Chapter-1 INTRODUCTION This document is being issued by BSNL Corporate Office, New Delhi and this defines the approval and evaluation procedures to be followed by Quality Assurance Circle for approving Telecom products before they are inducted into the BSNL Network. 1.1 Type Approval: Earlier the Telecom Engineering Centre (TEC) was carrying out the Type Approval of Telecom Products and issuing Type Approval Certificate (TAC). Now, in addition to other QA activities the Telecom Quality Assurance Circle of BSNL has taken over the Approval work of Telecom products being procured by BSNL and will be issuing Technical Specification Evaluation Certificate (TSEC). 1.2 Technical Specification Evaluation Certificate (TSEC): All indigenous and imported equipment shall under go Approval process and possess valid TSEC before getting inducted in Telecom Network unless otherwise specified by Competent Authority. The document presents the procedure to be followed for: a) Approval of telecom products, which are held privately as terminal equipment b) Approval of telecom products to be used as part of BSNL Network c) Approval of telecom equipment / under ground cables being procured by BSNL d) Approval of telecom Line and Wire Materials being procured by BSNL The detailed procedure being followed by BSNL QA in Approval of above products is given in subsequent clauses of this document. 1.3 Validation The products of latest technology being introduced for the first time in the Network will under go validation by a validation team constituted by Planning Branch of BSNL. The category of equipment which shall under go validation will be decided by Planning Branch of BSNL depending on the technology. No TSEC is required to be obtained for the equipment, which have undergone validation. However, Bulk Production Clearance will be issued after conducting relevant tests mentioned in the subsequent clauses when the manufacturer offers the first production lot after getting validation clearance. 1.4 Saving Clause: In the matter of interpretation of the various clauses of this document, decision of CGM QA, Bangalore is final. In the following paragraphs, CGM QA organisation and certain other bodies prescribing the standards are detailed.

1.5 Telecom Quality Assurance Circle The Telecom Quality Assurance Circle is headed by the Chief General Manager and its Head Quarters is at Bangalore. It is the nodal agency responsible for issuing Approval for the Telecom equipment/cables/Line and wire material and assuring quality in equipment procured for BSNL Network and to ensure that quality is maintained through each stage of manufacture from design to delivery and beyond. As an organisation, which has been entrusted with the authority of dealing with all matters relating to quality of supplies to BSNL, the Telecom Quality Assurance (TQA) Circle has the basic responsibility of assuring quality of products supplied to field units so as to achieve the ultimate goal of satisfactory customer service. TQA Circle consists of Telecom QA Circle Office, Technical Specification Evaluation Centres (TSE Centres), Component Approval Centre Telecom (CACT) and a large number of Telecom QA Centres spread across the country at different places mostly located in proximity of equipment manufacturers premises. CGM, TQA Circle lays down the procedure for Approval of products and issues Technical Specification Evaluation Certificate (TSEC), frames the policies and objectives of the QA activities in his Circle and monitors their implementation. The procedures followed by BSNL QA in approval of components and source materials, Quality Control functions exercised during bulk production by inspection at factory, quality and reliability aspects related to production of equipments, field feedback analysis, Infrastructure Assessment and Vendor Rating are given in Quality manual QM-101 issued by Telecom Quality Assurance Circle, Bangalore. 1.5.1 Technical Specification Evaluation Centre (TSE Centre): Telecom Quality Assurance Circle has set up a dedicated wing called Technical Specification Evaluation Centre (TSE Centre) with offices spread all over the country. This wing of BSNL TQA Circle is responsible for Approval of Telecom products and issuing Technical Specification Evaluation Certificate (TSEC). It also deals with feedback studies and certain standardisation related activities in the domain of design, assembly and QA inspection procedures of various products. The main functions of TSE Centre are 1) Approval of Telecom products including Line & Wire material and issue of Technical Specification Evaluation Certificate (TSEC). 2) In case of products manufactured on HTOT basis and the latest technology equipment that have under gone validation, concerned QA Centres will conduct relevant tests as per Cl.No.5.3 on the equipment when the manufacturer offers first production lot. If all the requirements are met, the QA centre will continue the QA testing of further bulk produced equipment with intimation to TSE Centre, Bangalore.

Technical Specification Evaluation Centre (TSE Centre) has offices/Centres in the following places a) Central Office: Bangalore b) Regional Offices: New Delhi, Kolkata, Mumbai and Hyderabad The organizational chart of TSE Centre is given in Annexure-1 and jurisdiction chart is given in Annexure-2. 1.6 Telecommunication Engineering Centre (TEC) The Telecommunication Engineering Centre (TEC) headed by Sr.DDG is the nodal agency and is responsible for drawing Standards, Interface Requirements (IR), Service Requirements (SR) and Generic Requirements (GR), Test Schedule and Test procedure (TSTP) for BSNL, field evaluation of telecom products and systems for BSNL, network planning and provides advice to BSNL in respect of introduction of new technologies. TEC consists of HQ group New Delhi and Regional Telecom Engineering Centres (RTEC) presently located at Bangalore, Mumbai, Calcutta, New Delhi and Hyderabad. 1.7 Planning Branch The planning branch of BSNL is responsible for planning and processing cases for equipment procurement through the Material management Branch of BSNL. 1.8 Technical and Development Circle The Technical and Development Circle (T & D) of BSNL is responsible for Acceptance Testing of equipment installed in the BSNL Network and issues necessary clearance for commissioning the systems. This unit is located at Jabalpur and headed by Chief General Manager. This Circle will co-ordinate with TSE Centre during field trial of the equipment as part of Approval process. 1.9 Material Management Cell of BSNL Material Management Cell of BSNL is responsible for all Tenders and Material procurement on behalf of BSNL.The Cell is located in BSNL, Corporate Office, New Delhi.Telecom Circles/Districts are responsible for all tenders and material procurements of decentralized items.

Chapter-2 TYPES OF EQUIPMENT, APPROVALS AND VALIDITY 2.1 Types of Equipment / Services The equipment for which the TSEC Approval is sought is envisaged to fall under one of the following categories a) Type-1: As a indigenous or imported Telecom terminal equipment, switching /transmission equipment connected to the BSNL Network or any other service provider network switched or non-switched leased lines b) Type-2: As an equipment used as part of a private network or licensed public telecom service network and connected to the National Telecom Network c) Type-3: As an equipment / cable to be procured by the BSNL for use within its telecom network d) Type-4: As a test / monitoring / repair equipment to be procured by the BSNL for use in the telecom network but not forming part of the network 2.2 Types of Approvals The types of Approvals applicable for the above equipment are as follows. i. Approval of equipment This approval is applicable to Type-1, 2,3 and 4 of equipment and is given for particular model of equipment. This approval is given after it is evaluated against the relevant Generic requirement (GR) / Tender or Purchase Order specification. If TEC GR does not exist for any of the equipment but BSNL desires to procure the same for inducting in the Network, the approval will be issued against BSNL Tender/ Purchase Order (PO) Specification. The Approval will be processed by TSE Centre of Telecom Quality Assurance Circle. When the equipment is evaluated against GR, Technical Specification Evaluation Certificate will be issued as given in Annexures-3a/3b/3c. When the equipment is evaluated against particular Tender / Purchase Order specification, Technical Specification Evaluation Certificate will be issued with the validity of Tender/Purchase Order as given in Annexure-4. ii. Approval of Technology This approval shall be granted to R & D Organaisations for the Development of Technology and transfer of Technology to other Manufacturers. The Approval will be processed by TSE Centre of Telecom Quality Assurance Circle within the framework of DCC.

iii. Approval of HTOT Product: In respect of products manufactured under Horizontal Transfer of Technology (HTOT) between two Indian manufacturing concerns, TSE Centre of BSNL QA issues the Technical Specification Evaluation Certificate (TSEC) to the technology acceptor also, for the approved model of technology provider, without commencement of production, in the premises of technology acceptor, after observing certain formalities. In such cases, first the technology provider should have obtained Technical Specification Evaluation Certificate (TSEC) for the particular model of the equipment before giving HTOT to other manufacturer. An undertaking is obtained by TSE Centre from technology acceptor before issuing Technical Specification Evaluation Certificate (TSEC) to the effect that the equipment from the first production lot will be offered for QA testing after actual manufacture at the premises of the technology acceptor or SKD version of the equipment. The technology acceptor should have valid Infrastructure Assessment clearance for the offered product. If a Manufactures / Trader already possesses a Technical Specification Evaluation Certificate (TSEC) for a particular type of equipment on TOT/HTOT basis from a Collaborator, same type of equipment cannot be offered for TSEC on TOT/HTOT basis during the currency of the TSEC. . In such cases TSEC will not be issued for the product. iv Approval for source materials/components: This is applicable to the raw materials required for the manufacture of under ground cable, optical fibre cable, TSF & FDMS and various components to be used in manufacturing the telecom equipment. The approval shall be processed by CACT, BSNL QA Bangalore. 2.3 Validity of Approvals a) The validity of a Technical Specification Evaluation Certificate (TSEC) is normally for a period of three years. During currency of the validity, if there were to be changes in the basic design / basic functions of the equipment or any amendment to the clauses of the specifications or the specification itself or change of name of company or change of address of the company, the validity of such certificates will automatically expire. The manufacturer shall have to apply for fresh TSEC, offering samples produced to the new specification. b) If the equipment is offered against any particular Tender / Purchase order of BSNL as per the terms and conditions of Tender/PO, the Technical Specification Evaluation Certificate (TSEC) will be issued for validity of Tender / PO only.

c) If a manufacturer already possesses a TSEC with normal validity for a product against GR and wants to supply the equipment against a tender/Purchase Order wherein some specific additional requirements/features are called for, the following procedure will be followed i) Only incremental tests will be carried out pertaining to the Tender/PO requirements and if the equipment meets the Tender/PO requirements without any major Hardware/Software change, which affect the GR parameters, an approval letter will be issued with validity for the particular Tender/PO. However, the validity of TSEC remains unchanged. ii) If major Hardware/Software change is involved to comply the Tender / Purchase Order requirements, the case will be rejected and it will be treated as fresh TSEC case. Manufacturer may offer the equipment for fresh TSEC against Tender/PO specification/requirements.

d) The validity period indicated is purely at the discretion of the Approval Authority and reasons for issue for a period less than normal will be made known. e) During the period of validity, the Inspection Authority reserves the right to review, re-assess or withdraw the Technical Specification Evaluation Certificate (TSEC) on sufficient grounds. Such cases of withdrawal of Technical Specification Evaluation Certificate (TSEC), if any, will be decided by the Chief General Manager, Telecom QA Circle, Bangalore as the case may be and his decision shall be final and binding on all concerned.

Chapter-3 APPROVAL OBJECTIVES 3.1 Approval Objectives 3.1.1 The TSEC procedure given in this document is the combination of both Type Approval carried out by TEC earlier and the Production Qualification Tests (PQT) being done by BSNL, QA. The tests recommended during the TSEC process qualify the conformity to specification, production & quality processes of the manufacturer under single certification. No PQT is required to be conducted on the equipment having Technical Specification Evaluation Certificate (TSEC). However, in case of HTOT products the relevant tests will be conducted by QA Centre on the equipment of first production lot in the Technology Acceptors premises. 3.1.2 The objective is, to certify, through the process of granting of an Approval Certificate to a product, that a particular product meets the technical specification against which it is tested, that its design, production quality and reliability are evaluated through quality assurance methods and that it is fit for use in Telecom Network of BSNL. Overall objective is to help in the identification of sufficient number of vendors for each product for facilitating procurement of quality products, as and when required, at competitive price, for use in BSNL Network. 3.1.3 Issue of an approval does not guarantee that the BSNL shall necessarily place orders on the manufacturer for the supply of the product. It merely qualifies the product for meeting the clauses of the relevant specification. Actual supply of equipments to the BSNL depends on the procurement policy and procedures of BSNL. 3.1.4 For manufacturing the product conforming to the requirements of the BSNL in terms of quality, delivery and capacity. 3.1.5 By granting the Approval to equipment TSE Centre confirms that an individual piece of Telecom equipment it has tested and that equipment, identical both in terms of hardware and software with the test sample submitted earlier to TSE Centre is suitable a) For use as terminal equipment in the BSNL Network b) For use as Telecom equipment as Network or non-network equipment by the BSNL when approved against relevant Generic Requirement (GR) and its associated test schedule and test procedure. 3.1.6 The Approval shall not include the operating license required for operating a Public Telecom service. 3.1.7 The Approval may refer to the entire Telecom equipment or to individual pieces of equipment or software / hardware modules.

3.1.8 Approval of equipment shall include software evaluation for compliance to the GR/Tender or Purchase Order specification wherever applicable. The particular software version evaluated shall be clearly mentioned in the certificate. 3.1.9 The Approval shall include evaluation of the manufacturers claimed product specific facilities / features etc. 3.1.10 In general all equipment to be approved against a GR/Tender or Purchase Order specification shall be subjected to field trial and environmental tests unless otherwise specified in the GR / Tender or Purchase Order specification. 3.1.11 Approval shall be granted after evaluating the product against all the clauses of the GR/Tender or Purchase Order specification i.e. Approval cannot be given to part of the specification clauses while leaving out the rest. 3.1.12 The GR/Tender or Purchase Order specification may have both essential and desirable clauses. Where the equipment meets the desirable clauses of the specification, it shall be mentioned in the covering letter issued with the Approval Certificate.

Chapter-4 ELEGIBILITY FOR APPROVAL AND OFFERING PROCEDURE 4.1 Eligibility for Approval: Any Indian manufacturer, Authorized trader / dealer of a foreign manufactured equipment or local office of a foreign telecom equipment manufacturer (called Applicant in this document) is eligible for seeking Approval for an equipment for which an approved TEC GR / Tender or Purchase Order specification exists. In the case of products, which are in the negative list of imports, only Indian manufacturers, or manufacturers who have entered into a Transfer of Technology (TOT) with a foreign firm for manufacture of the product in India, are eligible to apply. The Applicant shall approach the TSE Centres of BSNL QA Circle for Approval of his product against payment of prescribed test charges as given in Chapter-7 of this document. The Approval granted to an Applicant is in his name and is for a particular model of the product and for a particular software version (wherever applicable) and under production at the stated site. The product must be actually under serial production at the claimed manufacturers site under manufacturers model No. and serial number. For indigenous products the applicant must be the manufacturer. The Approval is applicable to supply of the certified product under the certified brand name / model No./Hardware & software version number either directly by the Applicant or through any of his dealers within India. If the Applicants same product is available under different brand names for different dealers he is required to apply separately for each brand of product. In case of Traders, if the Foreign Company is having equity participation in the Indian firm, FIPB clearance is required. If the foreign firm is not having equity participation, the Trader has to submit an undertaking to that effect. Application for Approval and the Certificate issued to the Applicant shall clearly indicate: a) The GR against which Approval is granted, in case when the application is made for Approval against a GR. b) The Tender or Purchase Order specification against which the Approval is granted, in case when the application is made for Approval against the particular specification for BSNL Tender or Purchase Order. 4.2 Application: Manufacturer may approach the concerned Technical Specification Evaluation Centre (TSE Centre) under whose jurisdiction (as given in Annexure-2) his manufacturing unit exists for applying for Equipment Approval. Telecom Factory: Infrastructure Assessment, TSEC and all other test fees are exempted for Telecom Factories. Equipment Approval: The request for both Infrastructure Assessment of the firm for the equipment to be offered and the Approval of the product shall be made to the TSE Centre of BSNL QA Circle in the prescribed form QF-101 given in Annexure-7 indicating clearly the Applicants name, GR/Tender or PO specification number (s) against which the Approval is sought and details of equipment i.e. in the case of equipment Approval, name

of the product, model No, software version number wherever applicable, manufacturing address etc. And along with application (duly filled in QF-101), the documents given in Cl.No.4.3 below shall be submitted. i) There is no separate Assessment of Infrastructure of the company, it is part of TSEC process. Fees for Infrastructure Assessment will be collected along with TSEC fees. ii) The duly filled in IA formats QF-501 (Annexure-5) and QF-502 (Annexure-6) may be submitted along with QF-101. iii) The submitted documents will be scrutinized and if they are as per the requirements, the TSE Centre will forward a copy of QF-501 and QF-502 to the concerned DGM, QA. iv) Infrastructure Assessment for the offered product will be taken up by TSE Centre first before the commencement of TSEC Evaluation process. v) The Officer(s) who has carried out the IA will forward the case to TSE Centre Bangalore with clear comment of recommended/ not recommended with a copy to concerned DGM, QA. vi) TSE Centre Bangalore will issue the IA clearance after scrutinizing the IA report and if the case is deemed fit. vii) If any deficiencies/short comings are noticed during the assessment, the same will be communicated to the firm for compliance within stipulated period. If the manufacturer fails to comply within the stipulated period, the TSEC Evaluation will not be continued and Approval case will be treated as closed and the fees forfeited. viii) In case of Traders, the infrastructure shall be sufficient to support final product testing, after sales service and maintenance. ix) If the manufacturer is already having the valid IA clearance obtained earlier for the offered product, the above procedure is not applicable and TSEC evaluation will be commenced. x) If the company address is changed or manufacturing unit is shifted to new location or name of the company is changed, the manufacturer has to obtain TSEC for the changed name/address after paying required fee. In case of shifting of manufacturing unit to new location, the firm has to submit QF-501 & 502 along with QF-101 with IA fees. TSE Centre scrutinizes the documents and if they are in order, concerned DGM, QA will be asked to carryout the IA and submit the report. If the infrastructure Assessment is recommended, TSEC will be issued for the changed address. 4.3 Offer of Equipment: The equipment shall be offered by the Company for Approval to any TSE Centre with the following details All the documents submitted shall be in duplicate (in two separate folders) and in Hindi / English. 4.3.1 Fresh Approval: 1. Forwarding letter 2. Form QF-101 as given in Annexure-7 (Duly signed by the Authorised signatory) 3. Industrial License / SSI registration copy 4. An affidavit attested by Notary Public for each product / model. (Format is given in Annexure-8) 5. In case of manufacturer with Transfer Of Technology (TOT)/ HTOT, a certified copy of MOU shall be submitted

6. In case of traders, authorization letter in original from the manufacturer appointing him as Trader for that product 7. In case of Traders, if the Foreign Company is having equity participation in the Indian firm, FIPB clearance is required. If the foreign firm is not having equity participation, the Trader has to submit an undertaking to that effect. 8. Clause-wise compliance to TEC GR against which the Approval is sought (signed and stamped on each page) 9. Quality Manual of the Company (Not required if the firm is already having valid TAC for any product) 10. The complete test results of the offered equipment (in original) 11. When the equipment is offered for Approval against particular Tender/Purchase Order, the firm shall submit the additional documents a) Copy of the purchase order/Tender document/Tender clarification for examination and verification b) The clause-by-clause compliance to the Purchase Order / Tender specification / Special conditions of contract with relaxation from Competent Authority for the non-complying parameters, if any. (signed and stamped on each page) 12. Quality Plan of the Product and extent of its implementation. In case of projects under Transfer of Technology (TOT), collaborators' Quality Plan may be submitted. 13. Component Approval: List of components with ratings, source list and their approval status shall be submitted. a) If the equipment is indigenously developed and manufactured in-house, all the components used in equipment shall have approval from CACT, Bangalore. b) If the equipment is procured by the manufacturer in final finished form from the foreign collaborator (SKD version) under transfer of technology, all the components used in equipment shall have approval from Collaborator. The collaborators component approval list shall be submitted. c) If the equipment is of CKD version, (assembled by the manufacturer after procuring complete hardware in the kit form from the foreign collaborator), all the components used in the equipment shall have approval from Collaborator. The collaborators component approval list shall be submitted. d) If the electronic components used in equipment under TOT from foreign Collaborator are indigenised, the components shall have approval from CACT and the Collaborator. e) For the equipments manufactured under transfer of technology (TOT) from Indian firms M/s ITI Bangalore and C-DOT, all the components used in these equipments shall have the approval of respective collaborators. In case of transfer of technology from other companies other than mentioned above, all the components shall have approval from CACT. Advance action may be taken by the manufacturer to get all the components approved by CACT, Bangalore-560016, as per QM-324. Copy can be procured from DGM CACT. 14. The details are given in Annexure-2. In case of traders / dealers / local office of the foreign telecom equipment manufacturer, he may approach the TSE Centre within whose jurisdiction his head office is located. In case of any ambiguity or controversy about the jurisdiction, the decision of CGM, QA is final. Sample submission for Approval: The configuration of equipment to be offered shall be as per the GR against which the approval is sought. OR If the approval is against a Tender/Purchase Order (PO), the configuration to be offered shall be as per GR and the Tender/PO. OR

For the equipment where the configuration/number of samples to be offered for TSEC is not mentioned in GR/Tender/PO, the configuration to be offered for approval shall be decided on case-by-case basis. The equipment shall be offered with single / mixed interfaces/ports/features as called for in the GR with full capacity. If the documents submitted along with offering form QF-101 are found to be in order by TSE Centre and the test results, system features and compliance report indicate that the product meets the requirement of GR / Tender or Purchase Order specification the Applicant shall be requested to fill up the form QF-103 with requisite test fee. The firm shall be asked to submit the requisite number of samples/equipment and ready for evaluation by TSE Centre. However, in some cases TSE Centre may decide not to undertake elaborate evaluation testing and accept the test certificate of approved test laboratories or earlier test results. In such cases original or certified test report and certificate of conformity shall be required in addition to the other documents mentioned in this document. i) For equipment approval the test samples shall be sent to TSE Centre or to the location assigned by TSE Centre. The transportation, installation, interconnecting and lease costs shall be borne by Applicant. After completion of the test, the samples shall be returned to the Applicant at his expense. Custom clearance if required, shall be the responsibility of the Applicant. TSE Centre is not responsible for any damage in transportation and damage during a standard test of the sample. ii) The sample/equipment submitted to TSE Centre shall be a production model from the claimed manufacturers plant and should be under serial production. The equipment shall be evaluated at any location depending upon the physical size of equipment and also depending on the available test facilities at the concerned BSNL QA office, at the manufacturing plant or any other test laboratories. In exceptional cases the equipment will be tested at site also.

5.3 HTOT Cases: In case of HTOT products, when the Technology Acceptor after obtaining TSEC offers SKD version of the equipment (M-3) for Bulk testing, the following tests will be conducted by concerned QA Centre. If the equipment meets all the requirements, Bulk QA testing will be continued by the QA centre with intimation to TSE Centre Bangalore. No test charges will be collected. 5.4 Equipment validated by BSNL: In case of validated products, when the manufacturer after obtaining validation clearance offers the equipment to BSNL QA for Bulk testing, the procedure mentioned in Cl.No.5.3 may be followed for the first production lot in addition to ESS tests (if applicable) 5.5 Renewal of Approvals: The manufacturer shall apply for renewal at least two months before the expiry of certificate or before the period as mentioned in the certificate. 5.5.1 Renewal of TAC after validity expiry: 1. Product having TAC and BPC: Test charges will be collected as given in Chapter-7. If no severe feedback complaints are reported on already supplied equipment and there is no change in the technical status of the equipment, the renewed TSEC will be issued. No tests are required to be conducted. 2. Product having TAC only: Test charges will be collected as given in Chapter-7. The renewed TSEC will be issued after conducting the following tests. a. Document verification b. Verification of hardware and software versions of the equipment c. DCL Check d. Any other tests deemed fit against relevant standards 5.5.2 Renewal of TAC before validity expiry: TSEC with the validity period existing in TAC will be issued after conducting tests mentioned in Cl.No.5.5.1 5.5.3 Renewal of TAC and BPC for GR amendment: Charges for incremental tests will be collected as per TSEC procedure given in chapter-7. The renewed TSEC will be issued after conducting the incremental tests, if required, relevant to the GR amendment. 5.5.4 Renewal of TSEC after validity expiry: 1. No change in technical status: Renewal charges will be collected as per TSEC procedure given in chapter-7. If no severe feedback complaints are reported on already supplied equipment and there is no change in the technical status of the equipment, the renewed TSEC will be issued. No tests are required to be conducted. 2. Change in technical status: Renewal charges will be collected as per TSEC procedure given in chapter-7. The renewed TSEC will be issued after conducting the tests relevant to the changes done. Field trial will also be conducted, if required. 5.5.5 Renewal of TSEC for change of name of the company: Renewal charges will be collected as per TSEC procedure given in chapter-7. The renewed TSEC will be issued after verifying the relevant documents. No tests are required to be conducted.

Renewal of Approval (Change of company address): Test charges will be collected for both Infrastructure Assessment (IA) and TSEC as per TSEC procedure given in chapter-7. As fresh IA will be done for the new premises, manufacturer has to apply for IA with relevant documents and charges along with renewal of TSEC. The renewed TSEC will be issued after verifying the relevant documents. No tests are required to be conducted. Renewal of Approval (To incorporate GR Amendments, Field Requirements, Additional Interfaces / features): Charges for incremental tests will be collected as per TSEC procedure given in chapter-7. The renewed TSEC will be issued after conducting the incremental tests relevant to the changes.

5.6 DETAILS OF TESTS 5.6.1 Verification of Hardware and Software versions of Equipment The hardware and software versions of all the Modules / PCAs / Sub assemblies, whole equipment and OMC / NMS shall be verified and recorded initially. This is required for freezing the Hardware and Software status of the equipment w.r.t drawings before proceeding with further tests. DCL Check: Full quantum of DCL (Defect Classification List) checks may be gone through for the first offer as per Cl.No.5.1 of QM-301/Issue-3/May 2002 or QM-351or relevant QMs for External plant items, Power plants, cables etc. Ambient Electrical tests The equipment shall be tested for performance with the help of calibrated test equipments as per the GR / Tender or Purchase Order specification and test schedules. These include functional checks on equipment and subassemblies to verify conformance to Generic Requirements (GR) / Tender or Purchase Order specification. Against each test clause, the observed performance will be recorded with remarks on deviation when noticed. If deviations are noticed, the same shall be brought to the notice of the concerned DGM (TSE) by testing officer. 5.6.4 Environmental Tests 1. Cold Cycle: This test will be conducted as per latest issue of QM-333 for the Category defined in relevant GR / Tender or Purchase Order specification. 2. Dry Heat cycle: This test will be conducted as per latest issue of QM-333 for the Category defined in relevant GR / Tender or Purchase Order specification

3. Damp Heat cyclic: This test will be conducted as per latest issue of QM-333 for the Category defined in relevant GR / Tender or Purchase Order specification. 4. Rapid Temperature cyclic: This test will be conducted as per latest issue of QM333 for the Category defined in relevant GR / Tender or Purchase Order specification. 5. Damp Heat Steady State: This test will be conducted as per latest issue of QM-333 for the Category defined in relevant GR / Tender or Purchase Order specification. Note: The Environmental tests can be conducted at Manufacturers premises or any recognized laboratory arranged by the Manufacturer. 5.6.5 ESS Tests (Environmental Stress Screening Tests) 1. Thermal Cycle: This test will be conducted as per Cl.No. 3.9.3 of QM-301/Issue3/May 2002. 2. Vibration test: The offered equipment may be shipped in the following conditions a) Modules/PCAs and Rack / Bay/Sub rack of the equipment are packed separately and shipped. b) Modules/PCAs are jacked in the Rack / Bay /Sub rack of the equipment and then packed and shipped. c) Portable equipment such as EPBT, instruments etc are packed independently and shipped. In case of (a) and (b) above, the PCAs/sub assemblies/modules shall be subjected to vibration test in unpacked condition. A special sub rack arrangement may be made for jacking-in the modules and mounting the sub rack on the vibration table. In case of (c) above full equipment shall be subjected to this test in unpacked condition. PCAs/subassemblies/equipment in unpacked condition shall be subjected to vibration test as follows: Sweep for 6 times from frequency 5 Hz to 350 Hz and 350 Hz to 5 Hz, 1 octave per minute at 6mm constant displacement/1.5g constant acceleration whichever is less in all the three axes. Note: 5Hz to 350 Hz and 350 Hz to 5 Hz is treated as one sweep. In addition to physical checks, the critical electrical parameters are to be checked before and after the vibration test to assess the effect of vibration test on the equipment. The details of parameters to be checked will be given in relevant Test Schedule. The test can be conducted at Manufacturers premises or any recognized laboratory arranged by the Manufacturer. 3. Bump Test: PCAs/modules/units/subracks/equipment shall be packed as per the packing specifications submitted by manufacturer and subjected to bump test at 40 g for 1000 bumps. In addition to physical checks, the critical electrical parameters are to be checked before and after the bump test to assess the effect of bump test on the equipment. The details of parameters to be checked will be given in relevant Test Schedule.

The test can be conducted at Manufacturers premises or any recognized laboratory arranged by the Manufacturer. 5.6.6 Salt spray, dust, drop & topple, fall tests (if applicable) These tests shall be conducted if called for in relevant GR or TSEC Test Schedule. PCAs/modules/units/subracks/equipment shall be subjected to these tests as per the specifications given in relevant GR / Tender or Purchase Order specification or any national / international standards / QM-333. In addition to physical checks, the critical electrical parameters are to be checked before and after these tests to assess the effect on the equipment. The details of parameters to be checked will be given in relevant Test Schedule. The test can be conducted at Manufacturers premises or any recognized laboratory arranged by the Manufacturer. 5.6.7 Power Cycling (if applicable) The power supply modules shall be subjected to 60 (sixty) ON/OFF cycles for one hour (the ON/OFF switch usually provided in the modules may not be used for this purpose). The duty cycle can be 1:1. 5.6.8 Elevated Burn-in at 50 deg C for 72 Hours (if applicable) This test shall be conducted if called for in relevant GR or TSEC Test Schedule. The complete equipment shall be subjected to burn-in at 50C for 72 hours. Important/Critical parameters may be monitored during and after completion of burn-in tests. The critical electrical parameters are to be checked before and after these tests to assess the effect on the equipment. The details of parameters to be checked will be given in relevant Test Schedule. In case of power plants, first eight hours of elevated burn-in is treated as heat run. During the burn-in, continuous monitoring of BER stability in case of transmission equipment and Bulk call simulation test using LTG/TTG in case of switching equipment and Access Network equipment is mandatory. The details will be given in relevant Test schedule. 5.6.9 Field trial Field trial is necessary for all types of equipment unless otherwise specified in the GR/Tender or PO specification. Field trial is mainly to assess the network compatibility of the product. This is not required for already proven equipment under horizontal transfer of technology. The GR/test schedules of the concerned products will indicate if the field trial is necessary. In the case of Approval against a GR, it is also aimed at determining the operation and availability of the product during normal working. The field trial shall be coordinated by TSE

Centre, conducted by operational field unit (Telecom district/ Telecom Circle) and T & D Circle. The number of units/equipment and the recommended environment for the field trial shall be as per relevant test schedules. The site for field trial may be decided by TSE Centre in coordination with Planning Branch of BSNL and field operating units. Field trial may be conducted either on the same piece of equipment which has undergone TSEC process or a separate set of equipment. The field trial may be conducted in parallel to evaluation process after completion of ambient electrical tests as per GR. 5.6.10 Final verification of Hardware and Software versions of Equipment After completion of evaluation, finally the hardware and software versions of all the Modules / PCAs / Sub assemblies, whole equipment and OMC / NMS shall be verified and recorded. These versions will be mentioned in the Technical Specification Evaluation Certificate (TSEC). B. FOR UNDER GROUND CABLES 5.7 U/G PIJF Cables: The following tests will be conducted on the offered sample/samples 1. The manufacturer shall obtain compatibility approval for each combination of Insulation & Filling Compound and Certificate for joints in Conductor for each size of conductor from DGM QA concerned before offering for Type tests. The deviations/observation/defects likely to be noticed during various stages of evaluation are categorized as Major and Minor depending on their criticality. 6.2 TELECOM EQUIPMENT-Classification of defects 6.2.1 Verification of Configuration If the offered equipment is not as per the configuration given in GR/Purchase Order/Tender against which the Approval is sought, the same may be rejected. 6.2.2 DCL Check: a) Major: i) Manufacturer fails to comply with all the deviations / defects / observations noticed during the DCL check ii) If the corrective action taken by the manufacturer to incorporate the changes to comply with the deviations / defects / observations noticed during DCL check involves relaying of PCB, addition of components, non-standard mounting of components, change in mechanical design etc. b) Minor: i) Correction of drawings / documents to comply with all the deviations / defects/observations noticed during the DCL check. ii) Change of components values iii) In case of indigenous equipment, if CACT unapproved components are used. 6.2.3 Ambient Electrical tests: a) Major: i) If the equipment fails to conform to any of the clauses of GR /Tender or Purchase Order specification. ii) If the corrective action taken by the manufacturer to comply with the clauses involves relaying of PCB, addition of components, non-standard mounting of components, change in mechanical design etc. iii) If the corrective action taken by the manufacturer to comply with the clauses involves basic design change. iv) If manufacturer fails to comply with the suggestions given by TSE Centre in respect of installation, maintenance, user friendliness of equipment etc for improvement in performance of the equipment. These suggestions shall not involve any major modifications/changes in design of the equipment. v) Any software modification carried out to comply with one parameter affects the performance of the whole equipment.

b) Minor: i) Tuning/adjustment of components, minor software modifications, change of component values to meet any GR clause. 6.2.4 Environmental tests: a) Major: i) Equipment fails to meet the selected parameters measured before/during/after the individual test conditions. ii) If the corrective action taken by the manufacturer to incorporate the changes to comply with the deviations / defects/observations noticed during environmental tests involves relaying of PCB, addition of components, non-standard mounting of components, change in mechanical design etc. iii) Tuning/adjustment of components only to meet the environmental tests and the adjustment of components affects the performance of equipment at ambient temperature. iv) Repeated failures of components during any Environmental cycle. b) Minor: i) If it is established that the failure of equipment is due to external arrangements such as leading-in wiring/cabling, power supply failures, temperature abnormalities due to defects in climatic chambers etc. 6.2.5 Vibration tests: a) Major: i) Equipment fails to meet the selected parameters measured before/after the vibration test. ii) If the corrective action taken by the manufacturer to incorporate the changes to comply with the deviations / defects/observations noticed during vibration test involves relaying of PCB, addition of components, non-standard mounting of components, change in mechanical design etc. iii) Tuning/adjustment of components only to meet the vibration test and the adjustment of components affects the performance of equipment at ambient temperature. iv) Repeated failures/dislocation/physical damage of components. b) Minor: i) If it is established that the failure of equipment is due to external arrangements such as mounting/fixing arrangements/vibration abnormalities due to defects in vibration machine etc. 6.2.6 Bump test: a) Major: i) Equipment fails to meet the selected parameters measured before/after the bump test. ii) Tuning/adjustment of components only to meet the bump test and the adjustment of components affects the performance of equipment at ambient temperature iii) Repeated failures/dislocation/physical damage of components.

b) Minor: i) If it is established that the failure of equipment is due to external arrangements such as mounting/fixing arrangements/defects in bump machine etc. Note: Additional packing for meeting bump test requirements is not allowed. Manufacturer shall follow the packing specification during bulk supplies with which the equipment has passed the bump test. 6.2.7 Salt spray, dust, drop & topple, fall tests (if applicable): a) Major: i) Equipment fails to meet the selected parameters measured before/after the above tests and also fails to meet the requirements as per standards ii) Tuning/adjustment of components only to meet the above tests and the adjustment of components affects the performance of equipment at ambient temperature. b) Minor: i) If it is established that the failure of equipment is due to external arrangements 6.2.8 Elevated Burn-in test: a) Major: i) Equipment fails to meet the selected parameters measured before/during/after the elevated burn-in test ii) Tuning/adjustment of components only to meet the above tests and the adjustment of components affects the performance of equipment at ambient temperature. b) Minor: i) If it is established that the failure of equipment is due to external arrangements such as wiring/cabling/defects in burn-in chamber etc. 6.2.9 Field trial as per the requirement: a) Major: i) Equipment fails to meet the selected parameters measured before/during/after the field trial ii) If manufacturer fails to comply with the suggestions given by TSE Centre in respect of installation, maintenance, user friendliness of equipment etc for improvement in performance of the equipment. These suggestions shall not involve any major modifications/changes in design of the equipment b) Minor: ii) If it is established that the failure of equipment is due to external arrangements such as wiring/cabling etc. 6.3 UNDER GROUND CABLE a) Major: i) Any deviation noticed during the tests as per GR b) Minor: i) Sequential length marking 6.4 VRLA Batteries a) Major: i) Any deviation noticed during the tests as per GR b) Minor: i) Connector rating, Marking etc

6.5 Jointing kits a) Major: i) Any deviation noticed during the tests as per GR as defined in QM-335. b) Minor: i) As defined in QM-335 6.6 Line and Wire material a) Major: i) Any deviation noticed during the tests as per GR b) Minor: i) Markings 6.7 Towers a) Major: i) Galvanization defect, welding defects (cracks & blow holes), poor weld strength, verticality, dimensional deviation affecting performance b) Minor: i) Dimensional deviation not affecting performance, welding defects (pin holes) 6.8 TSEC Procedure: The flow charts are at Annexure-11 6.8.1 Registration A) Cases offered at TSE Centre, Bangalore 1. The manufacturer will send Approval request with Form-101 and duly filled in IA formats for both Infrastructure Assessment and TSEC and all necessary documents as per the list given in Chaper-4 of this document. The concerned forms will be available with all TSE Centres free of cost. 2. Upon receipt of the request, the documents will be scrutinized and the case will be put up for approval for registration. It is also to be confirmed that the equipment with the required configuration is available in the company premises. a) If the case is approved for registration, the manufacturer will be intimated through Form-102 (Annexure-9) enclosing Form-103 (Annexure-10) to remit the required test fees for Infrastructure Assessment and TSEC. b) If the case is not approved for registration for reasons like non-availability of required documents, not offering the minimum configuration of equipment/samples required for Approval for the specific Product etc., the manufacturer would be informed with reasons to resubmit the case. c) If the manufacturer fails to submit the required documents in the stipulated period or the submitted documents are not in order, the case will not be processed further and treated as closed. 3. The manufacturer will submit the required documents as called for in Form-103 and Test fees with a crossed Demand Draft for the required amount in favour of the Accounts Officer (cash), BSNL, O/o CGM, QA Circle, Bangalore payable at Bangalore/New Delhi.

4. The case will be registered and entered in the server for initiation of tests. A Registration

No. will be allotted to the case. For further correspondence manufacturer may refer the above registration number. 5. After the registration of the case the duly filled in IA formats QF-501 and QF-502 for equipment and required IA forms for Line & Wire material, TSE Centre will send the above formats and requests the concerned GM (QA)/DGM (QA) to depute a QA officer to associate during infrastructure Assessment as part of TSEC evaluation. 6. Infrastructure Assessment of the firm for the offered product will be taken up before the commencement of TSEC Evaluation process. 7. The Officer(s) who has carried out the IA will forward the case to TSE Centre Bangalore with clear comment of recommended/ not recommended with a copy to concerned DGM, QA. 8. The case will be scrutinized at TSE Centre Bangalore and IA Clearance will be issued to the firm, if deemed fit. 9. If any deficiencies/short comings are noticed during the assessment, the same will be communicated to the firm for compliance within stipulated period. If the manufacturer fails to comply within the stipulated period, the TSEC Evaluation will not be continued and Approval case will be treated as closed and TSEC fees forfeited. 10. Manufacturer shall offer the equipment for evaluation within one week from the date of registration. If the manufacturer fails to do so the TSEC process will be stopped and total amount of test fee will be forfeited. B. Cases offered at Regional TSE Centre New Delhi 1. Upon receipt of the request for Approval, DGM TSE, ND will forward QF-101 along with the documents to TSE Centre Bangalore with the request for registration and allocation of evaluation work. 2. TSE Centre Bangalore will scrutinize the documents, call for test fees, register the case and allocate the work. C. Cases offered at other TSE Centres 1. Upon receipt of the request, QF-101 along with the documents will be forwarded by the local TSE Centre to TSE Centre Bangalore with intimation to the concerned DGM (TSE). 2. TSE Centre Bangalore will scrutinize the documents, call for test fees, register the case and allocate the work. 6.8.2 Allocation of Evaluation work A.Bangalore TSE Centre After the case is registered, it will be put up to GM (HQ)/DGM (TSE) for allotment of evaluation work. GM (HQ)/DGM (TSE) allot the evaluation work to the concerned section/officer/Local TSE Centre. B.Other than Bangalore TSE Centre DGM (TSE) will forward the documents as mentioned in Cl.No.6.8.1 (B) and (C) to TSE Centre Bangalore with request of allotment of the evaluation work. i) If the technology of the product is already streamlined (proven) or the technology has already been evaluated once, the case may be allotted to Local TSE Centre to take up

evaluation and/or a officer from TSE Centre Bangalore may also participate during the evaluation work fully or partly. ii) If the technology of the product is new and offered first time, an officer from TSE Centre Bangalore will participate during the evaluation work fully or partly along with officer from Local TSE Centre. 6.8.3 Period of Evaluation 1. Reasonable time will be given to the manufacturer by TSE Centre for rectification/ compliance of deviations noticed at any stage of evaluation process. The total time required for conducting TSEC including Infrastructure Assessment is given for major categories of equipment as follows. 1. If any major deviations/defects are noticed during the evaluation process as mentioned in previous clauses or any other major deviations/defects affecting the total

performance of the system, one week time will be given to the manufacturer by TSE Centre for rectification/ compliance. 2. If the manufacturer fails to re-offer the equipment after the rectification within one week time, TSE Centre has every right to terminate the evaluation and close the case after giving prior notice to the manufacturer. 6.8.5 Evaluation process 1. After the allotment of the evaluation work, the evaluation conducting officer(s) will prepare the evaluation schedule and put up to DGM (TSE) for approval. 2. If approved, the evaluation conducting officer(s) will start the process of evaluation. If the manufacturer is not ready with the test set ups/not arranged the tests in the standard laboratory, the same shall be brought to the notice of DE (TSE). If the manufacturer does not make the arrangement within one week from the date of registration the case will be rejected and amount forfeited. 3. After starting the TSEC process if any deviations are noticed, testing officer shall bring it to the notice of the concerned DGM (TSE). 4. During the course of evaluation, if any failure/deviation is observed, the officer (s) conducting the evaluation will intimate DGM (TSE) of the failure. If the DGM (TSE) agrees with the findings of the evaluation conducting officer(s) and decides that it is major failure, he will intimate the same to the manufacturer. Manufacurer will be asked to take corrective action and re-offer the equipment within one week for resuming the evaluation process or the equipment will be rejected. 5. The manufacturer has to re-offer the Product after rectification within one week to continue the evaluation process. 6. If the manufacturer does not re-offer the Product within one week, the manufacturer will be informed that the evaluation is time-barred and the case is closed and amount of test fee is forfeited. 7. Only two major failures and re-offerings as mentioned above will be allowed during the entire TSEC process. If third major failure occurs during subsequent tests, the equipment will be rejected and case is closed and test fee is forfeited. 8. Upon receipt of a re-offer letter from the manufacturer, the necessary documents submitted will be put up to DGM (TSE) for resumption of the evaluation. 9. In case of suspension of evaluation in any stage of evaluation, the same will be resumed from the stage where it was suspended when the manufacturer re-offers the product after rectification. If the modification, if any, carried out in the equipment affect the overall performance of the equipment, then the equipment will be subjected to complete evaluation tests depending on the criticality of modification or all relevant tests along with any other tests felt necessary will be repeated. 10. In case of any ambiguity in the interpretation of the clauses of TEC GR, clarifications will be sought from TEC ND by TSE Centre Bangalore.The regional TSE Centre will refer such cases to TSE Centre Bangalore. 11. In case of any ambiguity in the Tender/Purchase Order, clarification will be sought from BSNL, CO by TSE Centre Bangalore.The regional TSE Centres will refer such cases to TSE Centre Bangalore.

12. If the equipment meets all the requirements of GR, requirements of the tests conducted

during the evaluation process, IA clearance and submission of all relevant documents, the case will be put up for approval for issue of TSEC. 13. If the evaluation is done by other than Bangalore TSE Centre, the concerned DGM (TSE) will forward the evaluation report to Bangalore TSE Centre with his comments/recommendations for accepting/rejecting the case. 14. The report sent by other TSE Centres will be scrutinized in Bangalore TSE Centre and put up for approval. 15. If the case is deemed fit, TSEC will be issued for the product with copies to all concerned as mentioned in the TSEC format.

Chapter-7 CHARGES / TARIFF FOR IA AND APPROVAL 7.1 TSE Centre charges the following test fees for issuing TSEC for the Telecom products being procured by BSNL. Till further notice, TSE Centre also will adapt the same procedure being followed by TEC earlier for charging the test fees. Subsequently test charges may be revised by TSE Centre. 7.2 Test fees for Infrastructure Assessment, Fresh/renewal of TSEC and all other fees are exempted for Telecom Factories. 7.3 The test fees once paid are not refundable under any circumstances. 7.4 The charges/tariff for carrying out Infrastructure Assessment of the company is Rs.17500 + taxes as applicable. 7.5 The telecom equipment are divided into ten categories as given below. The following test charges shall be collected for fresh Approval and Renewal against expiry of validity of TSEC. 7.7 For renewal of Approval to incorporate GR Amendments, Field Requirements, Additional Interfaces / features etc, charges for the incremental tests relevant to the changes/features/interfaces will be collected for issue of renewed TSEC. The charges for incremental tests will be decided depending on the man-hour calculation for the testing work involved on case-by-case basis. 7.8 For categorizing the offered product for deciding test charges, the list indicating the category of equipment w.r.t Generic requirements (GR) may be referred. 7.9 If the equipment offered is not appearing in the list of category of equipment, the equipment may be assigned one of the categories by calculating the man-days required for conducting the Approval as per the procedure given in Annexure-12

Chapter-8 MODIFICATION/UPGRADATION AND SPECIAL CASES OF APPROVAL 8.1 MODIFICATION IN EQUIPMENT REQUIRING CHANGE IN GR If the Holder of the Approval Certificate against a GR, wants to enhance or modify some features / facilities or make any hardware/software changes (such that they require a modification in the GR) in the product which has already been approved by TSE Centre against TEC GR, the issue shall be taken up with the TEC HQ group. If the modifications are accepted by the TEC, the GR shall be revised. TEC will intimate TSE Centre so that they can take up equipment for evaluation against the modified GR. The decision regarding whether the field trial has to be repeated or not depends on the particular modification envisaged and the decision of the CGM, QA shall be binding. 8.2 MODIFICATION IN APPROVED EQUIPMENT (NOT REQUIRING CHANGE IN GR) If the Certificate Holder intends to enhance or modify some features / facilities or make any hardware/software changes in the product which has already been approved by TSE Centre, the holder shall have to intimate the same to TSE Centre. Failure to do so may result in withdrawal of TSEC certificate. 8.3 CHANGE OF NAME OF COMPANY, MANUFACTURINGS SITE OR PRODUCT OR MODEL NUMBER Request for change of model name/number without change of product or change in company name and /or address shall be made to BSNL, QA along with the relevant document such as affidavit, earlier certificate in original, copy of the industrial licence or registration or approval of Board/AGM etc. as applicable and the fees applicable. Concerned TSE Centres shall process and forward the recommendations to TSE Centre Bangalore for processing of revised Approval Certificate with the necessary corrections after ensuring that the equipment is identical to the one already approved. In case a manufacturer, a R&D organisation or a foreign manufacturer transfers technology to more than one of its own plants or to different manufacturers of the same product then each such manufacturer has to apply separately for Approval with a different model number and pay separate test charges. In case of change in the trader/dealers address, the certificate can be reissued after receiving the standard Administrative charges for change of address. In case of change of manufacturing site for equipment approved against a TEC GR, a fresh infrastructure assessment shall be carried out by QA against payment of prescribed fees.

8.4

SUPPLY OF EQUIPMENT THROUGH QA WITHOUT CONDUCTING FIELD TRIAL / ISSUE OF APPROVAL In the case of approval of products against GR, if in the interest of service or any other exceptional circumstances the BSNL requires equipment urgently, CGM, QA could decide to allow supply of equipment through QA before carrying out a field trial. Instructions shall be accordingly issued to concerned GM, QA / DGM, QA and shall be applicable to all Applicants against a particular GR. The final Approval Certificate shall be issued only after getting a report of successful performance of the equipment in actual field condition.

8.5

APPROVAL FOR INDIVIDUAL CASES OF RELAXATION While evaluating against GR, there are two types of relaxation that could be considered. Individual relaxation given to a particular product offered against GR. Generic relaxation given to all products offered against a particular GR. In case of Approval against a GR, in exceptional cases the Applicant can be given individual relaxation for particular clauses of the specification, which his product does not comply with. The period of relaxation will be indicated by TSE Centre Bangalore Central Office. The relaxation shall be clearly mentioned in the Approval Certificate along with Specification clause number and the period of relaxation. The case of relaxation shall be processed in TSE Centre Bangalore in consultation with BSNL, HQ and TEC. In case of product under development, within the specified period the Applicant must take suitable measures to ensure compliance to the specification by demonstrating the same to the TSE Centre. General relaxation is granted to all equipment offered against a particular GR when it is found that some of the clauses cannot be met by any of the product under offer. Subsequently the relaxation shall become part of the GR update. This relaxation shall be processed for approval by TSE Centre Bangalore in consultation with BSNL, HQ and TEC.

8.6

APPROVAL AGAINST GR WHEN APPROVAL AGAINST IR EXISTS OR APPROVAL AGAINST BOTH GR AND IR For the products for which the TEC has a GR and IR separately issued and an Applicant already holding an Approval against the IR TSE Centre will conduct only GR tests. The Applicant would have to pay the tariff applicable for Approval against GR. If Applicant wants to have approval against both GR and IR, then he has to separately approach TEC for approval against IR and TSE Centre for approval against GR.

8.7

APPROVAL AGAINST CHANGED PARAMETERS OF AN UPDATED GR/IR This is a case where the Approval has been issued to an Applicant for a particular GR for the normal validity period and before this period is over, the TEC revises the GR. The Applicant can request for: Approval of his equipment against the new GR by conducting tests for the modified/deleted/inserted clauses only. This is subject to the condition that the Applicant has not made any major hardware/software changes in the equipment that in the opinion of TSE Centre require a complete retest of the system. The period of validity shall remain the same as applicable for the earlier certificate. The Applicant shall have to pay the tariff, if any, fixed by TSE Centre for testing for the modified parameters. If however the Applicant has made major hardware or software changes requiring a retest then the case will be considered as a fresh case for Approval against the new GR.

8.8

APPROVAL AGAINST GR WHICH HAS BEEN UPDATED TSE Centre can also take up Approval for a product against an old GR which is not current i.e. it has been updated, subject to payment of the normal tariff. The Approval shall be valid for the normal 3 years.

8.9

DISPLAY OF APPROVAL CERTIFICATE NUMBER The Approved Certificate number, date of approval, manufacturers name and model number should be prominently displayed on each approved product. If the display of Approval Certificate number is not possible on account of the telecom product being too small, the approval authority may permit the product to be marked with the Approval Certificate number on a smaller scale or on the packing.

8.10 IDENTIFICATION OF EQUIPMENT APPROVAL

In most cases of the Approval the reference sample shall be returned to the manufacturer after the Approval tests are over. However, in some rare cases, the TSE Centre could insist on retaining the sample or returning the reference sample which was evaluated, and, at the option of the TSE Centre its associated documents, to the Applicant with suitable identification markers / seal for keeping under safe custody for reference in case of any anomalies arising during the validity of the approval. Other samples (if more than one sample had been submitted) for evaluation will always be returned to the Applicant.

8.11 DOCUMENTS AVAILABLE FOR PUBLIC The following documents shall be available with the TSE Centre for the public. i. QF-101 and QF-102 application / registration forms and list of documents to be submitted for a particular product / service, along with the QF-101 form. ii. Generic Requirements (GR) of TEC for all products of interest to the BSNL and the associated test schedule. iii. List of products approved by TEC/BSNL TSE Centre with their model numbers, manufacturers address and other relevant details. iv. Schedule of test fee for approval of equipment against each GR/ Tender or Purchase Order specification and approval for updates to the same. 8.12 INFORMATION DISSEMINATION TSE Centre shall disseminate the following information for subscribers through website/E-mails/News letters etc, indicating clearly: Types of approval, Approvals given by TSE Centre. Use of only approved equipments. Indicate the availability of public documents indicated at 8.11 above with BSNL TSE Centres. Indicate the penal action to be taken in case of use of unapproved equipment / violation of the certificate conditions / parameters 8.13 SURVEILLANCE All complaints regarding use of Approved equipment, Approval procedure / certificates issued by BSNL TSE Centre, shall be made to TSE Centre, Bangalore. TSE Centre shall conduct surveillance checks/retesting of the equipment to ascertain whether the manufacturer or his agents / dealers are abiding by the terms and conditions of the certificate issued to him and whether the current model of the product is identical to the one approved by the TSE Centre. Shortcoming in this respect, or failure on the part of the manufacturer to allow sample check at his establishment shall lead to cancellation of the Approval Certificate and initiation of penal action against the manufacturer. If retesting reveals that the condition for Approval have not been observed, the holder shall be given the opportunity to explain the reasons for the same before a final decision is taken in the case. CGM QA reserves the right to temporarily withhold the Approval Certificate during this period. Retesting shall be free of charges.

Chapter-9 GLOSSARY OF TERMS USED 9.1 9.2 BSNL The term BSNL wherever used stands for any appropriate authority of Bharat Sanchar Nigam Limited (A Govt. of India Enterprise). Network Product A network product is defined as any equipment connected to the BSNL network, failure of which under simplex working (i.e without similar duplicate or more units connected for sharing the load or in stand-by mode) shall lead to loss of telecom traffic and thus the telecom revenue. Infrastructure Assessment Infrastructure Assessment is the assessment carried out to determine capability of the manufacturer/dealer to support the manufacture and / or test, service & repair of that product or product range. The assessment includes validation of Quality Assurance measures adopted, production process employed, test equipment and testing procedures provided, level of value addition and production capacity. With a view to judge the capability of a supplier, to produce and supply the required materials to BSNL there is a need to assess the infrastructure adequacy for ensuring compliance to the production/quality/capacity requirements of BSNL, the extent of reliability building into the design, consistency in quality of production and corresponding capacity of production are kept in view during such assessment. Generally, it is expected that the interim production/testing/storage/dispatch infrastructure is available in the same premises registered/leased/rented in the name of the manufacturer/supplier. The Telecom QA Circle is responsible for conducting the Infrastructure Assessment for all the products. BSNL TSE Centre which is responsible for issuing approval to Telecom Products carries out Infrastructure Assessment along with QA officer deputed by concerned GM (QA)/DGM (QA) under whose jurisdiction the manufacturer unit exists. Formats QF-501 and QF-502 have been prescribed for submission of infrastructural data by the manufacturer. QF-501 collects general information and QF-502 seeks information about plants and machinery of manufacturer (capital goods, testers and test set-ups, repair facility, etc.). The adequacy of these plants and machinery for proposed line of production shall be assessed and verified for conformance/compliance. An Infrastructure Assessment, once done, could be valid, in general, for a period of 5 years for new cases. Such assessments are generally with reference to a product. For a new product in the same premises, the QA team may restrict the assessment to the requirement of the new product as such continued failures in quality, date of delivery, shortfall in quantities, field feedback complaints and

adverse surveillance check reports may warrant revalidation of the current assessment at the discretion of BSNL QA, at any time during the validity period of the IA/TSEC approvals currently held by the manufacturer. Whenever the manufacturing facility is shifted to a new premises, a fresh Infrastructure Assessment is necessitated. 9.4 Applicant Any Indian manufacturer or Authorized trader / dealer of a foreign manufactured equipment or local office of a foreign telecom equipment manufacturer who applies for Approval of a telecom product. 9.5 Source / Component Approval This is an approval applicable to the raw materials required for the manufacture of under ground cable including optical fibre cable and different components to be used in manufacturing the telecom products. 9.6 Technology Approval Technology Approval shall be granted to R & D organisations for the development of telecom prototype equipment. The case is processed by BSNL QA within the framework of DCC. 9.7 Equipment Approval Equipment approval is an approval given to a telecom product for which an approved TEC GR is available or Tender or Purchase Order specification exists. This approval shall be given after evaluating the product for compliance to its GR/ Tender or Purchase Order specification. 9.8 Standard A standard defines: Parameters that hold good Nationally or Globally Parameters that define the interconnect point between any two equipment / network / process etc. The parameter could be functional, electrical, hardware or software. Standardisation leads to uniformity in production, ease in interconnecting two distinctly sourced equipment / process / network. The Standard issued by TEC shall have the following: Mandatory Safety/EMI/EMC standards

Minimum mandatory interconnect / compatibility standards applicable to that equipment. Minimum mandatory signaling / protocol parameters Minimum mandatory features / functions / parameters Features / functions that must not be performed by the equipment Equipment network isolation / testing / response procedure. [All references to existing Standards shall not be reproduced, but shall only be referred to.]

Chapter-10 ISSUE OF TECHNICAL SPECIFICATION EVALUATION CERTIFICATE (TSEC) 10.1 10.2 10.3 In general the Technical Specification Evaluation Certificate (TSEC) issued against a GR/ Tender or Purchase Order Specification will be valid for a period of three years for all types of equipment. If the TSEC is issued for a particular Tender/Purchase Order, the validity TSEC shall be the validity of Tender/Purchase Order. If the product meets all the requirements of GR/Tender or Purchase Order Specification, the requirements of tests conducted during evaluation and manufacturer provides all the required documents/information/under takings, the TSEC report will be put up to DGM (TSE), GM (HQ) and CGM QA for Approval. After the Approval of CGM QA, TSEC will be issued for the product. The model TSEC certificates are given in Annexure-3a, 3b, 3c &4. The Approval certificate shall clearly indicate: a) Certificate number indicating year and month of issue b) Applicants Name, address c) Name of the product d) Status of the Applicant whether trader or manufacturer e) Model No. (that was tested by TSE Centre) f) GR/ Tender or Purchase Order Specification number (Amendments with date of issue, if any) g) Date of issue and Validity of certificate h) Covering letter No. with date i) Remarks, if any The following information shall be included in the covering letter to be issued with the Approval Certificate a) Terms and conditions of the Approval Certificate b) Status of the Applicant whether trader or manufacturer c) Product APPLICATION area d) Details of different major units forming the product if applicable and as defined by BSNL QA. e) Manufacturers plant address where the sample is under actual production and the model No. as given by the manufacturer f) Software version number/numbers, construction drawings, if any g) Relaxation granted if any clause wise and desirable items complied with h) In the case of radio equipment the frequency band / frequency of working and power level i) Infrastructure Advice j) Limitations of certificate, if any CANCELLATION TSE Centre reserves the right to cancel/withdraw the Approval at its discretion if:

a) The holder does not observe the conditions on which approval was granted or disregards the conditions attached to approval b) A basic change in the conditions for approval or in the installations of the BSNL necessitates this. c) The holder misuses the approval granted d) The holder does not submit the equipment for retesting if requested by BSNL QA or does not make retesting possible e) Any unauthorized change in the originally approved equipment / service f) Should a holder no longer exist or his whereabouts be unknown g) In case of a confirmed complaint regarding the Approved equipment supplier not having suitable repair / servicing facility. h) Any severe field complaints are observed by BSNL QA/reported by the end user Information regarding cancellation shall be conveyed to the MM/CS branch of BSNL for further necessary action. BSNL QA reserves the right to advertise the cancellation through any suitable medium. 10.7 REQUEST FOR RENEWAL Request for renewal of approval against GR/ Tender or Purchase Order Specification should be made to TSE Centre at least 2 (two) months before the expiry date. In the case of GR if no modification has been done or no adverse report is received from the users during the last validity period and the equipment is found to be identical both in hardware and software terms with the earlier approved model, then the renewal case shall be processed without going through the evaluation test. However, renewal application shall be submitted in form QF-101 along with the application test fees. With completion of these formalities the case shall be processed and approved by TSE Centre and the relevant information shall be forwarded to TSE Centre Bangalore for issue of formal certificate. On inspection by TSE Centre if it is found that modifications have been carried out by the manufacturer without intimation to TSE Centre, then action as indicated at 10.6 above shall be initiated. However, no Approval Certificate shall be renewed with relaxation.

Annexure-12 PROCEDURE FOR DECIDING THE CATEGORY OF THE EQUIPMENT FOR CHARGING THE TEST FEES The telecom Equipment have been divided into 10 categories depending on the GR against which the product is being approved and the number of man-days required for carrying out the evaluation for Approval. Instructions for filling up the chart: 1. For every items for which approval test has been taken up or spec/GR exists, the following chart may be filled up. 2. Break up testing process into diff. Stages and state A, B, C, D, E, F for each stage of test. A - Man hours utilized for initial doc. Study and registration B - Test facility / Eqpt required C - Test charges in case outside agency D - Man hours utilized (DE or SDE level) E - Any TA/DA involved, if any. F - Man hours utilized for report generation and issue of certificate / clearance etc. 3. Existing BSNL QA charges for the test. For example, calculation of man-hours required for Approval of some products is given below
