HORSESHOE BREAKOUT PROJECT - CONCEPT DOCUMENT


This project is made possible by legislation passed last year which provided transportation stakeholders with additional tools in the form of Design-Build authorization as well as additional Prop 12 funding. The new tools provide the opportunity to close the project funding gap and construct the project at least two years sooner than conventional project development methods could. Utilizing design-build will allow the project to get underway as soon as spring 2013 and be completed as early as late 2016.

Proposed Project: Replace bridges that cross Trinity River on I-30 and I-35E as well as the connecting roadways where they converge near downtown Dallas Central Business District. Upgrade outdated roadway geometry, improving safety, and increasing capacity and mobility. Meets the NCTCOG 2035 Metropolitan Transportation Plan (MTP) Purpose and Need: Within the project limits, I-30 and I-35E carry more than 350,000 vehicles per day Rated in the 20 most congested roadways in Texas. Local stakeholders have raised the priority to develop a solution that addresses the safety and congestion concerns and is financially attainable. The A Team Project team - Dallas District hired Duane Milligan, P.E. as project manager at the Area Engineer level for turnkey project management. A team has been selected consisting of engineers experienced in the oversight of complex design and construction projects. The team is balanced with a group of young enthusiastic engineers which will serve as a legacy for TxDOTs future.
