BUDGET COMMITTEE MEETING

CALL TO ORDER:
The meeting was called to order at 6:00 p.m. by Chris Brantley, Budget Committee Chair. Wendy Akins called roll and a quorum was established. APPROVAL OF MINUTES: The November 29, 2011 minutes were unanimously approved as written. FOLLOW-UP November 29, 2011 Meeting: The Committee voted and agreed to have staff research additional funding options and in-kind services the district may be able to use during the next fiscal year. Mr. Wolfe will present this information at the February committee meeting. SPECIAL REPORT High School Graduation: Kelly Carlisle, Director of High School Education explained graduation rates in the district have continued to improve over the past five years. The assessment tools schools and teachers use to gauge student achievement is directly linked to this data. The use of the assessment tools and student data is specifically identified in the districts Strategic Plan. This plan is how the district implements the vision of the district.

Therefore the following programs have been put into place:

Salem-Keizer Budget Committee January 24, 2012 meeting minutes Page 3 of 5 Graduation Coaches Tony Martinez a returning student from North explained he feel behind in his school work and then dropped out. Leticia Jaramillo was assigned as his graduation coach and he is now on the path to get his GED and college. Being at the Literacy Center has taught him how to interact with students and teachers. Leticia explained she is also working with a sophomore student who did not earn any credits during her freshman year. Currently she is recovering all of her freshman and sophomore credits and is on track for attending her home high school her junior year. High School Graduation Initiative Ken Phillips, Coordinator Special Projects explained the framework of the High School Graduation Initiative focuses on prevention, intervention & dropout reengagement. Elements of the initiative include: A variety of educational options Support for life beyond school Social and emotional support A positive school culture Collaboration Policies that support the work Smart use of data Adequate and flexible funding Programs of the initiative include: Summer Transition: At risk incoming freshmen class is pre-assessed and post assessed in reading, writing and math. Students grades, credits, attendance, and discipline are monitored to ensure student success. Staff is encouraged with the outcome. McNary and North were added to the program this year. Parent Engagement Workshops: In partnership with SKCE, workshops are held so parents can help students be successful in high school and beyond. Sophomore Connection: Sophomores recover freshman core credits as well as obtain sophomore core credits which will allow them to attend their home high school their junior year. A video about the Sophomore Connection is available on the districts web site.

The Roberts Annex Literacy Center which is adjacent to McKay High School was completed in early January. The center manages the Credit Link, SK On-Line, and Sophomore Connection programs. Some Special Education Services are also provided in this building. The Graduation Initiative Programs are funded by grants. The programs are in year two of a five year grant. Jason Ritter from the Literacy Center explained some of the successes of the center. A student from Mr. Ritters class explained once she dropped out of school she just stayed home. She is now attending classes at the Literacy Center. She is excited to go to school and is 2/3 of the way to receiving her GED. She said school clicked for her when she felt teachers cared and respected her. They have opened her mind and have shown her new things.

Salem-Keizer Budget Committee January 24, 2012 meeting minutes Page 4 of 5 The committee recognized the several athletic directors, coaches and students that were in the audience and the role they play in keeping students active in school. Doug Livermore, Automotive Teacher from Sprague introduced two students who have graduated and are currently using the automotive skills learned in his classroom at college and in their professional life. They both explained the benefits they received from attending the automotive classes. Mr. Carlisle clarified the graduation statistics presented in the presentation did not include students who receive a GED or who complete high school in more than four years. CURRICULUM & INSTRUCTIONAL SERVICES: Susan Rieke-Smith, Director explained Curriculum and Instructional Services is now one department. This allows the district to have a deeper assessment of the curriculum and instruction programs. This is important because the department is responsible for the first five bullets of the Strategic Plan. STUDENT SERVICES: Ruth Gelbrich, Director explained 100% of IAPs were completed by December. The district has cut some services from WESD which is a cost savings to the district. We are now providing those services ourselves. There are some services like early child evaluation which ESD will continue to provide as it is not cost effective to take over. PUBLIC COMMENTS: Annie Morton, PACE representative explained the group is committed to student achievement and supports the districts / committees efforts to obtain stabile school funding and hope efforts will lead to legislative changes. Caryn Connolly explained members of the ASK ESP and OEA associations are gathering on the steps of the capital on Feb 20th. They are doing so to help get the message out about educational funding. A post card with event information was handed out. Participants are encouraged to wear red. No other comments were received.
