An informational publication from the Washington Federation of State Employees/AFSCME Council 28 AFL-CIO

This voting record covers key House and Senate votes in 2011 and 2012. Its a useful report card indicating exactly how legislators have performed on state employee issues. Its also a tool you can use to evaluate legislators running for re-election. This voting record should help you determine if their votes in the past two years justify your support and endorsement in 2012. But note: This is a quantitative tool. You should also evaluate legislators based on qualitative factors that dont come from votes on bills.

APPENDIX A NOTE: The House roll calls from 2011 include votes taken by Rep. Christine Rolfes of the 23rd District and Rep. David Frockt of the 46th District, who were appointed to the Senate before the 2012 session; their 2011 House votes are counted in their Senate voting record. Their respective successors, Rep. Drew Hansen and Rep. Gerry Pollet, are represented in 2012 votes. Explanation of key votes/roll calls used in House voting record: 1. Reducing early retirement options (so-called pension reform) (Second Engrossed Senate Bill 6378) (WFSE/AFSCME opposed) Passed the House 56-42 on 4/10/12 Sponsored by Sen. Joe Zarelli, R-18 District. The bill cuts Early Retirement Factors (ERFs) for new state employees hired after May 1, 2013. Pensions would be cut 5 percent a year for every year an employee with 30 years of service retires between age 55 and 65. Right now, someone in PERS 2 at age 55 with 30 years of service gets a 20 percent reduction. Under this bill, it rises to a 50 percent reduction. Its a problem in search of a solution that doesnt save money, will add costs and harm the recruitment of quality public servants.

Pensions would be cut 5 percent a year for every year an employee with 30 years of service retires between age 55 and 65. Right now, someone in PERS 2 at age 55 with 30 years of service gets a 20 percent reduction. Under this bill, it rises to a 50 percent reduction. 9. Workers Compensation/Injured Workers Buy-Outs (Engrossed Senate Bill 5566) (WFSE/AFSCME opposed) Passed the Senate 34-15 on 3/5/11; this version did not become law. Sponsored by Sen. Jeanne Kohl-Welles, D-36th District. This version that passed the Senate was not supported by the sponsor. Thats because it included a striking amendment authored by Sen. Janea Holmquist Newbry of the 12th District, after rejection of a good alternative amendment from Sen. Sharon Nelson of the 34th District, that would have created only a study of the workers comp system. ESB 5566 would have allowed parties to an allowed claim for workers compensation benefits to enter into a voluntary settlement agreement, subject to approval by the Board of Industrial Insurance Appeals. It would have allowed employers to provide light-duty or transitional work to an injured worker without reimbursement for 50 percent of the injured workers wages. While ESB 5566 did not pass, another bill opposed by WFSE/ AFSCME that reduced benefits for injured workers (EHB 2123, see vote #5) did pass into law.
