EARNED LEAVE : Officers are entitled to earned leave at the rate of 8 calendar days per completed quarter of service and the entitlement will be credited to their account on 1st January, 1st April, 1st July and 1st October. For an uncompleted calendar quarter, the earned leave will be calculated on prorata basis. For newly recruited officers / Officer Trainees, earned leave will be accrued on the above basis. However, the same will be available for utilisation only upon completion of six months service with the Corporation. Earned leave is bifurcated into encashable and non encashable portions in the ratio 3:1 i.e. 6 days per quarters will be credited to encashable portion and 2 days to non encashable portion. If the earned leave in a quarter is less than 8 days the bifurcation will be made proportionately. Fractions of 0.5 and above in the encashable portion will be rounded off to the next higher number. Earned leave credited in the encashable portion can be encashed at any time without the officer actually availing any earned leave. However, such encashment from the encashable portion will be allowed in multiples of five days subject to a minimum of 5 days and a maximum of 90 days at a time in a month. The encashment of earned leave as per 5.2.4 will be on the basis of basic salay, DA of the officer at the time of encashment. Transfer of earned leave from non encashable portion to encashable portion is not permissible. However, the encashable portion can also be availed along with non encashable portion for actual utilisation. Total earned leave accruals, both encashable and non encashable will be limited to a maximum of 300 days at any such time. Earned leave should normally be availed once in a year in order to provide rest and relaxation from duty. In special circumstances, earned leave may be permitted not more than 3 times in a financial year. Earned leave should be availed for a period of not less than 5 days at a time except in case of LFA where the minimum earned leave to be availed will be 4 days at a time. The maximum earned leave than can be granted at a time shall not be more than120 days, except in the case of approved study leave,

where earned leave credit at the time of study leave, will be first adjusted fully. 5.2.9 Weekends and holidays may be prefixed and suffixed to earned leave, which will not be included for calculating the number of days availed. However, the intervening holidays/weekends will be considered as earned leave. Earned leave credited both in encashable and non-encashable portions can be encashed at the time of resignation, retirement, death etc. Such encashment is subject to the condition that encashment of earned leave will not exceed 300 days which is the maximum limit for EL accumulation, and will be calculated on the basic salary and DA only, at the time of resignation, retirement, death etc. In case of employees who are promoted from Non Management to Management, all carried forward Privilege Leave will be credited with encashable Earned leave and eligible leave in Management cadre will be credited as encashable and non encashable Earned Leave, as per policy. Officer Trainees leaving the Corporation within a period of 6 months will not be allowed to encash their earned leave.
