji (FENC) to
help with the food recovery efforts.
This follows earlier donations of
$7,000 worth food rations made to
the Rama Krishna Mission Centre.

Westpacs support to relief efforts
has been on a few fronts, with
immediate food rations channeled
through the Rama Krishna Mission
Centre, disaster relief options for
impacted customers, a clothes
drive initiated by Westpac Fiji staff
and now a donation to the FENC,
Save the Children Fiji and the
PMs Disaster Relief Appeal. Our
approach has been to help with short
term immediate needs and also to
address long term needs as a result
of the floods.
Westpac staff in Australia boosted the
donations to the charities chosen by
Westpac Fiji.
Our donation to FENC and Save
the Children Fiji will help replace
lost educational material so that the
children can go back to school and
continue their education.
We hope that these relief efforts
including our disaster relief options for
our customers will bring some relief to
those badly affected by the foods now
and help with future needs, said Mr
Kinnear.
Westpac is encouraging their customers
to visit their nearest branch or contact
their relationship manager to discuss
fnancial options available if theyre
experiencing diffculties as a result of
the foods.
Older Persons Council To Be
Established By June
The Inter-Agency Working Committee
on Elderly (IAWCE) met this week to
discuss the action plan to establish the
National Council for Older Persons
(NCOP) in Fiji.
Once established, the National
Council for Older Persons (NCOP)
will spearhead Fijis National Policy
Framework for the Elderly which
primarily focuses on addressing the
wellbeing of elderly persons in the
country.
Ministry of Social Welfare Permanent
Secretary and Chairperson for the
IAWCE, Mr Govind Sami said the
way forward now for the committee
is to look at the establishment of
NCOP.
Fijis National Policy Framework
for the Elderly (2011 to 2015) was
launched last year and now the
committees task is to look at the action
plan to foster the establishment of
National Council for Older Persons,
Mr Sami said.
The objective of the Council is to
strengthen the partnership between
Government, Non-Government
Organizations (NGOs), Civil
Society Organizations and
private sectors along with village
communities in creating an inclusive,
supportive and healthy environment
for all the senior citizens in Fiji, he
added said.
He said given the timeline, the NCOP
is expected to be established by June
this year.
As part of ensuring policy awareness,
he said the key areas of the policy
will also be translated into vernacular
languages and disseminated into rural
communities.
Arrangements will be made for the
translation of the Ageing Policy and an
integrated rural development approach
will be taken as a means to spread
awareness into the four divisions, he
said.
He reiterated that this policy is a
living document and will provide
a direction to the Government as
an advisory body on promoting the
rights and interests of elderly in
Fiji.
The Committee is grateful to the
United Nations Population Fund
(UNPFA) for its consistent support
towards Fiji Ageing Policy and we
have a work plan and as per that
work plan we will be looking at the
establishment of the National Council
for Older Persons in Fiji, Mr Sami
added.

Fiji To Celebrate World Book Day
Celebrating World Book Day commits
Fiji to improving literacy levels and
promotes the use of libraries around
the country.
The Ministry of Information, National
Archives and Library Services of Fiji
will spearhead Fijis participation at
this event and coordinate it closely
with the National Library Week.
Library Services of Fiji director Ms
Merewalesi Vueti said that while World
Book Day will be celebrated in Fiji on
March 1st 2012, the National Library
Week will be celebrated from the 8th
to the 15 of September 2012.
The theme for the World Book Day
is A book is a garden carried in the
pocket and the theme for the National
Library Week is Reading Unlocks the
Future, Ms Vueti said.
She said this nationwide celebration is
intended to promote reading, publishing
and protection of intellectual property.
Both celebrations are to encourage
young people to discover the pleasure
of reading, Ms Vueti said.
She said the celebration is also an
opportunity to promote and advocate
the imperative role that libraries play
in society.
We would like to encourage schools
to organize their own program to mark
this national event.
The events committee has
recommended activities that Schools
can organize in their own schools
like writing up stories, choosing
and reviewing their favorite author,
storytelling on their favorite book.
There is also the DEAR (Drop
Everything and Read) program and
many more activities.
Vodafone ATH Fiji Foundation Uses
$50,000 To Assist Flood Affected
Vodafone ATH Fiji Foundation has
utilized its funding of $50,000 by
assisting food victims in all food
affected areas in the West.
Foundation Executive, Ambalika
Kutty said straight after the foods
hit they activated their Red Alert
Program through which they collected
FJ$50,000 within a few days and they
started to contact their charity partners
to start helping people instantly.
She said Vodafone ATH gave $20,000
to Lions Club Ba which went on to
assist worst affected areas in Ba by
giving people drinkable water, food
packs and clothing.
Similarly $10,000 was handed out to
Fiji Sevashram Sangh which assisted
people in Nadi and Lautoka and a
further $10,000 was given to Rama
Krishna Mission to reach out to people
in Rakiraki, Tavua and Ba with Food
packs and clothing.
Also $10,000 has been given to Save
the Children Fiji to assist students with
school needs post fooding.
Kutty said together with their charity
partners they reached out to all areas
in the Western Division and made sure
their funding was put to proper use.
USP Welcomes New Students
THE University of the South Pacifc
held an offcial welcoming ceremony
for new students from around the
region at its Laucala Campus.
The ceremony marked the end of the
week-long orientation program held
at the campus. USP's vice-chancellor
Professor Rajesh Chandra said the day
was for new students who would start
their university studies.
He said USP wanted to make the
transition from high school to
university more comfortable for the
students. The school's Oceania Dance
Group provided entertainment at the
library grounds.

Government To Be Firm With Figures
Government will manage the disaster
relief from its existing pool of funds,
says Ministry of Finance permanent
secretary Filimone Waqabaca.
To avoid a similar scenario that has
happened in the past with disaster
management funds squandered
by authorities, the Bainimarama
Government is determined that
assistance will be provided in a
systematic and transparent manner.
On the issue of food damage
assessment fgure, Mr Waqabaca
said the actual fgures would only be
available in April following the frst
quarter assessments.
At this stage, Government remains
committed to trying to fund the disaster
within the resources that we have, he
said.
He emphasized that Government will
be quite frm with numbers, which was
why offcials have been on the ground
doing assessment.
Mr Waqabaca has applauded the
measures put in by his counterpart
at the Ministry of Provincial
Development and National Disaster
Management Office, Mr Inia
Seruiratu who has also been leading
the austerity move on management
of public finances used for flood
relief.
I think in the past perhaps there was
some laxity in the management of
funds, in the management of relief
assistance that was provided during
that period, he said.
So this time around, as I mentioned,
we want to do things correctly and it
was emphasized by the Provincial
Development permanent secretary who
has taken the lead role in this regard.
Mr Waqabaca said while the nature
disasters cannot be avoided its impact
can be mitigated through dredging of
the rivers, attending to drainage and
other measures.

Chand, 60, died at the St

Fiji Needs To Pave Way For 2014
Election: IMF
The International Monetary Fund
on Tuesday called for the military
government of Fiji to relax emergency
measures in preparation for a promised
2014 election, a rare Fund foray into
domestic politics.
In its annual report on Fiji's economy,
the IMF said its mission team in the
country had found the economy needed
structural reforms and a "concrete
plan" ahead of the frst elections since
a 2006 military coup.
"Removing structural impediments to
growth is critically important. Many of
the mission's interlocutors suggested
that relaxing the emergency regulation
and establishing a clear path toward
a 2014 election would be the key
measures to boost investor confdence,"
the report said.
"The current government took power in
a 2006 coup, relations with traditional
donors are strained, and FDI (foreign
direct investment) has dropped sharply,
though emerging donors remain
engaged and have provided assistance,"
the IMF added.
"Elections expected for 2009 did
not occur, but the government has
subsequently announced plans for
an election in 2014 and provided
an allocation in the 2012 budget for
electoral preparations."
IMF comments on domestic politics
are rare; the report was approved by the
Fund's executive board at the conclusion
of the review on January 20.
Fiji's military strongman Voreqe
Bainimarama announced on January 2
he would end emergency laws in place
since 2009, when a Fiji court ruled his
2006 coup was illegal.
The IMF executive board said in
an accompanying statement to the
report that Fiji faces a preponderance
of negative risks "given political
uncertainties, structural weaknesses,
and the fragile global economy."
Two New Cabinet Ministers For
Fiji Sworn In
Two new cabinet ministers were sworn
in by His Excellency the President
Ratu Epeli Nailatikau at Government
House, Suva.
Mr Viliame Naupoto is now the
Minister for Youth and Sports and
Mr Jone Usumate is the Minister
for Labour, Industrial Relations and
Employment.
Prior to his appointment, Mr Naupoto
was the Ministry of Fisheries and
Forests permanent secretary. He
also served in the same capacity in
the Offce of the Prime Minister and
was also the former Director of the
Immigration Department.
Mr Usamate is a former Chief
Executive Offcer for the Training and
Productivity Authority of Fiji (TPAF)
and was the Director for Technical
and Vocational Education at the Fiji
National University
Minister Usumate takes the oath of
offce
Minister Usumate was directly
responsible for creating and
maintaining new standards throughout
the Fiji National University.
Government said that the creation
of a separate Ministry for Youth and
Sports with its own cabinet minister
is necessary in light of Fijis growing
youth population in the urban, rural
and outer island areas. The Ministry of
Youth and Sports will now strengthen
its focus in addressing the increasingly
special and complex needs of Fijis
youths. The ministry will also assist
Government in preparing our young
people who will be eligible to vote in the
2014 general election and by ensuring
that they understand their rights to vote
and the importance of their votes in
electing a new government.
Government also recognises the
contribution of sports to the overall
development of Fiji, and the need to
develop this sector for socio-economic
growth.
The creation of a new and separate
cabinet minister for the Ministry
of Labour, Industrial Relations
and Employment is indicative of
Governments commitment to labour
related issues in the country.
Mr Jone Usamate brings with him a
wealth of experience and this will be of
great beneft to Fijis Labour, Industrial
Relations and Employment sector.
The Prime Minister Voreqe
Bainimarama welcomed the two new
appointees into cabinet and said that he
looked forward to working closely with
both of them in moving the country
forward.
The two new Ministers have already
started their duties in their respective
portfolios.

Fiji Pursues Health Cooperation
With India
Fijis High Commissioner to India,
Yogesh Karan said that doctor shortages
in the country could be a thing of
the past if talks with Indian medical
professionals prove successful.
Karan says the Fiji diplomatic
mission in India is constantly in talks
with hospitals in India to establish
cooperation.
We have been meeting quite often with
three hospitals on the possibility to have
Indian doctors come over and work here
on a volunteer basis, he said.
Talks have been very positive at the
moment and we will be able to see if
this good news turns into reality soon.
He added talks are also ongoing to
have Fijian medical students train and
study in India.
We have quite a few memorandums
of understanding (MOUs) in the draft
stages but we are hoping to speed up
the process, High Commissioner
Karan said.
