Zimmerman, Director /RA/ Office of Enforcement Lisamarie L. Jarriel Agency Allegation Advisor SUBJECT: ALLEGATION PROGRAM C 2011 ANNUAL TRENDS REPORT /RA/

In accordance with Management Directive 8.8, AManagement of Allegations,@ dated November 15, 2010, the Agency Allegation Advisor is to provide the Executive Director for Operations an independent annual report analyzing allegation trends. A copy of the annual trends report for calendar year 2011 is enclosed. The report analyzes national, regional, and site-specific trends in allegation data. The analyses provide insights into the safety conscious work environment at five operating reactor sites. The trends for these facilities do not suggest a concern about the environment for raising concerns. The report also summarizes staff activities involving the Allegation Program and related policies, including the development of enhanced guidance for the NRC staff handling allegations and the public engaged in the program, and correlations between safety culture survey scores and allegation data identified by the NRCs Office of Nuclear Regulatory Research. With the issuance of the NRCs Safety Culture Policy Statement in June 2011, the staff will be monitoring future allegation trends for indications that the Policy Statement has had an impact on licensees questioning attitude, environments for raising concerns, and other safety culture traits.
