EDISU AND ITS SERVICES FOR THE STUDENTS


Edisu, the Regional Agency for the Right to University Education of Piedmont, offers real opportunity for students to enjoy the university experience through benefits and services granted by public competition or on request. The benefits are granted to deserving university students who find themselves in financial need but also to the majority of students.

THE SCHOLARSHIP
The scholarship consists of a sum of money allotted by competition based on certain income limitations and by merit. The competition is open to students regularly enrolled for the award of first degree courses for a Bachelors degree, Masters degree, PhD and Scuola specializzazione professioni legali. The amount varies according to economic status and travel time using public transport needed to reach the location of the course. The scholarship amount is paid out in two instalments.

HALLS OF RESIDENCE
Edisu Piedmont offers the possibility, to non-resident students enrolled full-time and scholarship winners, to be accommodated in one of the halls of residence in Turin, Alessandria, Cuneo, Novara and Vercelli. The requirements for participating in the competition are the same as for the scholarship. The hall of residence service is assigned on the basis of a classification list. Non-EU reserve: To the non-EU students enrolled in first year of courses for a Bachelors degree, single-cycle Masters degree, Masters degree, PhD and Scuola di specializzazione per professioni legali, 15% of the places in the halls of residence is reserved for those enrolled in the first year for each university. The halls of residence option must be applied for at the same time as for the scholarship (see the section: How to submit the application). Students who meet all the requirements and are eligible on the classification list must communicate their acceptance of the place in the hall of residence assigned according to the modalities and the deadlines set by the notice of competition. Students who accept the assigned place in the hall of residence are bound to respect the rules of the Notice of Competition and the Regulations established for the Halls of Residence.

ECONOMIC REQUIREMENTS
Economic requirements are estimated on the basis of the economic and assets position of the students immediate family. The maximum ISEE (Equivalent Economic Situation Indicator) threshold or ISEEU (ISEE integrated with the criteria of the DPCM) and of the ISPE/ISPEU, below which it is possible to apply for scholarship; if you exceed even only a single one of these limits, you cannot apply for the benefits (Art. 6 Notice of Competition).

WHERE TO GET THE ISEEU/ISEEU CERTIFICATION


The ISEE/ISEEU certification can be issued free of charge by a CAAF under agreement with Edisu, a list of which is available on the website: www.edisu.piemonte.it.

DOCUMENTATION REQUIRED
STUDENT CITIZENS OF THE EUROPEAN UNION must produce the same documentation relative to the economic conditions as those required to Italian students. STUDENTS ORIGINATING FROM NON-EU COUNTRIES: must submit specific documents issued by the authorities of the countries of origin, certifying the economic and assets situation of the immediate family. Students applying for the first time must also attach a copy of the visto [visa] and the permesso di soggiorno [residence permit] (if expired, copy of the same and of a receipt attesting to the request for renewal). Foreign students with immediate family resident abroad: These students must submit declarations or certificates on unstamped paper issued by the competent authorities if the countries of origin: the composition of the immediate family the incomes received by the immediate family in 2010 the assets possessed by the immediate family on 31/12/2010. In the case of the existence of real estate assets, the surface area must be specified in square meters. Foreign students whose family is resident in Italy: These students must submit, in addition to documents indicating the households income produced in Italy (ISEE/ISEEU), the appropriate documents issued by authorities in their country of origin attesting to the existence or nonexistence of assets relating to the entire immediate family. In the case where real estate assets exist, the surface area must be specified in square meters.

TRANSLATION AND LEGALIZATION OF DOCUMENTS


These required documents must be issued by the competent authorities of the foreign country where the income and assets have been produced and submitted exclusively in original copies. The documents must be translated into Italian by an official translator and follow the countrys internal legalization procedures. The final legalization, attests to conformity of the translation to the document in the original language and confers validity abroad of the same. This must be obtained from the Italian diplomatic mission in the country (Legalisation Office at the Consulate or the Embassy). In the case of real difficulties in the country of origin, the legalization or the issue of the above mentioned documents, request can be made of the foreign diplomatic and consular representatives in Italy. Thereafter, the document must be legalized, at the Legalization Office of the Prefecture. Please note that the foreign diplomatic representatives in Italy are not always able to produce certifications regarding the income and asset status of the immediate family. We recommend that the students seek information so as to be able to request, in advance, the documents from the competent administrations.

Students coming from particularly poor countries These students must submit, for the assessment of their families economic conditions, a certification of the Italian diplomatic mission in the country of origin attesting that the student does not belong to a family known to have a high income and be of high social level. Afghanistan, Angola, Bangladesh, Benin, Bhutan, Burkina Faso, Burundi, Cambodia, Capo Verde, Chad, Comoros (Islands), Congo (Democratic Republic of), Ivory Coast, Eritrea, Ethiopia, Gambia, Djibouti, Guinea, Guinea Bissau, Equatorial Guinea, Haiti, Salomon Islands, Kiribati, Laos, Lesotho, Liberia, Madagascar, Malawi, Maldives, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Nigeria, Pakistan, Central African Republic, Rwanda, Samoa, So Tom and Prncipe, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Tuvalu, Uganda, Vanuatu, Yemen, Zambia.

Stateless students or political refugees These students must attach to the application form for benefits the official statement regarding the status of stateless persons or political refugees, issued by the Italian Ministry of the Interior or the United Nations High Commissioner - Office for Italy. For the purposes of economic assessment, only any income and assets possessed in Italy will be taken into account.

Students who have difficulty in submitting the required documentation within the deadline are allowed an extension of 90 days from the deadline for the completion of the documentation. The students who use the extension are placed in a queue on the respective classification lists. (Art. 26, Par. 3.2)

Studentis enrolled for the first year


To apply for the benefits, at the time of submission of the application, the students who enrol are requested, as a requirement for access, only the diploma of a school of advanced studies, notwithstanding the grades achieved. The student must achieve 20 credits in the first academic year if enrolled full time, or 11 credits if enrolled part time by 10 August, 2012. To obtain the second instalment, these credits must be certified to Edisu before 1 October 2012. If the above referred to credits are not achieved by 30 November, 2012, the students scholarship will be revoked and, when requested, the amount received for the halls of residence service shall be returned (Art. 10 Notice of Competition).

MERIT REQUIREMENTS

Students enrolled for successive years


The students enrolled for years following the first, including further semesters, must have attained, by 10 August, 2011, the number of credits required in the Notice according to the following modalities: - New system - full time: Table A2 - New system - part time: Table B - Old system: Table C2 Transfer credits for students transferring from universities abroad For these students, the first enrolment year is determined by the number of credits approved by the Italian university, according to Tables A2 and B of the Notice of Competition and on the basis of the dispositions of Art. 26, Par. 8 of the Notice. These students cannot apply on line but must appear personally at Edisu counters indicated in Art. 26, Par. 9 of the Notice. In order to be eligible for the second instalment, the student must achieve at least 20 credits if enrolled full time or 11 credits if enrolled part time by the 10th of August, 2012. These credits must, with no possibility of extension, be certified to Edisu by 1 October, 2012.

If the credits referred to above are not achieved by 30 November, 2012, the students scholarship will be revoked and, when requested, the halls of residence accomodation and he/she must return the amount received (Art. 34 Notice of Competition).

NON-EU STUDENTS ENROLLED FOR THE FIRST YEAR OR WHO DO NOT CONFIRM THEIR ECONOMIC DATA
The students enrolled for the first year who have never applied for a scholarship or who cannot confirm their economic data must complete the appropriate APPLICATION FORM, available on the website: www.edisu.piemonte.it within the Non-EU student profiles and at all the Edisu offices (addresses and hours in the section Edisu risponde on the site). Once the form is completed and signed, it must be sent to the address indicated on the Table E published at the bottom of the Notice of Competition or delivered to the Edisu offices together with the consular documents specified in the Notice.

HOW TO APPLY

NON-EU STUDENTS WHO CONFIRM THE ECONOMIC DATA


These students must access the compilation of the on line application using one of the following codes: USER CODE 2011: for the students who do not have a PIN on the 1st of July, 2011; PIN: for the students who have already submitted scholarship applications in preceding academic years and already have a PIN. The application must be: completed and transmitted on line by all the students following the procedure available on the Edisu Online Service (except for Non-EU students who cannot confirm their economic data). At the moment of transmission of the data, Edisu will send a receipt with the subject Data acquired via web at the e-mail address provided by the student; printed, signed and sent to Edisu, for the envisioned cases and as per the modality set forth in Articles 8 and 26 of the Notice. The students without a PIN must: register themselves at the on line service on the Edisu website to obtain the USER CODE 2011; access the scholarship application form, fill it out and transmit on line;

print and sign the application form filled in on line; send the form by post service, together with a copy of the identification document. The students who have an active PIN must: Fill in the application including all fields using exclusively the procedure within the on line service of the Edisu website; Transmit it exclusively online. The modifications of the data transmitted on line are only permitted under the terms of the deadline for submission of the application and in accordance with the modality set forth in Art. 8, Par. 3 of the scholarship Notice.

PIN ACTIVATION
After having submitted the application in accordance with the above described modality, the Non-EU student must proceed with the request for the PIN (Personal Identification Number), that will permit him/her to access the on line services, signing the relative form available at the Edisu offices. Thereafter, to complete the activation of that code, the correct guided procedure must be followed, available at the on line service at the section: Tutto sul PIN (All about PIN), at the item Sei un studente Extra EU che deve completare lattivazione del PIN? (Are you a non-EU student whose PIN is to be activated?)

SEVENTH SEMESTER AND FIRST YEAR OF MASTERS DEGREE


The application for the seventh semester and for the first year of the masters degree allows the submission of the application for benefits for the two different course studies at the same time. This type of application can be submitted exclusively by the students enrolled full time, who are in their seventh semester in a Piedmont university and who find themselves in the conditions reported in Art. 23 of the Notice of Competition. The Non-EU students, even if they have a PIN, must submit the application for the seventh semester and first year of the masters degree going directly to the offices and filling in the form before the deadline indicated in Art. 24 of the Notice of Competition.

These students must submit new consular documents attesting to the economic and assets situation of their immediate family (Art. 26).

CLASSIFICATION LISTS
Check the classification lists After having properly submitted the application, the student need only to await the publication of the classification lists which can be viewed on his/her personal page at the On line Service. For each benefit, Edisu first publishes a provisional classification list and later a definitive classification list. The students requesting a scholarship and the hall of residence service must first view the list relating to the hall of residence accomodation and then that relating to the scholarship. Provisional classification list relating to the halls of residence: - ELIGIBLE: the student need only await the outcome of the definitive classification list. - EXCLUDED: the student must verify the motive for his/her exclusion and if the reason is based on a material error in compilation of the application, he/she can submit a complaint, within the period set in the Notice of Competition, submitting the correct form available on the website. It is possible to verify the outcome of the properly submitted complaint with the publication of the definitive list. Definitive classification list relating to the halls of residence: - WINNERS: the student must accept the place in the halls of residence submitting the correct procedure available at the on line service. - ELIGIBLE: the student must accept of the place appearing for the respective public call. On that occasion there will be assigned, to the students considered eligible, the places eventually available after the acceptances of the winners. - EXCLUDED: the student does not fulfil the requirements set forth in the Notice of Competition or has not remedied eventual material errors of compilation in the complaints phase. The Non-EU students enrolled in the first year applying for Edisu halls of residence, resulted winners on the classification list of the halls of residence service, must formalize the acceptance of the place by responding to the public call at the offices, on the days and at the hours established in the following Table. The organisational modality will be set forth in detail on the occasion of the public call. The winners who are unable to personally attend can appoint

The Non-EU students with their families resident in a country not member of the European Union who appear for the public call for the eligibles and who cannot benefit from use of halls of residence accommodation for lack of availability will obtain a non-resident scholarship grant, including a supplement of 1,700.00 relating to the halls of residence accomodation not being received. The Non-EU students with their families resident in a country which is a member of the European Union, in order to obtain a non-resident scholarship grant, including a supplement of 1,700.00 relating to the halls of residence accomodation not being received, must present a certificate of house rental in the manner and by the deadline indicated in Art. 9, Par. 2 of the Notice of Competition.

CLASSIFICATION LIST VALIDITY AND CALLS DURING THE YEAR


The classification list predisposed pursuant to Art. 12, Par. 4 ceases to have validity on 30/11/2011. After the public call, in the case of availability of places, the student will be contacted for the eventual assignment via email at the address indicated in the application. Students contacted after 30/11/2011 who have presented the declaration of house rental, in the modality and within the

terms specified in Art. 9, Par. 2 of the Notice, become, for all intents and purposes, considered non-resident, and in case they accept an offered place, the amount of the halls residence accomodation service utilised will be deducted from the second instalment of the scholarship grant. The students contacted after 30/11/2011 who have not presented the declaration of house rental, in the modality and within the terms specified in Art. 9, Par. 2 of the Notice, will be considered commuters, as far as the scholarship amount is concerned, in case they accept a place in the halls of residence, must pay a monthly flat sum of 155.00.

ALLOCATION OF THE SCHOLARSHIP


The scholarship will be allocated in two instalments:

RESTAURANT SERVICE
The Edisu restaurants are open to all university students and pay special attention to the quality and variety of the menu. In the case there are no university restaurants in the neighbourhood, alternative services under agreements offer a valid solution. The amounts applied (whole or facilitated) are differentiated according to the economic situation of the student. For more information check the info leaflet on the Edisu restaurants. The application for a scholarship also includes Edisu restaurant service.
