As one of the top engineers of the state-owned NATIONAL POWER CORPORATION (NAPOCOR), and as a USA-trained engineer, combined with the many tough on-the-job and classroom training given by local government institutions and private firms, Engr. Columna became one of the best-trained Energy and Power Engineers in the country, and one of the pioneers of Nuclear Power Plant Engineering in the Philippines. Appointed by former Secretary of Energy, Sec. Delfin Lazaro, to head the Demand Side Management (DSM) group and to formulate energy policy to solve the national energy crisis.
