PREMISES DEPARTMENT:HEAD OFFICE GUNFOUNDRY : HYDERABD NOTICE INVITING APPLICATION FOR PREQUALIFICATION OF ARCHITECTS FOR CONSTRUCTION OF GREEN BUILDING FOR HEAD OFFICE COMPLEX State Bank of Hyderabad invites pre-qualification applications from reputed & experienced Architects/Consultants to conceptualise and design Green Building with sustainable strategies in key areas like energy conservation and water conservation for Banks proposed Head Office complex at Knowledge Park, Raidurg, Hyderabad . The proposed office will have an approximate area of 200,000sq.ft with appropriate interiors and features aimed at attaining Platinum LEED rating from USGBC (United States Green Building Council)/ IGBC (Indian Green Building Council) under the NC category.The works includes development of other infrastructure such as roads, compound wall etc. Estimated cost of work Rs.50 Cr. to Rs. 60 Cr (Approx) 1. Scope of work :The scope of work includes following activities in consultation with the bank in planning, designing & supervision of work to make the proposed building GREEN and implementation of Green Building concept for getting approvals / certification from IGBC / USGBC LEED / other concerned authorities, assist in preparation of tender documents, Pre-qualification of specialized contractors (if needed), recommendations on tenders of specialized work related to green concept along with supervision, checking of bills etc. a) Preparation of feasibility report with tentative credit points that project can achieve. b) Energy simulation/ analysis , Sun path diagram, Shade shadow analysis, Lighting calculations. c) Energy modeling & preparation of energy modeling report for the complete project. d) Day lighting simulation. e) Documentation for certification and any other value addition. f) Co-ordinate with the Bank to incorporate all the required measures approved by the bank. g) Estimated cost of project for measures taken towards energy efficiency and water conservation & other specialized work in the scope.

h)Scope shall include design ,detailing, and supervision of architectural structural,interior design,HVAC,Electrical, FA/PA/CCTV/Access control/PHE,IBMS, Kitchen, AV and VC facilities,Campus landscape design and LEED services..High side services shall be along 1

with the Architectural design of the building and Low side services will be with the Interior design of the facility. g) Commissioning agent shall be appointed by the Bank and the technical interface shall be done by the consultant. 2.Basic criteria for pre-qualification of Architectural Firms : Reputed Architectural consultants / firms who have successfully executed similar types of works may apply for pre-qualification provided they satisfy the qualification criteria as stipulated hereunder: 2.1 Intending Architectural consultants / firms who have worked for Government/PSUs/financial institutions/Banks, reputed corporates etc. and having at least three years of experience in Green building field, as on 31.03.2011.

2.2 The firm / Architectural consultant should have taken at least one certification from USGBC LEED/ IGBC for their earlier projects. 2.3 Architectural Consultants / firms should have successfully completed Green buildings works of following magnitude as on 31.03.2011. (collaborative works undertaken will also be considered on merits) i) ii) iii) One similar works each costing not less than Rs 48 crores OR Two similar works each costing not less than Rs.30 crores OR Three similar works each costing not less than Rs. 24 crores Similar works means planning, designing & supervision of construction work of Multi-storied R.C.C. frame structure for commercial building with implementation of Green Building concept , getting approvals / certification with IGBC / USGBC LEED / other concerned authorities, assist in preparation of tender documents including specifications , Pre-qualification of various categories of contractors including specialized contractors (if needed), recommendations on tenders of works including specialized work related to green concept along with supervision, checking of bills etc. 2.4 Intending firm must have qualified and experienced personnel, IGBC / USGBC LEED AP professionals and should have at least one expert / associates in the field of sustainable design, Architects / Engineers with technical know how on Green Building concept. Their relevant certificates are to be enclosed. 2.5 The applicant must be well conversant of working in Hyderabad and having its establishment/ branch office/ representative in Hyderabad.

The interested firms may depute their representative s in bid opening process. Selection will be made based on particulars and documents furnished by the applicant as required and satisfactory verification carried out by the Bank through past employers. Incomplete information in the application will lead to summarily rejection of application. If any information furnished by the applicant is found incorrect at a later stage, the firm shall be liable to be debarred from tendering / taking up the work. 2. The applicants will be first evaluated against the stipulated eligibility criteria of the Bank. Compliance of all the stipulated criteria is mandatory. In case of large number of applications (10 or more) meeting the minimum eligibility criteria, further evaluation and short listing will be carried out on the basis of details furnished by them to restrict the numbers by the Evaluation Committee. If necessary, the applicant shall coordinate for the site visit of their qualifying works with their clients.

Designs and Technical details along with financial bid for services will be invited from the shortlisted applications and the Evaluation committee will rank their designs on the following criteria: Sno. Criteria Points a) Main thematic vision, originality of concept, aesthetics and 50 innovation b) Quality and Efficiency of design and facilities planned 25 c) Speed, Ease of construction, sustainability ,cost towards 25 maintenance The top three designs will be called for Design presentation of their proposals ie the Technical details (plans, elevations, perspective views/simulated 3D images and salient features including green criteria etc) to the Selection Committee of the bank at Hyderabad. No costs shall be paid by the Bank for this presentation. Based on the presentation and feedback of the selection committee, the design will be awarded with marks which will have 80% weightage and financial bid which will have 20% weightage . The final selection will be on the basis of aggregate marks awarded on this basis. 3. Engagement of consultants/ firms for the project will be restricted to those considered eligible from the applicants of this process and no further press notice will be issued. Only pre-qualified firms will be called for presentation before the selection committee. Incomplete applications and applications not filled properly with requisite details are liable for rejection and Bank will not entertain any further communication in such cases.
