Earthquake Evacuation Drill Procedures

Part I Preparation. All members of the Emergency Response Group (ERG) as well as tenants employees must be in their respective normal work assignment. Part II Earthquake Drill Time : Unannounced 1. Start of the earthquake drill. The Property Management Group will signal a sound alarm using a megaphone representing that an earthquake tremor is happening. Time duration is 45 seconds. During an earthquake (sound alarm) all participants i.e. tenants employees should do the following safety procedures: - Duck, Cover, and Hold. Take cover under a desk, heavy table or bench, or against inside walls and doorways, or in the corner of the room. Advice others to do the same. - Do not leave the respective office premises; wait for the announcement of evacuation. - Do not panic; stay where you are. Stay away from glass windows, watch out for falling debris and / or office equipment, furniture that may topple and / or slide across the floor. - Extinguish any fire that may start near you. Use fire extinguishers and fire hoses situated at strategic locations within your office premises and / or in the floor lift lobby. 2. Counter Check/Clearing. The respective ERG members will conduct an immediate detailed inspection of the building and tenants office structures i.e. columns, beams, walls, slabs, etc. Time duration is 3 minutes. After the assessment of all concerned structural items within the building and respective offices, the following must be done by all concerned ERG members: - All damages and actual conditions shall be reported to the respective Floor Marshall like structural cracks, detached fixtures, broken windows, passable exits, etc. - The Floor Marshall will report all findings to the BEMO or Assistant BEMO (Building ERG c/o the Building Manager).

3. Start of general alarm. The BEMO or the Asst. BEMO declares the building evacuation. Afterward, the general alarms (Fire Bell) are sounded. The following procedures shall be implemented: The Property Security Group will activate all pull station in all floors to sound the fire bells or push the Fire Drill button on the Fire Detection and Alarm System (FDAS) panel. - All building occupants/employees to evacuate immediately their respective premises and proceed to the fire exits. - Do not use the elevators during or after the earthquake; and during the evacuation. Their safety will have to be ascertained by the Property Engineering Group. - All elevators must be captured at the ground floor by the Property Engineering Group and to be verified by the lobby guard. - Do not run or avoid panic; do not create noise. Evacuate the area in an orderly manner. - Evacuation team to ensure a smooth evacuation flow. - Rescue/Search team will check the whole offices and floors and make sure all employees are accounted for and evacuated; also, all injured person or unconscious person are evacuated properly. (Assign at least three mock victims who will act and show different level of injuries sustained during an earthquake). - All employees/evacuees are to proceed in the respective evacuation area for head count and briefing. Respective tenants floor marshall and/or ERG leader will report to the BEMO/Asst. BEMO and/or to the building ERG communication team all necessary information like head count, missing person/s, etc. - Rescue/Search team to report that all floors are clear. 4. Command Post. Establish a command post as center of communication and processing area. Provide whiteboard to indicate all vital information as to disaster for media and information of concerned government local/national agency. The following must be observed/implemented during the assembly: - All building damages are assorted for and reported like structural cracks, broken windows, etc. - Establish a medical area with easy access of ambulance and proper pick-up point for injured person/s. - First Aid Team must administer appropriate first aid procedures. - Property Security Group will direct the traffic, secure the evacuation area and the building perimeters; and, control all bystanders/onlookers. 5. Finale. The BEMO/ Asst. BEMO will announce the coming of the three mock victims. - Assisted by the Emergency Response Group (ERG). - First aid team will implement the necessary first aid procedures. - Bureau of Fire Protection (BFP) evaluation and observation briefing. 6. End of Earthquake drill.
