Motivation: Enable operators to prioritise UTRAN FDD in cell reselection, for dual mode MS. Reduce signalling load due to LAU/RAU.
Currently: When the MS releases all TCHs or SDCCH and returns to idle mode or packet idle mode, it shall, as quickly as possible, camp on the cell whose channel has just been released Result: Increased number of LAU/RAU, in case GSM and UMTS cells belong to different Location Area/ Routing Area.
In B10 (Rel6 compliant feature): The network can order the MS to directly camp on a specific cell (either UMTS or GSM cell). This preference is signalled in the CHANNEL RELEASE message (IE: cell selection indicator after release of all TCHs and SDCCH). The new IE signal the frequency on which the MS shall camp. If this IE is absent, camping failed within 10 sec, or none of the cells are suitable current specs is followed. FDD_ARFCN_LIST is sent in this IE as preference.

The main objective of this feature is reduction of call setup time for dual mode mobiles. Enhance End user perception. Avoid loading SDCCH.
In Rel5, a mandatory change is introduced for reduction of InterRAT Handover INFO message size. In the Immediate Assignment message, the Compressed_Inter_RAT_HO_INFO_IND indicates to the MS whether a compressed version of the InterRAT Handover Info message shall be used or not.
