- The conference is important, various companies offer users new services or opportunities, new projects are starting and developing. A biometric solution is a novelty in the world and not just in Georgia. DPA plans to import Biometric Product of U.S. made- L-1 Identity Solutions in Georgia. L-1 Identity Solutions is the largest contractor of U.S. defence ministry whose products have been successfully used by the federal bureau (FBI). This service is now available for Georgian users which provides for a full human identification. - Which products are of the most interest in Georgia? What direction are you planning to develop and which IT sector has more potential in our country? - The main demand is for finished products in Georgian market. The most important thing for Georgian consumer is fast and qualitative service, although we are trying to eradicate this stereotype. To have a successful IT project, it is necessary to provide consulting, analysis and audit phases. But we must acknowledge that Georgian IT market has justified our expectations. Within a short time we have done a couple of major projects. We would like to develop software direction and to offer companies prepared software or develop a new, according to their needs. We have a very highlevel specialists and skilled workers to implement this. All of our employees are Microsoft-certified experts. 9 months of our work in Georgia gives us a basis for optimism. Customer shouldn't buy PC without licensed software
Georgia is rank # 1 country with the highest rate of pirate software. Why is so, that Georgian customer prefers cracked software and how shall software vendors protect their intellectual property rights. Zaza Javelidze, DPA Sales Director will speak about this and other issues. Georgia is # 1 country in the world with the highest piracy level BSA (Business Software Alliance) reports. Recently this has become an important issue for Georgia, Not only ordinary users use cracked soft, but also large Georgian companies and governmental agencies rarely buy licenses. Apparently 100 % of home users are not licensed. -Why it so and how can software vendors protect their intellectual property rights? High price appears to be main reason. What do you think? -DPA actively promotes distribution of legal software. Legal software is crucial for system security. High piracy level in Georgia might be the result of vendor's price policy; however it is important to educate users and give enough information about the benefits of licenses, give clear explanation, so the user can see the difference and make choice. Besides, users must understand that software is an intellectual property and vendors make huge investments in software development and design. Mass media and broadcasting companies are important factors in distributing information of that kind.

Besides the fact that software is an intellectual property and is law protected, there are lots of benefits that come with license. Users must understand and see additional value; For example when purchasing the license, user gets technical support, latest updates, legal software operates faster by 30%, is secure and protected from malware and spyware that usually comes with pirate software. It's even more important for corporate users. Companies can cut operational and administrative cost; relocate IT human resources on more important projects than re-installment and maintenance of pirate software and furthermore raise system security level as systems build on pirate software are far more vulnerable and fatal results may occur. Information campaigns and educational activities is a smart way for vendors to protect their intellectual property rights. Through intensive supply of information, vendors can raise awareness and prepare society for further cooperation. Not many vendors have representation in Georgia and very often users are not aware of sales points. Does this also counts, what do you think? As world practice shows, soft and computers are equally distributed by retail pc store. In Georgia, when a user is about to purchase a pc, it is perceived that soft will be installed on that machine, but nobody is interested in licenses. Very rarely, one can find soft on the shelves in stores. Soft and hard must be of equal interest for customer; retailers have to promote this and must not sell PCs with illegal software, What are governmental measures concerning this issue? In Georgia, there's a law protecting intellectual property; however no agency monitors the enforcement. I hope government will have this initiative soon and intellectual property violation will be deprived gradually. On the other hand, users must accept the fact that using illegal software means breaking the law. IPR protection is number one requirement for integration with Europe, without these standards Georgia can't develop. The legalization process has already started in few companies and governmental agencies and situation on retail market will be improving.

DPA New Initiative

5.04.2012 Baltics and Black See IT Security Excellence Center Latvian company DPA initiates a new project Baltics and Black See IT Security Excellence Center. Under the project to coordinating center will be launched, one in Riga and the other in Tbilisi that will develop the strategy to improve IT security standards and system insufficiencies. As been reported world giants Microsoft and Deloitte will participate in the project. The details of the project will become clear during preparatory process. The draft project will be presented to the president of Georgia, Mikheil Saakashvili during his official visit to Latvia in May.

A: In Georgia the IT sphere is on quite a high level. It is particularly noticed in the banking sector. However, generally there is a deficit of qualified personnel. Belarus and Ukraine have the same problem, even Latvia. This is why the process of developing qualified personnel should start from university. Only courses and seminars are not enough. Specialists should have basic knowledge. And the most important for this is the involvement of the government and private businesses in order to support the establishment of specialized technological universities and departments. We have a good example of Latvia where university students of information technologies have decent stipends from the private sector. The DPA is funding several successful students annually. After graduating the university, the students have internships in the companies; they have basic knowledge and need experience. I think a similar approach will work in Georgia as well. Q: To what extent did your prognosis prove right after you entered the Georgian IT market? A: We were aware of the attractiveness of the Georgian IT market and we had enough information on the processes and potential rivals. The competition here is quite high, which makes the work of DPA very interesting. Moreover, the market of information technologies is quite developed compared to other countries. The IT direction in Georgia is on quite a high level; therefore, we are happy with our work in Georgia.
