SUMMARY RECORD OF DISCUSSIONS OF THE 8th MEETING OF STU CO-ORDINATION COMMITTEE HELD UNDER THE CHAIRMANSHIP OF Pr.

SECRETARY (MPP & POWER), GoHP AT SHIMLA ON 20.4.2011. The 8th meeting of the STU Co-ordination Committee was held on 20.4.2011 in the chamber of Pr. Secretary (Power) to discuss various Agenda Items circulated vide HPPTCL letter No. HPPTCL/STU-VolII/2011/220-28 dated 16.4.2011. The list of participants is as per Annexure-I. During the discussions, following decisions were taken:-

1. Construction of 220/66/22 kV (GIS) Sub Station at Bhoktoo: In order to evacuate 8 MW of power of Shyang (3 MW) and Tangling (5 MW), 220 kV Kashang- Bhaba line shall be charged at 22 kV and terminated at 66/22 kV sub station at Nathpa through T-connection. This arrangement shall be completed by HPPTCL before 15th May, 2011. HPSEBL confirmed that since the above arrangement can comfortably evacuate 8 MW of power and 22/66/220 kV sub station at Bhoktoo shall be commissioned by HPPTCL by 31st March, 2013, the planned interim arrangement by providing 66/22 sub station at Bhoktoo shall not be required. In the meantime, if other projects provided connectivity at Nathpa sub station at 22 kV are commissioned, HPSEBL shall augment the existing transformation capacity at Nathpa after taking in to account the over all evacuation requirements. HPSEBL shall pay applicable wheeling charges to HPPTCL.

2. Evacuation

Beaskund

HEP

MW):-

Committee was apprised about the firmed up interim arrangement for evacuation of power of Beaskund HEP (9 MW) by installing 33/220 kV, 31.5 MVA sub station in the 220 kV yard of Allain Dhuangan HEP with transformer to be provided by HPPTCL and rest of the equipment to be provided by the developer of Beaskund HEP. The interim arrangement shall be erected by the Developer of Beaskund HEP at their cost and can evacuate 15 MW of power including Beaskund HEP. M/S ADHPL agreed that they will provide space for installing the transformer. HPPTCL shall depute its engineer (s) to the office of M/S ADHPL at Noida to work out the space requirement in the 220

kV yard of Allain Dhuangan HEP and its control room for installation of proposed interim arrangement. Director (Energy) shall provide the quantum and commissioning schedules for the projects in Naggar and Prini areas for planning the capacity of Naggar Pooling Station. Details will be obtained from Himurja, if necessary.

3. Construction of 4 Nos. Transmission Projects to be built by


HPPTCL with financial assistance from ADB (Tranche-I)Committee noted the techno economic concurrence accorded by CEA to 3 Nos. Transmission Projects covered under Tranche-I of ADB Loan. HPPTCL shall revise the proposal for 66/220/400 kV P.S at Wangtoo as per remarks of CEA and availability of land at site for approval of Northern Region Constituents. Time lines for completion of these Transmission Projects are as under and progress shall be reviewed in future meetings of the Committee :Name of Project Commissioning Date 31st March, 2013

220/400 kV P.S at Pragati Nagar- 30th June, 2013 220 kV Hatkoti- Pragati Nagar D/C Line- 30th June, 2013 66/220/400 kV P.S at Wangtoo- Time line shall be given in the next meeting of the Committee.

4. Joint Evacuation arrangement for projects in Tissa area: Decision on proposed transfer of 132/33 kV sub station at Kurthala with 132 kV connecting line under construction by M/S TPTPL, to HPPTCL was deferred as HPSEBL needs time to study the financial implications of payment of access charges payable by HPSEBL to HPPTCL. 5. 400/220 kV, P.S at Hamirpur: Requirement of number of bays at 400/220 kV Regional P.S of PGCIL planned at Hamirpur shall be reviewed in the next meeting of STU Coordination CommitteeTechnical and brought to the next meeting of this Committee. 6. 33/220 kV, 1x50/63 MVA P.S at Karian (Chamba): All the milestones are being met to achieve commissioning of the Transmission Project in September, 2012. 7. Augmentation of 33/132 kV Transformer at Dehan (Palampur): 33/132 kV, 16 MVA transformer at Dehan has been

augmented by HPSEBL to 31.5 MVA on 19.4.2011 against the target date of 30.4.2011. 8. Evacuation of power of Toss (10 MW) HEP M/S MPCL shall raise claim for transmission charges to HPSEBL for wheeling of 10 MW of Toss HEP (10 MW) over 132 kV Malana (86 MW) - Bajaura D/C line of M/S MPCL. Director (Technical), HPSEBL shall hold discussions with M/S MPCL in this regard and apprise the Committee in its next meeting. 9. Evacuation of power of Allain Dhuangan (192 MW) and Malana-II (100 MW) HEPs Committee expressed concerns over continued delay in resolving the issues connected with evacuation of Malana-II (100 MW) power through 220 kV D/C Prini- Nalagarh line of M/S ADHPL. It was advised that M/S EPPL must enter in to dialogue with M/S ADHPL to resolve the issues expeditiously. The two can jointly ask HPERC to fix tariff if they can not come to any understanding. As this is a bilateral arrangement, both parties must settle the issue through dialogue. 10. Aviation Marking/ Pylon Balls on the EHV Lines in the State Except M/S ADHPL, no response has been received from any other Transmission Agencies in the State. HPPTCL and HPSEBL shall prepare the list of EHV transmission lines with the status of Aviation marking/ Pylon Balls and apprise the Committee in its next meeting. 11.Committee was apprised that certain transmission projects are being planned by HPSEBL with out prior knowledge/approval of STU which is affecting the over all planning of integrated network being done by HPPTCL. It was decided that HPPTCL shall hold discussions with HPSEBL and come out with a voltage level/ norms above which all the proposals shall require approval of the STU. Next meeting of the Committee shall be held on 27.5.2011 at 11.00 A.M. The meeting ended with a vote of thanks from and to the Chair.
