Welcome to the 2012 State of Health Care Conference and the HIMSS State Healthcare Information Technology Day! The State of Health Care Conference is the State Capitols premier health care event designed to break down the barriers between the public and private sectors on issues of health care reform. The emergence of new technologies and regulations in health care, require now more than ever, stakeholders, elected officials and government agencies to work closely together to implement changes mandated by the Health Information Technology and Economic Clinical Health (HITECH) Act. Todays event serves as a vehicle to help open the channels of communication between private sector stakeholders, elected, and government officials. The planning team would like to thank everyone who has helped make todays event possible. First and foremost, a special thanks to our event co-sponsor HIMSS Northern California. Todays event has been coordinated with the HIMSS State HIT Day to help increase education and awareness in the Capitol region about the importance of health information technology to improving patient health. Carlos Ramos, Secretary, California Technology Agency
Throughout his career, Carlos Ramos has been a leader on many of Californias key technology initiatives. Secretary Ramos has served as Director of the Office of Systems Integration with a $4.5 billion portfolio of Californias largest technology projects. He also concurrently held the position of Assistant Secretary for Health and Human Services and was the Agencys senior technology executive. He was the principal technology advisor to the Secretary and was responsible for the entire HHS IT portfolio. Ramos helped architect the consolidation of the states largest data centers and the creation of Californias Department of Technology Services.He served as Director of the then Teale Data Center one of the largest public-sector data centers in the world with an annual budget of $200 million and over 200 government agency customers. Before that, Ramos was CIO for Californias Department of Social Services managing a large computing infrastructure and a statewide data communications network.During his state career, Ramos has been directly involved in many of the largest enterprise IT initiatives that the State has undertaken including:Ramos is returning to state service after three years heading up an independent consulting practice, during which he served as a member of the Human Services IT Advisory Group, as an ERP advisor to the State Controllers Office, an ERP advisor to the Department of Corrections and as a senior fellow with the Center for Digital Government.Ramos is excited about the opportunity to be back in public service to the people of California as part of Governor Browns team.

Dr. Winston Wong, Kaiser Permanente


Dr. Winston Wong leads Kaiser Permanentes efforts in developing and cultivating community partnerships that address the needs of the underserved and the pursuit of health equity. At Kaiser Permanente, the nations largest integrated pre-paid health provider with over 8.5 million members, Dr. Wong guides investments and partnerships to support the countrys community health centers, public hospitals and public health systems, with a particular emphasis on the promotion of population management strategies and the elimination of health disparities. As a clinician and medical director of a federally supported community health center in Oaklands Chinatown, from 1986- 93, Dr. Wong established several programs targeting health inequities faced by immigrant Asian communities. From 1993 2003, Dr. Wong served as a Commissioned Officer of the U.S. Public Health Service, achieving the rank of Captain, and serving in various roles in the Region IX Office of the Department of Health and Human Services. In recognition of his public service, Wong was the recipient of the U.S. Public Health Services Outstanding Service Medal. Dr. Wong is a notable national authority in areas of cultural competence and health disparities. He co-chaired the National Quality Forums Steering Committee on Cultural Competence, which led to a framework for the adoption of culturally competent practices among the nations health care providers. His professional work and accomplishments have been recognized by the National Minority Health Forum, Western Clinicians Network, Asian Health Services, and Asian Perinatal Advocates. Dr. Wong received his baccalaureate in Ethnic Studies with Honors from UC Berkeley, and his Masters and Medical degrees from UCSF-Berkeley Joint Medical Program.
