INTRODUCTION
Why the Plan? If there is a Dead Sea in the Mediterranean there may be one, in the real sense of the word, coming soon in Clarin. But no way, we have already risen from our deep slumber, we have already started to rise above our instincts of greed and avarice, we have already initiated to carve our true identity as a people that of a good steward of Gods creations most especially the environment, including the seas. From the seas we earn our wealth because fishing is our second means of livelihood and from the seas we derive our health because eighty percent (80%), more or less, of our body proteins are sourced from the abundance of the sea. No way therefore that we can allow our seas to die. So, our Coastal Resource Management Plan. Scope of the Plan The Coastal Resource Management (CRM) Plan of the Municipality of Clarin is a simple manifestation of our intention to protect and manage the environment most specifically the coastal resources. All the information and suggested recommendations are directly solicited during a multi-sectoral workshop and Barangay Consultations conducted. The scopes of the Plan are the various management programs, policies and guidelines, strategies and actions that should be addressed to solve the present issues in the coastal community. CRM Planning Milestones The first CRM Plan was approved in the year 2000 after conducting a series of tedious participatory activities participated by the dedicated and environment loving officials, Peoples Organizations and other concern people of Clarin, Bohol during that time. CRMP, an NGO, provides the technical and financial assistance in the plan preparation. The CRM Plan covers a planning period from 2000 to 2005. The first review and updating of the CRM Plan was assisted by Marine Aquarium Council (MAC), an NGO. The revised plan covers a planning period from 2008 to 2010.

This version of the CRM Plan, the second revision, was assisted by the Coastal Conservation and Education Foundation, Inc.(CCEF), again an NGO. The plan covers a planning period of five (5) years from 2013-2017. MUNICIPAL CRM VISION, MISSION, GOAL AND OBJECTIVES

Vision A progressive, self-sufficient municipality with rich and developed coastal resources managed by an active and environment-friendly coastal community. Mission To ensure sustainable development, rehabilitation, protection and management of the coastal resources through the active participation of all LGUs and coastal communities. Goal To uplift the living standards of all coastal communities and achieve food security through sustainable management of coastal and fishery resources. General Objectives 1. To encourage coastal barangays to actively participate as partners with the local government units in the planning and management of the area; 2. To identify critically deforested areas for immediate reforestation and management; 3. To establish a consistent and practical artificial reef program which will enhance the fishery habitat and increase fish reproduction; 4. To establish guidelines for fisheries management in order stop overfishing and obtain maximum sustainable production from the municipal water by decreasing effort through regulation of gears and fishing in certain locations; 5. To educate the local population about coastal resource management and encourage them to participate in the resource management and livelihood development process;

6. To provide alternative sources of income for the local communities by the development of aquaculture, agriculture, appropriate uses of marine and coastal forest products, cottage industry, and others; and 7. To encourage water quality control among shoreline communities and discourage dumping of organic and solid wastes into the rivers.

COASTAL ENVIRONMENT PROFILE


1. 0 INTRODUCTION Clarin is a coastal municipality situated on the northwest part of the province of Bohol and is 61 kilometers away from the capital city of Tagbilaran. It has 24 barangays, 7 of which are located in the coastal area namely: Bacani, Bonbon, Buacao, Lajog, Nahawan, Pob. Norte & Tangaran. The shoreline is approximately seven kilometers. 2.0 HISTORICAL BACKGROUND 2.1 Creation Clarin was created into a township on January 21, 1919 pursuant to General Order No. 3 dated January 8, 1919 issued by Acting Governor General Charles Yeater. A former barrio of the Municipality of Tubigon, Clarin was formerly known as Can-ogong named after an old man whom, legend said, had a habit of carrying with him a piece of bamboo tube locally called sugong which he used as container for salted fish. Not much was known about this obscure man except that he had lived in what is now barangay Poblacion Centro. Two municipalities contributed to the land area that made up newly created municipality. Tubigon, the mother town, ceded the barrios of Lajog, Candajec, Bonbon, Buangan, Coma-ang, Tontunan and Caboy while Inabanga gave away the barrios of Esperanza (later renamed Nahawan), Cantoyoc and Canmaya. Can-ogong became the site of the towns Poblation (later sub-divided into barrios Poblacion Centro, Poblacion Norte and Poblacion Sur). With the creation of Sagbayan, then a barrio of Clarin, into a town in 1949 the land area of Clarin was reduced by almost one-half. 3.0 GEOGRAPHY AND PHYSICAL SETTING 3.1 Location

Situated on the northern part of Bohol province 61 kilometers from the provincial capital; bounded on the north by the waters of Bohol Strait; on the east by the municipality of Inabanga; on the south-east by the town of Sagbayan; and on the south and on the west by the municipalities of Catigbi-an and Tubigon, respectively. Clarin is strategically located in the sense that: 1) it is the nearest and shortest gateway through which products from the interior towns of Sagbayan, Carmen, Dagohoy, Sierra Bullones, Alicia and Pilar could be shipped to Cebu; and 2) it is situated almost at the center of the shortest line of communication linking Central Bohol to Cebu City, the hub of trade in Central Philippines 3.2 Land Area The municipality has a total land area of 52.125 sq. km. 3.3 Area of Municipal Waters The total area of the municipal waters of Clarin is 40.80 sq. km. 3.4 Topography

The topography may be classified into three main terrain configurations: 1) a narrow strip of slightly undulating plain extending throughout the 7 kilometers length of the towns coastal zone comprising the barangays of Buacao, Lajog, Bonbon, Poblacion Norte, Tangaran, Bacani and Nahawan; 2) a rolling terrain which starts from the national highway and skirting along the southern fringes of the coastal plain and gradually sloping at varying degrees of inclination towards the interior and finally ending at the gentle ridges and mountain range in the barangays of Buangan, Tontunan, Caboy and Caluwasan; and 3) a flat country beyond the ridges and mountain range, part of provinces plateau system, covering the barangays of Bogtongbod, Tubod, Danahao and Cabog, all of which comprises the towns backdoor and southeastern frontiers adjoining the municipalities of Sagbayan and Catigbi-an, respectively. Rising majestically at the center of the towns land area at a distance of about 3.5 kilometers from the coastal line is Alimono mountain range (approx. elevation of 302 meters), a prominent landmark which holds a commanding ground over the countryside below and also serves as a reference point of local fishermen at sea. (Alimono is the central figure in the municipal seal of Clarin). Lying astride two small rivers, Alimono was once a virgin forest zone until the turn of this century when immigrants from other towns of Bohol and Cebu set about the cutting down of all the mountains foliage cover and converted the entire area into slash and burn farms locally called ba-ol (kaingin in Tagalog). Today Alimono is a problem of erosion. Its deep gullies are telltale evidence of the rapid and continuing erosion process that has been going on from the time the entire mountain was transformed into kaingins.

The Climate of Clarin falls under the 4th types of the Philippines climatological condition where there is no pronounced wet or dry season. Climatic condition is characterized by maximum rain periods and relatively short dry period. Rainfall is evenly distributed all throughout the year. Based on a six-year period, the average annual rainfall is 300 mm., the mean monthly rainfall is 250 mm. The months of October, November and December have the highest monthly rainfalls while the month of March and April receives the lowest rainfall. Rainfall in the area is characterized by cyclonic and monsoonic rains and sometimes thunderstorm rains. Cloudiness is minimum in April and apparently very cloudy in the month of July and September mainly because of the typhoon influence. October and December clouds are brought about by monsoon influence. The average temperature is 28.6 degrees centigrade. The months of November, December and January are coldest with an average of 26.4 degrees centigrade. The temperature is influence by the northwest monsoon which carries the cold spell of the Siberian front. Relative humidity is more or less even all throughout the year. Generally, it is moderately warm during daytime and generally cool at night. The prevailing winds in the area predominantly from the north and shifts counter clockwise from the west during summer. The westerly winds are calm compared to southerly winds which follows, The occurrence of the south winds known in the dialect as tinghabagat is characterized by turbulent and rough seas. Clarin often experiences occasional bad weather whenever there is thermal fluctuation because it is situated within the typhoon area. 3.7 The Soil

The soil primarily consist of: 1) sandy loam in the coastal plains; 2) block rich alluvial soil in the narrow rivers valleys; 3) yellow clay on the sloping areas; 4) brown sandy loam in the ridges; and 5) black sandy loam with scattered small patches of yellow clay in the flat country at the towns backdoor. The rich top soil on the sloped areas had long ago been washed down to the sea by the slow but immutable process of erosion brought about by neglect and lack of knowledge on proper soil management technology on the part of the farmers. 3.8 Rivers and Creeks

Of the towns three small rivers, only one, the Nahawan River, remained perennial. The other two, Sumakid and Bacani Rivers, were transformed into intermittent streams as a result of environmental degradation and denuded watershed areas due to the slash-and-burn farming of local farmers. During few days of continuous dry season, both Sumakid and Bacani Rivers and their tributaries would dry up resulting in the failure of rice crops in areas dependent on these rivers for irrigation. With the volume of water coming from their spring sources progressively dwindling with the passing of years and the heavy siltation of their beds with the passing of each flood, chances are these two rivers gradually die a natural death decades from now unless remedial measures are instituted to arrest the degradation of the upland environment. 4.0 STATUS OF RESOURCES 4.1 Fisheries The municipal waters of Clarin, although one of the smallest compared to the other towns of Bohol province, possesses a high biodiversity potential and is the home of various species of marine flora and fauna. Given the proper management and sustained protection effort, this naturally viable marine habitat, although depleted by decades of illegal and destructive methods of fishing could still be amply rehabilitated. Its prospects as a sustainable source of livelihood for the local fisherfolks families, as well as the main source of protein for the towns growing population, remains bright. The substantial rehabilitation of the towns municipal waters, however, would depend much on the political will of both the local and national officials in the enforcement of fishery laws coupled with the wholehearted cooperation of the fishing community in particular and the public in general.

The municipality of Clarin has approximately 388 hectares of mangrove areas.

MANAGEMENT ISSUES, STRENGTHS AND OPPORTUNITIES


1.0 ISSUES AND CONCERNS 1.1 Fishing Gears Using Fine Mesh Nets (pukot, baling, sudsod) Illegal fishing gears such as pukot, baling and sudsod using fine mesh nets are still used by local fishermen. 1.2 Weak Organizations There is a lack of concern among members due to insufficient financial support from outside funding source and improper management of some officials of the organizations. 1.3 Lack of Funding for CRM Local funds available are minimal. There is a need to source out fund from outside funding institutions/agencies to augment the LGUs finances. 1.4 Presence of Fishers from Other Towns Fishermen from other towns operate within the municipal waters of Clarin. It was learned that this fishing gear is very destructive in the sense that it destroys the habitat and breeding ground of marine resources. 1.6 Loss of Rare Endangered Species Due to illegal fishing activities, some endangered species of fish were lost due to unwise utilization of marine organisms and their habitats 1.7 Siltation in our Municipal Waters

Siltation in the municipal waters is caused by floods/poor land management practices. It cannot be prevented nor controlled, it can only be minimized through the coordination & proper management of the DENR in the manner of reforesting the vast watershed areas to prevent soil erosion. 1.8 Illegal Fishing (pukot/tikbong) Active fishing gears with fine meshed nets using scaring devices are considered illegal. They are still however rampant. 1.9 Cutting of Mangrove Some fisherfolks uses mangrove for firewood and building materials 2.0 Improper Waste Disposal The practice of throwing waste in the river is not only practiced by the people living along the coast and riverbanks but also by those who live in the upper barangays. 2.1 Destruction of Buffer Buoys (MPAs) These were done by fishermen who did not understand what the benefits of a sanctuary are.

In general, the results of the monitoring and evaluation process can be utilized as the basis in updating, amending or revising the CRM Plan.

After evaluating the CRM Plan based on the information and data incorporated therein, it is concluded therefore, that; 1. The study showed that the lack of awareness among fisherfolks on the proper utilization of marine resources and inadequate fisheries management are the major factor in the depletion and degradation of coastal resources of Clarin. 2. There is a need to establish a strong coordination between Fish Wardens, Peoples Organizations and the PNP for an effective coastal law enforcement. 3. There is a need to rehabilitate the coastal habitats and marine resources. 4. There is an improper waste disposal system on the coastal area 5. There is a need to institutionalize the existing Municipal Fisheries and Aquatic Resources Management Council and other related organizations. RECOMMENDATIONS Based on the finding and conclusions, the following were recommended: 1. Conduct continuous IEC on coastal barangays on the proper utilization of marine resources. 2. Identify and provide alternative livelihood projects to fishermen to avoid dependency on fishing. 3. PNP should be a part of the patrolling team especially during apprehensions of illegal fishers. 4. Institutionalized the MFARMC and other related organizations, defining its composition, powers and functions and responsibilities as provided for in existing laws, rules and regulations. 5. Install a Monitoring System to ensure an effective Coastal Resource Management program. 6. Install measures to protect and rehabilitate marine habitats and other resources. 7. Create a Coastal Resource Management Section under the office of the Municipal Agricultural Officer, defining its functions and responsibilities.
