June 22, 2012 Dear Fellow Democrats: First I would like to say Thank You to the El Paso Delegation

for supporting me and believing in me as your new State Democratic Executive Committeewoman. I am truly humbled and honored to accept this position in representing District 29. After returning from the Houston trip I attended an immigration conference in Nashville, Tennessee when this important announcement by President Obama was made. Imagine being in a room with hundreds of immigration attorneys and President Obama on the TV screen announcing a Deferred Action Policy as relief for DREAMers. This announcement was quite unexpected and yet extremely exciting for all of us and the youth of America. This is not an amnesty and it is not the Dream Act that Democrats have been pushing for so our youth can stay in the country legally with the hopes of citizenship in the future, but its a start. These youths are our future voters, future Democrats, and future politicians so we have to do what we have to do to get them there. This is simply a Deferred Action Policy, a relief for DREAMers. This deferred action is a temporary measure that will allow our youth to stay in the United States without the fear of deportation. If you are granted deferred action you will be eligible to apply for work authorization. To be considered for deferred action you must show that you: came to the United States under the age of sixteen (16); have continuously resided in the United States for at least five (5) years preceding the date the announcement (June 15, 2012) and is present in the United States on that date; is currently in school, has graduated from high school, has obtained a general education development certificate (GED), or is an honorably discharged veteran of the Coast Guard or Armed Forces of the United States; has not been convicted of a felony offense, a significant misdemeanor offense, multiple misdemeanor offenses, or otherwise poses a threat to national security or public safety; and is not above the age of thirty (30).

I know this is very vague right now but by August 15, 2012 we should already have the full policy and procedures in place and ready to move forward. In the meantime, if you know of anyone who may be eligible please refer them to an immigration attorney, and please be advised that notarios are not licensed to practice law. If anyone would like for me to make a presentation to your organization, please let me know, I will be more than happy to but I do intend to present this to the Democratic Party at our next meeting. Well, thank you again for giving me the opportunity to serve you and I look forward to the challenges ahead in working with our new State Chair Mr. Hinojosa, our new County Chair Mr. Melendrez, Don Williams, SDEC and everyone else I have the privilege of working with. Sincerely, Rebeca Bustamante Robledo, SDEC rrobledolaw@hotmail.com 915-422-4115
