INTRODUCTION:

This manual has been developed to assist DCC and Consultants in achieving a high quality of construction. The procedures and documentation contained herein relates specifically to a projects post-contract construction activity and is implemented by using the procedures and forms provided. This manual is designed to achieve the following objectives: a. To regularize and standardize wherever possible the administrative arrangements between DCC and the Consultant with regard to information, correspondence, works inspection and approvals, etc. Establishing an organized arrangement for the requesting of information and the clarification of any ambiguities and discrepancies in the contract documentation that are fundamental for the execution of any part of the works in the manner intended. Providing a systematic procedure for the submission by the DCC and approval by the Consultant of materials, workshop drawings, method statements and any other items requiring Consultants / Clients approval in accordance with contract requirements. Establishing a systemized arrangement for the planning, production and submission of method statements by and the approval by the same by the Consultant / Client. To initiate and maintain a routine system for material receipt and verification thereby ensuring and conforming that all permanent works materials delivered to the site are in accordance with the contract specifications and/or the previously approved DCC material submittals. Providing a straightforward and systematic arrangement for the recording and documenting of any material testing carried out in fulfillment of specification requirements. Ensuring that any measuring and testing equipment (for example, theodolites, EDMs levels, tapes, weighbatching equipment and MEP testing equipment, etc.) is maintained and calibrated in a systematic manner to prevent inaccuracies and errors in the completed works.

Systemizing and regularizing the manner in which the DCC notifies the Consultant of the commencement of each activity or section of the works and the manner in which he offers works for inspection and the subsequent checking and approval of the same by the Consultant. To assist all concerned personnel in carrying out a comprehensive inspection of each section of the works to achieve high standards of quality and workmanship. To enable the DCC and Consultant to maintain a systematic record of work related activities throughout the execution of the project. Providing procedures for the recording and control of non-conformances on site including corrective and preventive action. Establish a systematic procedure for the issuing and recording of Consultants Instructions including the issuing of Variation Orders and the submission of Interim Valuations by DCC.
