ELEMENTS FOR MANAGING TIME AND COST TO INCREASE QUALITY IN INDIAN CONSTRUCTION INDUSTRIES

ABSTRACT
In construction as in any business, time is money. In the construction activity by managing time any construction organization can achieves many profits such as cost saving, good quality of work and do all of the project activity with efficiency and effectiveness. Most construction projects in India do not fully achieve the main management functions, namely cost and time. Accordingly, the competitiveness of the Indian construction industry has been ranked fairly low. Research revealed that clients and contractors agree that major causes of cost overruns were due to design errors, direct changes ordered by the clients and different site conditions due geological and geotechnical obstacles. This research will identify the practices of managing time and cost in Indian construction projects. Client liability, design problems and the project specifics are the main causes indicated by clients and contractors for project delays. Through this research it will be best known of which are the best practices suitable to implement in Indian construction projects especially to reduce time and cost management problems.

1. INTRODUCTION
Time and cost are the two major elements in project management, apart from quality and scope. One of the biggest challenges in the management of construction project or to one of the project manager is to ensure that the project is completed on time and within estimated cost. Time and cost are the two elements, which are become the major concern to most clients/ owners and subject of continuous discussion and research. As pointed out by many, one of the interesting aspects of construction that makes it more challenging and sometimes full of surprises is that it is a very fragmented industry. It involves myriads of interrelated activities that are carried out by many separate individuals and organizations with different sizes and expertise that may come from different parts of the country. Due to the fragmented and complex nature of construction, many problems could arises every day during the process of construction cause by elements such as weather, material delivery delay, labour dispute, equipment breakdowns, job accidents, change orders, and numerous other conditions. Many things could go wrong during the whole process of construction. All these 40

problems will have serious impact on the performance of the projects, particularly on time, cost and quality. All stakeholders in the construction industry have to work for improving the out puts of the construction industry and to sustain a healthy growth of the industry. Especially consultants, contractors and clients have to use a holistic approach for solving problems in the construction industry; they have to familiarize themselves to the latest technology and methods to solve problems and look for solution proactively. Institutions and academicians in the construction industry have to work hand-in-hand with practitioners in the industry.

2. NATIONAL STATUS
Like other developing countries, the Indian construction industry is also faced with serious time and cost overruns problems and it has become a matter of great concern to the government, private clients and the Indian construction community themselves. Construction industries in many countries are greatly concerned about low level of productivity.
