STAFF BENEFIT FUND COMPOSITION, OBJECTIVES AND VARAOUS ACTIVITIES UNDERTAKEN BY THE FUND FOR THE WELFARE OF STAFF

The Staff Benefit Fund was established on Indian Railways in the year 1931. The fund which was first devised to provide the employees certain basic needs for the optimum utilization of their potential, has, over the years covered many other areas for Health, Welfare, Recreation of Railway employees. The fund is managed by a committee comprising the CPO as Chairman and the CMD and CE as members. The organized labour are represented by six members, three each from the two recognized unions. 2. The fund is derived from an Annual Grant on 1st April of each financial year from the Railway revenues on per-capita basis based on the sanctioned strength, both permanent and temporary (excluding the posts charged to capital). The various heads of activities and their respective Per- Capita, laid down by the Board, are as under: Scheme 1) General Schemes a) Education b) Recreation & Amusement c) Relief of distress and sickness d) Woman Empowerment Activities e) Promotion of Cultural Activities f) Misc. The total per-capita stands at Rs.35/- from fiscal 2007-08. Items VI and VII have been included by the Board from fiscal 2007-08. The funds pertaining to item VI shall be controlled by the Board to be used in exigencies. A Committee to suggest usage of funds under the head has been constituted by the Railway Board with the Advisor (IR) as Convener and the Executive Directors/Civil Engg.(P) and Executive Director/Finance (E) as Members. Over and above this, the Railway Board allots grants to Indigenous Medicine which is utilized by establishment of Homeo/ Ayurvedic clinics at Railways Central/ Divn. Hospitals. The details for the same are provided in Annexure A. The Railway Board also allots funds under SBF for Sports/ Scouts activities which are utilized by the respective organizations. A per- capita of 0.50 ps. has been provided for schemes of Women Empowerment and the amount is distributed amongst the various SBF units on Divn/ Shops for conducting activities. The per- capita of Rs.3/- allotted for Recreational Facilities of Officers and Supervisors is apportioned to the Railway Officers clubs numbering 09 and 36 Railway Institutes in the ratio 2:1. A standing committee comprising the chairman/ HQrs SBF Committee & CPO, FA& CAO and SDGM apportion the funds to

the ROCs/Ris. statement of accounts.

The funds are however released to only those ROCs / Rls who submit their audited

ANNEXURE A Indigenous systems of Medicine including Homeopathy As a part of encouraging indigenous systems of medicine the SBF provides a per- capita of Ra.2.50. The amount is used to pay the honorarium of the Homeo/ Ayurvedic physicians, their helpers and the purchase of medicines. Accordingly, an amount of Rs.7.5 Lakhs is expended on this count. With the per-capita from SBF providing Rs.2.5 Lakhs, an amount of Rs.5 Lakhs has provided by Medical Dept. from fiscal 2007-08.

Sub: Promotion of GIRL CHILD and adoption of SMALL FAMILY NORMS Cash incentive from SBF. *** In keeping with the Governments policy of preventing FEMALE INFANTICIDE and the necessity of adopting SMALL FAMILY NORMS, the South Central Railway SBF Committee has devised a scheme of granting CASH INCENTIVES to employees adopting SMALL FAMILY NORMS after begetting ONE/TWO FEMALE CHILDREN as follows: Employees adopting small family Amount of cash norms after begetting incentive a) One girl child Rs.10, 000/b) One Male child or Rs.5, 000/Two Female children The scheme introduced in the Year 2004-05 on an experimental basis has since been continued as regular scheme from the Year 2006-07. 2. The benefits under the scheme are available to only such of those employees who themselves/ their spouses undergo operation for small family norms on or after 20.10.2004 subject to their fulfilling the criteria laid down supra. This aspect may be prominently displayed while publicizing the scheme.

-2B) RELIEF OF DISTRESS AND SICKNESS 01 Maintenance Grant All Group C &D employees irrespective of their pay and nature of disease, subject to the sickness in Govt./ Railway Hospital exceeding 15 days on LWP All Group C &D employees who themselves/ their family members suffer from major diseases and chronic cases involving major operations, on recommendation by Railway medical authorities.
