TOPIC TO STUDY: Does the lack of technological aid from the ministry of education to the public schools result in low performance in the learning process of the students?

SPECIFY RESEARCH PROBLEM

The investigation is related to obtain information and know why the ministry of education to the public schools results in low performance in the learning process of the students. High academic performance implies a factor that is necessary to increase the following aspects: first of all, a cultural issue related to lack of technological aid from the higher authorities from the ministry of education in order to provide to the public schools. It results in low performance in the learning process of the students. In recent musings, its concluded that the reason of the lack technological aid is so prevalent in Latin America. El Salvador is one of the countries that suffer this problematic and it concludes that the lacks of technological devices for educational purposes are so expensive that only a few can't get it. Therefore, the ministry of education has to find a way to provide the right tools and change the low performance in the learning process of the students in the public school around the country. In order to establish a clear idea about to determine, the need to define it becomes a must. What is the lack of technological aids? It refers to the capacity of providing the multimedia material to the public schools and it has the opportunity to increase the level of understanding. Regarding autonomy and what it produces is completely related with misusing of technology associated with academic purposes to perform the good practices.

Justification: In the educational field we have a sort of topics that a professional would like to investigate to know the causes and effects of a certain issue, which causes that students get interesting with a subject and less interesting in other, it could be because the teacher applies old fashioned teaching methods or the teacher uses some sort of technology. Probably, a researcher could investigate why students get low performance in mathematics and physics

and why they have a middle or high performance in subjects like social studies and literature in some schools with low financial aids to acquire technological resources. There are a lot of professionals working in different kind of investigations to demonstrate the causes and effects of a specific problem in different levels, for instance: in the basic levels, intermediate levels, and higher levels of the educational system to provide possible answer, result, advices, recommendations, suggestions and even possible solutions to the problem. The reason to investigate the following topic: Does the lack of technological aids from the Ministry of Education to the public schools result in low performance in the learning process of the students? Is because we do believe that is important to study and analyze this topic and know the facts of modern educations help teachers to develop the class and determine why and when is necessary to apply technological resources to improve the learning-process in students for any level or when is right to apply the classic teaching techniques. First of all, we have found that the budget from the Ministry of education gives to public schools is really low why not say miserable, because they have blackboard but they do not have plaster to write on it, the public schools have bad infrastructure and not so much space in the classroom to give the opportunity to the whole population to study. Moreover, the amounts of computers in some schools do not match with the amount of students, for instance, 10 computers for 30 students in one single classroom when they exist, in other schools the students get graduated from the 9th grade without touching a computer. We know that this investigation will give us the result that we are looking for; by measuring the budget and the technological resources that has a public school in the performance and result of both part teachers and students. What is the negative impact of the lack of technological aids in the school in this competitive and globalized world? The result and consequences could be devastating for the students because they need to be update and familiar with the newer technologies and trends that makes an individual autonomous and productive to the society. Secondly, we want to make this investigation because we desire to show that is necessary to be concern about our educational system here in El Salvador and find new and creative way how we can improve and maximize the learning process in the public schools. Something is true the ministry of education is not giving so much financial aid to the public schools to

increase the quality of education, hire more teachers, provide good facilities for students, and the most important is not giving emphasize in the use of technological tools. The schools hardly have computers or computer labs without access to internet, lack of tools in the Biology labs, and even worse, teachers do not have laptops because the Ministry of Education cannot give credit or support in order of every teacher can have one. However, we know that sometimes is not necessary to have the latest technologies or have a lot of resource to teach better and have great performance in students but like in any other public institution, there are good and bad students, good and bad teacher. And it does not matter the technological tools, what really matter is the level of commitment from the teacher toward the students to develop and create in them the desire to learn and even more, teacher become them autonomous to learn by themselves. We do really believe that this investigation is convenient to carry out because it is decisive for our major to know the facts that if the technological resources of today such as computer labs, laptop, multimedia canons, I pads, Smart phones, and internet will improve and make the learning process interesting and meaningful for the students that need to be prepare with the demanding of the new world.

Deficiencies: Education in El Salvador face several difficulties, in some years ago our Educational system has been presenting some deficiencies that has been treated and implementing different programs and campaigns pursuit reduce the low quality that our country has in education, the goals for our Governing are: reduce illiteracy and access of education from the different sector of our community, those are good goals, However we can identify different irregular situations that are present in educational life of our children and teenagers that take class in publics schools. With advance of technology and internet access everything is changing in the world, education is no exception; in the last years we had known about the new and different ways to access to virtual classrooms, sadly education in El Salvador is in the past century in respect to the actual world parameters. Many opinions have been emitted at respect such as; misappropriated funds, selfish governing, among other things. Activities like most management funds and budget has been in state a hand, who has served in a predominantly centralized, bureaucratic and

politicized. So instead of help to solve problems are increasing them, especially because State is only focused in how to increase educational accessibility but not in a quality educational accessibility that be able to compete with the other countries, this specially in technology area with e-teaching. Is known that many private schools and Universities are advancing in e-teaching but is necessary to extend this benefit to public schools that are institutions that depends of State directly, We can observe in the most of public schools that they just have a little number of equipment in relation with the big amount of students that go to classes there.

Investigations in El Salvador for improving education also has to be taken into account focus in technology because the idea is not only create access to education if not create access to quality education.

Audience:

This investigation has been carried out with the intention of benefiting to all people interested to enlarge their knowledge about the use of the technology in the education, but specially this investigation goes directed for those in charge of education, that is to say for all the teachers of any level, we believe that they are the applier of the educational methods, therefore the teachers will have bigger profit of this information, this work will analyze the lack of technological resources to improve our education and as I already mentioned it before not only the teachers will have benefit of this information, but also all those students that will be the future teachers, in that way they will have a point of view different regard to the modern education and to improve their teaching methods. We also have focused in the necessities that our audience has, and we think that one of the most common problem is the lack of knowledge and innovation, they need to enhance their knowledge as a teachers, and it doesnt matter if they work in public or private school. This new world demands the professional to be competent people and to achieve that, teachers should acquire knowledge that allow them and their students to develop those necessary competences, and as we know one of the most required is the ability to use any electronic device . another group that will be attracted to read our investigation will be

those parents that are always worried by the education of their children, this could promote a general petition to the government in order to improve an d equip to all public and private school, almost all the developed countries have improved their systems, because they have invested in the education, the education is the best way to overcome all the cultural and poor problems we have in our world, so we hope that all our audience fell the need of continuous improving their skills to teach and together change this system of things in order to have a better world for everyone.
