Oceana Defence Force Act (2012)

Summary/Abstract
The purpose of this bill is to define the parameters of a defence force for Oceana which can credibly defend the interests of the nation and undertake the missions required of it by the national Government. To that end it proposed that three separate branches of the Oceana Defence Force (ODF) under the auspices of the Oceana Ministry of Defence (OMOD) shall be created, namely the Republic of Oceana Navy (RON), the Republic of Oceana Air Force (ROAF) and the Oceana Army (OA).

Article I Matters relating to all branches of the Oceana Defence Force


Section 1 The Oceana Defence Force shall carry out the following responsibilities in accordance with the constitution and the wishes of the democratically elected national Government: 1. Defend the nation from hostile action 2. Assist in humanitarian operations 3. Lend military aid to the civil power when called upon 4. Secure the nations maritime and other routes 5. Prevent conflict through providing credible deterrence and assisting in stabilisation operations 6. Fulfil international commitments 7. Any other duties outlined by the Constitution Section 2 A Chiefs of Staff Committee shall be constituted to administer the ODF and should consist of the uniformed heads of the branches of the military and their deputies. The committee shall be chaired by the Secretary of State for Defence and shall also have a depute known as the Chief of the Defence Staff who shall be one of the heads of the uniformed services. The position of the Chief of the Defence Staff shall be rotated every four years amongst the heads of the branches of the ODF. The President of the Republic shall be head of the ODF. Section 3 All members of the armed forces shall be given ethical behaviour and standards training throughout their career in the forces. Section 4 Members of the ODF will be under the jurisdiction of military disciplinary regulations and will be subject to trial by courts marshal. Section 5 A joint research establishment shall be created to coordinate research and development projects

Article II Republic of Oceana Navy


Section 1 There shall be established a Naval service named the Republic of Oceana Navy (RON). Section 2 As a nation of Islands with substantial maritime interests the RON shall receive 55% of the funds Oceana Bill Number 23 2

Section 3 The RON shall consist of the surface fleet, submarine fleet, Republic of Oceana Marines (ROM), the Fleet Air Arm of Oceana (FAAO) and the Republic of Ocean Fleet Auxiliary (ROFA). Section 4 The Prime Minister shall be the First Lord of the Admiralty and the Secretary of State for Defence shall be the First Sea Lord in order to ensure, symbolically and practically, civilian control over the service. Section 5 The Republic of Oceana Navy shall consist of the following elements and units: Surface fleet a. Two through deck cruisers b. Five air defence and detection destroyers c. Eight anti-submarine, general purpose and surveillance frigates d. Six corvettes e. Six mine hunting and patrol vessels Submarine fleet a. Five fleet submarines Fleet Auxiliary a. Three humanitarian assistance and transport vessels (50% of cost paid by overseas aid budget) b. Three stores vessels c. Three fuel vessels d. One hospital ship e. One training vessel Fleet Air Arm a. Twenty four reconnaissance and force projection jets b. Twenty four maritime surveillance helicopters c. Sixteen basic trainer aircraft d. Twelve advanced trainer aircraft e. Three airborne early warning and control aircraft Republic of Oceana Marines a. Two commando battalions b. One artillery battalion c. One logistic and headquarters battalion

Article III Oceana Air Force


Section 1 There shall be established a Republic of Oceana Air Force

Twenty four reconnaissance and force projection aircraft Twelve advance training aircraft Sixteen basic training aircraft Eight medium cargo aircraft Four heavy lift cargo aircraft Four refuelling aircraft Three long range airborne early warning and control aircraft Two Electronic signals intelligence aircraft

Article IV Oceana Army


Section 1 There shall be established an Oceanan Army Section 2 The Army shall be allocated 20% of the defence budget Section 3 The Army shall consist of the following elements: Seven homogeneous and flexible battle groups each structured as following: a. One troop of eight main battle tanks b. One squadron of mechanised infantry c. Two light infantry companies d. One engineering and logistics company e. One artillery and anti-aircraft battery f. One headquarters company One logistics Battalion One long range artillery regiment One Helicopter brigade comprising of the following assets: a. Twelve reconnaissance and combat helicopters b. sixteen medium lift helicopters c. Twenty four utility helicopters
