12 ABSTRACT: Cell phone data provides the opportunity to rethink how Mexico Citys urban landscape can provide city services to specific areas. The ability to visualize and group hourly population movement throughout the city for six months gives government departments pertinent information regarding where and when services need to be provided. For example, grouping cell phone towers by their strength of connectivity begins to cluster them into new neighborhoods with geographic boundaries different from the current political boundaries of the 16 delegaciones. Once these new groups are determined, it is possible to examine which city services such as hospitals, police stations, fire stations, and schools are present within the new boundaries, and consequently, determine if they are underserved. These newly redistributed populations could be allocated with more services that better reflect the population distribution rather than an arbitrary political boundary. Remapping Mexico City with a population distribution that more accurately reflects its mobility can allow city services to target specific areas with relevant and efficient responses to underserved areas. PLAN: 4/5/2012 Define a methodology for determining a relatively geographically accurate boundary for BTS groups by creating a matrix that reflects connection strength with distance. This will include using the data from MatrixPairBts_6h to determine these variables and connect them with the geographic location of the BTS towers using Excel and GIS. 4/12/2012 Continue to calculate and delineate the various groupings throughout the city for each of the 16 delegaciones using Excel and GIS. 4/19/2012 Have visualization showing the newly drawn groupings in comparison with the existing delegaciones with a beginning analysis of the different city services in each new group using GIS and possibly Foursquare check-in data. 4/26/2012 Make adjustments to the main visualization and compile supporting visualizations demonstrating the method of determining the new groups using GIS, Excel, and Illustrator. 5/1/2012 Finished.

VISUALIZATION
The primary visualization will be a map showing the redrawn neighborhoods of Mexico City with their BTS tower locations, call volume, and city services locations shown together. It will be supported with secondary visuals like charts, graphs, supplementary maps, and text to add explanation and information onto the larger map. It is conceived of as printed material that could easily be distributed as a publication.

INTERACTION

GOVERNMENT OFFICIALS
Government officials and community representatives can make more informed decisions to allocate services and funds to areas that are underserved. The visualization could be part of a study used to understand census data and demographics in a different light.

ADVOCACY GROUPS
Advocacy groups could use the visualizations to make a case for requesting services and funds to their respective neighborhoods. Areas that have historically pushed for more city services would have more justification for requesting them.

GENERAL PUBLIC
Although a broadly defined audience, the visualization could be part of a publication that is distributed through a magazine, journal, or website that could be freely accessed by anyone wanting to read or research trends between demographics and cell phone data.

The Connected States of America project from MITs Sense-able City Lab inspired the analytical direction of this project by determining which state counties of the American population have strong communication connections through call data. New boundaries can be drawn based on these connections that may better reflect similarities in demographics beyond a state boundary.

A similar project by MITs Sense-able City Lab completed an earlier study of call data that reflects the same trend in Great Britain. Landline call data was used to show that regional boundaries exist across the country that are very close to their corresponding political boundaries. Inherently, the project asks a similar question to this proposal in asking if geographic boundaries correspond to the way in which people connect with one another, particularly on a mobile device.

The Worldmapper project examined the population distribution of several countries and redrew the country based on the density. Although not geographically accurate, they do reveal the uneven distributions and clusters around urban centers that do not necessarily reflect political boundaries. This could be a means of redrawing state and borough boundaries based on call data instead of population density to examine how emergency services could redistribute themselves.
