CAUSE
This problem may occur if one or more of the following conditions is true:
You install or remove a program that uses the Microsoft Installer Service
to install a program on your computer.
The Windows Installer Service is not running.
The Windows Installer registry settings may be corrupted or set
incorrectly.

You can reset the Windows Installer Service settings in the registry by creating a registry file using Notepad and
then running that file to update the registry key.

To check and see if the Windows Installer Service is set correctly and

1. Click Start, type services.msc in the Search box, and then
click Services under Programs.
