Type of challenges in monitoring and evaluation of project like ours Challenges in monitoring and evaluation of such projects The long term goal of the project is to increase socio economic status of the eastern region because of participation of disabled so the challenge in the Evaluation The evaluation of efficiency and effectiveness of the project impact will be a challenge as it will be hard to determine whether the economic development is due to the project or inflation or due to other normal peoples effort. The input and process monitoring can be done but the impact evaluation will be a challenge as it is going to take longer time to notice the impact of the project in the economic status of the disabled people. The before after evaluation of the economy of Jhapa and Illam would not be effective but we would have to use comparative evaluation with other similar districts and the task would be challenging to gather information about their number of disabled people and their economic activity. Monitoring the capability of the trainer would be a challenge as the trainer could be expert but the students being disabled has high chances of not grasping the knowledge at once. So to monitor and evaluate the performance of the trainer and effectiveness of the project it would be harder as compared to training normal people for entrepreneurial economic development. The logical framework that is to be created for monitoring and evaluation purpose will cover explicit assumptions, like we have to assume that the society and family will fully support the project and send in the disabled people to training to work when they are already capable and other assumptions could be the fund is not misused and most of the time the assumptions do not work. The direct impact of the project can be evaluated through number of jobs created by the business the trained people can have but the indirect and induced impact would be harder to identify. The data may not portray what the impact of project has made. The societal structure of our country does not ethically allow other members of family spending their disabled members income. So evaluating the actual increase in spending power of the family because of activity of the disabled would be hard i.e. we would not get actual picture of their economy because of our social structure. As the targeted areas are bordering districts and since we have open boarder policy with India there is high chance that the Indian disabled people might be attending the training sessions whose impact cannot be analyzed as they fall outside the control group. Evaluating the social impacts would be a challenge as if we talk about behavior towards the disable from the society most of the part is sympathetic and thus other internal and external behaviors remain hidden even after the completion of project.
