WATER 1. SITUATION ANALYSIS 1.

1 Alaminos Water District (AWAD) is headed by a Manager, with one (1) Administrative/Finance Officer, one (1) Bookkeeper/Secretary, one (1) Cashier, one (1) Maintenance and Construction Division Chief, one (1) Chief Commercial Divison, one (1) Plant Maintenance Chief, one (1) Posting Clerk, one (1) Customer Service Clerk, three (3) Bill Collectors or Meter Reader Clerk, five (5) Operators, two (2) Plumbers/pipe filters, two (2) Plumbers, two (2) Storekeepers and one (1) Casual Billing Clerk, a total of twenty-four (24) personnel. 1.1A. The Alaminos Water District (AWAD) operates the water work system of the municipality. It was established in March, 1976 to manage and improve the existing water system of the town. Its office is located just below the concrete water tank south of the Bayanihan Hall which housed the Health Center I and office of the Municipal Health Office along Plaridel Street, barangay Poblacion. It has three (3) pumping stations/water sources, the biggest one is located at barangay Sabangan, which is composed of three (3) pumps. One pump has a discharge capacity of 4,262,400 liters per day and the other 2 units/pumps has an output capacity of 5,328,000 liters per day. These pumps serves 16 barangays, namely: barangay Poblacion, Pogo, San Vicente, San Roque, San Antonio, Inerangan, Magsaysay, Lucap, Cayucay, Baleyadaan, Bued, Tanaytay, Pocalpocal, Palamis, Amandiego and Bolaney. The second is located at barangay Quibuar. Source of water is Quibuar spring (2) units and Quibuar deepwell with an output capacity of 1,332,000 and 2,592,000, respectively a total of 9,590,000 liters per day and serves seven (7) barangays. The last is located at barangay Amangbangan known as the Amangbangan Magsaysay Well with an estimated capacity of 480 galons per day. This serves barangay Amangbangan only. (Table 67) The principal source of water supply for residential, commercial and government institution comes from piped water system and the rest from artesian and open wells. Water is distributed to consumers by pumping waters to treatment (reservoir). Tanks through a system of steel and galvanized iron pipes where chlorination takes place. These distribution system consist of secondary and subordinate lines 2,3,4 and 6 inches in diameter steel pipes. However, the main pipe is ten (10) inches in diameter steel pipe. Table 69 shows that of the 13,026 households in the municipality, 4,420 draw their water supply from the Alaminos Water System. Four Hundred Forty-Six (446) commercial establishment likewise draw their water supply from the same source and the rest of the households (8,544) draw their water supply either from Shallow Tube Wells, Deepwells, Spring and open dug wells. There is no available record or data as to the potability and method of water treatment in the source except that of the Alaminos Water Work System.

1.2 Other Potential Water Source Potentially feasible water source which could be tapped to meet the needs of the fast growing population are as follows: Tococ, (upper portion of the Alaminos River), spring located up stream of the present source of water at Sabangan, spring located at Telbang, Pandan, Cayucay and barangay Mona.

Note: Flat rate shall be computed based on the actual average consumption of a metered Residential Connection times the existing metered rates (Minimum Charge + Commodity Charges) for said connection. The above rate is based on Alaminos Water District Board Resolution No. 54 S.2000 dated 7 March 2000.

1.3. TOTAL WATER SUPPLY Due to the inavailability of records/data of discharge capacities/output of Artesian Wells, Force Pumps and open wells, a rough estimate of the total water supply/requirement can be obtained by assuming that an average of 0.5 liters/second. For each of the water sources mentioned and further assuming that 75% are functioning the whole year, it can be obtained by the equation: Estimated water supply Estimated water supply = = (0.75) (17,333) + 57+ 55 (60) (0.75) (17,333) + 57 + 55 (60. sec.) 56,624.7 cu.m./day, this discharge capacity in addition to 13,687.2 cu.m./day would amount to 70,329.9 cu.m. meter/day

The estimated water consumption per capita of the municipality as of 1998 is 70,329.9 cu.m/day x 1 (per capita) (popn. 1998) 68,607 = 70,329.9 cu.m/day x 1 68,607 1.025 cu.m/day/capita

This value is well above as compared to National Water Resources Council (NWRC) standard of 0.100 cu. m/day/capita for urban and 0.040 cu.m./capita/day for rural.

1.4 WATER REQUIREMENTS a. Existing Water Requirements Applying the National Water Resources Council (NWRC) standard for Domestic, Commercial, Institutional and industrial use, current water requirements are as follows: (a) Domestic 100% of the household have potable water supply 1. Urban water requirement 0.100 cu. m./capita/day 1998 urban population (24,012) 0.100 cu. m./capita/day x 24,012 (urban popn.) = 2,401 cu.m./capita/day 2. Rural water requirement 0.40 cu. m./capita/day 0.40 cu. m./day/capita x 44,595 1998 (rural popn.) = 0.40 x 44,595 = 1,783 cu. m./capita/day

The estimated total water supply of 70,329.9 cu. m./day from the different sources is enough to meet the current water requirement.

1.5 PROJECTED WATER REQUIREMENT The National Water Resources Council (NWRC) standards on the different consumer type will be used in determining the future requirement of this sector. The projected water requirements are as follows: A. Domestic Water Requirement Urban Water Requirement = 0.100 cu. m./day x urban popn. (2004)

0.100 x 26,630 = 2,663 cu. m./day/capita Rural Water Requirement = 0.040 x 50,658 = 2,026 cu. m./day/capita Total projected Domestic Requirement for (2004) is 4,689 cu. m./day = 0.040 x (2004) popn.

B. Commercial Water Requirement Projected Commercial Water Requirement (2004) = 0.227 cu. m./capita/day x total popn. (2004) = 0.227 cu. m./capita/day x 76,388 = 17,340 cu. m./day/capita

C. Institutional Water Requirement Projected Institutional Water Requirement (2004) Institution other than Hospitals = 0.075 cu. m./day/capita x total popn. (2004) = 0.075 cu. m./day/capita x 76,388 = 5,729 cu. m./day

Hospital = 0.0757 cu. m/capita/day (2004 popn.) = 0.0757 x 76,388 = 5,782.57 cu. m./day

D. Industrial Water Requirement = Projected Industrial Water Requirement (2004) = 0.113 cu. m./capita/day (2004 popn) = 0.113 x 76,388 = 8,631.844 cu. m./day

The total projected water requirement by year 2004 with the projected urban and rural population of 76,388 is expected to reach the vicinity of 42,177.514 cu. m./day. The projected water requirement of 42,177.514 cu. m./day could very well answered by the estimated water supply of 70,329.9 cu. m./day. This is based on the assumption that 75% of all the existing water sources such as water piped water system, artesian wells as mentioned above are still functional that their assumed discharge capacity have not changed. The projected water requirement as shown in Table 3 indicate 7.74% increase of water requirement for the next five (5) years.

3. RURAL WATERWORKS MAINTENANCE PROGRAM Average monthly expenses incurred per connection for water. Based on the data given in Table 70 the average expenses per/household/type of consumer are as follows:

WATERSHED AREAS Watershed areas which help prevent erosion and flooding could be found in barangays Linmansangan, Sabangan and Bued. It is estimated that they cover at least one-tenth (1/10) of the total area of the barangay where they are located usually along creek/canals serving as main tributary of water coming from higher places.

GROUNDWATER POLLUTION The Alaminos dumpsite which is located in a mountainous area between barangays Bisocol and Dulacac is the only possible source of groundwater pollution. But this is quite remote considering that the nearest residential area is more than two hundred (200) meters away from the site aside from the fact it has an area of one (1) hectare more or less.

DEVELOPMENT NEEDS/RESOURCE OPPURTUNITIES The projected water requirement 42,177.514 cubic meters per day of the municipality by the end of the planning period (2004) will still be adequate. However there is need to: 1. Continuous maintenance and development of existing and new water sources; 2. Construction of deepwells and shallow wells in barangays not being served by the Alaminos Water District; 3. Repair existing deepwell/shallow tube wells or replace with serviceable one; 4. The service area of the Alaminos Water District should be expanded or increase if other potential water sources are developed; 5. Maintain/protect the existing watershed areas.

4. GOAL To provide adequate water supply for the whole municipality by the year 2004.

5. OBJECTIVES To top/develop and maintain all existing/on-going and new water system/sources in the municipality.

6. TARGETS 1. The local government will coordinate and request assistance with Department of Public Work and Highways and other agencies for the construction of one (1) deepwell and artesian well each in every barangay not being served by the Alaminos Water District; 2. To coordinate with local water utilities administration/National Water Resources Council for the Development expansion program of the Alaminos Water District.

7. STRATEGIES AND POLICIES 1. Construction of more deepwells/artesian wells in identified barangays with insufficient water supply/not being served by the Alaminos Water District; 2. 3. Encourage the development/expansion of service area of the Alaminos Water District; Maintain/protect identified watershed areas;

4. Enlist the assistance of Plan International for the construction of Deepwells, Artesian wells and Shallow Wells in barangays with insufficient/not being served by the Alaminos Water District.

MAJOR PROGRAMS AND PROJECTS 1. Construction of level I and II in identified barangays; 2. Construction of level III in barangays Mona, Pangapisan, Polo, Telbang, San Jose, Landoc and Tawintawin; 3. Alaminos Water District Expansion Program.
