Introduction
Commission Regulation (EU) No. 691/2010 as amended by Commission Regulation (EU) No. 1216/2011 lays down a performance scheme for air navigation services and network functions. The Regulation establishes three Safety Key Performance Indicators (SKPIs) that States must report on. These are Effectiveness of Safety Management and Just Culture, (both of which are measured annually through a questionnaire) and Application of the Risk Analysis Tool (RAT) which, since 1 January 2012, is to be applied on a continuous basis to specified occurrences. This Information Notice provides further information on the third SKPI only, as follows: The application of severity classification, based on the use of the RAT methodology to the reporting of, as a minimum, the following three categories of occurrences: o o o Separation minima infringements; Runway incursions; and ATM specific occurrences.

Reporting of the severity classification determined by the RAT is to be completed for individual occurrences.

EASA Acceptable Means of Compliance (AMC) and associated Guidance Material (GM) of December 2011 define ATM specific occurrences as follows: Events or situations that can be classified as an inability to provide ATM, ATS, ASM or ATFM services; a failure of communication, surveillance, data processing and distribution, support information or navigation functions; or as ATM/ANS systems security (Annex to ED Decision 2011/017/R). 1.3 The CAA encourages the Air Traffic Control Centres, airports and ANSPs addressed through this IN to adopt the EASA AMC in relation to the Application of the RAT Methodology issued as AMC under the SES Regulations. Attention is drawn to Section III of the AMC at pages 26 to 52 and Annex 1 to Commission Regulation (EU) No. 691/2010 as amended by Commission Regulation (EU) No. 1216/2011. A hyperlink to this document is provided in paragraph 6 of this IN. Air Traffic Control Centres, airports and ANSPs should report the RAT severity classification for applicable individual occurrences that meet the definition of a Mandatory Occurrence Report (MOR) to the CAA in accordance with the MOR reporting scheme and follow up process (CAP 382 Mandatory Occurrence Reporting Scheme).

Scope
The UK has decided, in accordance with Article 1(3) of Commission Regulation (EU) No. 691/2010 and Article 1(2) of Commission Regulation (EU) No. 1216/2011, not to apply this SKPI to airports with fewer than 50,000 commercial air transport movements per annum.

Airports and Area Control Centres (ACCs) within the Scope of the Reporting Requirement
In addition to the two ACCs, the following airports have been identified as being within the scope of the reporting requirement: Aberdeen Birmingham Bristol Edinburgh London Gatwick Glasgow London Heathrow London City Luton Manchester East Midlands Newcastle London Stansted

EASA published the Executive Director Decision on 16 December 2011 which contains AMC and GM for the implementation and measurement of safety KPIs.
