The study involved the members of the said councilconducted in each of eleven barangays in Baguio City. The results showed that the members of the Barangay Council for the Protection of Children in every Barangay have a high awareness on the provisions of Republic Act 7610.The study also identified the member agencies both governmental and non-governmental in the said council.It also showed that the Social Workers role in the implementation of the said council are primarily manifested as an Enabler, Advocate, Counselor, and Social Broker. It also described on how the said council handle child abuse cases from identification, assessment, planning, intervention, evaluation, and termination. The study was able to identify the types of child abuse cases reported in the targeted barangays such as maltreatment and/or emotional abuseand child physical abuse as the most prominent while rare cases of child trafficking and child prostitution are also reported from the targeted barangays.The study also determined that the said council is effective based on the majority of the respondents who acknowledged it as an effective body in addressing child abuse cases.

INTRODUCTION

Hildren are the most valuable yet most vulnerable units of the society. They represent an entire generation and its future. Children are the assets of the future and their welfare and development must be given importance in order for them to be productive citizens of the country. Unfortunately, various cases of child maltreatment occur in the different parts of the country and the rest of the world which threatens the stability of their development which would gradually affect their performance in the different roles they will be acquiring in the near future. The State on the other hand, has the duty to aid and mandate the protection of children and to ensure their welfare and development to be properly provided particularly in education, health, the proper performance of duties of parents, social involvement, and participation of children in civic affairs thus laws mandated by State for the welfare and development of children were enacted and among these laws are the following: Presidential Decree 603- The Child and Youth Welfare Code;Republic Act 6972The Barangay-Level Total Development and Protection of Children Act;Republic Act 7658- An Act prohibiting the employment of children below fifteen years of age in public and private undertakings; Republic Act 8980The Early childhood Care and Development Act; Republic Act 9344Juvenile Justice Act; and Republic Act 7610- The Special Protection of Children Against Abuse, Exploitation, and Discrimination Act. Government Social Welfare Efforts generally emanate from a Constitutional Mandate, which find expression in various laws. In turn these laws become the source of authority for the establishment of agencies and their corresponding programs and services. The aforementioned laws are also the basis of various non-government organizations in their efforts to complement the governments programs and services aimed at addressing issues affecting children such as child abuse. Child Abuse is a state of emotional, physical, economic, and sexual maltreatment meted to a person below the age of eighteen. Child Abuse can be in many forms as mental, emotional, physical, sexual, moral and ethical and perhaps in its most vital and subtle form which is child neglect and child abandonment. Many cultural and societal influences affect the way in which a country defines child abuse. The categorization of child abuse

is fairly common across cultures. Comparing abuse from one country to another is a difficult task, given the differences in definition, lifestyle, and legal system. In all cases, authorities believed that the prevalence rates represent approximately one-third of all cases of child abuse because statistics are based on reported cases thus ignoring the remaining two-thirds of the occurrences of maltreatment. An increase in public awareness of child abuse directly relates to an increase in reporting of the said abuse to authorities. The first United Nations Study on global violence against children says such abuse is often socially approved or even legal. It concluded that violence against children occurs in every country, society, and social group. In Asia, a survey by BBC News in March 19, 2007 showed that child abuse were rarely reported to authorities as fewer the four percent reported it into the police and only three percent reported it to social services due to family reputation, image, and cultural issues. In Muslim Countries, Child Abuse is rampant as manifested in arranged marriages wherein young females are paired to adult males and some of the said females are abused but due to tradition that women are considered second class citizens in their society such practice is not considered as child abuse. In the Philippines, child abuse is an alarming problem especially child labor, child trafficking, child pornography, and child soldering. It was showed in a 2007 study conducted by the Department of Social Welfare and Development (DSWD) that 75,000 children are forced into prostitution due to poverty. The Department of Labor and Employment (DOLE) reported that it investigates reports of more than 17,000 children who were engaged in hazardous work in the Cordillera Administrative Region (CAR) in which most children are reportedly working in mining and quarrying industries under the supervision of their parents while the recruitment of children to be soldiers is also rampant. In the year 2007, the aforementioned region is ranked number nine on the reported cases of child abuse served by the Department of Social Welfare and Development with a total number of 331 cases. In Baguio City, a total of 708 reported cases of child abuse were filed from the year 2000 to 2011. In order to address these cases of child abuse, the international, national, and local agencies of both government and non-government organizations/agencies are working together to enforce laws that would ensure the protection and welfare of children.

International groups such as the International Child Abuse Network provide information about child abuse to individuals, organizations, and professionals in order to improve child abuse treatment and prevention around the globe. On the other hand, the International Society for the Prevention of Child Abuse and Neglect focuses a great deal on education as a means of prevention as well as providing individuals, organizations, and professionals with access to various resources containing information about child abuse and neglect. In order to stop international child abuse, it is essential to develop an international legal framework that can be used in order to enforce laws addressing child abuse around the world. Governments need to cooperate and work with each other in order to guarantee the safety and well-being of children. The Republic of the Philippines became the first country in Asia and the fourth in the world to initiate a time-bounded program and committed seventy-five percent (75%) of worst forms of child abuse in the year 2002 thus the Philippine Government strengthened its legal policy framework to oppose and eradicate the worst of child abuse and with the enactment of such policies, at least seventy percent (70%) of the cases of child abuse in the Philippines as shown by statistics have lessened in the year 2007. One of the major thrust of Presidential Decree 603- The Child and Youth Welfare Code, is the creation of the Council for the Welfare of Children (CWC). It is composed of several agencies such as the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Department of Interior and Local Government (DILG), Department of Education (DEPED), Department of Labor and Employment (DOLE), Department of Justice (DOJ), Department of Agriculture (DA), National Economic Development Authority (NEDA), National Nutritional Council (NNC), Three private individuals concerned with the welfare of children and a representative from the youth. The said council is the overall body for the formulation, coordination, monitoring, and evaluation of plans, programs, projects, and services for children. The aforementioned council is an attached agency of the Department of Social welfare and Development (DSWD), the Secretary of Social Welfare and Development as the Chair of the Council, alternating with the Secretaries of Health, Education, and Interior and Local Government. This Council is an indicator that the Philippine

Government is exerting efforts to address child abuse through partnership with all sectors of the society. In Baguio City, a network was formed to oppose and eradicate child abuse and this is known as the Anti-Child Abuse Network (ACAN) which is composed of both government and nongovernment organizations dealing with multidisciplinary approach in handling child abuse victims. The Barangay Council for the Protection of Children (BCPC) is one of the bodies organized in the barangay level all over the country. The creation of this body is one of the manifestations of laws enacted by the government and a reflection of the role of the State through its local government unit in molding the children for the future and protecting their rights as mandated by law. Based on Administrative Order 60 issued by the Mayor of Baguio City, the Barangay Council for the Protection of Children (BCPC) was reorganized with into committees namely survival, development, protection, and participation. The aforementioned Council is an approach focus in solving child abuse which is both home-based and community-based. The whole process of organizing the said council which advocates childrens welfare, rights, and protection that requires Social Workers to be involved as clearly indicated in the provisions of certain laws for the welfare of children. As such, this has Implications to Social Work Practice. The Research aims to determine the level of awareness of the respondents on the Provisions of Republic Act 7610- an Act of Stronger Deterrence and Special Protection against child abuse, exploitation, and discrimination, to identify the different agencies who are members of the Barangay Council for the Protection of Children, to describe how the Social Worker performs his/her roles in the implementation of the said council, to describe how the aforementioned council handle cases of child abuse, to identify the types of child abuse cases in targeted barangays, and to determine the effectiveness of the reiterated council in handling cases of child abuse. Social Work in its various forms address the multiple and complex transactions between people and their environments. Its mission is to enable all people to develop their full potential, enrich lives, and prevent dysfunction thus there are essential elements in its practice which are the policy, the social

Laws (Policy) are the primary source of all legalities in the societies and are considered as the sole existing guidelines to maintain social order and structure. Laws are also used to address the concerns of the society. Social Welfare Agencies (Place) is a major provision for helping people with their problems. It is an integral part of a communitys institutionalized network of services for its members. It can be classified as government agencies which are basically funded or support by taxes and non-government agencies whose main source of support are donations and grants both local, national, and international funding agencies as created and guided by laws. The establishment of Social Welfare Agencies is a way of society to respond to various social needs and problems like child abuse which is manned by Professional Social Workers in the Philippines. Social Work Practice (Profession) is concerned with the persons adjustment to his/her environment; person(s) (or groups) in relation to a persons (or their) situation. Republic Act 4373 defines Social Work as he profession primarily concerned with organized social service activity aimed to facilitate and strengthen basic social relationships and the mutual adjustment between individuals and their social environment for the good of the individual and society by the use social work methods. 1. Resource Provider- it engages the worker in the direct provision of material aid and other concrete resources that will be useful in eliminating or reducing situational deficiencies. 2. Social Broker- it involves the process of negotiating, linking, or connecting the client to needed services in the community ensuring service delivery. 3. Mediator- it is when the Worker acts as an intermediary or conciliator between two or more parties. 4. Advocate- it is when the Worker takes a partisan interest in the client and his/her cause. The main objective is to influence, in the clients interest, another party, usually possessing the same power or authority over the client. 5. Enabler- it involves the Worker in interventive activities that will help the client find coping strengths and resources within themselves to solve the problem they are experiencing. 6. Counselor/Therapist- it aims to restore, maintain, or enhance the clients capacity to adapt or adjust to current reality. 7. Mobilizer of Community Elite- it involves the Worker in activities aimed at informing and interpreting to certain sectors of the community, welfare programs and services, as well as needs and problems, with objectives of enlisting their support and/or involvement in them. The Problem Solving Process (or the Process) is the most basic process in the function of the Worker to maintain, enhance, or develop the social functioning of individuals, groups, and communities. It is composed of the following: 1. Assessment- it has three phases: diagnosis which is identifying the problem, analysis which is determining the factors that brought the problem, and assessment which determines the capacity and capability of the victim. 2. Planning- it is the development of a plan of action as basic steps in solving the case. 3. Intervention- it is the implementation of the plan of action 4. Evaluation- it would be periodic involving the periodic performance of the client and the condition of the case determining advantages and disadvantages of the plan of action while terminal evaluation concludes the termination of the case.

5. Termination- it is when the problem is solved or the case was referred to another worker or agency in whatever reason which is valid. The Problem is the primary cause for disruption of the social functioning of an individual, group, or community. The Client (the Person) in the social work perspective is usually an individual, group, or community as they find themselves or found to be in need of help in some aspect of their living situation and are given help. The findings of this study will serve as a lead to the formulation of strategies which will contribute to the creation of innovative ways to raise the level of consciousness of the members of the BCPC, Individuals, Professionals, and Communities on the importance of their role in the prevention of child abuse and for the welfare and protection of children. It will serve as an eye-opener to the public to actively participate in the various government and non-government agencies efforts to protect the children from abuse. It could also be used as a basis for the formulation of programs and services to be administered by different government and non-government agencies working for the welfare and protection of children. This study aims to enlighten Social Workers involved in working for the welfare and protection of children on their role and function. METHODOLOGY This study is a descriptive research, in which it aims to describe the nature of the situation seeking the familiarity with the subject, portrays selected characteristics of the subject accurately and provides the necessary background for the formulation of a more precise problem for a subsequent and more specific study. The respondents of the study are the members of the Barangay Council for the Protection of Children in 11 Barangays in Baguio City which are namely Holy Ghost Ext., Holy Ghost Proper, Honeymoon-Holy Ghost, Andres Bonifacio-Caguioa-Rimando, ManuelRoxas, Sto. Nino, Lower Magsaysay, New Lucban, West Quirino Hill, Lower General Luna, and Brookside. The researchers used questionnaires and conducted actual interviews in gathering data.

The data will be collated, categorized, and tabulated and shall be subjected into descriptive analysis through the use of simple frequency and percentage. It shows that out of 92(100%) Respondents, 26(28%) are under the age group of 45-54, followed by 35-44 with the total of 21(23%), next is the group of the respondents who has no answer which is 20(22%), then group of 55-65 with 11(12%) next again is 25-34 having 8(9%), lastly is the group of 15-24 and 65-74 with the same total which is 3(3%).

57(62%) are married, 16(18%) are single, the respondents with no answer have the same number of those who are single which is 16(17%), 2(2%) are separated and 1(1%) is widowed. It was constituted mostly by 21-40 (18%) years, followed by 41-50 (17%) years then from 11-20 (11%) years, 1-10 (9%) years, and then the 51-60 (5%) years. Of all the 92 respondents there are 20 (22%) respondents who have no answer. The table shows that regardless of the respondents number of years they are being asked if they are aware on child abuse cases on their designated residence/ barangays.

The highest number of respondents is Holy Ghost extension which has 20(22%), followed by M. Roxas which has 13(14%). The others are ABCR which has 12(13%), New Lucban has 11(12%), Honeymoon and West Quirino Hill has 8(9%), Sto. Nino has 7(8%), Holy ghost Proper has 5(5%), Lower Magsaysay has 4 (4%), Brookside has 3(3%), and the last is Lower General Luna which has only one (1) respondent.

Majority of the respondents or 84% are aware that R.A 7610 is an act providing stronger deterrence and special protection against child abuse and providing penalties or its violation while 12% are moderately aware; 2% are not aware and 2% didnt answer at all. Majority of the respondents or 44% are aware that there is an act attempt to commit child trafficking when a pregnant mother executes an affidavit of consent or adoption for consideration while 43% are moderately aware; 8% are not aware 5% didnt answer.It also shows that majority of the respondents or 56% are aware that children below 15 years of age may be employed provided that the employer shall secure work permit from the Department of Labor while 32% are moderately aware; 13% are not aware and 5% didnt answer at all. 48% are aware that Department of Education shall develop and institute an alternative system of education for children of indigenous cultural communities which are specific and relevant while 41% are moderately aware; 8% are not aware and 3% didnt answer at all. 60% are aware that children are declared zone of Peace. I shall be responsibility of the state and all other sectors concerned to resolve armed conflict in order to promote the goal of children as zones of peace while 32% are moderately aware; 5% are not aware and 3% didnt answer at all.

Most of the respondents with the sum of 34 (37 %) answered that sometimes the social worker functions as a social broker, 32 (35 %) said always, 21 (23%) answered often while 3 (3%) have not answered the questionnaire and 2 (2%) answered that the social worker never help them identify the needed programs and services in their community. It shows that the greatest number of respondents which is 36 (39%) answered sometimes the social worker help them resolve disputes/conflicts between and among community members, 28 (31%) answered always, 15 (16%) said often while 10 (11%) gave a never and 3 (3%) have not answered the question. It presents that majority with a total of 38 (41%) answered that the social worker always help them create awareness on issues affecting their community especially child abuse, 29 (32%) said sometimes, 20 (22%) answered often while 3 (3%) gave no answer and 2 (2%) said never. It shows that most of the respondents with the sum of 43 (47%) said that the social worker always help them to organize their barangay council for the protection of children, 23 (25%) answered sometimes followed by 17 (18%) who said often while 7 (8%) answered never and 2 (2%) have no answer. Majority of the respondents with the total of 45 (49%) answered that the BCPC always identify the problem and its effects to children. 27 (29%) said often while 15 (16%) answered sometimes and 5 (6%) have gave no answer. No one answered never. Most of the respondents 44 (48%) said that the BCPC always determines the different factors/causes of the problem affecting the children while 30 (33%) answered often. 12 (13%) answered sometimes and 6 (6%) of the respondents gave no answer. None answered never. The greatest number of respondents 39 (42%) said that the BCPC always determines the capacity and capability of the victim of child abuse in dealing with the problem while 32 (35%) answered often. 15 (16%) of the respondents answered sometimes while 7 (7%) gave no answer. None of the respondents answered never. Majority of the respondents answered that the BCPC always develop a plan of action together with the family, parents, the victim of child abuse and the social worker with a total of 41 (45%) followed by 25 (27%) who said often while 21 (23%) answered sometimes and 5 (5%) have no answer. No respondent answered never. The highest number of respondents said that the BCPC always implement the plan of action together with the family, parents, the victim of child abuse and the social worker in order to achieve the objectives with the sum of 36 (39%). 27 (29%) of the respondents answered often while 20 (22%) said sometimes. 5 (6%) gave no answer and 4 (4%) answered never. It presents that 31 (34%) of the respondents, the majority answered always followed by 27 (29%) who said often, next is 25 (27%) answered sometimes. 8 (9%) of the respondents have no answer and 1 (1%) said that the BCPC never conducts periodic evaluation on the condition of the victim of child abuse to determine the advantages and disadvantages of the plan of action. It shows that most of the respondents which is 28 (30%) answered that the BCPC always terminates/ closes the case when the problem of the victims of child abuse is solved. 27 (29%) answered often followed by a total of 19 (21%) who said sometimes while 11 (12%) gave no answer and 7 (%) said never. The highest number of respondents totaling to 52 (56%) said that the BCPC always refer the victim of child abuse to concern authorities or agencies who can provide assistance followed by 21 (23%) who said often and 12 (13%) answered sometimes. 6 (7%) of the respondents have not answered the question and 1 (1%) said never.

In the 301 cases of child abuse that were identified, a percentage of 14.62% as the highest would be child emotional abuse/maltreatment followed by 13% on child physical abuse, 9.9% on child cruelty, 8.64% on child molestation, 8.64% on child abandonment, 8.64% on child neglect, 8.31% on child verbal abuse, 7% on child sexual abuse, 5.3% on child labor, 4.7% on forcing street children to beg, 3.7% on discrimination to indigenous children and their cultural , 3% on child trafficking, 2.7% on forcing street children to deliver/carry drugs, 1.7% on child prostitution, and the least of 0.6% on forcing children to steal. It shows that the most prominent type of child abuse cases in the selected barangays are cases of child emotional abuse/maltreatment and cases on child physical abuse which are more likely to be committed in their own homes as compared to the other cases of child abuse while the other types of child abuse cases in a lesser rate are more likely to be done in the community. The BCPC may help the City Social Welfare and Development Office and other agencies alike to identify and determine the number of the incidents of child abuse in the selected Barangays. 90 respondents answered the question out of 92. 1% says it is not effective, 17% says it is moderately effective, 58% says it is effective, 22% says it is very effective, and 2% did not answer the question. It shows that the Respondents are aware of the roles of the BCPC with combined rates of 17% , 58%, 22% that said it was effective either moderately effective, effective, or very effective. Though there was still a rate of 1% that said it is not effective and the 2% didnt answer which cannot be counted to any. It stated that the BCPC not necessarily identified as a separate committee rather it is the Barangay Council which the Community knows as one of the Local Government Units (LGUs) which they could refer such cases as a preliminary trial before brought to the Courts. A high percentage of 58% says it is effective followed by 21% that says it is very effective, 16% saying it is moderately effective, 1% that says it is not effective, and 4% did not answer the question. A high rate of the combined rates of 58%, 21%, and 16% of the respondents who said it is effective, very effective, and moderately effective shows that the majority are aware of the causes and effects of child abuse through the BCPC and 1% said it is not effective in doing so in which they do not acknowledge the BCPC in raising such consciousness to the Community. The 4% who didnt answer the question cannot be counted in any of the two whether effective or not effective. A percentage of 52% states that the BCPC is effective in raising such awareness followed by 21% stating that it is very effective and 5% moderately effective. 4% did not answer and none said it is not effective. It shows that the respondents are aware on the roles of parents child rearing through the BCPC as the rates combined of 52%, 21%, and 5% that says it is effective, very effective, and moderately effective supports it. 4% did not answer the question which cannot be counted whether effective or not effective. A percentage of 51% say that it is effective followed by 31% that says it is very effective, 15% says it is moderately effective, 1% says it is not effective, and 2% did not answer. It shows that a majority of the respondents says that the BCPC lessens the incidence of child abuse in the selected barangays supported by combined rates of 51%, 31%, and 15% saying it is

CONCLUSION AND RECOMMENDATIONS It is essential that the members of the Barangay Council for the Protection of Children are matured, responsible, and longtime residents of the community because they can be more responsive in making decisions in handling cases of child abuse. It is essential that the level of awareness of the members of the Barangay Council for the Protection of Children on Presidential Decree 603- The Child and Youth Welfare Code and Republic Act 7610- An Act Providing for the Stronger Deterrence and Special Protection of Children Against Child Abuse, Exploitation, and Discrimination are ensured in order for them to be properly oriented and guided on the standard operating procedures as duly provided by law. The involvement of all sectors in the Barangay Council for the Protection of Children representing both government and non-government organizations is a key to the successful role of the aforementioned council in solving cases of child abuse. The most important role of the Social Worker in the Barangay Council for the Protection of Children which involve helping the said council to cope with their strengths and resources within themselves to solve their problems and change their environment by being an Enabler, Advocator, Counselor/ Therapist, Social Broker and a Mediator. The Problem Solving Process is a vital tool in handling cases of child abuse There is a need for Social Workers to provide knowledge and skills to the members of the Barangay Council for the Protection of Children on how to handle the alarming reality having varied child abuse cases handled by the said council which greatly affect the welfare of children.
