Monitoring and evaluation (M&E) in the Provincial Roads Management Facility (PRMF) helps ensure transparency and accountability

in program implementation. M&E provides evidence of outputs, outcomes and impacts that are attributable to the PRMF, while enabling the Facility to adjust as needed to changing conditions and circumstances. The purpose of M&E in the PRMF is to generate performance data that all key stakeholders will use to determine whether PRMF is successful in achieving its development goals and objectives. It also provides evidence to stakeholders and decision-makers of the change attributable to PRMF at many developmental levels while at the same time assist in developing capacity-building programs for participating provinces, beneficiaries, and DILG to sustain a road management system.

What are we interested in measuring?


PRMF is interested in getting answers to the following questions: a. How effectively and efficiently are resources used in managing and implementing the facility? To what extent has the Facility contributed to improving the core provincial road network in participating provinces? strengthening provincial institutional capacity and government systems for managing and maintaining the core provincial road network? building the capacity of DILG to replicate the program in other provinces? increasing competition contractors? among private sector

Whats unique about PRMFs M&E?


PRMFs M&E framework is designed to measure the overall performance of the Facility by using existing government systems as primary or secondary data sources if available. As such, M&E reporting for the facility will utilize data that are regularly collected by the PLGUs. However, not all questions that PRMF is interested in can be answered cost effectively using existing government systems within the timeframes required for PRMF. Under these circumstances focus group discussions, targeted surveys and other quantitative and qualitative collection techniques will be used.

What priority M&E activities will PRMF pursue?


Compile data from government systems. An inventory of existing data collection systems at PLGUs will be conducted to ascertain availability of data to be used in answering the M&E questions. Implement annual scorecards. The FMC will facilitate the collection of PLGU data to establish ratings for achieving sustainable conditions linked to outputs and reform objectives Develop Geographic Information Systems. The FMC will install GIS facilities and develop a geographic database for road and bridge asset management. Establish M&E system for provincial plans on roads and human resource development. The PRMF will help strengthen provincial M&E units, identify M&E requirements and processes, build M&E capacity, and implement a Provincial Road Network Development Plan (PRNDP) and Human Resource Management and Development Plan (HRMDP) M&E systems. Establish Community Impact Monitoring and Evaluation (CIME) case studies. The FMC will oversee the initial collection of impact data through the CIME case studies in partnership with the PLGU.

About PRMF
PRMF is a five- year (20092014), Php4.3 billion (A$100-million) development initiative of the Governments of the Philippines and Australia. Through PRMF, the Australian Government helps provincial governments to put in place the governance systems that will enable them to maintain their roads over time, while rehabilitating and maintaining a core road network in up to 10 provinces in Mindanao and the Visayas. PRMF aims to boost the local economy by improving road transport so that more people will have better access to rehabilitated and maintained road networks, economic activity and public infrastructure and services that will improve their livelihoods.
