Nada es ms poderoso que una idea, es el punto de partida de la campaa Kony 2012. Y para reafirmar el concepto han iniciado una campaa meditica que pretende algo que por ms de 20 aos ha sido dejado de lado, y es que en Uganda est activo el ms grande genocida de los tiempos modernos, el enemigo pblico nmero uno de la humanidad, que ha no slo asesinado a miles de personas, sino que ha llevado su barbarie a reclutar nios por miles para consolidar su poder llevndoles incluso al extremo de asesinar a sus propios padres. Joseph Kony, tambin llamado el mesas del demonio, es el jefe indiscutido del Ejercito Unido de la Santa Salvacin y dentro de sus tcticas est el usar el agua bendita como un arma, y sus seguidores dicen que las balas no le hacen mella. Ha secuestrado y forzado a un estimado de 66.000 nios a luchar por ellos, y tambin ha forzado el desplazamiento interno de ms de 2 millones de personas desde que comenz su rebelin en 1986. Como resultado, en 2005 Kony fue condenado por crmenes de Guerra por la Corte Internacional Criminal de La Haya, pero desde entonces ha logrado evadir su captura. Ahora este grupo de nios invisibles, como se ha llamado el movimiento, ha tenido una sencilla pero poderosa idea, hacer famoso a Kony para exponerlo a la conciencia mundial y lograr finalmente su captura y poner fin a esta pesadilla de los nios de la guerra en el corazn de frica. La idea la estn promoviendo a travs de la red y al momento en que vi el video del que me envi el link mi hija que est estudiando en Mxico, ya lo haban visto casi 2 millones de personas y ahora que vuelvo a revisar ya son mas de 4 millones y medio y contando. Que la tecnologa ofrece ese enorme campo de militancia, no es cosa nueva, pero lo interesante en este caso es que se proyecta una accin global (a escala planetaria) sin ningn lder visible y por una idea humanitaria. El director del video Jason Russell comenta que el 20 de abril ser El da en que nos encontraremos al anochecer y tapizaremos cada calle de cada ciudad hasta que salga el sol. El resto del mundo se ir a dormir el viernes para despertar ante cientos de miles de posters demandando justicia. Ya hemos visto eventos en que el papel de los enlaces sociales ha jugado un rol preponderante, tumbando dictadores y movilizando sociedades estancadas por aos, pero no es lo mismo organizar la accin cotidiana y definitiva de las vidas de los habitantes de una nacin. Ser que el 21 fructificar la idea y sentar un precedente de la nueva manera de hacer poltica?

There is nothing more powerful than an idea; it is the starting point of the campaign Kony 2012. It has abducted and forced an estimated 66,000 children to fight for them, and has also forced the internal displacement of over 2,000,000 people since its rebellion began in 1986. Could it be possible that the 21st will prove the idea fruitful and will set a precedent on the new way of making politics?

Cuidando a su Hijo
A menudo surge la pregunta sobre como proteger a los hijos de las madres indocumentadas.
Conocer el caso de Carlitos, el hijo de la guatemalteca Encarnacin Bail Romero en el estado de Missouri, quien fue adoptado por una pareja mientras ella estaba en la crcel, nos puso a pensar seriamente. Encarnacin fue enviada a la crcel despus de una redada del ICE en una planta de procesamiento de pollos en la que trabajaba en el 2007. Fue acusada de robo de identidad agravada y sentenciada a dos aos de crcel cuando su hijo Carlos tena 7 meses y nunca volvi a verlo. Abundan las particularidades en esta la adopcin, por ejemplo el juez Daniel Jones aprob los papeles de adopcin en base a que la madre no estaba cuidando al hijo (estaba en la crcel) sin que mediara en ningn momento la aprobacin de la madre para tal procedimiento. De acuerdo a un informe del Centro de Investigacin Aplicada Familias Destrozadas, para el verano de 2011, un estimado de 5.100 nios en 22 estados estaba en cuidado temporal luego de que sus padres fueran bien detenidos o deportados. Los abogados de inmigracin y los defensores del bienestar de los nios dicen que un nmero pequeo pero preocupante de nios, como Carlos, fueron dados en adopcin a familias norteamericanas luego de que sus padres biolgicos fueran despojados de sus derechos paternales. En Delaware corren rumores sobre este tema que han preocupado a muchas personas en la comunidad, por lo cual El Tiempo Hispano convers con Victoria Kelly Directora de la Divisin de Servicios a las Familias del Departamento de los Nios y sus Familias. La seora Kelly tiene slo 6 meses en el cargo, pero cuenta con una experiencia de ms de 30 aos trabajando con nios en el sector pblico y privado. Kelly explic parte del proceso que la Divisin lleva a cabo en caso de que se detecte abuso contra un nio. En primer lugar la Divisin tiene una lnea abierta las 24 horas para recibir reportes sobre abuso infantil de todo el estado. Al recibir un reporte se evala y en el caso de que el reporte sea aceptado, porque no todos lo son, y si se cumple los estndares legales, se procede con una investigacin y al final de ella se puede decidir si est legalmente sustentada o no. El segundo paso es el servicio de tratamiento y consejera para los padres. Durante este perodo el nio permanece en su hogar y la idea es brindarles apoyo y conectarlos con los servicios del Departamento. Muchas veces la gente piensa que slo hacemos las investigaciones para sacar a los nios de sus hogares, cuando la verdad es que hacemos todo lo posible para que los nios permanezcan con sus familias y para darles el apoyo que necesitan para estar seguros en sus casas, agrega la Directora. Si esto no puede hacerse de manera segura, entonces se enva al nio a cuidado temporal (foster care) que es provisto tanto por la agencia como por proveedores privados contratados por la agencia. El objetivo cuando un nio va a un hogar de cuidado temporal es la reunificacin, trabajando con la familia para que el nio pueda volver a su hogar tan pronto sea posible y est seguro. El 80 por ciento de los nios en cuidado temporal vuelven a casa en menos de dos aos, dice Kelly. Aquellos que no pueden volver seguros a sus casas van al programa de adopcin, pero todos los procesos de cuidado temporal y adopcin no los hace la Divisin de manera independiente sino a travs de la corte de familia que dirige cada uno de esos pasos. Mucha gente piensa que nosotros tomamos a los nios y tomamos todas la decisiones, pero no es as, aclara Kelly. Cuando hay situaciones de violencia entre los padres, lo primero que hacemos es remitirlos a los servicios de violencia domstica buscando que resuelvan sus diferencias en el caso, y podra no haber ninguna investigacin. Pero en el caso de que la pelea sea muy seria y el nio este resentido o pudo haber sido herido, se inicia la investigacin. Esta investigacin implica la conversacin con ambos padres y el hijo, si tiene la edad suficiente para hablar sobre el incidente, y tambin con las llamadas personas colaterales (como por ejemplo el pediatra y otros profesionales que conozcan la familia) para determinar cmo est el nio. Que sucede con el caso de las familias que no hablan ingls? Tenemos algn personal bilinge que, en caso de estar disponible en un momento de crisis, asisten al investigador. Tambin los servicios de violencia domstica tienen personal bilinge las 24 horas al da, pero la divisin contrata los servicios de interpretacin a travs de otra agencia. Cundo le quitan al nio a la mam, en qu situaciones? En el caso de una pelea con violencia en que, por ejemplo, la madre est cargando al nio y sea golpeada por el compaero, o al revs. Lo que se busca en primer lugar es la seguridad del nio, sin embargo nuestra primera preferencia es siempre mantener al nio con su madre. Hay situaciones en que la mujer tiene miedo de llamar a la polica sobre todo si es indocumentada y puede estar en una situacin de riesgo, ella y su bebe. Cada situacin es diferente y debe ser muy grave para que el nio sea alejado de su madre. Insisto, nuestra prioridad es la seguridad del nio, y en cualquier, caso el procedimiento es llamar a la lnea de atencin de 24 horas de la corte, y bajo las circunstancias el juez, y slo l, decide como se debe proceder. Por ley federal debemos cumplir un procedimiento estndar llamado esfuerzo razonable para evitar que los nios ingresen al sistema de cuidado temporal foster care y slo despus de esto, el juez da el permiso legal para remover el nio de su hogar. Segn la experiencia de personas que han trabajado por aos con las familias hispanas de Delaware, los servicios de interpretacin dejan mucho que desear. Pareciera que fueran hechas por un traductor electrnico puesto que el sentido se pierde por completo. El desconocimiento del ingls por parte de las familias y la falta de servicios de interpretacin de calidad, hacen la situacin difcil a la hora de entender el proceso legal de custodia de un menor. Al cuestionar sobre esto, Kelly dijo que al ser un servicio contratado, el dar un buen servicio en verdad est en manos de la agencia profesional que ha ganado el contrato. Pero no pudo facilitarnos los nombres de esas compaas para verificar qu procedimientos llevan a cabo para revisar las credenciales del personal que contratan para brindar este servicio. Sin embargo, de acuerdo a mi experiencia, tener los intrpretes es slo una parte de la ecuacin, ya que hay mucha diversidad en el mundo hispano, muchas diferencias culturales que ponen las cosas mas difciles, asegura Kelly, lo importante en realidad es qu se debe hacer antes de que una situacin se presente. Ante todo, tener un plan de seguridad, explica Kelly, familia, amigos que le puedan dar apoyo y le puedan ayudar en un momento dado. Esto es importante para nosotros, continua, porque la madre no est sola.

En muchos casos es el hombre el que trabaja y tiene relaciones sociales, mientras que la mujer esta muy limitada y a veces desamparada. Por eso es importante que est preparada, que tenga un plan de seguridad. En todo caso luego de que se inicia un procedimiento en que el nio o bien va a cuidado temporal o se queda con uno de los padres, en un plazo mximo de 10 das deben ir a la corte a una audiencia preliminar, y los padres (cada uno) tiene el derecho de que la corte les asigne un abogado si no pueden pagar uno y un intrprete en caso de que lo necesiten Y esto es importante porque es en Delaware, en otros estados no. Hasta hace pocos aos los padres no tenan ninguna representacin legal. En esta audiencia el juez toma la decisin, o bien de devolver el nio a sus padres o mantener la custodia temporal mientras que el padre o la madre segn sea el caso, puede pedirles que tomen algunas medidas. 30 das ms tarde tiene lugar la audiencia de adjudicacin en la que se escuchan todos los planteamientos de los dos lados. En este punto el Juez decide las medidas futuras que debe tomar la Divisin de Servicios a la Familia. Luego, en Delaware, cada 3 meses el juez evala el progreso y hace un seguimiento del caso para tomar una decisin final sobre la custodia. El proceso es muy intimidante y nunca est de mas tener ayuda, y no tiene nada que ver si tienen papeles o no, si no de cul es el mejor inters del nio, asegura Kelly. Adems coment que pareciera haber actualmente una tendencia de los jueces a darle la custodia al padre en lugar de a la madre, como se haca tradicionalmente, una suerte de compensacin histrica. Finalmente le gustara aclarar que los servicios para las familias histricamente fueron creados para ser un servicio de proteccin infantil y este ao estamos tratando de ir en una direccin diferente, sin olvidar el mandato legal. El trmino tcnico es respuesta diferencial (differential response), lo cual quiere decir que estamos tratando de crear vas alternativas para dar una atencin ms integral a las familias, incluyendo los aspectos sociales. Nuestro objetivo es mantener las familias intactas de una manera segura; cada nio adoptado es una falla para nosotros. Siempre ayuda para resolver una crisis, y como el tema es tan extenso, en el futuro publicaremos otros artculos sobre este tema. Taking Care of your Child
The question on how to protect the children of undocumented mothers frequently comes up.

Encarnacin was put in jail after a raid was carried out by the ICE in a chicken processing plant where she worked in 2007. According to a report from the Applied Research Center, Shattered Families, as of the summer of 2011 an estimated 5,100 children in 22 states were in foster care after their parents were either detained or deported. Immigration attorneys and childrens welfare advocates say a small but troubling number, like Carlos, have been put up for adoption to American families after their birth parents were stripped of their parental rights. In Delaware, rumors about this situation have many people in the community worried, reason why El Tiempo Hispano had a conversation with Victoria Kelly, Director of the Division of Family Services of Delawares Department of Services for Children and Their Families. Mrs. Kelly has only been in office 6 months, but has an experience of over 30 years working with children in the public and private sector. Kelly explained part of the process that the Division undertakes if an abuse against a child is detected. First, the Division has a 24-hour helpline to receive reports about child abuse throughout the state. When a report comes in it is evaluated, and if it is accepted, because not all of them are, and if it complies with the legal standards, then an investigation takes place, and by the end of it, it can be determined if it is legally supported or not. The second step is the treatment and counseling service for the parents. During this period the child remains at home and the idea is to give them support and to connect them with the Departments services. Many times people think we investigate the cases just to take the children away from their homes, when the truth is that we do everything possible for the children to remain with their families and give the children the support needed so that they can be safe at home, adds the Director. When this cannot be done in a safe way, the children are sent to foster care, which is provided by the agency or by private organizations hired by the agency. The objective of sending a child to foster care is to achieve reunification, working with the family so that the child can return home as soon as possible and in a safe way. 80 percent of children in foster care return home in less than two years, says Kelly. Those who cannot return home safely are sent to the adoption program, but all of the foster care and adoption processes are not done independently by the Division, but through the family court which is the entity directing each one of these steps. Many people think we take the children and that we make all of the decisions, but this is not so, say Kelly. When there is violence among the parents, the first thing we do is to refer them to the domestic violence services hoping they can resolve their differences, and an investigation cannot be conducted. But if the fight is serious and the child is suffering or could have been hurt, an investigation is opened. This investigation comprises a conversation with both parents and the child, if he/she is old enough to talk about the situation, and also a conversation with collateral people (like for instance, the pediatrician or other professionals that know the family) to establish how is the child doing. What happens with the families that do not speak English? We have some bilingual personnel that, if available in a crisis, assist the investigator. The domestic violence services also have bilingual personnel 24 hours-a-day, but the Division hired interpretation services through another agency. When is a child taken away from the mother, in what situations? In a case of a violent fight where, for instance, the mother is carrying the child and she gets hit by her partner, or the other way around. What we are looking for in the first place is the childs safety; however our first priority is always to keep the child with the mother. There are situations where the woman is afraid of calling the police, especially if she is undocumented and could be at risk, she and her baby. Each situation is different, and it has to be very serious for the child to be taken from the mother. I insist, our priority is the safety of the child, and in any case, the way to proceed is to call the courts 24-hour helpline, and under the circumstances the judge, and only him, shall decide how to proceed. By federal law we must comply with a standard procedure called reasonable effort to prevent children coming in foster care, and only after this, the judge grants legal permission to remove the child from the home. According to the experience of people that have been working for years with Hispanic families in Delaware, the interpretation services is not up to expectations. They seem to have been made by an electronic translator because the true meaning is completely lost. The families not speaking English and the lack of good quality interpretation services makes the situation more difficult when it comes to understanding the legal procedure regarding a minors custody.

When asked about this, Kelly stated that because this is a contracted service, it is actually in the hands of the professional agency that has won the bid to provide a good quality service. But she couldnt provide us with the names of these companies to verify what procedures they have in place to verify the credentials of the personnel hired to provide this service. Un Punto de Vista A Matter Of View

Primavera!
Todava me cuesta creer que el 20 de marzo, exactamente a la 1:14 am comenzar la primavera en el Hemisferio Norte. Pero si miras a tu alrededor, podras pensar que la primavera ya ha estado aqu con nosotros durante las ltimas semanas. En las casi tres dcadas que llevo viviendo en Delaware, nunca haba experimentado un invierno tan suave. Es realmente increble el clima tan benigno que este invierno nos ha dado. Pero as como comienza la primavera, tambin comienza el aumento de las horas de luz del da, las temperaturas ms calientes, amaneceres y atardeceres espectaculares, despus de todo, es el renacimiento y el despertar de la flora y la fauna. Recuerden que las palabras Equinoccio de Primavera vienen del latn noche igual. Este evento se ha programado para el ltimo sbado de cada mes de marzo, coincidiendo cercanamente con el equinoccio, de esta manera se asegura que la mayora de las ciudades en el mundo estn en penumbras al extenderse alrededor de la Tierra. De acuerdo al grupo World Wildlife Fund (WWF), la Hora de la Tierra 2011 vio como cientos de millones de personas a lo largo de 135 pases apagaron sus luces por una hora. It is still hard for me to grasp the concept that on March 20th at exactly 1:14 A.M. Spring will commence in the Northern Hemisphere. But if you look around, you would think that spring has been with us for the past few weeks. In the almost three decades that I have lived in Delaware, I have never experienced such a mild winter. It is truly unbelievable the mildness weather that this winter has provided us with. But as spring commences so will the increase of daylight, warmer temperatures, awesome sunrises and sunsets, after all, it is the rebirth and the awakening of the flora and fauna. Remember that the words Vernal Equinox comes from the Latin words equal night. This means that during the spring and fall equinoxes, we experience equal amount of daylight and nighttime. I remember reading that this was because at this time the Sun crosses the celestial equator and at the equinoxes, the tilt of Earth relative to the Sun is zero, which means that Earths axis neither points toward nor away from the Sun. I have always been fascinated by the study of astronomy. I remember that during my college years, I took an astronomy class as an elective class and it was truly fascinating to learn so much about our planet, our solar system and our interaction our constellation has with the rest of the cosmos. In my opinion, this is one of the best times to do some stargazing, I remember how much fun it was identifying what we saw and kept record of it then, a few months later, you again record new observations in order to realize that what was there a few months back had move. It still amazes me. This year, Earth Hour will take place on Saturday March the 31st at 8:30p.m. In case you forgot or you may be wondering what is Earth Hour? It is now an annual event that has been set aside to switch off all lights for one hour in order to take a stand and make awareness against climate change. This event has been scheduled on the last Saturday of every March, closely coinciding with the equinox, this way it will ensure that most cities in the world are in darkness as it rolled out around the Earth. According to the World Wildlife Fund (WWF) Earth Hour 2011 saw hundreds of millions of people across 135 countries switch off for an hour. But it also marked the start of something new going Beyond the Hour to commit to lasting action on climate change. And with the power of social networks behind the Earth Hour message, we hope to attract even more participation so we can build a truly global community committed to creating a more sustainable planet. Then, let me re-cap for you, spring will arrive on March 20th and Earth Hour 2012 will be on Saturday 31st of March from 8:30 to 9:30pm. The 2013 Defense Department budget cuts military spending by $487 billion over 10 years, which translates into eliminating six Air Force fighter squadrons, cutting 16 ships from the Navy, and reducing the Army and Marine Corps by 80,000 to 100,000 troops over five years. Our thinking is that future wars will be fought with more high technology weapons and fewer troops. The problem is we could lose highly qualified military personnel because of the cutbacks. The end result could mean we will have a plethora of high technology weapon systems available, but lack the quantity and quality of non-commissioned and commissioned military leaders to employ the equipment. Another $600 billion in defense cuts could be enacted if Congress does not act to change current laws. Unfortunately, our military strategy might be faulty. Lets look at a few countries who could be potential adversaries. China has a multi-million man army and a large air force. It is upgrading its missile systems and developing anti-ship missiles that could threaten U.S. naval forces. It is in the process of deploying two aircraft carriers and building up its submarine fleet. China seeks to dominate Southeast Asia and wants to annex Taiwan. It is a close ally of North Korea. North Korea has a million man army and continues to expand its missile capabilities. It poses a threat to South Korea, and maintains a goal of uniting Korea under its domain. It has nuclear weapons and continues to sell nuclear and missile technology to a number of countries, including Iran. Iran threatens the Middle East region with an aggressive attitude and the potential development of nuclear weapons. It has missile systems capable of hitting targets in other Arab countries, Israel and Western Europe. Iran has acquired some submarines and is building up its navy. It has a close relationship with Venezuela and might want to establish a naval base in that country. Venezuela threatens South American and Central American countries. President Chavez is friendly with Castro of Cuba, and has developed a military relationship with Russia. He has purchased a significant quantity of arms from Russia and has allowed Russian warships to use Venezuelan port facilities. Russia is a Communist country that could still threaten world peace. It supports Irans nuclear program, and it is upgrading its land military forces with the latest weaponry and is refurbishing its navy. Another concern for the U.S. is the potential rise of radical Islamists in a number of countries in North Africa and the Middle East. As the totalitarian governments in the region fail, they could be replaced with Islamic forces who might implement Sharia law and who could be antagonistic and possibly adversarial to the U.S. The weakening of the U.S. military with the proposed budget cuts could embolden potential adversaries to expand militarily in their respective regions. We need to maintain a strong military posture to protect our national security and promote peace in the world by deterring potential adversaries from launching military adventures. Donald A. Why NegAtiVe ADs Are gOOD fOr the COUNtry


Its undemocratic to be negative about negative ads. That said, there are some politicians who misuse negative ads, and Ill get to that in a moment. In a democracy, negative ads play an important role. In a representative democracy which is what the United States is, rather than a true democracy -- there is a valuable place for negativism. We need it. We cannot really continue to be safe and comfortable democracy without the negativism that negative ads produce. Our country was founded on the principle of inherent equality of all people, and on the opportunity of all people to succeed based on their own efforts. Ours is not a power structure based on wealth or military power. In this country, we protect the rights and the role of the less fortunate and the less capable. So what happens if some of us are more capable of selling ourselves, and our ideas, to others? What happens if some people are just better speakers than others? And what happens if those people, and those ideas, are hurtful to other citizens? What happens if those people and those ideas are hidden, or misrepresented, or subject to change without notice? What happens to the democracy then? Deception, deceit, degradation, and the demise of the democracy. Thats what happens. This is where negative ads become very valuable. Our democracy carries within it the concept of the Loyal Opposition. It is the opportunity of those who see deception, misrepresentation, or deceit to bring that to the attention to the rest of us who may not see those things. In fact, I see it as the obligation of those who see injustice to bring it to the attention of the rest of us. The Loyal Opposition gets its name in our democracy because we depend on those who are opposed to the ideas of others to unearth and expose those inequities. Our political system is, perhaps, the most popular example of where the Loyal Opposition is, or should be, at work. The Loyal Opposition, whether they be Republican, Democratic, Green Party, Libertarian, or whatever, has more than the opportunity to expose the frailties and falsehoods of the other side. To be truly loyal to the democracy, it is the obligation of the other side -- the opposition -- to help the rest of us see the truth, as their side sees it. In the name of a good representative democracy, if you are opposed to a person or an idea, a philosophy, etc., it is not negative to show the truth as you see it. A negative ad is only negative to those who oppose the thought being presented. In a healthy democracy, when both or all sides of an issue are aired, the truth of the issue is decided by the voters. This is essentially what our elections are about. So negative ads should be seen as important because they help us understand the shortcomings of a person or idea. That is the basis of the origin of Rhetoric. It was the process of exploring, explaining, exposing all sides of an issue so the truth, the right, would eventually be revealed. Thank you , Aristotle. Unfortunately, as important as negative ads are to the process of finding the truth and the right, we see those particularly, those in politics -- who use negative ads to propagate falsehoods and misinterpretations. In politics, we see those who would use negative ads solely to tear down their opposition without bothering to build a positive message regarding their own efforts. Im afraid the concept of loyal opposition has been

co-opted by a few who hide behind its veil to infect the political arena, and in the rest of us in the arena, with the unhealthy odor of deception and deceit as a way to gain personal power. It should anger and disgust all of us when any candidate uses this precious opportunity and benefit of a democracy to distort the colorful and fruitful experience of free elections with the chalk and crayons of slander, innuendo, and fear. If only our democracy had a way to punish and/or prevent those purveyors of this mud slinging, and allow negative ads to do the job they should be doing for the greater good. Our country needs good, loyal negative ads.

America should empower entrepreneurs to create jobs in rural communities. Congress needs to invest in the Rural Microentrepreneur Assistance Program to provide much needed lending capital and technical assistance to small, rural business start-ups. Likewise, Congress should enact the Rural Microbusiness Investment Credit Act to generate investment in both start-up and expanding rural small businesses by providing a 35% federal tax credit to rural entrepreneurs who invest in their own small businesses. These proven strategies create rural jobs. And history proves that entrepreneurs can lead us out of recession, as they did last time when microenterprise employment grew by 9% nationally while big firms were shedding jobs. But rural entrepreneurs have even more to offer. Brandon Raby, the Center for Rural Affairs 2011 Entrepreneur of the Year, learned from 20 years of skateboarding that a skate shop is a crucial element of skate culture, so he opened Caravan Skate Shop in North Platte, Nebraska. Brandon also plays an active role in a local youth organization named Skate and Create, which secured $30,000 from the city to help design and construct a skate park. Caravan Skate Shop is also a place where youth can discuss skating, watch skate videos, and hang out. Brandon enjoys serving as mentor and providing skaters a place to be without negative consequences. We celebrate entrepreneurs because of their contributions to our rural communities - jobs, revenue, economic opportunities and much more. State Rep Ruth Briggs King for Re-election


On the occasion of Leap Day, State Rep. Ruth Briggs King (R-Georgetown) leapt into the 2012 political race by filing to seek re-election for the 37th Representative District she currently serves.
The three-year incumbent legislator first won her seat in 2009, after prevailing in a special election. In the ongoing 146th General Assembly, Rep. King successfully supported the enactment of two tax cuts. House Bill 127, which she co-sponsored, reduced the gross receipts tax. House Bill 128 rolled-back the top personal income tax rate from 6.95 percent to 6.75 percent. Additionally, Rep. King co-sponsored a new law (House Bill 5) to increase the transparency of government by limiting the time in which state agencies and other public bodies must respond to a Freedom of Information Act request. Rep. King serves on the influential Joint Finance Committee the group of 12 legislators charged with writing the states multi-billion operating budget. Additionally, she sits on five other House committees including: Education; Transportation, Land Use & Infrastructure; and Public Safety & Homeland Security. Rep. King also serves on Delawares Cancer Consortium, the Delaware Beach Bay Workgroup and the Childs Mental Health Needs Study Group. Rep. Kings community service extends beyond the legislature as part of the Georgetown CHEER Centers Board of Directors and as a member of the Georgetown-Millsboro Rotary, the Overfalls Foundation, the Georgetown Economic Development Workgroup, the Lewes Chamber of Commerce, Friends of Cape Henlopen State Park and the Delaware Sea Grant Advisory Council. At the moment, the 37th District includes Georgetown and Lewes, but that will soon change. The districts lines were drastically shifted in the redistricting process. Lewes and other parts of the district were removed, with the boundaries shifted southeast to include Long Neck. By some estimates, upwards of 40 percent of the voters that select the 37th Districts next state representative in November do not currently live within its confines. The 37th was arguably the most radically realigned of the 41 districts in the State House, Rep. King said. While I do not have the advantage typically associated with an incumbent, Im hopeful my proven dedication to my constituents will win me the good will of the people I have not yet had an opportunity to serve. A former teacher, Rep. King has earned a bachelors degree in Business and a masters degree in Human Resources. She is married to her husband, Stanley. The couple has two adult children Jared and Justin and two grandchildren.

About 25 years ago, Sisters Jane & Mary Lou started an amazing system of [volunteer] Health Promoters. There are about 175 of them actively providing their villages with a very basic level of health care, just above first aid, at a very low cost. Training takes 1 year of 6 basic courses each taking about 3 or 4 days. Travel to these courses is usually on foot and it takes a very supportive family to [financially] back up the student. At first most promoters were men, but women are coming forward now as well. We met intelligent and dedicated folks with a second to sixth grade education making a real difference in the health of their communityThey legally distribute 20 basic drugs recommended by the World Health Organization at a low price They work in diabetes education, treatment, and offering exercise sessions. They suture wounds. One married couple told moving stories of their service to soldiers in the field in front of their house during the war about 20 years ago. The promoters are the only choice for medical care in remote villages and are hugely important to their communities. One promoter was asked how long he intended to so this. Two Families under New Roofs

These new homes for these Hispanic families were also blessed in this ceremony. Congressman John Carney presented a $250,000 grant to Habitat for Humanity to finance new housing projects in Sussex County. Congressman Carney was the keynote speaker at a dedication ceremony for two recently completed homes that opened their doors to new owners today in the Georgetown Point subdivision. The homes were part of the first phase of the Habitat project that is being built by volunteers in the community. The $250,000 grant, from the Federal Home Loan Bank (FHLBank) of Pittsburghs Affordable Housing Program (AHP), will help fund the second phase of construction. The AHP is administered by FHLBank with the assistance of local financial institutions including Fulton Bank, which helped Sussex County Habitat apply for the grant and is delivering the funds to the nonprofit. An earlier FHLBank grant, also for $250,000 and delivered by Fulton Bank, helped fund the first phase of the 22-home project. Every Delawarean should have a safe, affordable place to live and raise a family, said Congressman Carney. This grant is important to families in our community, and it Congressman Carney and the Roblero Perez family leads to other opportunities, such as homeowner education training and lessons in financial management, which help families improve their situation over the long term. I applaud the Federal Home Loan Bank and Sussex County Habitat for Humanity for their tremendous work in our state, and wish nothing but the best for the families who will soon be joining the Georgetown Point community. The Roblero Perez family consists of a couple and two young children who currently live in a trailer on a rented lot and share their home with other family members. The home lacks adequate heat and has significant structural problems. To support his family, Mr. Perez works at the local chicken processing plant. To prepare for homeownership, the couple has helped build their house, participated in classes on budgeting, saved to pay for closing costs, and attended homeowner education classes. The family is looking forward to warm nights in their new home. The Sanchez Garrido family consists of a couple, their two children and the wifes sister. Mr. Sanchez works in construction, doing electrical, plumbing and other work. The family lives in a rented trailer that lacks heat. The home also has significant structural problems. Like the Perez family, the Sanchez family helped build their home, attended budget and homeowner training classes, and saved to pay closing costs. They look forward to a place where their children can play safely. To qualify for a Habitat home, individuals or families must have incomes between 25 and 60 percent of the area median income. They must also contribute 250 hours of labor to help build their home or a neighbors home and pay closing costs on Habitats interest-free mortgage. All mortgage proceeds are used to support the construction of future Habitat homes. Habitat homeowners are neighbors who have experienced substandard housing and are now taxpaying, contributing members of their community, said Kevin Gilmore, executive director of Sussex County Habitat. We are proud to offer a hand-up to families so they may experience Gods love in a safe, decent, and affordable place to live.

At the site of Copan, Honduras, a dynasty of 16 kings ruled for nearly four centuries, from 426 to after 800 CE. Discoveries from recent excavationsincluding work by Penn Museum archaeologistsprovide new insights and remarkable artifacts to tell the story of these lords and their unique understanding, and use, of time. Tunneling deep under the pyramids of Copan, archaeologists uncovered the tomb of the founder of the Copan dynasty, Radiant First Quetzal Macaw. The exhibition features jade jewelry and sophisticated ceramic vessels that accompanied the king on his journey into the Underworld. The Lost History of the Maya The fall of divine kings and the abandonment of a great number of Maya cities are referred to as the Maya Collapse. This exhibition connects the missing pieces of the Maya story following its still mysterious decline, taking visitors to the present day. The Maya did not disappear. Today, more than seven million Maya, speaking a variety of Mayan languages, live in Central America and Mexico, with more Maya people living around the globe. Many aspects of Maya culture were lost during the Spanish Conquest. Only four Maya books remain from this period. Two reproductions, the Dresden and Madrid Codices, are partnered with an extremely rare manuscript written just after the Conquest, revealing the extent to which Maya concepts of time were altered. Fine ethnographic textiles and 20th century folk art masks from the Penn Museums own collection lead the visitor to meet the Maya in the contemporary world. In the final section of the exhibition, several Maya people speak for themselves, sharing their perspectives on the end of the world predictionsand on the contemporary concerns of the Maya. Teresa lvarez es una Promotora pionera, promotora de educacin sobre la salud y miembro fundador del cuerpo de voluntarias que se capacitan en Christiana Care para trabajar con otras mujeres en la comunidad latina y promover los exmenes de deteccin de cncer.
Es una causa muy querida para ella, pues su hija, Sharon Gmez, era la coordinadora del Programa de Educacin y Promocin de la Salud en la Comunidad en Christiana Care y fue quien la reclut para que ayudara con la iniciativa de las Promotoras. Una de las cosas que explicamos a las mujeres latinas es la importancia de examinarse los senos mensualmente ellas mismas, dice Teresa, quien naci en Puerto Rico y vive en Wilmington. Teresa sigui su propio consejo de examinarse los senos ella misma y hacerse la mamografa cada ao. El septiembre pasado se descubri un bulto en la clavcula. El diagnstico: linfoma, un tipo de cncer que empieza en las clulas del sistema inmunolgico llamadas linfocitos. A Teresa le dio mucho miedo, pues su madre muri de cncer de seno y uno de sus hermanos de cncer de pulmn. Sin embargo, debido a su capacitacin como Promotora, saba que un diagnstico de cncer no significa la muerte. De inmediato empez a recibir tratamiento en el centro Helen F. Graham Cancer Center en Christiana Care. Hace poco, Teresa, de 71 aos, lleg una tarde a que le aplicaran la sexta y ltima serie de quimioterapia. Sharon, ahora una intrprete de espaol en el Departamento de Emergencias, hizo las veces de intrprete cuando Teresa habl sobre su trabajo con Promotoras. Mi mam les dice a las mujeres que si se cuidan, tendrn una mejor calidad de vida y podrn ver crecer a sus hijos, dice Sharon. Love for Pioneer Promotora


Teresa Alvarez is a pioneer Promotora, a promoter of health education and a founding member of the volunteers trained at Christiana Care to reach out to other women in the Latina community to advocate for cancer screenings.
It is a cause close to her heart. Her daughter, Sharon Gomez, was a Community Health Outreach and Education coordinator at Christiana Care, and recruited her mom to help with the Promotoras initiative. One of the things we talk about to the Latinas is the importance of doing a monthly self breast exam, says Alvarez, a native of Puerto Rico who lives in Wilmington. She followed that advice herself, doing self exams in addition to getting an annual mammogram. Last September, she discovered a lump on her clavicle. The diagnosis: lymphoma, a type of cancer that begins in immune system cells called lymphocytes. Alvarez was frightened. Her mother died from breast cancer. She also lost a brother to lung cancer. But she knew from her Promotoras training that a cancer diagnosis is not a death sentence. She began treatment immediately at the Helen F. Graham Cancer Center at Christiana Care. On a recent afternoon, Alvarez, 71, arrived for her sixth and final round of chemotherapy. Gomez, now a Spanish interpreter in the Emergency Department, interpreted for her mother as she talked about her work with the Promotoras. My mother tells the women that if they take care of themselves they will have a better quality of life and will see their children grow, Gomez says. The Promotoras have played an important role in Christiana Cares mission of bringing screenings and education to underserved communities, says Nora Katurakes, manager, Community Health Outreach and Education. With the training we give them, they go back to their communities and raise awareness about the importance of cancer screenings and preventive care, she says. Among Hispanic women, breast cancer is the leading cause of cancer death, according to the American Cancer Society. Hispanic women are 20 percent more likely to die from breast cancer than non-Hispanic white women diagnosed at the same age, often because the cancer is diagnosed at a later stage, according to ACS Cancer Facts. I was able to get through to the women with love and with patienceand by sitting them down a couple of times and persisting, Alvarez says. I tell them that if you are able to detect cancer early there is a very good chance you can cure it. At Helen F. Graham, she receives highly skilled and compassionate care. Her care is seamlessly coordinated by a nurse navigator, who schedules treatments, tests and doctors appointments. I have wonderful doctors and nurses, very well trained, as well as kind and sympathetic, she says. Everything I need is right here.

A job fair co-hosted by Brandywine Counseling & Community Services and Delaware Technical and Community College will take place from 10 a.m. to 2 p.m. on March 14 at the colleges Stanton Campus. The event targets young adults 18-25. The YouFront & Center Job Fair and Empowerment Seminar will feature local employers, informational sessions and a guest speaker. There have been times in my life when I was more interested in having fun than I was in taking care of myself or my future, he said. I wasnt making good decisions and it didnt take very long before that party lifestyle started catching up with me. My grades dropped. I wasnt as sharp mentally as I had been. I got out of shape. I quickly learned that Id have to change things if I wanted to reach the goals that I set for myself. Tony added that if he knew at 18 that he was making high-risk choices, he would have avoided some of that behavior. Whats the point in getting wasted I mean, really? Young adults need to understand that behavior that might seem fairly normal, based on what we see on television or at a frat party, can quickly turn dangerous, particularly if theres a family history of alcohol or drug abuse, he said. I have seen it happen to people I care about and it is painful. Its pretty awesome that organizations like BCCS are encouraging us to think ahead, think about the future, think about preventing bad choices. Los jvenes adultos deben comprender que algunos comportamientos que pareceran ser normales, en base a lo que vemos en televisin o en una fiesta de una fraternidad, puede tornarse peligroso rpidamente, particularmente si existe un historial familiar de abuso de alcohol o drogas, dijo. He visto cmo le ha sucedido a personas quienes me importan y es muy doloroso. Es realmente maravilloso que organizaciones como BCCS nos estn animando a pensar ms all, a pensar en el futuro, a pensar en cmo prevenir las malas decisiones. Cules son sus Metas en la Vida?
Imagnese que va manejando tu carro a toda velocidad en la carretera y de pronto se da cuenta que no recuerda a dnde va. Alguna vez le ha ocurrido? Lo mismo ocurre con nuestra vida a veces. Vivimos rpidamente pero no sabemos cul es nuestro destino. Si desea volver a confirmar sus metas en la vida este artculo es para usted. Tratar de vivir sin metas es como tratar de armar un rompecabezas sin tener la imagen final que est tratando de armar. Sin metas, la vida se convierte en una rutina sin sentido. Hacemos muchas cosas pero no nos sentimos realizados. Con el tiempo, sentimos que nuestra vida se ha estancado y cuando miramos atrs nos viene la sensacin de que hemos dejado pasar los aos sin lograr las cosas que quisiramos lograr. Si usted no tiene claridad acerca del camino para su vida es porque no tiene claro a donde desea llegar. Lo primero que le voy a pedir es que se detenga por un momento. Ese carro que va a toda velocidad sin saber a dnde va debe de estacionarse y apagar el motor. Respire hondo tres veces mientras se dice a s mismo: En este momento, voy a darme unos minutos considerar las metas ms importantes de mi vida; esto me ayudara a m y a mi familia a progresar: 1.- Pregntese: Qu buscara lograr en mi vida si supiera que no voy a fracasar? Mara es una de mis clientes de Life Coaching (superacin personal). Ella descubri que lo que ms deseaba en la vida era poder estar con su familia, en especial sus padres, que ella haba dejado en su pas natal. Como madre soltera, ella sufra mucho al estar distanciada de ellos. Sin embargo, senta miedo de no poder encontrar un trabajo en su pas que le ayude a sacar adelante a sus dos hijos de 2 y 4 aos, y no quera convertirse en una carga para sus padres. Cuando ella contest esta pregunta: Que buscara lograr en su vida si supiera que no va a fracasar? Ella dijo: deseara poder encontrar una forma segura de ganar dinero en mi propio pas as puedo regresar con mis hijos y sacarlos adelante rodeados de su familia. A partir de ese momento, para Mara, su trabajo en este pas ya no era solo una rutina diaria, sino la manera de ahorrar dinero para poner un pequeo restaurante en su pueblo. Mara cumpli su meta, regres a su pas e inici un negocio de comida. Ella dice: Si yo no me hubiera detenido a pensar y escribir mis metas, hoy seguira triste en Estados Unidos, lejos de mi familia y haciendo lo mismo. Usted tambin puede hacer lo que Mara hizo y cumplir sus sueos: a. Agarre un pedazo de papel y escriba lo que ms quiere en la vida. b. Luego pregntese cmo las cosas que est haciendo actualmente en su vida pueden ayudarlo a llegar a esa meta. c. Si descubre que no est haciendo mucho para llegar a su meta es hora de un cambio en su vida. Siga leyendo. 2. Pregntese: Qu mas podra lograr en mi vida si me lo propusiera? Paulo lleg a nuestro retiro de superacin personal solo por curiosidad. El deca que no tena problemas. Pronto descubri que aunque l haba logrado muchas cosas en la vida, la verdad era que no disfrutaba de ellas. En su interior, Paulo se senta vacio y haba cado en malos vicios como el ver pornografa en la Internet. En el retiro, Paulo pudo darse cuenta que l trabajaba mucho para poder proveer a su familia, pero se haba olvidado de s mismo. Cuando el pudo cuestionarse acerca de lo que podra lograr si se lo propusiera, Paulo record que siempre haba tenido sueos que haba postergado indefinidamente. Todo cambio cuando el pudo escribir tres metas para s mismo y se dio el tiempo para cumplirlas. Pablo aprendi a tocar guitarra y ahora toca en su iglesia; tambin pudo viajar con su familia a Poconos y aprender a esquiar; y, por ltimo, cumpli su sueo de tener su propio negocio de ventas. What Are Your Goals in Life?
Imagine youre driving your car at full speed on the highway and suddenly you realize you dont remember where you are going. Has this ever happened to you? The same applies to our life sometimes. We live fast but do not know what our destination is. If you want to consider the goals for your life this article is for you. Trying to live without goals is like trying to assemble a puzzle without having the final image that you are trying to put together. Without goals, life becomes a meaningless routine. We do many things but we are not fulfilled. Over time, you feel your life has stalled and when you look back you have the feeling that you have wasted years without achieving your goals. If you are not clear about where your life is heading towards is probably because you dont know your goals in life yet. The first thing I will ask you is to stop for a moment. The car that is going at full speed without knowing where it is headed has to stop and turn off the engine. Breathe deeply three times while saying to yourself: Right now, I will spend a few minutes reading this article and considering the most important goals in my life; this will help me and my family progress: A. - Ask yourself: What would I seek to achieve in my life if I knew that I would not fail? Mary is one of my clients of Life Coaching (personal growth). She discovered that what she most wanted in life was to be with her family, especially her parents, who she had left in her home country. As a single mother, it was really painful for her to be away from them. However, she was afraid of not finding a job in her country that will help her raise her two children, ages 2 and 4, and end up becoming a burden to her parents. When she answered this question: What would I seek to achieve in my life if I knew I would not fail? She said: I wish I could find a way to make money in my own country so I could return with my children and see them grow surrounded by their family. From that moment on, to Mary, her work in this country was not a daily routine anymore, now it was her way to save money to start a small restaurant in her home town. Mary achieved her goal, returned home and started a food business. She says: If I had not stopped to think and write my goals, I would now be sad in the U.S., away from my family and doing the same thing. You too can do what Mary did and achieve your dreams: a. Grab a piece of paper and write the goals you want most in life. b. Then ask yourself how the things you are doing presently in your life can help you reach those goals. c. If you find that you are not doing much to achieve your goals, it means its time for a change. Read on. 2. Ask yourself: What else could I achieve in my life if I seriously put my mind to it? Paulo came to our personal growth retreat just out of curiosity. He thought his life was fine. He soon discovered that although he had accomplished many things, the truth was that he didnt enjoy them. Inside, Paul felt empty and had fallen into bad habits such as viewing Internet pornography. When he attended the retreat, Paul realized he was working hard to provide for his family, but he had forgotten about himself. When he questioned himself about what else he could achieve in life, he became aware of many things he had always wanted to do but he had put off indefinitely. Everything changed when he could write three goals for himself and took the time to do what was needed to achieve them. Paul learned to play guitar and now plays in his church; he was also able to travel with his family to the Poconos and learn to ski. He fulfilled his dream of owning his own sales business, as well. Office of Highway Safety announces St. Patricks DUI Enforcement Plans. St. Patricks Day is just one week away and the Delaware Office of Highway Safety (OHS) is reminding everyone to make plans to secure a designated driver if you plan to go out and celebrate the holiday. The New Castle County DUI Task Force is planning to coordinate a checkpoint to coincide with the pre-St. Patricks day festivities in Wilmington on Saturday, March 10th. Finding a designated driver on St. Patricks Day wont be luck, it will be smart. While many will be participating in pre-St. Patricks Day festivities on the 10th, OHS will also be coordinating additional statewide DUI enforcement for St. Patricks Day weekend (March 16-17). St. Patrick est tan solo a una semana y la Oficina de Seguridad en las Carreteras de Delaware (OHS) le recuerda a todo el mundo que planifique tener a un conductor designado si tiene pensado salir y celebrar esta festividad. Nationally Recognized Needle Exchange Program Commemorates Fifth Year
February marked the fifth anniversary of Delawares needle exchange program in the City of Wilmington, managed by the Division of Public Health (DPH), in partnership with Brandywine Counseling and Community Services. The program, recognized nationally as a model for its coordination with law enforcement, has also surpassed the guidelines for cost effective HIV testing programs from the Centers for Disease Control and Prevention. This program is an excellent example of putting prevention practices to work, said Rita Landgraf, Secretary of Delaware Health and Social Services. Needle exchange is an important method of breaking the cycle of HIV transmission. Public Health is so pleased to have partnered with Basha Silverman and the team at Brandywine Counseling and Community Services these past five years to combat HIV transmission in the at-risk community, said Dr. Karyl Rattay, DPH director. I am so grateful for their commitment and support of the program. Its success is closely tied to the strong community partnerships both with the substance treatment community and law enforcement. The goal of the program is both to reduce HIV transmission and provide a link for drug users to addiction programs. Delawares needle exchange program is the only one in the nation that is operated by a substance abuse treatment agency, providing a seamless transition into treatment for individuals to get clean. The program also provides pregnancy screening for those suffering addiction, providing rapid access to prenatal and HIV treatment to help prevent transmission from mother to baby. This program is about saving lives by keeping discarded needles off the streets, offering HIV testing and education, and linking addicts to substance abuse treatment, said state Sen. Margaret Rose Henry. The success of the program is so encouraging and we are looking forward to another good five years. While we do not condone drug use, preventing and halting the spread of diseases such as HIV is a critical goal for all of us, said state Rep. Helene M. Keeley. This program has done more than exchange needles. This is an important public health program that has resulted in hundreds enrolling in substance abuse treatment and getting tested for HIV. I hope we reach a day when theres no longer a need for such a program, but Im proud of what we have accomplished through it. Senator Henry and Representative Keeley sponsored the legislation that created the program currently offered in the City of Wilmington. As of the end of 2011, the program: Served 1,251 needle exchange clients, with 228 entering substance abuse treatment on target to reach the programs goal of 20 percent in treatment. Incinerated more than 108,000 potentially infectious syringes. Provided HIV testing to 762 needle exchange clients and 2,472 community residents, connecting seven people with newly identified HIV infection into treatment. The program also provides Wilmington police with needleresistant gloves, collects confiscated syringes for disposal, and provides information at police training sessions. Several clients were referred to the program by police officers.

As a complement to Conservation Quest, Brandywine Sprouts members will share their exciting project to Ban the Bag. By focusing on the concept of Reduce, Reuse and Recycle, the Brandywine Sprouts will entertain and educate children and adults about how single-use plastic bags impact our environment and how we can minimize their effects. The Brandywine Sprouts will be on hand from 12 - 4 p.m. on March 10and April 14, allowing visitors the opportunity to meet The Bag Monster in person, learn how to reduce their use of plastic shopping bags, reuse the bags that they have, and recycle all the bags that they can, plus, throughout the duration of Conservation Quest, visitors can enjoy the movie Bag It! in the Museums DuPont Auditorium. Visitors will also have the opportunity to purchase Brandywine Sprouts reusable shopping bags, available in limited quantities. Members of the Brandywine Sprouts will be sharing their experiences and teaching other children about banning the bag. The Museums Conservation Quest exhibit will teach visitors about energy - what it is, where it comes from, how we use it and why its important to use it wisely. Conservation Quest was created by Stepping Stones Museum for Children and is sponsored locally by DuPont with additional support from Corporation Services Company (CSC).
