SGA House Bill 01-12

A RESOLUTION TO CREATE AN ELECTED SERGEANT AT ARMS POSITION IN THE STUDENT HOUSE REPRESENTATIVES OF THE TARLETON STATE UNIVERSITY STUDENT GOVERNMENT ASSOCIATION.
WHEREAS: It is essential to maintain quorum throughout the entirety of each Student Government Association House of Representatives meeting in order to enact the necessary voting through the Old Business, New Business, and Adjournment sections of the agenda; and, WHEREAS: There has been a great deal of difficulty maintaining stellar attendance through the adjournment of the Student House of Representatives meetings as of late; and, WHEREAS: It is not a logical solution simply to switch the business portion of the agenda with the Executive Council Reports due to the important nature of the content of each section and the need for representatives to relay this information to their constituents; and, WHEREAS: Encouraging student success with new leadership positions opened to students interested in furthering their involvement can only serve to benefit the quality and longevity of sound leadership in the Student Government Association; and, WHEREAS: There are only two elected officials in the House of Representatives Executive Team and an odd number of officials should be represented in order to fairly administer executive decisions; therefore,

LET IT BE RESOLVED THAT THE TARLETON STATE UNIVERSITY HOUSE OF REPRESENTATIVES BYLAWS BE AMENDED UNDER THE DUTIES SECTION TO READ AS FOLLOWS:
Duties: 1. Speaker of the House a. Conduct and manage meetings of the Student House of Representatives. b. Work with the Executive Council to set the agenda for every meeting. c. In the event of a tie vote in the Student House, the Speaker of the house shall cast the tie-breaking vote. d. Enforce the House By-laws. 2. Secretary a. Aid the Speaker of the House when needed. b. Keep the minutes of every meeting, to be submitted and approved by the Student House the following meeting. c. Vote for the organization that s/he represents.

d. Check attendance and mark absent organizations. e. Keep track of and announce the House Budget. f. Keep track of and announce organizations no longer available for funding. 3. Sergeant at Arms a. Guard the door at each business meeting. b. Mark each member that leaves absent on the roll sheet for the meeting. c. Assist the Speaker of the House with the maintenance of order throughout the duration of the meeting. 4. House Representatives a. Vote and enact legislation beneficial to the general welfare of the student body. b. Vote on funding requests. c. Represent the concerns and requests of their constituents. d. In case of an emergency in which the Student Senate cannot meet, may pass legislation with a twothirds (2/3) vote and presidential signature. e. All duties outlined in the House By-laws.

LET IT BE FURTHER RESOLVED THAT THE TARLETON STATE UNIVERSITY HOUSE OF REPRESENTATIVES BYLAWS BE AMENDED UNDER THE MEMBERSHIP SECTION BY INSERTING THE FOLLOWING:
9. Any representative for an organization should be marked absent if they leave a regularly scheduled business meeting prior to adjournment. The absence can be appealed in writing prior to the next regularly scheduled business meeting. The appeal must be petitioned to the Speaker of the House to waive the absence. A member of the organization will plead the case to the House Officers.
