National Institute of Open Schooling ICT based On-Demand Examination System (ODES)
1. Introduction
The National Institute of Open Schooling (NIOS), is the largest Open School in the world in terms of Enrolment, Programmes and Courses offered and the geographical areas under its operation. The cumulative current enrolment of NIOS is about 1.85 Million. NIOS offers Secondary and Sr. Secondary courses through open and distance learning mode. It also offers various vocational and life enrichment courses and has ventured into Open Basic Education at three levels viz A-level, B-level and Clevel equivalent to class III class V & class VIII respectively of the formal education. Besides acting as examining and certifying authority, NIOS is engaged in delivery of education and capacity building programme. Over the years, NIOS has been unfolding through its innovations in many ways to become a learner-centred system of school education. Under the programme and activities of the National Institute of Open Schooling (NIOS), ICT is being used as a major strategy towards reaching the unreached and management of NIOS. The ICT is being used in the Evaluation System of NIOS in a great way. The entire evaluation system is computerized, right from registration of the candidate to the issue of the final certificates. As a major strategic use of ICT in the Examination reforms, NIOS has conceptualized and operationalised the On-Demand Examination System (ODES) at Secondary and Sr.Secondary Level.

There is a provision of re-admission after five years of admission validity with transfer of credit facility. It has been felt for quite some time that the present system of conducting examination only once or twice a year and on fixed dates does not fully meet the criteria of openness and flexibility in learners evaluation. Hence in trying to explore how far is it possible to move in an open direction in case of summative assessment and taking note of the fact that the frequency of examinations is a major challenge, NIOS came up with this innovative concept of On-Demand Examination System (ODES) as a major strategic use of ICT, where assessment takes place when the individual learners considers themselves to be ready to take it. Not only ODES is time independent but it also allows the learners to improve their performance till they are satisfied with the mastery level set by them individually. Thus, ODES adds another dimension of openness in the Open Schooling System where examination is self paced and degree of performance is learner controlled. the NIOS has introduced ICT based On-Demand Examination (ODE) at Secondary (Class 10 th) and Senior Secondary (Class 12th) stages of Education. This information brochure elaborates the academic and technical aspects of the On-Demand Examination System and its implementation strategies in NIOS. The implementation of ODE is conducive to ensuring quality in assessment of the diverse competencies of the learner and different areas of content in due proportion. Under the System of ODES, a unique question paper having defined number of items is generated randomly by the computer on the day of the examination out of the already developed question bank on the basis of question paper design and the blue print of the subject. Not that ODES is time independent but it also allows the learners to improve their performance till they are satisfied with the achievement level set by them individually and so we call it a learner centric examination system. The novel concept of ODE is a great step in the direction of flexibility to the open and distance learning. This has made the total system of examination independent of the time frame and has helped the NIOS learners to take up the examinations as per their wish

and preparation. Undoubtedly such a system provides a nonthreatening evaluation system as compared to the existing fixed scheduled Public Examination System, allowing an open learner to pace learning and has contributed in reducing pre examination stress. Further, this is in consonance with the concept of flexibility, which is the key to open and distance learning system.
ODE allows the student to take examination when he/she is ready. Readiness depends on the Student and not on the institution. ODE permits the student to choose the date of his/her examination. ODE reduces the threat of failure in examination. ODE removes frustration, loss of self esteem, peer group ridicule, and depression that are generally characterized by the Term-End Examination. Under ODE, the degree and level of performance is decided by the student who can reappear in the examination as many times as s/he wants, till satisfied. ODE respects the individuality and sovereignty of the student.
3. Eligibility
In order to avail ODES the learner has to be a registered student of NIOS having an Enrolment No. and an identity card. A Secondary/Sr. Secondary candidate of NIOS can apply for On Demand Examination within the validity period of his/her admission only after the first public examination for which he/she is eligible. The Admission in NIOS is 100% Online and is open round the year (24X7). In order to cater to the different needs of different learners, four streams of Online admissions are available in NIOS. The admissions in different Streams of Online are mutually exclusive and the learners can only opt for one of them. These streams are as follows:
Online Admission for all learners (Stream-1): This stream for Online Admission was opened for all the learners as per

the laid down criteria for Secondary and Senior Secondary levels. This stream of online admission is open round the year with cut off dates for the public examination given as under:

Online Admission for learners wanting to appear in On Demand Examination System (ODES) of NIOS for Secondary Level (Stream 3): This stream for Online admission is open throughout the year for those learners who had appeared/ already passed Secondary or above from any recognized Board/University and want to take part admission in one subject or upto four subjects for updating their qualifications or who had appeared but could not clear the public examination of Secondary level from any recognized examination Board and want to appear through On Demand Examination System of NIOS for Secondary level. The admission under this stream is limited to the availability of seats in ODES. The scheme was available through On Demand Examination at NIOS Headquarter at NOIDA for the new learners. The scheme is available through On Demand Examination at NIOS Headquarter at NOIDA for the new learners. Subsequently the learners can appear from the concerned Regional Centre under ODES.

In case of payment is made by Credit/Debit Card then the Status of the Application is changed to Registration for ODES Confirmed and learner can directly come for Examination Hall with the print out of the Hall Ticket generated at the time of registration. Sr. Secondary
5.1
5.1.1 The students are required to report half an hour before the commencement of the examination at 1.30 pm and will be allowed to sit in the examination hall 20 minutes before the examination after due checking at the entry by the security guard. 5.1.2 The Answer sheets will be given to the candidate at 1:45 pm. They may be asked to fill in their particulars. 5.1.3 At 1.50 PM (10 minutes before the commencement of Examination for reading the question paper) the Question paper will be distributed among the candidates by the Centre Supdt. and the two Invigilator. The candidate must put his/her signature in the space provided on the first page of the question paper. The candidate should start writing the answer only at 2:00 pm. 5.1.4 The Centre Supdt. and the two invigilators will be responsible for the smooth and fair conduct of the examination. 5.1.5 There will be arrangement of recording the conduct of ODE through close circuit camera (CCTV) installed in the examination hall. 5.1.6 The students are not allowed to carry any study material/ notes etc. with them in the examination hall. Cell phones and calculators are not allowed in the examination hall. 5.1.7 The students are not allowed to leave the examination hall without returning the question paper and answer sheets. At the end of the examination the Question paper and the Answer sheets will be collected by the invigilators.

5.2.1 Practical Examination under ODES would be conducted at the identified Practical Examination centre on every Friday on weekly basis. 5.2.2 The learners will be informed on the day of their Theory Examination about the Practical Examination dates, Timing and venue.

For the purpose of Mark Sheets and certification, all the candidates appearing during May till October will be considered under April Examination of that year. And all the candidates appearing during November till April will be consider under preceeding October Examination. Re-Checking or Re-Evaluation as per NIOS examination norms is allowed in case of ODES also. The candidate may apply to Director (Evaluation) for this on the prescribed proforma available on the NIOS web site along with requisite fees mentioned in the proforma.

How is ODES different from any Board Examination? ODES do not have fixed schedule and time like the Board Examination. When ever a learner feels ready to appear in the examination in a subject (s)he can register and appear depending upon the availability of seats for the examination in a subject of his/her choice. ODES allows improvement of performance as many times a learner wants, till satisfied. On having fulfilling the criterion for certification, request for the Secondary Certificate or Sr.Secondary Certificate as the case may be has to be made by a learner. This is because of the freedom to improve performance. Will the Certificate obtained through ODES have the same recognition as the Secondary Level Certificate from other Boards? The Secondary Level or Sr.Secondary Level Certificate issued by NIOS obtained through ODES or through its Public Examinations of NIOS is equivalent to the Certificate issued by other Boards. NIOS had been vested with the authority to conduct Public Examinations at Secondary and Sr.Secondary level vide GOIs resolution dated 14 September 1990. The question of not granting recognition to NIOS certificates does not prevail.
Who are eligible to appear through ODES? In order to avail ODES the learner has to be a registered student of NIOS having an Enrolment No. and an identity card. A Secondary/Sr. Secondary candidate of NIOS can apply

How many times can a learner appear through ODES? When a learner takes admission in NIOS, his/her admission is valid for 5 years. During this period she can appear in subject examinations through ODES as many time she wants after paying requisite fees and registering herself every time. However, A Secondary/Sr. Secondary candidate of NIOS can apply for On Demand Examination within the validity period of his/her admission only after the first public examination for which he/she is eligible. A candidate who had appeared in a subject is not eligible to appear in the same subject again in the same month.
